Abstract

David Farmer suggests that there are multiple ways of looking at social science concepts. No one perspective, or lens, is superior, but taken together, multiple lenses can be enriching and yield a clearer picture of complex ideas. The purpose of this paper is to illustrate Farmerʼs multiple lenses approach by looking at performance measurement in the public organizations that participate in the Tennessee Municipal Benchmarking Project (TMBP). Observations from the TMBP suggests that utilizing only one lens can be detrimental to the decision-making process, while employing multiple lenses acknowledges multiple factors in the decision-making process and aides decision makers in reaching a consensus.

Abstract

A unique collaboration between education, industry and the Manpower Services Commission has resulted in The Whitbread Initiative, a comprehensive off‐the‐job training manual and computer‐aided appraisal package to support Youth Training Schemes and industry‐linked courses in schools and colleges. Whitbread & Co plc, MSC, and Cambridge Training & Development Ltd joined forces to produce the pack, which is published by Careers & Occupational Information Centre (COIC). It has taken 18 months to compile, and the 900‐page manual brings together teaching practices and skills established by Whitbread as a result of managing Youth Training Schemes during the last five years. It provides over 50 units of training material covering a wide range of essential topics, including personal and social skills, basic business know‐how, finance and communication skills, and health and safety. There are masters for making overhead projector slides, and worksheets, questionnaires and handouts available for photocopying. The computer‐aided appraisal disks, for use on BBC ‘B’ and IBM PC compatible computers, are designed to help trainees, students and staff pinpoint areas they need to work on, set targets, and review their progress regularly. Abstract

Purpose

This study aims to examine the influence of the following on the quality of externally facilitated board evaluation, namely, the timing of adoption of external board evaluation, type of evaluators and the independence of external facilitators.

Design/methodology/approach

The statements on board evaluation in annual reports of a sample of FTSE 350 companies were content analysed to measure the quality of externally facilitated board evaluation. This paper then used descriptive analysis and inferential statistics to demonstrate the possible association between the timing of adoption, as well as the type and independence of external facilitators and the quality of externally facilitated board evaluation.

Findings

Results reveal some effects of the timing of adoption, as well as the type and independence of external facilitators on the quality of externally facilitated board evaluation.

Practical implications

Shareholders should be aware of the timing of adoption, as well as consider the types and independence of external facilitators, given their influence on the quality of externally facilitated board evaluation. Regulatory authorities should provide more specific guidance on what types of professional organisations can be engaged as external facilitators and on the implementation of externally facilitated board evaluation, to promote its quality.

Originality/value

Several studies have provided theoretical accounts on how board evaluation should be conducted to ensure its effectiveness. However, there is a dearth of empirical literature, which examines the quality of externally facilitated board evaluation. This study develops a quality measure for externally facilitated board evaluation and shows the effect of the timing of adoption, types and independence of external facilitators on its quality. The study forges ahead institutional theorising of external board evaluation.

Abstract

This paper provides a day-to-day analysis of the reliability of commuting time and trip scheduling under the Advanced Traveler Information System (ATIS). A simple network with parallel routes and bottleneck congestion is used to simulate the departure time and route choice decisions of commuters to minimize total travel time and scheduling delay cost. There are two major factors influencing the decisions of drivers in their departure time and route choices: their accumulated travel experience and information provided by ATIS. A simple experiment is carried for investigating trip-scheduling reliability of this network system.

Purpose

The purpose of this paper is to outline the historical background and policy context of mental health services for people with intellectual disability (ID) in Ireland. It then considers recent implementation and lessons from the Irish experience.

Design/methodology/approach

The policy background and research literature relevant to the development of mental health services for people with ID in Ireland was reviewed and discussed.

Findings

Mental health services in Ireland remain in a state of change, moving towards the implementation of specialist multi-disciplinary teams in the community, alongside previous models of care and service.

Research limitations/implications

This paper summarises recent advances and research regarding mental health services for people with ID in Ireland.

Practical implications

The paper illustrates the process of delivering changes to mental health services with practical implications for mental health services internationally.

Originality/value

This is the first paper in many years to summarise the development of mental health services for people with ID in Ireland. There has been considerable recent change and it is therefore important to provide a useful reference for the current status of services.

Abstract

Purpose

The purpose of this article is to study how public libraries argue for the inclusion of non-traditional library collections and to identify public library objectives related to these collections.

Design/methodology/approach

The data was collected through a Web survey which was sent to public library managers in all Swedish municipalities. Data were analyzed using a model in which public library practices are divided into three categories relating to the public library’s goals, activities and tools.

Findings

Three different main arguments are used to support the introduction of non-traditional collections: as a contribution to public library goals or activities to attract non-users and as the result of external requests or needs. Through analysis of the survey results, the public library’s common goal, a socially sustainable society, was identified. Other library goals identified were an environmentally sustainable society and an improved library.

Practical implications

The results may inspire practitioners to reflect upon how non-traditional collections are related to library goals and activities and what consequences their inclusion may have for the library. For example, if non-traditional collections are used only to attract new users, there is a risk of creating expectations that the library cannot live up to.

Originality/value

Today, focus is placed on the conditions for public libraries in the digital world. It is easy to overlook the importance of non-traditional library collections, and the role they fulfill. This article draws attention to these collections and their possible consequences for public libraries.

Abstract

Purpose

This paper aims to provide libraries with collections advice regarding fantasy role‐playing games.

Design/methodology/approach

Current and emerging publication and sales models of pencil and paper, tabletop fantasy role‐playing games are explored. Details of print, print‐on‐demand, free and purchasable downloads, and subscription‐based options for major fantasy role‐playing games and alternatives are provided.

Findings

Many options are available to libraries wishing to provide support for fantasy role‐playing game programming. While an overwhelming quantity of publications are often available for purchase, usually only a bare minimum is required to run a role‐playing game. Free or modestly priced options are available for libraries on a shoestring budget. Libraries interested in supporting fantasy role‐playing game programming with collections need not spend much. Spending less on collections requires a greater amount of imagination, socializing, creativity, collaboration and literacy on the part of program participants.

Originality/value

Many libraries are interested in supporting fantasy role‐playing games with collections, but do not know where to start. While much is being written about gaming in libraries, little has been written to help libraries navigate current role‐playing game book publication and sales models.
