Abstract

Purpose

This chapter looks at the development of the concepts of ethical governance within the English local government structure. It examines this development by reference both to the current crisis in funding and service provision, and also to the development of standards for good governance and integrity.

Design

The chapter draws upon a national survey that was conducted by the authors in 2012.

Findings

The chapter suggests that while there may have been a wish to create more opportunities for devolved decision-making in English local government through changes in legislation, those policy-makers surveyed thought that the structures and processes of decision-making might be weakened.

Implications

The chapter indicates not just the need for further studies but also a more holistic exploration of the relationships between the ideas of ‘good governance’ and whose different interests are met through such changes.

Abstract

The expanded sovereign bond portfolios from the sizeable public interventions in the financial sector during the current crisis need close monitoring and analysis of emerging vulnerabilities. This chapter presents some conventional and new measures of market, credit, and liquidity risks for government bond portfolios, considered from the perspective of a sovereign debt manager. In particular, it examines duration, convexity, and VaR statistics as measures of market exposure; the contingent-claims approach as the most promising measure of credit risk exposure; and a VaR statistic as a measure of liquidity risk.

Abstract

To be denied the status of formal worker is to be denied the rights and protections of the formal sector. Such classification is a source of insecurity and uncertainty for many. When employers privilege disembedded employment arrangements, workers in precarious semi-formal settings face many financial and relational challenges, yet receive limited support. In hostile economic, social, and legal contexts, what practices and discourses do these workers draw on to respond to their work situations? When, and against whom, do they struggle for labor embeddedness? Analyses of ethnographic and interview data from two fieldwork projects studying semi-formal work – one study of inmate labor in a US prison and one of a local independent culture industry – reveal that workers engage in collective and independent classification struggles in search of formal and symbolic reclassification. A typology of such struggles is presented. By viewing these practices through this lens, this chapter aims to reveal parallels in the experiences of workers in seemingly disconnected fields and advance our understanding of worker action and embeddedness in contemporary capitalism.
