Abstract

Purpose

The article focuses on the role that ‘confidential information’ plays in relation to the work of board-level worker representatives, and their interaction with other worker participation mechanisms. Thus, the purpose of the paper is to explore the implications of confidentiality of board-level information for effective worker participation. The main argument is that if board-level worker representatives are excessively constrained by confidentiality provisions, their capacity to work effectively is brought into question.

Design/methodology/approach

A qualitative research was undertaken on a sample of 12 public limited companies in Slovenia. In each company, three interviews were conducted: with the CEO or board member, with a board-level worker representative and with a works councilor, who was not a board-level worker representative (36 interviews in total). Each of these interviewees has a particular role, and interest, in handling confidential information. Thus, a method of triangulation by groups was employed. The interviews were conducted at the company premises during October and November 2017. The results were analysed by the content analysis method.

Findings

This research confirms that in the majority of companies, nearly all of the material and information discussed by the board is deemed to be ‘confidential’. Consequently, communication between board-level worker representatives and the works council is rendered difficult, if not impossible. The results indicate an urgent need to redefine the concept of confidentiality and to reinforce the level of communication between management boards and works councils.

Research limitations/implications

The research is limited to one country, which, by no means, is fatal, as international comparisons, although of greater breadth, often lose some depth of analysis (especially, for example, where there are differences in legal contexts). Although the issues discussed in the paper are of relevance to all those with an interest in worker participation mechanisms, they cannot be generalised mostly due to national specificities.

Originality/value

The question of confidentiality as between the board, board-level worker representatives, works councils, trade unions and other form of worker representation, despite its importance, has been raised quite rarely in research. In this research, three groups of stakeholders (CEO/board member, board-level workers representative and works council members) have been covered, with the aim to extend the understanding of how confidentiality obligations impact relationships between these.

Abstract

Purpose

Conversion franchising is a strategy where franchisors recruit existing franchisees from rival systems or by converting independent businesses to franchisees. The present research aims to investigate the attractiveness of conversion offers and the likelihood of such offers being accepted under different conditions of the franchising agreement.

Design/methodology/approach

Based on commitment theory and agency theory, it is hypothesised that conversion likelihood will be larger if the conversion offer is more attractive in terms of relational benefits, relational costs, the management of control in the franchise relationship, or perception of brand strength. The study comprises a qualitative phase followed by a scenario experiment held among 415 Australian business format franchisees across six industries.

Findings

The qualitative findings reveal a predominantly calculative attitude towards the franchise relationship. The experimental findings support that relational costs and perception of brand strength are unconditional drivers of conversion likelihood; however, the effects of relational benefits and power and control depend on the details of the conversion offer. Effects of relational benefits depend on the level of power and control. More experienced franchisees and service-based franchisees are more likely to convert.

Research limitations/implications

The use of experimental case scenarios limits the external validity but enhances the internal validity by allowing control for factors that are difficult to account for in survey-based approaches. The study includes only franchisees from Australia although from a range of industries. The proposed methodology can be easily modified for other contexts.

Practical implications

The results can help franchisors tailor conversion proposals to suit specific conversion targets based on experience and industry type. Franchisors should generally focus on developing conversion proposals that are attractive in terms of perceived brand strength and relational costs. Relational benefits and management of power and control appear to play a role only in particular circumstances. For example, when no other factors differentiate the competitor, the management of power and control can make a difference in indicating franchise support quality and level of control among franchisees.

Originality/value

The study extends franchising research to the franchisee perspective and to a non-American context. It utilises an experimental approach that hitherto had not been applied in franchising research, allowing rigorous testing of hypotheses about franchise behaviour. Hypotheses are tested for different industry groups.

Abstract

Purpose

To examine the relationship between behavioural intentions and preparing for bushfire hazards and to test the hypothesis that intentions can inform how people reason about their relationship with environmental hazards.

Design/methodology/approach

Survey data were collected from 280 residents in high bushfire risk areas and analysed using multiple regression analysis. Semi‐structured interviews were conducted with a theoretical sample drawn from those who completed the survey. Data were analysed using grounded theory analysis strategies using the ATLAS.ti data analysis programme following the procedures for open, axial, and selective coding.

Findings

The analyses demonstrated that preparedness intentions reflect the outcomes of different ways of reasoning about their relationship with bushfire hazards and that “preparing” and “not preparing” represent discrete processes. Each outcome was supported by different attitudes towards preparing and by different predictor variables.

Research limitations/implications

Preparing and not preparing for natural hazards should be conceptualised as separate processes and additional research into their origins and precursors is required.

Practical implications

Separate risk communication strategies are needed to counter reasons for “not preparing” and facilitate “preparing”. Strategies should accommodate the attitudes and beliefs that underpin these outcomes. To facilitate sustained preparedness, strategies should assist people to negotiate issues required to arrive at a decision to adopt protective measures.

Originality/value

Provides novel insights into the relationship between people and natural hazards. It identifies a need to re‐think how risk communication strategies are developed and delivered.

Abstract

Purpose

The purpose of this paper is to assess whether the transposition of the EU directive on informing and consulting employees is likely to enhance voice and participation rights of Irish employees.

Design/methodology/approach

The paper is a literature based critique assessing the reasons for the “voice gaps” the evidence suggests exist in Irish workplaces and analysing the implications of the legal changes brought in by the information and consultation legislation.

Findings

The paper argues that the transposition of the EU directive provided a unique opportunity to bolster voice mechanisms in Irish workplaces and “plug” some of the gaps identified in the literature. However, the paper argues this opportunity has been largely squandered, as a result of the Irish Goversment's minimalist approach to “hard” regulation of information and consultation rights in the transposing legislation.

Research limitations/implications

The EU directive is perhaps of most relevance to those interested in the employment relations in the Anglo‐Saxon countries (Ireland and the UK). The findings relate, in particular, to those countries. The paper considers the implications of the transposition, too, in terms of the role of the social partners in promoting voice at work.

Practical implications

Encouraging and developing employee voice arrangements is of great interest to academics and practitioners alike. The paper suggests ways in which legal changes can be used to further these objectives.

Originality/value

The paper assesses the likely public policy outcomes of a specific transposition process.

These must be clearly understood and stated. The vendor's responsibility is to develop a creative solution to the library's particular needs, based on the information provided in the RFP and the functionality currently available. The responsibility of the consultant is essentially to educate. In order to get the system it needs, the library must not abdicate from the decision‐making process. The RFP is only one step in the process of locating a vendor and a system that meet the library's needs.

Abstract

Purpose

The paper seeks to explore the career attitudes, motivations and behaviours of young people in initial vocational education and training (IVET) in Europe.

Design/methodology/approach

This exploratory web‐based survey was conducted during the European year for mobility. Drawing on existing research on the motivators of international careers, it explored young people's perceptions of barriers and incentives to mobility.

Findings

The study differentiates “natives” (those who did not go abroad) and “boundary crossers” (those who did). Cultural exposure, travel and a desire for adventure are key motivators. Counter‐intuitively, those who chose not to go abroad are significantly more positive about the potential for professional development but are significantly more concerned for personal safety. Some maturational trends are apparent.

Research limitations/implications

The study is limited to a “European‐wide” perspective from a sample, which had access to the web survey. Further research could usefully explore differences in attitude and mobility behaviours within and across specific European countries.

Practical implications

Factors restricting boundary‐crossing behaviour may be rooted in aspects of psychological mobility such as perceived benefits of the experience, self‐confidence and risk aversion. This has practical implications for policy makers and career development for early career foreign didactic experiences where support for placements may need to focus more on psychological mobility, an area currently under‐researched.

Originality/value

This exploratory paper provides data to examine the mobility behaviours among young people in IVET, distinguishing between “natives” and “boundary crossers”. It presents an important attempt to more fully understand the dynamics of mobility attitudes and behaviours among young people.

Abstract

Purpose

The purpose of this paper is to explore the factors which influence individuals to take up international assignments in hostile environments (HEs). Using an intelligent careers (IC) perspective, an expanded framework of expatriation drivers to work in hostile contexts is developed that comprises individual, organizational and location-specific factors. In addition, the understanding of career capital acquisition and transfer is refined.

Design/methodology/approach

A “deviant” case study method to challenge the underlying assumptions of career capital maximization and transfer in global careers is used. To investigate the case, 25 individuals in an international development organization who had to decide whether to work in HEs were interviewed.

Findings

Five insights into decision drivers and career capital effects associated with postings to HEs are presented. These span all three levels of individual, organizational and location-specific decision factors.

Research limitations/implications

Due to the case study approach, the usual limitations of qualitative case-based research with respect to generalizability apply. In the conclusions three theoretical implications for the IC framework with respect to career capital acquisition, utilization and temporal effects are outlined.

Practical implications

A range of practical implications in relation to the selection, talent management, performance and reward approaches as well as repatriation and family considerations in global mobility are explored.

Social implications

The insights help organizations to design global mobility policies for HEs. In addition, individuals and their families benefit from greater clarity of global mobility drivers in the context of high risks.

Originality/value

The drivers of individuals to accept assignments to HEs are under-researched. This paper operationalizes and applies a holistic decision to work abroad framework, expands the literature on of the motivations of individuals and develops valuable insights to nuance the IC framework.

Abstract

Purpose

This paper draws upon prior research that built a theoretical framework for the emergence of social enterprise ecosystems based upon the biological evolutionary theory. This paper aims to extend this previous research by practically applying the said theory to the development of stakeholder and institutional networks across Europe.

Design/methodology/approach

Data from in-depth semi-structured interviews and focus groups were analysed using Constant Comparison Method. Data were generated from discussions with 258 key stakeholders in ten countries across Europe, exploring the historical, political, social, legal and economic factors that influence the patterns of a social enterprise seen in each country.

Findings

The results identify the emergence of four social enterprise ecosystem types (Statist-macro, Statist-micro, Private-macro and Private-micro). These are used to explain the differences found in each of the ten country’s social enterprise ecosystems. The results are discussed in relation to the evolutionary theory in social entrepreneurship and how “genetic” and “epigenetic” factors lead to the divergence of social enterprise ecosystems, and the impact that this has on the stakeholders and institutions that are present within them.

Originality/value

A typology of ecosystems is presented, which can be used by policymakers across Europe to understand how best to support their local social economies.
