Abstract

Purpose

According to the Project Management Institute, 70% of projects fail globally. The causes of project failure in many instances can be identified as non-technical or behavioral in nature arising from interactions between participants. These intangible risks can emerge in any project setting but especially in project settings having diversity of cultures, customs, beliefs and traditions of various companies or countries. This paper provides an objective framework to address these intangible risks.

Study design/methodology/approach

This paper presents a structured approach to identify, assess and manage intangible risks to enhance a project team’s ability to meet its objectives. The authors propose a user-friendly framework, Intangible Risk Assessment Methodology for Projects (IRAMP), to address these risks and the factors that cause them. Meta-network (e.g., a network of networks) simulation and established social network analysis (SNA) measures provide a quantitative assessment and ranking of causal events and their influence on the intangible behavior centric risks.

Findings

The proposed IRAMP and meta-network approach were utilized to examine the project delivery process of an international energy firm. Data were gathered using structured interviews, surveys and project team workshops. The use of the IRAMP to highlight intangible risk areas underpinned by the SNA measures led to changes in the company’s organizational structure to enhance project delivery effectiveness.

Originality/value

This work extends the existing project risk management literature by providing a novel objective approach to identify and quantify behavior centric intangible risks and the conditions that cause them to emerge.

Abstract

The onset of the COVID-19 pandemic certainly exacerbated the teacher shortage in the United States for all racial/ethnic groups, but especially for Black teachers. Black teachers account for 7–8% of the total teacher population and this percentage is the direct result of decades of systemic and structural barriers set against Black teachers in the form of racism. Still, Black teachers who enter the profession do so with the willingness to support all students and uplift Black students who often go years without seeing a teacher that looks like them. Black teachers often face different expectations than their white counterparts and these expectations, without the proper support, lead to Black teachers burning out at higher rates. In an effort to understand Black teachers' and the experiences that contribute them remaining in the classroom, the researchers explored Black teachers' working conditions through a phenomenological approach. The findings of this study suggest that Black teachers deserve working conditions that nurture who they are culturally and professionally, that reject actions of oppression toward them – both implicitly and explicitly, and offer spaces for Black teachers to be authentically heard.

Abstract

Purpose

A growing body of research has identified time pressure as a key driver of cybersecurity (CS) risks and vulnerabilities. To strengthen CS, organizations use CS documents (e.g. best practices, guidelines and policies) intended to strengthen CS. The purpose of this paper is to provide an overview of how specifically time pressure is addressed by CS documents.

Design/methodology/approach

The authors conducted a systematic search for CS documents followed by a content analysis of the identified documents. First, the authors carried out a systematic Web search and identified 92 formal and informal CS documents (e.g. security policies, procedures, guidelines, manuals and best practices). Second, they systematically analyzed the resulting documents (n = 92), using a structured approach of data familiarization and low-/high-level coding for the identification and interpretation of themes. Based on this analysis, the authors formulated a conceptual framework that captures the sources and effects of time pressure along the themes of industry, operations and users.

Findings

The authors developed a conceptual framework that outlines the role of time pressure for the CS industry, threats and operations. This provides a shared frame of reference for researchers and practitioners to understand the antecedents and consequences of time pressure in the organizational CS context.

Research limitations/implications

While the analyzed documents acknowledge time pressure as an important factor for CS, the documents provide limited information on how to respond to these concerns. Future research could, hence, consult with CS experts and policymakers to inform the development of effective guidelines and policies on how to address time pressure in the identified areas. A dedicated analysis within each area will allow to investigate the corresponding aspects of time pressure in-depth along with a consideration for targeted guidelines and policies. Last, note that a differentiation between CS document types (e.g. formal vs informal and global vs regional) was beyond the scope of this paper and may be investigated by future work.

Originality/value

This study makes three main contributions to the CS literature. First, this study broadens the understanding of the role of time pressure in CS to consider the organizational perspective along the themes of industry, threats and operations. Second, this study provides the first comprehensive assessment of how organizations address time pressure through CS documents, and how this compares to existing research in academic literature. Third, by developing a conceptual framework, this study provides a shared frame of reference for researchers and practitioners to further develop CS documents that consider time pressure’s role in secure behavior.

Abstract

Purpose

The demand for energy infrastructure projects has increased steadily over the last few decades and has come at a high cost. Disruptive technologies (DTs) have the inherent capability to affect the performance of energy infrastructure projects. Therefore, this research aims to explore the implications of DTs on the performance of energy infrastructure projects.

Design/methodology/approach

This research adopts a positivist philosophical position. A quantitative strategy and deductive approach (based on a survey design) guided this study. Sixty-six respondents participated in the study. The study’s population comprised of experts in energy infrastructure projects who possessed a high level of industrial experience including top- and middle-level management of power generation companies. Cochran’s formula was used to select a sufficient sample for the study. Linear regression, one sample test and Cronbach’s alpha were the analytical tools adopted.

Findings

This study established that there is an 18.4% increase in the performance of energy infrastructure projects in Ghana when DTs are applied. In order of importance, DTs improve speed of operations in energy projects; reduce operating cost and enhance efficiency of energy projects; drive sustainable economic development; enhance security in energy projects; and improve environmental sustainability of projects. The study also revealed that e-commerce technologies, renewable energy technologies, three-dimensional printing, bar code technology, photogrammetry, global positioning systems, geographic information systems and nanotechnologies were the topmost ranked DTs with the most impact on the performance of energy infrastructure projects.

Originality/value

This is a novel investigation on the implications of DTs on the performance of Ghanaian energy infrastructure projects. This study’s practical implication is evident in both policy and practice. Energy sector policymakers should endeavour to adopt DTs in their operations to enhance sustainability and performance.

Purpose

Helicopter fuselage vibration prediction is important to keep a safety and comfortable flight process. The helicopter vibration mechanism model is difficult to meet of demand for accurate vibration prediction. Thus, the purpose of this paper is to develop an intelligent algorithm for accurate helicopter fuselage vibration analysis.

Design/methodology/approach

In this research, a novel weighted variational mode decomposition (VMD)- extreme gradient boosting (xgboost) helicopter fuselage vibration prediction model is proposed. The vibration data is decomposed and reconstructed by the signal clustering results. The vibration response is predicted by xgboost algorithm based on the reconstructed data. The information transfer order between the controllable flight data and flight attitude are analyzed.

Findings

The mean absolute percentage error (MAPE), root mean square error (RMSE) and mean absolute error (MAE) of the proposed weighted VMD-xgboost model are decreased by 6.8%, 31.5% and 32.8% compared with xgboost model. The established weighted VMD-xgboost model has the highest prediction accuracy with the lowest mean MAPE, RMSE and MAE of 4.54%, 0.0162, and 0.0131, respectively. The attitude of horizontal tail and cycle pitch are the key factors to vibration.

Originality/value

A novel weighted VMD-xgboost intelligent prediction methods is proposed. The prediction effect of xgboost model is highly improved by using the signal-weighted reconstruction technique. In addition, the data set used is collected from actual helicopter flight process.

Abstract

Purpose

The purpose of this paper is to study the crisis management process for project-based organizations (PBOs) by developing a comprehensive model and propositions.

Design/methodology/approach

This paper is based on a conceptual study. A literature review is considered a primary source for studying contemporary research, including 171 publications in total, which embody qualitative, quantitative, conceptual and theoretical studies. For data analysis, content analysis is used, which is comprised of descriptive and thematic analysis.

Findings

This study identifies five imperative elements of crisis management for PBOs which include (1) sense-making (information gathering and crisis interpretation), (2) decision-making (accurate and timely decision), (3) response (reactive response), (4) outcome (success/failure) and (5) learning. Based on these findings, this study proposes an integrative model of the interplay between sense-making, decision-making, response, outcome and learning. Furthermore, the findings lead to propositions for each of the elements. The paper contributes to the literature on dynamic capability theory.

Originality/value

This paper explores the crisis management process for PBOs. The proposed model deepens the understanding of the practices and processes of project-based crisis management.

Abstract

Purpose

The purpose of this study is to address why managers enter the excessive market. A comparison of the facts and perceptions of entrants relative to success in the market shows that many entrants are confident about the viability of their businesses and enter the market. Accordingly, the authors simulate market entry decisions to detect behavioral biases.

Design/methodology/approach

The authors adapted the entry decisions simulation method, which is supported by the theoretical foundations of signal detection theory (SDT) and signaling theory. The simulation model is implemented on the Anaconda platform and written in Python 3.

Findings

The results of this study suggest that overestimation relates to excess market entry. Also, the proportion of excess entry under difficult conditions is always higher than under easy conditions.

Practical implications

This research helps managers and firms think about their and their competitors' abilities and evaluate them before entering the market. Policymakers and practitioners can also design programs such as experiential learning to help entrants assess their skills.

Originality/value

So far, no research has investigated the role of overconfidence under different market conditions. Accordingly, this study contributes to the current market entry literature by disentangling the debate between absolute and relative confidence and by considering the role of task difficulty.

Abstract

Purpose

This paper aims to shed light on the linkage between research and development (R&D) networks and public funding presented in a given period by using network-based evaluation tools as a means of exploring the relational dimension in public projects designed to foster technology R&D activities.

Design/methodology/approach

This research uses co-occurrence network analysis of relevant public projects to assess how technological associations might occur within the R&D activities of given publicly funded projects as well as conducts correlation analysis to understand the extent to which linkages of R&D activity in technology fields are related to public expenditure.

Findings

Core technology fields, regarded as eligible to receive continued public funding, are critical for enhancing competitiveness and sustainable growth at the nationally strategic technology level. Thus, the relationship between R&D and the level of government funding for these fields is generally perceived as strong. However, a few technology fields, which did not actively form specific network relationships with other technology fields, are considered to exceptionally drive the largest government support. This trend indicates that the government-funded R&D should be designed and managed not only to curb the inefficiencies existing in the current funding programs but also to achieve the appropriateness for further technology development.

Research limitations/implications

Despite the comprehensive findings, this study has several limitations. First, it is difficult to control any confounding factors, such as the determinants and constraints of the government budget allocation and expenditure decisions over S&T areas, strategic frameworks for public investment and evolving policy landscapes in technology sectors, which lead to bias in the study results. Second, this study is based on a narrow, single-year data set of a specific field of projects supported by the Korean government’s R&D program. Therefore, the generalization of findings may be limited. The authors assumed that influences caused by confounding variables during the initial phase of the public funding schemes would not be significant, but they did not take into account possible factors that might arise coincident with the subsequent phase changes. As such, the issue of confounding variables needs to be carefully considered in research design to provide alternative explanations for the results that have been ruled out. The limitations of this study, therefore, could be overcome by comparing the outcome difference between subsidized and non-subsidized R&D projects or evaluating targeted funding schemes or tax incentives that support and promote various areas of R&D with sufficiently large, evidence-based data sets. Also, future research must identify and analyze the R&D activities concerning public support programs performed in other countries associated with strategic priorities to provide more profound insight into how they differ. Third, there are some drawbacks to using these principal investigators-provided classification codes, such as subjectivity, inaccuracy and non-representation. These limitations may be addressed by using content-based representations of the projects rather than using pre-defined codes. Finally, the role that government investment in R&D has played in developing new science and manufacturing technologies of materials and components through network relationships could be better examined using longitudinal analysis. Furthermore, the findings suggest the need for further research to integrate econometric models of performance outcomes such as input–output relations into the network analysis for analyzing the flow of resources and activities between R&D sectors in a national economy. Therefore, future research would be helpful in developing a methodological strategy that could analyze temporal trends in the identification of the effects of public funding on the performance of R&D activity and demand.

Practical implications

Public funding schemes and their intended R&D relationships still depend on a framework to generate the right circumstances for leading and promoting coordinated R&D activities while strengthening research capacity to enhance the competitiveness of technologies. Each technology field has a relatively important role in R&D development that should be effectively managed and supervised to accomplish its intended goals of R&D budgeting. Thus, when designing and managing R&D funding schemes and strategy-driven R&D relations, potential benefits and costs of using resources from each technology field should be defined and measured. In this regard, government-funded R&D activities should be designed to develop or accommodate a coordinated program evaluation, to be able to examine the extent to which public funding is achieving its objectives of fostering R&D networks, balancing the purpose of government funding against the needs of researchers and technology sectors. In this sense, the examination of public R&D relations provides a platform for discussion of relational network structures characterizing R&D activities, the strategic direction and priorities for budget allocation of the R&D projects. It also indicates the methodological basis for addressing the impact of public funding for R&D activities on the overall performance of technology fields.

Originality/value

The value of this work lies in a preliminary exploratory analysis that provides a high-level snapshot of the areas of metallurgy, polymers/chemistry/fibers and ceramics, funded by the Korean Government in 2016 to promote technological competitiveness by encouraging industries to maintain and expand their competencies.
