Abstract

François Perroux was an economist of strong convictions and fruitful ideas. His belief, which was also shared by other eminent development economists of his time, that backwardness was not a fate is entirely reflected in his development pole theory, which has a prominent place within the regional development theory. This implies that his theory was highly influential, as evidenced by the fact that strategies based on development poles were implemented around the world, in both developed and developing countries. Although these strategies took different forms, largely depending on the specific contexts in which they were applied, there was a common factor in all of them, which was the importance of the direct use of large-scale investment resources to generate the hoped-for structural changes through accelerated economic growth. Looking carefully at the Italian and Brazilian cases, it should be noted that the development pole strategies had, in addition to the use of heavy investment resources already mentioned, some common characteristics, such as: the focus of attention directed toward the backward regions, specifically the Mezzogiorno region in Italy and the Amazon region in Brazil; the fight against regional disparities within both countries through structural change and the strengthening of backward regional economies as an underlying reason; and the active participation of the State in the drawing up and implementation processes of development poles. This chapter aims at comparing the development pole strategies in Italy and Brazil, highlighting similarities and differences of these experiences in triggering the long-awaited regional development.

La questione generale dell'intervento dello Stato nel campo delle attività turistiche non si può dire sia stata finora esaurientemente affrontata; nè d'altro lato è pretesa del presente studio, che si propone unicamente l'esame di un caso particolare, il tracciarne le linee, le modalità e gli obiettivi. È tuttavia opportuno ricordare che in effetti cospicui e generali interventi statali nel settore del turismo si vanno da tempo verificando e diffondendo; e, sull'esempio dei risultati altrove conseguiti, anche Stati che in passato non avevano ritenuto di conferire a tale attività una forma e un coordinamento a carattere pubblico, vi considerano e attuano ora con particolare interesse simili interventi. È noto d'altra parte che, secondo la pacifica e universalmente accettata formulazione della scienza giuridica, l'attività di governo, e pertanto in senso lato amministrativa, di uno Stato, interviene «dirigendo integrando e addirittura sostituendo l'attività dei privati e delle associazioni private, diretta alla soddisfazione dei bisogni fisici, economici, intellettuali e morali».

La valutazione economica delle attrezzature turistiche ed alberghiere presenta gravi difficoltà tecniche, sia perché non è possibile isolare l'elemento caratteristico del turismo e della ricettività negli impianti e nelle imprese industriali, sia perchè l'ammontare dei capitali investiti, e cioè il costo degli impianti turistici ed alberghieri, non coincide quasi mai con il loro valore di mercato. I capitali impiegati nella costruzione di strade, di mezzi di trasporto, di acquedotti, di impianti sportivi o nella valorizzazione di zone paesistiche, panoramiche, monumentali, ecc., e soprattuto quelli investiti in opere ricettive interessano il turismo in misura difficilmente valutabile in cifre: un'autostrada costituisce certamente un investimento di maggior rilievo turistico che non una qualsiasi strada di campagna, ma non si può dire quanto sia il capitale specificatamente destinato, nell'una o nell'altra, allo scopo turistico. Forse soltanto per gli investimenti alberghieri, si può ritenere che il totale dei capitali impiegati nelle relative attrezzature riguardi il turismo.

Abstract

La relazione del Dott. Luciano Merlo ha accennato ai problemi che sorgono con l'intervento dell'autorità statale nel campo delle attività turistiche; ed ha esaminato quanto in Italia si è attuato attraverso l'opéra di un ente di recente costituzione: la Cassa per il Mezzogiorno. Ma nel nostro paese molteplici provvedimenti sono stati da tempo emanati nel settore turistico: dalle disposizioni concernenti i pubblici esercizi a quelle che disciplinano le tariffe alberghiere e la loro pubblicità; da quelle relative alla istituzione di scuole per il personale degli alberghi alle norme che rendono obbligatoria l'attuazione di migliorie igieniche e sanitarie negli esercizi ricettivi; e così via. In questa breve relazione noi vorremmo però esaminare in modo particolare i provvedimenti adottati dallo Stato italiano per il miglioramento delle attrezzature alberghiere, e specialmente quelli relativi ai contributi ed ai mutui che vengono concessi a favore delle singole aziende.

Abstract

Purpose

To construct a commercial agricultural manipulation for fruit picking and handling without human intervention.

Design/methodology/approach

Describes a research activity involving a totally autonomous robot for fruit picking and handling crates.

Findings

Picking time for the robotic fruit picker at 8.7 s per orange is longer than the evaluated cited time of 6 s per orange.

Research limitations/implications

The final system, recently tested, has not yet achieved a level of productivity capable of replacing human pickers. Further mechanical modifications and more robust and adaptive algorithms are needed to achieve a stronger robot system.

Practical implications

Experimental results and new simulations look very promising.

Originality/value

Will help to limit costs and guarantee a high degree of reliability.

Abstract

This study explores the historical development of a deprived class in Messina, a Southern Italian city. By means of 85 in-depth interviews and the analysis of the most important phases of the reconstruction following a disastrous earthquake which took place in 1908, the authors investigate the forces that, over the course of a century, shaped the formation process of an “underclass” living in shanties and deprived project areas within the city. The authors’ hypothesis is that the “economy of disaster” and the “shock economy” are not a specific feature of the current period. On the contrary, the elements characterizing the contemporary disaster-related speculative processes were largely active at the very beginning of the past century. This chapter, then, explores the long-lasting social consequences of speculative approaches to the management of disasters, and reflects on the forms of resistance of subaltern populations to an organization of life that started in the aftermath of a remote earthquake, and still affects their living conditions and ways of reproduction.

Abstract

The author reconstructs the anti-Semitic press campaign led by Maffeo Pantaleoni, one of the major Italian economists, between 1915 and 1924. A declared supporter of Nationalism and Fascism, co-editor of the magazine La Vita italiana, the economist moreover promoted the publication of the Protocols of the Elders of Zion in 1921 plus the publication of lists of Jews who had prominent roles in Italy. Pantaleoni’s work is particularly important from the idealogical point of view because it supports that of the founder of La Vita italiana, Giovanni Preziosi, who was destined to hold, after the death of his ‘master’, a primary role in the Fascist culture and policy of anti-Semitism during the Republic of Salò (1943–1945) which promoted the systematic extermination of Italian Jews.
