Abstract

Purpose

This paper aims to offer Sitio San Roque, an informal settlement in the Philippines as a case study to explore long-term "forgetful" urban development planning in the Philippines, and the renewed visibility of the urban poor under COVID-19 lockdown. It connects scholarship on informality to issues of housing and political rights in Metro Manila to further investigate how vulnerable communities in the Global South are faring in the pandemic.

Design/methodology/approach

This is an exploration of Sitio San Roque, an informal settler community in Metropolitan "Metro" Manila, Philippines. This paper refers to recent journalistic reports pertaining to the community's ongoing evictions and arrests while under Metro Manila's "enhanced community quarantine." Furthermore, it converses with literature from disciplines including health-care policy, urban studies and recent studies on COVID-19 and vulnerable communities to critically discuss the plight of the urban poor in the pandemic-stricken Metro Manila.

Findings

The urban poor and members of informal communities such as Sitio San Roque are especially vulnerable to contracting COVID-19 because of precarious livelihoods and housing instability. The creation of informality in Metro Manila can be traced to political tensions, economic agendas and development planning since the time of Marcos' administration and also to global restructuring during the 1990s. However, also important to note is that under Metro Manila's lockdown, informal settlers are further disenfranchised and stigmatized via ongoing demolitions and evictions, as well as by processes of policing and criminalization by the state. The use of military and police personnel as a way to enforce lockdown in the metropolis further impedes on the rights of informal settlers and the urban poor.

Originality/value

Recent scholarship and reports discuss the challenges for informal communities and the urban poor in navigating the COVID-19 pandemic, mainly due to their housing conditions and loss of economic stability. This paper contributes to a critical understanding of these issues by adding the dimensions of political and housing rights. It refers to the case study of members of Sitio San Roque, who have experienced continuous threats of demolitions and arrests by state police for protesting the lack of government aid under lockdown. Both military approaches of governance and housing informality work in tandem to expose the vulnerabilities of the urban poor in Metro Manila's pandemic. Finally, this paper extends on urban studies scholar Gavin Shatkin's concept of “forgetful planning” (2004) by applying his discussions to the current context. Informal settlers have long been “forgotten” by the state's development plans, but are now remembered and deemed more visible in Metro Manila's ECQ.

Abstract

Purpose

This research examines the effects of health, location, and other factors on receipt of wage income for young heads of households, aged 19 to 25, who lived in HUD-assisted housing and in other rental housing in 2011.

Methodology/approach

This chapter reports results of analyses of the 2011 American Housing Survey, merged with HUD administrative records, available as a public-use file at the U.S. Census Bureau.

Findings

Nineteen percent of young householders in assisted housing and 8% in other rental housing reported less than good health or a disability. Nearly two-thirds of young householders in assisted housing reported receipt of earned income. For respondents in assisted housing who reported good health and no disabilities, logistic regression models suggest that educational attainment beyond a high school diploma, more than one adult in the household, and living in metropolitan areas in the Midwest or West census regions were positively and statistically significant for receipt of earned income. For respondents in both assisted and other rental housing who reported less than good health and/or disabilities, residence in assisted housing or educational attainment beyond a high school diploma were positively associated with receipt of earned income, while residence in the metropolitan South lowered the odds of receipt of earned income.

Social implications

Success of self-sufficiency programs will depend on accommodating the imperatives created by health, disability, and structural impediments created by a market economy.

Originality/value

This is the first analysis of health/disability and other barriers to paid employment that accurately identifies a nationally representative sample of young Millennials in HUD-assisted and other rental housing.

Abstract

Purpose

This research aims to examine the relationship of personal innovativeness, perceived value (consisting of perceived utilitarian and hedonic value) and continuance intention in the context of ride-hailing apps and to investigate consumer behaviour differences between metro and non-metro consumers.

Design/methodology/approach

The survey sample included 402 consumers of popular ride-hailing apps in Indonesia to test the research framework. Then, PLS-SEM-based software was utilised to examine the hypothesised relationship.

Findings

The findings indicate that the effect of personal innovativeness on continuance intention in using ride-hailing apps will operate through the full mediation role of perceived hedonic and utilitarian value, respectively. The findings also show that there are consumer behaviour differences between metro and non-metro consumers, in which the cognitive belief of consumers in the metro areas regarding the usage of ride-hailing apps is more related to hedonic value.

Research limitations/implications

The variety of respondent demographic profiles in this research is limited in that most of the research respondents are students. In such a case, the study may face the issue of generalisation.

Originality/value

This research generates an extended idea of the information technology continuance model by validating the important role of perceived hedonic and utilitarian value as an integral part of the model and strengthens the insights that Indonesia has consumer behaviour differences regarding technology-based services, particularly ride-hailing apps, between metro and non-metro consumers.

Abstract

Purpose

To evacuate passengers arriving at intercity railway stations efficiently, metros and intercity railways usually share the same station or have stations close to each other. When intercity trains arrive intensively, a great number of passengers will burst into the metro station connecting with the intercity railway station within a short period, while the number of passengers will decrease substantially when intercity trains arrive sparsely. The metro timetables with regular headway currently adopted in real-world operations cannot handle the injected passenger demand properly. Timetable optimization of metro lines connecting with intercity railway stations is essential to improve service quality.

Design/methodology/approach

Based on arrival times of intercity trains and the entire process for passengers transferring from railway to metro, this paper develops a mathematical model to characterize the time-varying demand of passengers arriving at the platform of a metro station connecting with an intercity railway station. Provided the time-varying passenger demand and capacity of metro trains, a timetable model to optimize train departure time of a bi-direction metro line where an intermediate station connects with an intercity railway station is proposed. The objective is to minimize waiting time of passengers at the connecting station. The proposed timetable model is solved by an adaptive large neighborhood search algorithm.

Findings

Real-world case studies show that the prediction accuracy of the proposed model on passenger demand at the connecting station is higher than 90%, and the timetable model can reduce waiting time of passengers at the connecting station by 28.47% which is increased by 5% approximately than the calculation results of the generic algorithm.

Originality/value

This paper puts forward a model to predict the number of passengers arriving at the platform of connection stations via analyzing the entire process for passengers transferring from intercity trains to metros. Also, a timetable optimization model aiming at minimizing passenger waiting time of a metro line where an intermediate station is connected to an intercity railway station is proposed.

Abstract

Purpose

With the tremendous increase in the number of netizens, online consumer behavior has become an important issue nowadays. One of the important issues of online consumer behavior is e-consumer conformity. This paper aims to explore prominent factors of e-consumer conformity and its impact on consumer attitude, which helps marketers to understand this new business arena and involve this relationship to enhance their business.

Design/methodology/approach

For the purpose, convenience sampling was used with sample size of 510. Offline as well as online mode of survey was applied. The resultant hypotheses (based on the developed model depicting normative and informational consumer conformity effect on attitude) were examined by structured equation modeling.

Findings

The present study presents the different dimensions of e-consumer conformity and its difference in metro and non-metro cities on which marketers have to frame their strategies. The study revealed that the customer attitude is largely affected by others expectations (conformance with others expectations, NCC) rather others knowledge and expertise (ICC). Additionally, the comparison of virtual conformity behavior of metro and non-metro customers was made, and it was found that conformity behavior does not significantly differ in these two contexts.

Practical implications

Business saturation in metro cities, infrastructural growth and technological advancement in non-metro cities, companies are moving toward non-metro cities. Due to contextual differences existing between metro and non-metro market, it is difficult to trace the changes in the marketing policies and device the appropriate strategy accordingly for the marketers. In lieu of this, the present study presents the different dimensions of e-consumer conformity and its degree of difference in metro and non-metro cities on which marketers have to frame their strategies.

Originality/value

Good number of research has been conducted on consumer conformity in India; however, there is a scarcity of literature in virtual consumer conformity in India. This research is not only establishing the relationship between virtual consumer conformity and consumer attitude but also establishing the difference of virtual consumer conformity in metro and non-metro cities in India.

Abstract

Purpose

The purpose of this paper is to examine an interagency collaboration (The Metropolitan Law Enforcement Council – Metro‐LEC), consisting of 42 law enforcement agencies that provide mutual aid and assistance to member agencies in times of need.

Design/methodology/approach

In total, four sources of data (personnel interviews, written survey, organizational documents and participant observation) were used as part of a case study method, to assess the administrative and operational functioning of the Metro‐LEC.

Findings

In sum, the findings conclude that the organization is meeting the needs of the member agencies, with few unmanageable impediments.

Research limitations/implications

Since the current study relies on a case study from a single collaborative agency, the findings come with caution, in terms of generalizability.

Originality/value

This psprt contributes to the literature on police interagency collaboration and is the first known study on a Law Enforcement Council (LEC).

Abstract

Purpose

The purpose of this paper is to take advantage of Internet of Things (IoT) for intelligent route programming of crowd emergency evacuation in metro station. It is a novel approach to ensure the crowd safety and reduce the casualties in the emergency context. An evacuation route programming model is constructed to select a suitable evacuation route and support the emergency decision maker of metro station.

Design/methodology/approach

The IoT technology is employed to collect and screen information, and to construct an expert decision model to support the metro station manager to make decision. As a feasible way to solve the multiple criteria decision-making problem, an improved multi-attributive border approximation area comparison (MABAC) approach is introduced.

Findings

The case study indicates that the model provides valuable suggestions for evacuation route programming and offers practical support for the design of an evacuation route guidance system. Moreover, IoT plays an important role in the process of intelligent route programming of crowd emergency evacuation in metro station. A library has similar structure and crowd characteristics of a metro station, thus the intelligent route programming approach can be applied to the library crowd evacuation.

Originality/value

The highlights of this paper are listed as followings: the accuracy and accessibility of the metro station’s real-time information are improved by integrating IoT technology with the intelligent route programming of crowd emergency evacuation. An improved MABAC approach is introduced to the expert support model. It promotes the applicability and reliability of decision making for emergency evacuation route selection in metro station. It is a novel way to combine the decision-making methods with practice.

Abstract

Purpose

The purpose of this paper is to initially evaluate the most current and important complications of sustainable mega rail transportation projects. This purpose is assisted by thoroughly reviewing the foremost uncertainties and challenging issues of STI. Once these factors are established, they will be the base of STI indicators. Finally, to consolidate such alignment, the Sydney Metro and Melbourne Metro are then compared and analyzed. The analysis would then create a platform to measure sustainability and relevant complexities in mega rail transportation projects.

Design/methodology/approach

To further consolidate such hypothesis, this research investigated two mega rail transportation projects in Australia. Both Sydney Metro and Melbourne Metro Rail were selected as the basis of case study, as both possess similar sustainability aspects.

Findings

As an outcome this research found that, complexities in both of these projects were based on future challenges and opportunities including imperfect equalization or not balancing all the four sustainability indicators; and where and how to emphasize the overlapping of these four indicators. In summary, these findings can assist the relevant planners, to better prepare and manage mega railway infrastructure and their operations.

Originality/value

While the sustainability for transportation infrastructure has been covered extensively by other authors, this paper strengthens the four specific and separate STI indicators – especially for mega rail infrastructure. Although, there are some crossover areas within these indicators, however, this research separately validates each as an independent entity. Commonly, there are three dimensions within the sustainability domain – environmental, economical and social. Nevertheless, for this research, a fourth dimension engineering which includes all the technical focus, has been separately developed. This is particularly important to effectively deal with all the complexities, particularly for mega projects, such as rail transportation infrastructure. Accordingly, separating the engineering dimension would thus reshape the triple bottom line factors to include a separate technical focus. To further evaluate this separation of the four specific areas, two mega Australian rail transportation projects are then reviewed as experiments.

Abstract

Purpose

As a part of adaptive and complex system thinking, geographic information systems (GIS) are beneficial particularly for transportation projects, where uncertainty is frequent. Accordingly, this paper aims to examine the utilization of GIS in line with adaptive and complex system thinking, as the basis of the methodical formulation of perceived gaps within the integrated transportation planning (ITP) specifically for the mega transportation projects. Such a framework is undertaken, as the mega transportation projects although may seem straightforward, however, are problematic and require more consideration than the traditional triple bottom line factors. Using the Sydney Metro as the case study, the outcome demonstrates the significance of the fourth separate dimension of engineering into the aforementioned bottom-line factors.

Design/methodology/approach

The research examines the utilization of adaptive and complex system thinking, as the basis of the methodical formulation of perceived gaps within the ITP. The use of Sydney’s Metro project is a novel example of the proposed methodical formulation and its empirical assessment and provides a better understanding of the use of mapping and planning tools for mega transportation projects.

Findings

Aptly, using the developed conceptual framework, this research further validates the inclusion of a separate engineering dimension with the usual triple bottom line factors. Such inclusion is paramount in responding to the existing ITP gaps found within the current literature.

Originality/value

This research uses GIS and ITP process to support the aforementioned adaptive and complex system thinking. This, in turn, is used as the basis of a methodical formulation framework in dealing with mega rail transportation infrastructure. To support such a proposition, Sydney Metro is examined as the basis of a case study.
