Abstract

This chapter concentrates on metropolitan governance, the use of projects (or ‘projectification’) in public administration and the development of metropolitan forms of citizen participation. The analysis is based on a case study from the Helsinki Metropolitan Area – a multi-actor policy programme called the Urban Programme, which included a specific participatory project named Citizen Channel. According to the analysis, the Urban Programme was a way to create consensus and collaboration between the municipalities of the area, whereas the Citizen Channel project created a ‘toolbox’ for metropolitan citizen participation. However, the relation between programme- and project-based development and municipal administration, especially the implementation of the results of short-term projects in permanent administration proved difficult. From the perspective of metropolitan ruralities, four kinds of conclusions are emphasised: the complexity and conflictuality of the issue of metropolitan governance; the use of relatively similar programmes and projects as policy tools both in urban and rural contexts; the ‘metropolitan dimension of everyday life’ of the inhabitants and its relation to municipal administrative cultures as well as the birth and strengthening of new actors such as local NGOs in projects. The originality of this chapter is to combine the frameworks of metropolitan governance, projectification and the development of citizen participation in an empirical study and to reflect them to the ‘metropolitan ruralities’ research.

Abstract

Purpose

The purpose of the study is to examine the long-run convergence properties of condominium prices based on the ripple effect for five major US metropolitan areas (Boston, Chicago, Los Angeles, New York and San Francisco). Specifically, we test for both overall convergence in condominium prices and the possibility of distinct convergence clubs to ascertain the interdependence of geographically dispersed metropolitan condominium markets.

Design/methodology/approach

Our analysis uses two approaches to identify the convergence properties of condominium prices: the Lee and Strazicich (2003) unit root test with endogenous structural breaks and the Phillips and Sul (2007, 2009) time-varying nonlinear club convergence tests.

Findings

The Lee and Strazicich (2003) unit root tests identify two structural breaks in 2006 and 2008 with the rejection of the null hypothesis of a unit root and long-run convergence in condominium prices in the cases of Boston and New York. The Phillips and Sul (2007, 2009) club convergence test reveals the absence of overall convergence in condominium prices across all metropolitan areas, but the emergence of two distinct convergence clubs with clear geographical segmentation: on the east coast with Boston and New York and the west coast with Los Angeles and San Francisco while Chicago exhibits a non-converging path.

Research limitations/implications

The results highlight the distinct geographical segmentation of metropolitan condominium markets, which provides useful information to local policymakers, financial institutions, real estate developers and real estate portfolio managers. The limitations of the research are the identification of the underlying sources for the convergence clubs identified due to the availability of monthly data for a number of potential variables.

Practical implications

The absence of overall convergence in condominium prices, but the emergence of distinct convergence clubs that reflects the geographical segmentation of metropolitan condominium markets raises the potential for portfolio diversification.

Originality/value

Unlike previous studies that have focused on single-family housing, this is the first study to examine the convergence of metropolitan area condominium prices.

The concept and practice of e-services has become essential in business transactions. Yet there are still many organizations that have not developed e-services optimally. This is especially relevant in the context of Indonesian Airline companies. Therefore, many airline customers in Indonesia are still in doubt about it, or even do not use it. To fill this gap, this study attempts to develop a model for e-services adoption and empirically examines the factors influencing the airlines customers in Indonesia in using e-services offered by the Indonesian airline companies. Taking six Indonesian airline companies as a case example, the study investigated the antecedents of e-services usage of Indonesian airlines. This study further examined the impacts of motivation on customers in using e-services in the Indonesian context. Another important aim of this study was to investigate how ages, experiences and geographical areas moderate effects of e-services usage.

The study adopts a positivist research paradigm with a two-phase sequential mixed method design involving qualitative and quantitative approaches. An initial research model was first developed based on an extensive literature review, by combining acceptance and use of information technology theories, expectancy theory and the inter-organizational system motivation models. A qualitative field study via semi-structured interviews was then conducted to explore the present state among 15 respondents. The results of the interviews were analysed using content analysis yielding the final model of e-services usage. Eighteen antecedent factors hypotheses and three moderating factors hypotheses and 52-item questionnaire were developed. A focus group discussion of five respondents and a pilot study of 59 respondents resulted in final version of the questionnaire.

In the second phase, the main survey was conducted nationally to collect the research data among Indonesian airline customers who had already used Indonesian airline e-services. A total of 819 valid questionnaires were obtained. The data was then analysed using a partial least square (PLS) based structural equation modelling (SEM) technique to produce the contributions of links in the e-services model (22% of all the variances in e-services usage, 37.8% in intention to use, 46.6% in motivation, 39.2% in outcome expectancy, and 37.7% in effort expectancy). Meanwhile, path coefficients and t-values demonstrated various different influences of antecedent factors towards e-services usage. Additionally, a multi-group analysis based on PLS is employed with mixed results. In the final findings, 14 hypotheses were supported and 7 hypotheses were not supported.

The major findings of this study have confirmed that motivation has the strongest contribution in e-services usage. In addition, motivation affects e-services usage both directly and indirectly through intention-to-use. This study provides contributions to the existing knowledge of e-services models, and practical applications of IT usage. Most importantly, an understanding of antecedents of e-services adoption will provide guidelines for stakeholders in developing better e-services and strategies in order to promote and encourage more customers to use e-services. Finally, the accomplishment of this study can be expanded through possible adaptations in other industries and other geographical contexts.

Abstract

Purpose

The purpose of this paper is to examine the role of dynamic marketing capabilities (DMC), foreign ownership modes and sub-national locations on the performance of foreign-owned affiliates (FOAs) in developing economies.

Design/methodology/approach

Based on a sample of 254 FOAs in the Indian manufacturing sector (covering the period of 2000-2008 leading to 623 firm-year observations), the empirical paper adopts the panel data regression approach.

Findings

The study confirms the significant importance of DMC to assist FOAs to gain better sales performance in an emerging market such as India. The findings indicate that wholly owned foreign affiliates (WOFAs) have better sales performance than international joint ventures (IJVs), and majority-owned international joint ventures (MAIJVs) perform better than minority-owned international joint ventures in the Indian manufacturing sector. The results confirm that effective deployment of DMC leads to better sales performance in WOFAs and to some extent in MAIJVs. Perhaps the most interesting finding is that developing DMC in non-metropolitan areas is associated with higher sales growth than in metropolitan locations.

Originality/value

The study contributes to the literature by examining the impact of DMC on performance of FOA by considering the organised manufacturing sector in a large and fast growing developing economy. In addition, the results for the moderating effects provide novel evidence of the conditions under which DMC of FOA interact with different ownership modes and influence firm performance.

Abstract

Purpose – The purpose of this paper is to describe the ascent of Metropolitan Washington from an area with low levels of immigration to a major U.S. destination.

Methodology/approach – Drawing on a growing body of research on immigration to Washington, DC, and data from the American Community Survey (ACS), trends are examined in detail to illustrate how this immigrant gateway fits into the national historical picture.

Findings – The findings analyze the historical comparative settlement patterns of immigrants to the United States to demonstrate how Washington has emerged as the seventh largest immigrant gateway. The paper further analyzes metropolitan-level data on country of origin and residence to show the diversity of the immigrant population and their disbursal to suburban areas from the central core over the past four decades.

Social implications – The paper also highlights some conflict in new suburban destinations within metropolitan Washington, which experienced fast and recent growth. But immigrant incorporation has worked well in the past and Washington can continue to work to be a model of immigrant integration as local organizations, governments, and communities continue to confront the challenges of immigration in productive and sustainable ways.

Originality/value of paper – This paper combines the historical settlement of immigrants across the United States with the in-depth examination of one of the newest and largest immigrant gateways, the U.S. capitol region, Washington, DC.

Abstract

Purpose – To provide a demographic portrait of Latinos in the Washington Metropolitan Area.

Design/methodology/approach – This is a descriptive analysis using published results from the 2010 U.S. Census and authors’ tabulations from the U.S. Census Bureau's 2009 American Community Survey.

Findings – According to the 2010 U.S. Census, more than 700,000 Latinos lived in the Washington metropolitan area. In many ways, Washington's Latino population is unique when compared to Latino populations in other U.S. metropolitan areas. For example, unlike other metropolitan areas, no single Hispanic origin group is in the majority in Washington. And while the largest Hispanic origin group in other metropolitan areas is often of Mexican, Puerto Rican, Cuban, or Dominican origin, in the Washington metro area Salvadorans are the largest group. In other ways too, the Capital Region's Latino population is unique. It has the nation's largest Bolivian community. It has a greater share of immigrants than Latino populations in most other metropolitan areas. It has a higher share of college graduates among its Latino population than any other metropolitan area nationwide. And it is dynamic – growing fast and dispersing across the region.

Originality/value – This chapter provides a detailed demographic portrait of Latinos in the Washington, DC, area using the latest data sources available.

Abstract

Purpose

The purpose of this paper is to compare the job satisfaction of police officers in metropolitan cities with that of officers in smaller areas in a rapidly developing nation. It also assesses the difference in the factors that affect the job satisfaction of officers in metropolitan cities and smaller areas.

Design/methodology/approach

The research used survey data collected from 1,500 police officers throughout South Korea. Ordinal logistic (ordered logit) regression was the main method of analysis considering the ordinal response in the dependent variable.

Findings

The findings revealed no difference in job satisfaction between officers in metropolitan cities and those in smaller cities and rural areas, but certain factors, especially length of service and rank, negatively affected officers' job satisfaction in metropolitan cities; this was not the case in smaller cities and rural areas.

Research limitations/implications

Although findings from police survey data of a non‐random sample of officers should be generalized with caution, the findings provide police administrators with some evidence that certain factors are necessary to minimize the likelihood of job dissatisfaction among senior and supervisory officers in metropolitan cities.

Originality/value

Few researchers have compared the level of and predictors of officers' job satisfaction in large and small cities, especially in non‐Western contexts. The study intends to fill this void.

Abstract

Purpose

This study aims to explore the digital divide between students living in metropolitan and non-metropolitan areas in the Antioquia region of Colombia. This is achieved by collecting data about student interactions from the Moodle learning management system (LMS), and subsequently applying supervised machine learning models to infer the gap between students in metropolitan and non-metropolitan areas.

Design/methodology/approach

This work uses the well-established Cross-Industry Standard Process for Data Mining methodology, which comprises six phases, viz., problem understanding, data understanding, data preparation, modelling, evaluation and implementation. In this case, student data was collected from the Moodle platform from the Antioquia campus of the UNAD distance learning university.

Findings

The digital divide is evident in the classification model when observing differences in variables such as the number of accesses to the LMS, the total time spent and the number of distinct IP addresses used, as well as the number of system modification events.

Originality/value

This study provides conclusions regarding the problems students in virtual education may face as a result of the digital divide in Colombia which have become increasingly visible since the implementation of machine learning methodologies on LMS such as Moodle. However, these practices may be replicated in any virtual educational context and furthermore be extended to enable personalisation of various aspects of the Moodle platform to meet the individual needs of students.
