Abstract

Purpose

Exploring the influencing factors on urban rail transit (URT) ridership is vital for travel demand estimation and urban resources planning. Among various existing ridership modeling methods, direct demand model with ordinary least square (OLS) multiple regression as a representative has considerable advantages over the traditional four-step model. Nevertheless, OLS multiple regression neglects spatial instability and spatial heterogeneity from the magnitude of the coefficients across the urban area. This paper aims to focus on modeling and analyzing the factors influencing metro ridership at the station level.

Design/methodology/approach

This paper constructs two novel direct demand models based on geographically weighted regression (GWR) for modeling influencing factors on metro ridership from a local perspective. One is GWR with globally implemented LASSO for feature selection, and the other one is geographically weighted LASSO (GWL) model, which is GWR with locally implemented LASSO for feature selection.

Findings

The results of real-world case study of Shenzhen Metro show that the two local models presented perform better than the traditional global model (OLS) in terms of estimation error of ridership and goodness-of-fit. Additionally, the GWL model results in a better fit than GWR with global LASSO model, indicating that the locally implemented LASSO is more effective for the accurate estimation of Shenzhen metro ridership than global LASSO does. Moreover, the information provided by both two local models regarding the spatial varied elasticities demonstrates the strong spatial interpretability of models and potentials in transport planning.

Originality/value

The main contributions are threefold: the approach is based on spatial models considering spatial autocorrelation of variables, which outperform the traditional global regression model – OLS – in terms of model fitting and spatial explanatory power. GWR with global feature selection using LASSO and GWL is compared through a real-world case study on Shenzhen Metro, that is, the difference between global feature selection and local feature selection is discussed. Network structures as a type of factors are quantified with the measurements in the field of complex network.

Abstract

Purpose

This paper aims to understand the spatiotemporal influence of metro rail connectivity on housing prices in surrounding areas. The study assesses the average annual price shift for apartments around metro stations in Delhi during the previous decade, specifically from 2010 to 2019. The authors examine the spatiotemporal extents to which housing prices are determined by the prominence of metro stations and spatial development around metro stations.

Design/methodology/approach

The authors perform the cross-tabulation analysis to calculate chi-square values to test the hypotheses concerning the responsiveness of the housing market in Delhi to the number of locational variables in the areas connected with the mass public transportation system.

Findings

The empirical findings verify the existence of a housing market overvaluation in Delhi around metro stations until 2013, which was eventually re-adjusted after 2014. The key findings of the study suggest the role of location variables concerning metro rails in the shooting up of the housing prices in the city. In addition, the research establishes the association of annual housing price shifts to the metro rails in the short-term, mid-term and long-term in conjunction with the distance from the metro station.

Originality/value

In the market, the prices are often overvalued by real estate agents due to better connectivity to the metro stations. The overvaluation eventually causes massive downfalls in housing markets and rollouts as a risk for the investors. However, the effect of mass transportation on housing prices is mixed in nature, limited to a certain extent only and not as influential as frequently portrayed by the market forces. This effect loses colour with time.

Case overview/synopsis

This case discusses how vital teamwork and motivated leadership can convert a crisis such as Covid-19 into an opportunity. This case study talks about Uttar Pradesh Metro Rail Corporation (UPMRC), a metro rail corporation working to develop metro trains in the Indian state of Uttar Pradesh. The case discusses how challenging it was for the metro rail corporation to transform its processes in a short period and deal with the crisis on major fronts such as facilities maintenance, human resource management, ensuring safety and security of its staff and riders, motivation of staff, service quality and maintaining all operational aspects. The case discusses how UPMRC is a leader on all fronts and has excelled in its operational work. It talks about what challenges the lockdown and unlocking phase posed in front of the leadership and how teamwork, dedication to exemplary service quality and customer satisfaction gave the team the strength to make changes that improved their processes and helped them overcome the crisis.The case starts with a discussion of metro rail inception and incorporation of UPMRC and then how this newly formed metro has to face the challenges of pre-lockdown period where the team worked very hard for sanitisation and safety. The lockdown created a completely different set of challenges related to the facilities and the entire metro train systems, which was a difficult situation to deal because of restrictions and other challenges. However, the team dealt with situations with strength and strategic planning, leading to better managed processes and staff. The unlocking phase also gave many challenges that the team handled with a lot of care and efficiency.

Complexity academic level

This case is suitable for post-graduate-level courses on services marketing, service operations management, general management, crisis management and strategic management. Participants can use the case to develop an understanding of strategic planning and management.This case can also be used in the executive education program for managers to encourage them to think through challenges faced by metro rail corporations.

Abstract

Purpose

New services design and development are difficult to plan, execute, measure and evaluate. Particularly, new services that are capital-intensive and involve a long gestation and development time are considered extremely risky. The purpose of this paper is to discuss a list of innovative practices in various managerial aspects in designing, planning and development of a large scale infrastructure intensive public transportation service. A contemporary new public transportation service development is discussed as evidence of proven and benchmarked criteria.

Design/methodology/approach

This is a technical paper, where theoretical foundations of best practices in new service development project are discussed and supported by practice-based evidences from a real-life urban transportation project. A case study approach is adopted with secondary data.

Findings

Worldwide during and after economic recession of 2008, several projects were stalled or abandoned. The inference through this work is that through efficient management practices, a large capital-intensive new service development project can be made successful even during a turbulent economy in a region marred by more challenges than elsewhere.

Practical implications

Several issues in large scale services development, such as urban transportation are domain specific. Some of the issues faced in urban transportation are common to several Gulf countries; therefore the policy guidelines, managerial practices and development strategies reported in this paper can be replicated in many of them. The commercial impact of the service project is a significant drive towards fuel conservation and to save huge amounts of productive time.

Social implications

Public transportation with a high quality of networked service improves the quality of life to a large extent. Unless certain measurable demands are not met, an affluent society is less likely to endorse public transportation. In addition, endorsement of public transportation is been promoted in several parts of the world as a drive towards a green, energy efficient, low-carbon emission and sustainable environment.

Originality/value

To the best of the authors’ knowledge, new services planning and development is a key operations management topic, on which very little is written about. Particularly no other paper has presented a real-world large scale infrastructure intensive project development to this detail, and along with a theoretical background to benchmark performance and development practices.

Abstract

Purpose

This paper aims to propose the practice of urban resilience to flooding in a vulnerable Asian city, Taipei. It conducts Geographic Information System (GIS)-based simulations to assess Taipei’s vulnerability under a set of varying flooding scenarios and likelihoods. This research concludes by proposing remedies to fill the gaps these flood simulations reveal and, in doing so, promotes urban resilience in Taipei. This paper provides an example of urban resilience to flooding for other cities in Asia.

Design/methodology/approach

The paper undertakes a case study of Taipei to survey current practices and historic analyses as a tool to evaluate a chronology of policies implemented to make Taipei resilient to flooding. It also conducts flood simulation and scenario analysis through the technology of GIS by using ArcMap 10.2.2 software to gauge the vulnerabilities in Taipei. These GIS-based data sets are collected from Taiwan’s central and local governments. This paper analyzes the vulnerability of population, land value, residential properties, GDP and critical facilities, such as major subway stations, medical centers, public schools, major public buildings, electric power substations and gas/oil stations. Additionally, it analyzes the likelihood and cost and benefit of different flooding scenarios based on typhoon and rainfall data sets in 1975-2014 period. After a thorough analysis of vulnerability, likelihood of flooding and cost–benefit analyses, this research develops Taipei resilience policies to address the vulnerabilities.

Findings

The findings indicate that Taipei case study, a chronology of policies implemented to prevent flooding, explains that costly engineering structures, rebuilding and fortification against floods eventually created a false sense of security, which has encouraged more intensive residential and commercial developments in flood-prone areas, and led to a higher level of vulnerability. Additionally, flooding simulations indicate that 40 per cent of Taipei City is located in flood risk areas in an extreme weather scenario. This percentage is higher than other global cities such as London’s 15 per cent, Tokyo’s 10 per cent and New York City’s 25 per cent. Based on the 10 per cent of total flooding areas above 0.5 m, the vulnerable population is estimated at 200,000 people, or 7 per cent of the total population. The GDP impact will be more than $28bn. More than $67bn of land value is vulnerable. A least one million subway passengers will be affected each day. Further, there is little evidence that the urban poor are particularly vulnerable to floods. On the contrary, some neighborhoods with high-income households face a higher risk of floods. Very few medical centers, oil and gas stations and electrical power substations are located in flood-prone areas, but a large number of public schools, administrative buildings and major subway stations are susceptible. Additionally, the likelihood analysis of flooding in an extreme rainfall scenario concludes that the possibility will be five times that of the existing assumption with a flood in every 200 years. Thus, Taipei City’s infrequent once-in-two-century floods are likely to occur more frequently.

Originality/value

This paper provides a thorough analysis of vulnerability, likelihood of flooding and cost–benefit analyses in Taipei. It also develops Taipei resilience policies to address the vulnerabilities. In the future, rather than strengthening and rebuilding costly structures, Taipei should focus on land-use and environmental planning for resilience. Urban policies should include environmentally responsible development in the face of continued population and economic growth, and being resilient regarding natural disasters. Most important is the need for a strong political commitment and leadership to initiate and implement urban policies toward resilience.

Abstract

Purpose

Understanding a lack of strategy execution research, especially a lack of execution frameworks, the purpose of this paper is to focus on building a model of one of the most classic aspects of effective strategy execution, i.e. alignment. The proposed framework of alignment demonstrates linkages among different factors of alignment and suggests a managerial action plan to successfully convert strategic goals into execution performance.

Design/methodology/approach

This study develops an empirically tested framework of “alignment” that can be used to plan effective strategy execution. The research context of the study is the firms operating in the infrastructure sector of India. A multi-method approach, combining qualitative and quantitative techniques, has been adopted with emphasis on the interpretation of the framework to suggest managerial actions.

Findings

This study shows that structure-strategy linkage is the most fundamental task of strategy execution. However, there are other aspects of alignment also that are critical. Also, there exist hierarchical relationships among different alignments. The structural understanding of alignment is required to set strong foundation for execution process.

Research limitations/implications

This study is limited to firms in the infrastructure sector of India. A questionnaire survey approach may invite some bias in response. Also, a large sample size could have been more useful to generalize findings. The proposed framework in this study suggest that the alignment of structure with strategy is important but not sufficient for effective strategy execution. There exist hierarchical relationships, among the factors of alignment, showing a dependence-driving relationship.

Practical implications

Strategy execution is one of the biggest challenges that corporations have been facing. The existing literature has identified many issues leading to effective strategy execution. The “alignment” aspect of execution has been the most talked about. There are different levels of alignment required for successful strategy execution. Literature suggests some of the key areas of alignment. However, there has been a lack of frameworks demonstrating linkages among different alignments to facilitate effective strategy execution.

Originality/value

There is a lack of strategy execution frameworks, especially reflecting on the alignment aspect of strategy execution. This study focuses not only on “how” of the framework development but also on the “why” aspect of the same. The interpretation approach also helps in pondering on the contextual realities.

Learning outcomes

The learning outcomes of this study are to examine the financial performance of Bangalore Metro Rail Corporation Ltd. (BMRCL) during past five years, to compare the financial performance with the initial projections, to identify the causes of deviations in the performance, to recommend the measures to improve financial performance and to apply the learning from the BMRCL project to other similar upcoming projects in India.

Case overview/synopsis

BMRCL has been struggling to perform as per projections made in the initial detailed project report. The situation has further worsened because of the COVID-19 pandemic and its post-impact on the overall economic level of activity. Ramana Rao, the consultant for infrastructure projects, was worried after reading a news article which deemed the project a white elephant. Various articles published in the newspaper also reported that BMRCL was incurring a loss of Rs 45 lakhs every day. The consultant worried about the sustainability of the project. He wanted new ideas and plans which could turn around these losses and convert them into profitable ones. He, however, does not have any immediate plans to execute and is therefore in a dilemma about how a project that was launched with so much fanfare could be made profitable. Because of COVID-19 pandemic, BMRCL’s financial situation, which although improving, had taken a significant hit. It looked like the corporation might need government assistance to cover its losses. The transport utility suffered a loss of Rs 170 crore, as a result of a decline in ridership as well as other revenue sources including parking fees and leasing revenues. This amounted to a daily loss of Rs 1 crore. The pressure on revenues was putting the officials in a tight spot about meeting the company’s debt obligations and market borrowings.
