Abstract

Purpose

The purpose of this paper is to propose meta‐synthetic ideas and knowledge asset management approaches to build a comprehensive strategic framework for Beijing City in China.

Design/methodology/approach

Methods include a review of relevant literature in both English and Chinese, case studies of different types of support frameworks in the UK, the USA, Singapore and Hong Kong, formulation of a meta‐synthetic support framework for Beijing City, and justification of its application to policy development by various studies. Three stages of meta‐synthetic support frameworks are proposed.

Findings

The suggested meta‐synthetic support frameworks are highly appropriate for the optimisation of, and innovation in, management and services systems of government information resources. The proposed knowledge asset management approaches offer significant practical value in improving the competence and capabilities of service‐oriented government, providing a set of solutions to identified, urgent problems, including a joint administration system for creating value, a release and distribution management system for sharing and protecting value, and a licensing and authorisation management system for adding value.

Research limitations/implications

This paper focuses on the formulation of a theoretical support framework for the reuse of government information resources and the justification of its effectiveness to guide policy development at strategic level. Case studies of its application at operational level are ongoing and will be discussed in future papers.

Practical implications

The suggested meta‐synthetic support frameworks support the efficiency, effectiveness and economy of intelligent traffic administration, good governance of value‐added services based on government information resources, and intellectual activity around city travel and traffic. The study has wide implications for the improvement of service‐oriented government performance, public satisfaction and the image of government.

Originality/value

The paper presents the adaptation of meta‐synthetic ideas and knowledge asset management approaches to collaboration, optimisation, innovation and compliance management issues in the reuse of government information resources. The advantages of different types of support systems and frameworks are integrated as a coherent whole for a strategic framework of legal, regulatory and standards support to China and Beijing.

Abstract

Purpose

The purpose of this paper is to operationalise the collaborative cross-border innovation process employed by multinational corporations in their effort to penetrate new markets.

Design/methodology/approach

The paper is based on the case study of a leading European telecommunications group (OPERACOM). Methodologically it relies on 32 interviews, observation and secondary data analysis, and is theoretically founded on an extensive (mostly narrative and partly meta-synthetic) literature review.

Findings

The findings show that two new activities merit inclusion in the collaborative cross-border innovation process: strategic marketing anticipation and pre-opportunity studies. In this context, three strategic marketing levers are elucidated: subsidiaries’ knowledge integration, communication/coordination mechanisms, and collaboration-governance; interrelating on the way the activities and elements comprising the breadth and depth of the process’ continuum.

Research limitations/implications

These stem from and are inherent to the very nature of the research (case study), which proscribes generalisations. Additionally, the research’s long-term span subjects the results to some inevitable potential temporal distortions.

Practical implications

The research findings, owing to their detailed and activity-specific disposition, constitute a case prototype towards further and/or corresponding application to organisations of this and/or other industries; presenting executives with an existing and market-tested positive paradigm of the innovation aspect of the collaborative market-entry mechanism.

Originality/value

Carrying significant scholarly and executive value, the research substantially and specifically enhances the understanding of innovation as an integral part of the internationalisation process, describing and prescribing explicit processes and actions throughout the horizontal and vertical organisational axes.

Abstract

Purpose

The purpose of this paper is to reveal the underlying principles of knowledge processing in a new era of mass collaboration and provide an integrated guideline for organizational knowledge management (KM) based on identifying the gaps between the existing KM theories and emerging knowledge initiatives such as Web 2.0, Pro-Am, Crowdsourcing, as well as Open Innovation.

Design/methodology/approach

This research mainly employs three types of research methodologies: Literature study was conducted to connect this study with conventional theories in KM and propose the main principles of Mass Collaborative Knowledge Management (MCKM). Object-oriented modeling was used for designing its interaction model. The case study method was employed to discuss the two typical practices carried out by Goldcorp Inc. as well as the Defence Advanced Research Projects Agency.

Findings

This paper proposes the novel KM paradigm called MCKM and also provides its main principles and the interaction model. First, it identifies the gaps between emerging practices and existing KM theories. Second, it embraces the long tails into the scope of organizational KM and extends the scope of prevailing KM studies. Third, it falls back on Pro-Ams to save the costs of and to reduce the risk to organizational KM as well. Fourth, it highlights the advantages of opening organizational internal knowledge and transforms the core beliefs in conventional KM. Finally, it classifies organizational knowledge into two types, domain knowledge and non-domain knowledge, and provides some managing policies, respectively.

Practical implications

Introducing MCKM into organizational KM will not only enhance the organizational knowledge creation and sharing, but also help an organization build its open knowledge ecosystem.

Originality/value

This is a paper to introduce a new direction of KM studies, which guides an organization to build an open knowledge ecosystem by implementing mass collaborations and taking advantages of the complementary advantages of men and machines in knowledge processing.

Abstract

This chapter describes a collaborative teaching and action research project undertaken by an academic librarian and education professor at the University of Alaska Southeast. The authors collaborated to develop and teach a series of three distance-delivered (i.e., e-learning) graduate-level courses designed to strengthen the information literacy and research skills of in-service teachers of grades P-12 enrolled in the M.Ed. in Special Education degree program at our university. Many of the teachers enrolled in this program lived and worked in one of the more than 200 geographically isolated, sparsely populated, and predominately Alaska Native communities that are scattered across Alaska’s vast terrain. We interviewed some of our graduate students after they completed their programs of study to evaluate the effectiveness of our instruction and to better understand the information literacy experiences and needs of teachers in rural Alaska. We discuss the theoretical context of our teaching and research, the instruction and research we conducted, and what we learned.

Abstract

Common literature review methods such as systematic review and narrative review are poorly suited to the investigation of complex management phenomena. Systematic reviews are highly driven by protocol and procedure, and are oft-criticized as reductive and poorly equipped to examine the interaction between phenomena and context, nonlinear processes, and empirical outcomes that are less predictable. Narrative reviews, on the other hand, are pluralistic and iterative and thus better suited to descriptions of the complex and unpredictable; however, they tend to lack methodological transparency, trustworthiness, and pragmatism in application. The “realist synthesis” approach to literature review can be seen as the middle-ground between these two common methods, offering both methodological rigor alongside flexibility and nuance. Realist synthesis takes an explanatory frame, with a focus on unearthing the theorized causal mechanisms at play beneath a phenomenon of interest.

Abstract

Purpose

The purpose of this study is to review literature on the relationship between leadership and workplace learning, to critically analyze and discuss findings and to suggest future research paths based on the synthesis.

Design/methodology/approach

This study applied a refined literature review process leading to a selection of 40 articles, which originated from 14 internationally acclaimed journals.

Findings

When explaining leadership influence regarding individual and team learning, the concepts of role modeling behavior, relational support and negotiation of meaning is significant. If leaders provide support, show exemplary behavior and negotiate individual arrangements with employees, workplace learning development is positively affected.

Research limitations/implications

Future studies should focus on empirical cases further illustrating how the leader–employee relationship is formed in practice, to further understand differences in leadership influence on employee workplace learning.

Practical implications

The gathered knowledge implicates that carefully designed leadership training programs and personalized work arrangements between leader and employees are beneficial for leader’s ability to influence employee workplace learning.

Originality/value

The reviewed studies were solely published in top management journals, which resulted in an original literature selection. This study also discusses implicit or articulated assumptions about the view of learning in the selected studies, offering additional understanding about the underlying learning views in leadership–workplace learning research.

Abstract

Purpose

This paper presents the results of a qualitative study that involved students of an interdisciplinary PhD program. The study objective was to gather requirements to create a knowledge graph information system. The purpose of this study was to determine information-seeking practices and information needs of this community, to inform the functionalities of a proposed system, intended to help students with relevant resource discovery and decision-making.

Design/methodology/approach

The study design included semi-structured interviews with eight members of the community, followed by a website usability study with the same student participants.

Findings

Two main information-seeking styles are recognized and reported through user personas of international and domestic (USA) students. The findings show that the useful information resides within the community and not so much on the program website. Students rely on peer communication, although they report lack of opportunities to connect. Students’ information needs and information seeking are dependent on their progress through the program, as well as their motivation and the projected timeline.

Practical implications

Considering the current information needs and practices, a knowledge graph hosting both information on social networks and the knowledge produced by the activities of the community members would be useful. By recording data on their activities (for example, collaboration with professors and coursework), students would reveal further useful system functionalities and facilitate transfer of tacit knowledge.

Originality/value

Aside from the practical value of this research that is directly influencing the design of a system, it contributes to the body of knowledge on interdisciplinary PhD programs.

Abstract

Purpose

This scoping review thoroughly scanned research on race, contacts with police and attitudes toward police. An exploratory meta-analysis then assessed the strength of their associations and interaction in Canada and the USA. Key knowledge gaps and specific future research needs, synthetic and primary, were identified. The paper aims to discuss these issues.

Design/methodology/approach

A germinal methodological framework for conducting scoping reviews was used (Arksey and O’Malley, 2005). The authors searched for published or unpublished research over the past 15 years and retrieved 33 eligible surveys, 19 of which were included in a sample-weighted meta-analysis.

Findings

The independent association of contact with attitudes toward police was estimated to be three times larger than the independent race association. Three large knowledge gaps were identified. Almost nothing is known about these associations among specific racial groups as they were typically aggregated into visible minority groupings. The authors have essentially no knowledge yet about specific racial group by a specific type of contact interactions. There is also a lack of generalizable knowledge as research has been largely restricted to locales.

Originality/value

This is the first research synthesis of race and attitudes toward the police that incorporated contacts with the police. Its observation of the relative importance of contacts suggested a great preventive potential. This scoping review identified needs for a full systematic research review and a formal meta-analysis to plan future primary research including large national studies that are truly representative of Canada and America’s diversity. Such will be needed to advance more confident knowledge about the factors that would support more trusted relationships between police and people in the communities they aim to serve.

Abstract

Purpose

The purpose of this paper is to explore perspectives of secondary (9–12) teachers on how to sustain growth mindset concepts within instructional practices as well as identifying barriers to sustainment.

Design/methodology/approach

This study employed an exploratory case study to obtain the lived experiences of participants. An inductive analysis process was utilized on the data collected through structured interviews and a semi-structured focus group.

Findings

Four major themes emerged from an in-depth analysis process: embed growth mindset practices in daily classroom instruction, communicate verbal affirmations and implement growth mindset learning tasks, allow students to experience academic successes and failures and teachers should receive continual support.

Research limitations/implications

The study was limited to secondary grades (9–12). Therefore, it is recommended to expand the study to grades K-8.

Originality/value

Due to a gap in the literature, this study provided insights into sustaining an innovative psychological approach, growth mindset, within academic instruction. Growth mindset concepts have been supported through the work of seminal researcher Carol Dweck and other prevalent educational researchers (e.g. Robert Marzano) to provide teachers with effective classroom instructional practices that can academically progress students.

Abstract

Purpose

The sustainable skills that informal manufacturers use in volatile times remain poorly understood. This study explored the skills that the informal manufacturers used to navigate the uncertain business environment during the COVID-19 pandemic.

Design/methodology/approach

A total of 27 telephone interviews were conducted with informal entrepreneurs who were manufacturers of agricultural machinery at Mbare Magaba and Gaza home industry in Harare, Zimbabwe. Purposive and snow ball sampling were used to identify information rich sources. The authors used thematic analysis in identifying recurrent themes from this study.

Findings

The study results show that business agility motivated most informal manufacturers to restructure their business to sustain their operations. With the closure of formal companies, the informal manufacturers adopted slowing and narrowing loops through purchasing broken down agricultural machines for repairs or remanufacturing of durable machines for their low-income customer base. Most young and formally trained manufacturers adopted a prospector strategic behaviour as they used digital platforms to network with business associates for supplies, gathering market intelligence, making and receiving electronic payments and establishing virtual distant markets whilst the older manufacturers resorted mostly to a defender strategic behaviour of engaging their usual customers for repair jobs and a few referrals.

Originality/value

This study offers unique insights with respect to skills required for the sustainable and strategic management of small and medium enterprises during times of crisis.
