Abstract

Purpose

The purpose of this paper is to investigate the innovative approaches to further reduce the environmental impacts during the construction of mega transportation infrastructure, particularly for Australia.

Design/methodology/approach

As part of this research, the Sydney Metro was exploited as a case study. This included reviewing the elements of reducing the environmental impacts for the Sydney Metro.

Findings

This research has found that there are six elements of reducing the environmental impacts of the Australian public transport infrastructure process. Moreover, this research also found that for the Sydney Metro, first, the logistic planning and optimisation was carefully developed followed by the remaining five elements.

Originality/value

The originality of this research consists of carefully examining the Sydney Metro’s environmental implications including its on-going EIA and EPA compliance.

Abstract

Purpose

The purpose of this paper is to examine the casino development and regulation in Macau and Singapore. The paper also seeks to assess the potential for casino development in Asia, with a particular focus on the prospects of Japan's casino resorts.

Design/methodology/approach

The paper reviews the gaming history, gaming/tourism policies and casino regulations of Macau and Singapore. The key aspects concerned with the casino development in Asia are also examined.

Findings

The paper identifies the fundamentals that have contributed to the prosperity of casino resorts in Macau and Singapore, as well as highlights the potential and challenges for the casino developments in Japan and other Asian destinations.

Research limitations/implications

A number of legal and tourism-related factors are identified to be the determinants of casino development. However, more research is needed to examine the political, economic and socio-cultural factors associated with casino gaming.

Practical implications

The paper, discussing the casino development and regulation in Macau and Singapore, provides practical implications for the design of gaming/tourism policy and casino control in Japan and other prospective gaming jurisdictions.

Originality/value

The paper contributes to the growing body of literature on the gaming law and casino development in Asia and provides insights for policymakers contemplating the adoption of casinos as a strategic policy for tourism development and economic growth.

Abstract

Purpose

This paper aims to assess COVID-19 (C-19) pandemic influence in the 37 factors identified from extant literature as factors influencing the viability of local construction firms (LCFs).

Design/methodology/approach

A sample size of 65 staff of 31 LCFs that were awarded construction projects contracts in institutions in Nigeria was purposefully selected and accessed based on relevant predetermined criteria. Respondents’ views on factors determining the viability of LCFs were obtained. Factors known to be influenced by C-19 are 25 of the 37 factors rated on a five-point Likert scale of importance by the respondents. Mean scores were used to rank the factors and principal component analysis was used to obtain key component factors (CFs) influenced by the C-19 pandemic.

Findings

Six of the first ten “extremely important” and “very important” factors are known to be influenced by C-19 pandemic. A total of 8 CFs having 20 variables with factor loadings of more than 0.5 each were known to be influenced by C-19. The C-19 pandemic influenced LCFs’ cash flow and management of construction labour, plant and equipment amidst variables that had above 0.8 factor loading.

Research limitations/implications

A limitation of this study is the inability to conduct close contact interview during this period to obtain personal views on the influence of C-19 on LCFs. However, this does not reduce the quality of findings of this study, as there are valid literature basis hinging this study findings.

Practical implications

The paper recommends that all stakeholders pay prompt attention to the factors adversely affected by the C-19 pandemic to improve or at the least sustain the viability of LCFs.

Originality/value

This paper fulfils a present pertinent need of assessing the influence of the C-19 pandemic on various factors influencing the viability of construction firms.

Purpose

Nowadays, transportation authorities in various countries are in tension as to whether to invest in railroads or roads. There are arguments for each side, and in the end, each transportation authority reaches a kind of balance between the investments. This study aims to anticipate how autonomous vehicles will influence this decision.

Design/methodology/approach

The roads' capacity in the era of autonomous vehicles is assessed and research has concluded that the anticipated increase in road capacity will encourage transportation authorities to invest much more in roads than in railroads.

Findings

The appearance of the autonomous vehicles will significantly change the balance in favor of the roads, because the roads' capacity will be increased substantially so the roads will be able to accommodate many more vehicles.

Research limitations/implications

Currently, autonomous vehicles are still very rare.

Practical implications

The impact of autonomous vehicles on the decision whether to build more roads is explained.

Originality/value

The study explained why the transportation authorities in the various countries will be more inclined to switch to road construction and why the transition to more roads and fewer railroads will likely be done gradually as more autonomous vehicles enter service.

Abstract

Purpose

The publication presents an analysis of the cost and schedule performance of incentive/disincentive projects and case studies toward developing a systematic disincentive valuation process, with Construction Analysis for Pavement Rehabilitation Strategies (CA4PRS) software integration that aids agencies in minimizing the likelihood of court challenges of disincentives.

Design/methodology/approach

From a California transportation database, the authors performed cost and schedule analyses of 43 incentive/disincentive (I/D) projects and case studies on four of those I/D projects. Interviewees included subject matter experts from transportation organizations to ensure applicability and maximum value-adding, and the process was implemented on ten California transportation projects and monitored for performance.

Findings

The presented process mitigates the contractor's ability to claim disincentives as penalties in a court of law through the following: (1) all calculations are performed using project-specific bases, backed by estimations of actual incurred costs; (2) the CA4PRS software allows for estimation transparency and (3) the clarity of cost inclusions reduces any chances of “double-dipping” between disincentives and liquidated damages.

Practical implications

Transportation agencies have historically faced legal challenges to their enforcements of disincentives. As agencies continue to apply disincentives on more megaprojects, contractors will likely attempt to pursue legal challenges more frequently. The presented process mitigates the likelihood of these challenges going to court and increases the accuracy and efficiency of disincentives.

Originality/value

While there have been publications that discuss the legal challenges of imposing disincentives, they mainly provide guidelines and lack applicable processes. Existing literature that does present incentive/disincentive valuation process focuses on incentive valuations and neglects the disincentives' legal challenges. The following publication fills this gap by presenting an applicable disincentive valuation process for transportation projects which incorporates the guidelines for legal mitigation.
