Abstract
Purpose
The purpose of this paper is to integrate the Bolman and Deal’s (2017) Four Frames of Reframing Organizations with the Mayfield and Mayfield (2018) Motivating Language Theory so that those who lead organizations can better do so and those who guide the improvement and development of organizations can better prepare organizational managers/leaders.
Design/methodology/approach
Through the fusion of the Four-Frames Assumptions and Motivating Language Categorical Forms into one integration table, linkages and connections between the two frameworks are identified.
Findings
The findings of this work provide a “voice” to the Four Frames of Reframing Organizations and extend the field Motivating Language Theory as the medium of leader praxis.
Research limitations/implications
The implications for researchers are new opportunities for research and teaching.
Practical implications
The implications for those in the field are new opportunities for leader development and training leading to improved outcomes for employees and organizations.
Originality/value
This is the first integration of the Four-Frames and Motivating Language Theory extending and enriching both fields.

Abstract
School library media specialists (SLMSs) often struggle with assuming leadership roles. Discrepancies existed in perceptions of SLMSs of their leadership preparedness, their opportunities to exert leadership, and their assumption of leadership roles. The purpose of this quantitative study was to explore the perceptions of SLMSs regarding their instructional leadership and to examine the extent to which they practiced instructional leadership. The study was designed to determine whether there were differences between SLMSs perceptions of the importance of their leadership roles and their opportunities to practice those roles. The results of the study indicated that SLMSs perceived all of the leadership roles to be more important than they were able to carry out in practice and that supportive administrators were the most essential factor in providing SLMSs the opportunity to practice and expand their roles as instructional leaders.

Abstract
Purpose
The purpose of this study is to better understand social media (SM) factors that physician leaders need to consider, as they adapt their cross-boundary practices to engage with colleagues and patients. Firstly, this study explores why SM is being used by physicians to cross horizontal (physician to physician) and stakeholder (physician to patient) boundaries prior to COVID-19. Secondly, based on the studies reviewed, this study provides insights on the practical SM implications for physician leaders working in the COVID-19 environment to actively enhance their practices, reduce public confusion and improve patient care, thus informing health-care practices.
Design/methodology/approach
A systematic literature review was used to conduct a structured transparent overview of peer reviewed articles that describe physicians’ use of cross-boundary SM across several disciplines (e.g. health, information science). As a baseline assessment prior to COVID-19, the review synthesized 47 articles, identified and selected from six databases and Novanet. This study used NVivo 12 to thematical code the articles, leading to the emergence of four broad factors that influence SM use.
Findings
A key reason noted in the literature for physicians use of SM to cross horizontal boundaries is to share knowledge. Regarding stakeholder boundaries, the most cited reasons are to improve patient’s health and encourage behavioural changes. Insights garnered on the practical SM implications include the need for physicians to be stronger leaders in presenting trustworthy and consistent facts about health information to the public and fellow peers. As role models for the effective use of SM tools, physician leaders can mentor and coach their colleagues and counterparts.
Research limitations/implications
As this was a literature review, the authors did not collect primary data to further explore this rapidly changing and dynamic SM world. Next steps could include a survey to determine firstly, how physicians currently use SM in this COVID-19 environment, and secondly, how they could leverage it for their work. Findings from this survey will help us better understand the role of physician leaders as health-care influencers and how they could better create trust and inform the Canadian public in the health information that is being conveyed.
Practical implications
Physician leaders can play a key role in positively influencing institutional support for ethical and safe SM use and engagement practices. Physicians need to participate in developing regulations and guidelines that are fundamentally to physician leader’s SM use. Central to this research would be the need to understand how physicians cross-boundary practices have changed during and potentially post COVID-19. Physician leaders also need to monitor information sources for credibility and ensure that these sources are protected. As role models for the effective use of SM tools, physician leaders can mentor and coach their colleagues and counterparts in this area.
Originality/value
Although there have been studies of how physicians use SM, fewer studies explore why physician leaders’ cross boundaries (horizontal and stakeholder) using SM. Important insights are gained in physician leaders practical use of SM. Key themes that emerged included: organizational and individual, information, professional and regulations and guideline factors. These factors strengthen physician leaders understanding of areas of foci to enhance their cross-boundary interactions. There is an urgency to study the complexity of SM and the effectiveness of regulations and guidelines for physicians, who are being required, at an accelerated rate, to strengthen and increase their cross-boundary practices.

Abstract
Purpose
The paper discusses the evolution of leadership practices performed by local political leaders in the last decade (2009–2019, a period which we might call post-global financial crisis and pre-COVID-19). It offers some new theoretical concepts to make sense of emerging contemporary public leadership practices, namely: leaders-hip hop; charismatic followership; and digital fabrication of charisma (digital charisma).
Design/methodology/approach
The paper is based on a single case study, and it relies on qualitative data coming from multiple sources and collected at different points of time, specifically interviews, participant and non-participant observations from an ethnography conducted in 2009; interviews conducted between 2019 and 2020, and an analysis of the posts made within one Facebook group between February and May 2016.
Findings
The paper focuses on three stories of local political leadership at three different points in time which describe three leadership practices: political managerialism; charismatic followership; and hands-on relational leadership. It highlights the importance of hands-on relational leadership through popular acts of leadership which are performed face to face and/or on social media and the shift in the dominant technologies of local political leadership from the logic of managerialism toward the logic of social media.
Research limitations/implications
The paper is focused on a limited temporal (2009–2019) and sociocultural context (North Italy). Findings are presented as three stories, although other ways of showing qualitative data could have been used.
Practical implications
Practical implications deal with the attempt to enable a reflexive view of local governance and public leadership attentive to soft and sociocultural variables. It is important to consider these implications for the purposes of training and learning.
Originality/value
The paper introduces new concepts to understand contemporary public leadership practices; it combines insights from a decentered theory of governance and collective theories of leadership; and it makes use of storytelling as a method for analyzing and reporting the findings.

Abstract
Purpose
How to effectively manage information flow continues presenting challenges for effective responsive strategies in communication, reflecting the magnitude and impact of a data-driven and strategy-oriented market environment globally. Therefore, the purpose of this paper is to discover how concerns related to the rise of social media have affected communication leaders’ operational and managerial practice from an international perspective. The overarching aim is to better understand these concerns in order to contribute to effective responsive strategies in communication practice in the future.
Design/methodology/approach
The authors relied on data from an international online survey of public relations and communication professionals in multiple countries who were asked their perceptions and behaviors concerning the impact of information flow and the digital revolution on their practice. ANOVA analyses and hierarchical regression models were used to identify the heterogeneity across five clustered groups of countries.
Findings
Results confirmed a strong desire among communication professionals in multiple countries to learn more about information management in practice. Results identified the overall patterns of responsive strategies that have been widely adopted by public relations professionals in specific country clusters across the globe. In order to better manage social media and the digital revolution, all five of the surveyed country clusters indicated that it is effective to integrate more social media strategies and to train employees in social media.
Originality/value
The research has explored the importance surrounding information management in an era of widespread digital content, including how concerns in this area have affected strategic decision-making in communication practice. Equally important, the authors provide a more global perspective on this critical topic by analyzing communication professionals’ perceptions in grouped country clusters. Results of the research have identified the similarities and differences in responsive strategies to cope with information flow concerns across grouped country clusters.

Abstract
Purpose
The purpose of this research is to explore the use of media as the basis for a social issues approach to promoting moral literacy and effective teaching in educational leadership programs.
Design/methodology/approach
Through a review of relevant literature, mass media sources, and observations, the authors use Starratt's framework of moral responsibility to identify ethical practice in response to dilemmas brought on by local, regional, national and international crises and conflicts. Regional, national and international crises and conflicts are regularly reported on the Internet, as well as in the local, regional, national and international media (e.g., Time, Macleans, Michigan Citizen, The Washington Post, Education Week, The Boston Globe, National Geographic).
Findings
The use of mass media venues, when compounded with moral grounding better equips educational leaders to act with ethical orientations. Professional organizations should encourage and support leaders who engage in public citizenship activities – answering critical questions, brokering views, encouraging discussion, and serving as resources.
Originality/value
Issues concerning the ethical usage of mass media are complex, often unique, and ought to be an integral component of teaching in formal educational leadership experience. Consequently, the authors advocate the use of the media in university teaching as the basis for a social issues approach to promote morally literate graduates in university educational leadership programs. Actual examples of reactions about the use of media from a class of graduate students enrolled in an ethics class and educational leadership are included.

Abstract
Purpose
Even though social media are nowadays used in the frame of public governance to ensure citizens’ major participation, enhance e-dialogue and e-democracy consequently, this utilization has not been expanded yet in the field of education, whose key role focuses on the cultivation of active citizenship, as it is promoted through participation. The purpose of this paper is to examine leadership’s views of Greek Secondary and Tertiary Education on the potential use of social media for participatory decision-making processes in order to identify if the e-participation model could be implemented in the Greek education field as in other public domains.
Design/methodology/approach
An exploratory research was elaborated, employing a survey design of quantitative method in order to explore Greek educational organizations leadership’s perspectives toward social media usage in participatory decision-making processes.
Findings
The research reveals Greek educational leadership’s positive view on the potential effects of social media usage in participatory decision-making processes and highlights anticipated benefits as well as problems to be faced, indicating the foundation for Greek leaders to implement social media in their leadership practices and exploit their affordances as in e-governance shifts.
Practical implications
Bringing the concept of e-participation and crowd sourcing model – key features in e-governance initiatives through social media usage – in education field, Greek educational leadership is informed to consider social media utilization more methodically in the context of participatory decision-making processes, updating simultaneously existing leadership practices.
Originality/value
Up till now, social media usage in participatory decision-making processes in educational settings has hardly received attention.
