Abstract

Purpose

The purpose of this paper is to quantify to what extent the housing bubble in the early-to-mid 2000s in Spain exacerbated land planning corruption among Spain’s largest municipalities.

Design/methodology/approach

The authors exploit plausibly exogenous variation in housing prices induced by changes in local mortgage market conditions; namely, the rapid expansion of savings banks (Cajas de Ahorros). Accounting for electoral competition in the 2003–2007 and 2007–2009 electoral cycles among Spanish municipalities larger than 25,000 inhabitants, the authors estimate a positive relationship between housing prices and land planning corruption in municipalities with variation in savings bank establishments using instrumental variables techniques.

Findings

A 1% increase in housing prices leads to a 3.9% points increase in the probability of land planning corruption. Moreover, absolute majority governments (not needing other parties’ support) are more susceptible to the incidence of corruption than non-majority ones. Two policy implications to address corruption emerge: enhance electoral competition and increase scrutiny over land planning decisions in sparsely populated.

Originality/value

First empirical evidence of a formal link between the 2000s housing bubble in Spain and land planning corruption.

Abstract

Safe, secure and stable housing is central to social, emotional and economic well-being for individuals and families. This is recognised by the United Nations as a fundamental human right, yet when it comes to Indigenous housing individuals disproportionately experience unsafe, unstable and substandard housing. The absence of housing security is therefore a significant contributor to the intergenerational poverty experienced by some Indigenous individuals and families. The long-standing nature of this issue makes it appear intractable and systemic, however, there is increasing evidence that this is not the case, and that governments, working in partnership with Indigenous organisations and communities, can begin to change these dynamics.

This brief is based on an extensive review of the multidisciplinary evidence base, including literature and policy analysis as well as empirical investigation. Sources include research articles, official reports and statistics and scholarly debates, as well as media commentary and debate. These, along with original data sources, are analysed to identify the key policy learnings for a framework for culturally appropriate and sustainable Indigenous housing.

Background: The study focuses on the challenges encountered during the distribution of food and face-mask items during the first COVID-19 lock-down by various relief supply chain actors.

Methods: Data were collected from forty (40) relief actors through online (via Zoom and telephones) and face-to-face interviews, between January 2021 to March 2021. Data was coded based on per-determined themes after which it was further processed using Atlas ti. v7.57 to generate patterns.

Results: The study established challenges related to needs identification, procurement, warehousing, transportation, handling, beneficiary verification, and last-mile distribution. Additionally, the media and politics coupled with the emergence of new actors and governance issues were part of the challenges identified.

Conclusions: The identified challenges were internal and external to the relief supply chain; hence actors could have control over some while others were beyond their control. The findings could inform practitioners and policymakers on what challenges are likely to affect their operations, especially during a pandemic, and design appropriate coping mechanisms.

Abstract

Purpose

Although residential neighbourhoods are the largest and most resilient share of a city and the process of urban conservation and renewal is ongoing, methods to assess their values are limited. This paper presents the results of a systematic literature review, revealing the state of the art and its knowledge gaps with regard to methods for assessing values of architecture in residential neighbourhoods.

Design/methodology/approach

The systematic literature review is based on studies selected by a research protocol, using a digital database of peer-reviewed literature. A metanarrative approach is used to synthesise the qualitative data from reviewed articles. This review has two stages: (1) giving an overview of the field and (2) categorising research methods and disciplines.

Findings

The review revealed a wide variety of studies from different disciplines and deduced its key trends, titled as “storylines”, concerning the methods to assess significance, integrating a broader scope of values and different perspectives. In particular, the “storylines” outside traditional heritage disciplines offer methods to include more stakeholders, link value assessment to policy development or highlight heritage potential. Results reveal the diversity in concepts and strengthen the need for an interdisciplinary vocabulary on values and methods, enabling planners and policymakers to compare their results and help to create more attractive and resilient cities.

Originality/value

By reviewing and comparing the selected studies from a wider range of disciplines and research fields, this paper shares insights into the complementary characteristics of the different types of value research, outlining the added value of the different perspectives.
