Abstract

Purpose

The purpose of this study is to investigate Libyan journalists’ perspectives regarding the media laws Articles 37,132, 38 and 46, which address media freedom in the new Libyan Constitution of 2017.

Design/methodology/approach

Focus group discussions were done with 35 Libyan journalists, 12 of them from the Constitution Committee, while 23 of them reported the update of the constitution in the Libyan Parliament.

Findings

The results of the study indicated that there were media laws articles that did not conform to the international laws and United Nations treaties, which the Libyan Parliament committee approved. Another finding from the journalists was the Constitution should provide and guarantee press freedom, while media laws articles approved to put a paragraph about “censorship” in the press and media as a tool to silence government opposition. In addition, journalists indicated future constitution should redraft Article 38 to conform with Article 19 of the “International Covenant on Civil and Political Rights,” to support the “principles of freedom of expression and information” without control. Moreover, Article 46 needs to be changed and linked to the “provisions of international law on the right of information access” to improve the access and dissemination of information in the media.

Practical implications

Redrafting the constitution articles in the future can be summarised as follows: First, the Libyan Constitution should provide and guarantee press freedom without any censorship and include clear articles to protect journalists in conflict zones. Second, Articles 37,132 and 38, about “freedom of information and publication,” need to be redrafted to link with Article 19 of the “International Covenant on Civil and Political Rights,” to support the principles of freedom of expression and information, and the use of this right must not be subject to prior control. Third, Article 46 needs to be changed and linked to the provisions of “International law on the Right of Access to Information” to improve access and dissemination of information in the media to protect confidentiality sources. The most important articles should be implemented (freedom of information and personal information act) because after the Arab Spring revolutions, there was a transitional period in societies and a change in the constitutions of Tunisia and Egypt. They developed legal articles about media freedom so that Libya resembles other Arab countries. From that point, the journalists recommended that all information should be protected from government interference to ensure transparency, combat corruption and protect independent journalists. These articles will open the way to add more development articles to media freedom rules in the Journalists’ Syndicate. Fourth, there are also various types of threats encountered by journalists in their work. In pursuit of their right and freedom of expression, they recommended that Libya must establish an independent self-regulatory media that are free from political and economic influence. Fifth, journalists need licenses for them to work through the syndicate. The new syndicate should play an active role to safeguard the rights of journalists, activists and media entities to carry out their work and end the self-censorship. Sixth, the constitution should also add articles to end the impunity and change the articles in the penal code. Overall, the journalists covering the conflict and war are encountering threats, violence and imprisonment. As a result, Libyan journalists must seek new legislation to defend independent journalism and freedom of expression in their deeply divided country. In addition, they need to have a strong central authority to defend journalists and journalism in wartime, where journalists are regularly threatened, abducted and sometimes killed. Also, the Libyan Journalists Syndicate should stress the importance of the media’s self-regulation to guarantee their rights to freedom of expression, grant their readers’ respect and minimise government’s interference. Finally, they need to develop new laws to grant media freedom from regulations and restrictions, as well as defend and promote democracy, the citizens’ right to be informed, as well as their right to discuss and disseminate information. There is also the need to implement articles in the constitution, articles about the protection of political speech, which would be specific enough to differentiate between what is legally permitted and what may be ethically offensive.

Originality/value

This study will help the new Libyan parliament after the legislative elections on 24 December 2021 to amend the media laws articles in the constitution.

Abstract

Purpose

The purpose of this paper is to investigate whether differences in media exposure regarding corporate corruption appear to influence companies’ anti-corruption disclosures. The authors also examine whether the level of press freedom in firms’ home countries affects disclosure and the impact of media exposure in different ways.

Design/methodology/approach

The authors use Transparency International’s 2012 ratings of anti-corruption disclosure by the 105 largest multinational firms in the world, press freedom assessments from the non-governmental organization Reporters Without Borders, and media exposure measures based on a search using the Dow Jones Factiva database. The authors assess relations using regression analysis controlling for other firm-specific factors potentially impacting disclosure choices. Finally, the authors consider the potential effect of other country-level factors.

Findings

The results indicate that media exposure, using either an existence or an extensiveness measure, is positively related to differences in sample companies’ anti-corruption disclosures. The authors also find that disclosure is more (less) extensive where home country press freedom is less (more) restricted and that reduced press freedom appears to reduce the impact of media exposure on the disclosure. The authors further document that press freedom levels explain more difference in anti-corruption disclosures than other country-level factors potentially influencing the practice.

Research limitations/implications

Because the investigation is limited to very large international firms for a single year, the degree to which the findings apply to other companies and time periods cannot be assessed. Further, the authors cannot determine how the findings would hold using an alternative disclosure rating scheme. Finally, the authors do not assess whether differences in the source of media exposure impact the findings.

Social implications

The findings suggest that, to the extent that improved anti-corruption disclosure reflects greater corporate attention to corruption issues, the media may be a powerful player in addressing this social ill. Unfortunately, the results also indicate that media efforts may not be sufficient to bring about change in locations where the freedom of the press is limited. Further, the results suggest that disclosure appears to be a function of exposure to social and political exposures, and the authors therefore question whether it will actually lead to improved corruption performance.

Originality/value

The study is the first to consider the impacts of media exposure and press freedom on corporate social disclosures.

Abstract

Purpose

The purpose of this study is to investigate the extent to which Arab Governments limited freedom of expression and access to information for journalists while they reported on COVID-19-related issues.

Design/methodology/approach

Focus group discussions were conducted with 20 journalists from Egypt, Jordan, Libya and Tunisia.

Findings

The results of the study indicated that journalists in these countries experience violence in many forms as follows: torture, imprisonment, closure of their websites and censorship of content. In the four countries investigated, the results revealed that there is severe censorship (self-censoring and the governments) of the content presented to the public, an element that is inconsistent with the Arab Constitution, as well as international law, thus violating human rights laws. In addition, governments publish COVID-19 misinformation and at the same time, do little to support an independent media environment.

Practical implications

Arab societies are in dire need of freedom of expression and the right to access information to give journalists an opportunity to cover the news during the pandemic.

Originality/value

This study is important because it investigates the political changes that occurred after the Arab Spring revolutions in three countries, Egypt, Tunisia and Libya and the freedom of expression and rights is still restricted. In the same way, Jordan is a royal government that is trying to achieve democracy under a dictatorial regime. This study attempts to suggest practical solutions for journalists through various stakeholders by highlighting the importance of access to information and freedom of expression, particularly during the fight against the COVID-19 pandemic. These freedoms are critical for journalists to provide health officials with information, improve the efficacy of public health interventions through feedback and prevent the spread of misinformation.

Abstract

Purpose

The purpose of this study is to investigate the extent of digital surveillance by Arab authorities, which face risks and threats of surveillance, and how journalists seek to press freedom by using tools and techniques to communicate securely.

Design/methodology/approach

The study used focus group discussions with 14 journalists from Syria, Saudi Arabia, Libya, Yemen, Oman, Jordan and Egypt. While in Egypt, questionnaires were distributed to 199 journalists from both independent and semi-governmental outlets to investigate how Egyptian journalists interpret the new data protection law and its implications for press freedom.

Findings

The study indicated that journalists from these countries revealed severe censorship by their respective governments, an element inconsistent with the Arab Constitution. The recommendation of the study encourages media organisations to play a more active role in setting policies that make it easier for journalists to adopt and use digital security tools, while Egyptian journalists see the law as a barrier to media independence because it allows the government to exercise greater information control through digital policy and imposes regulatory rules on journalists.

Practical implications

The study identifies practical and theoretical issues in Arab legislation and may reveal practices of interest to scientists researching the balance between data protection, the right of access to information and media research as an example of contemporary government indirect or “soft” censorship methods.

Originality/value

To the best of the authors’ knowledge, this paper is one of the first research contributions to analyse the relationships between Arab authoritarians who used surveillance to restrict freedom of the press after the Arab Spring revolutions of 2011 to keep themselves in power as long as they could. In addition, Egypt's use of surveillance under new laws allowed the regimes to install software on the journalists’ phones that enabled them to read the files and emails and track their locations; accordingly, journalists can be targeted by the cyberattack and can be arrested.

Abstract

Purpose

This paper reviews the origins of the Ethics Council of the Federation of Social Communication Media of Chile (1991-2019) and looks into the historical circumstances surrounding its creation, the concept of self-regulation as understood by its founders, and the criteria that initially ruled its operation.

Design/methodology/approach

A qualitative survey of nine contemporary witnesses and the confrontation with the scientific literature.

Findings

The results reveal a significant coincidence with the academic literature both in the description of the concept of self-regulation and in the origin of the ethics councils and of the system under which they operate. However, a series of nuances not usually considered in the concept of self-regulation are described.

Originality/value

This study will help assess the national and international possibilities of self-regulation and the significance of the Chilean ethics council.

Purpose

The purpose of this study is to determine the dynamics of the Indonesian press since the reform era in 1998 to 2010 indirectly will see the relationship between the political systems of government with a media system in Indonesia.

Design/methodology/approach

This study is a qualitative descriptive which was drafted using the method of qualitative investigation using descriptive approach and library research, which gives an overview of the situation to obtain data based on observations on the site of investigation.

Findings

Based on Downs’s theory, political theory media takes the ideology of rational choice that is free from the subject. The political theory media developed Zaller is an extension of a study byAnthony Downs, An Economic Theory of Democracy. In 1957, Downs received the findings about the political process of the party competing for the support of rational voters. The findings in Downs’ study can actually explain the most important different forms in democratic politics generally. But Downs theory does not almost mention journalists and do not give roles on reporters independent in politics.

Originality/value

Dynamics of the Indonesian press since the reform era in 1998 to 2010 indirectly will see the relationship between the political systems of government with a media system in Indonesia. Many media companies set up businesses on newspapers or media even existing media companies to get stronger by establishing giant company or large media group. The originality for this paper shows the comprehensively political economy of media, media politics and research location which is conducted in Indonesia.

Abstract

Purpose

Digital intermediaries such as Google and Facebook are seen as the new powerbrokers in online news, controlling access to consumers and with the potential even to suppress and target messages to individuals. Academics, publishers and policymakers have raised concerns about the implications of this new power, from the impact on media plurality to implications for democratic discourse, freedom of speech and control over public opinion formation. After reviewing academic literature that has raised this concern and public policy addressing it, this paper aims to examine the empirical foundations for these claims. Through secondary analysis of industry data on referrals of online news traffic, the authors find that intermediaries do have the potential to exert significant influence over distribution of online news. The authors however find that not all news that is filtered through intermediary services is subject to the same shaping and editorial forces, in part, because user agency is also an important factor. The role of intermediaries in news distribution is thus complex; headline numbers do not translate automatically into influence due to the complex interplay and exchange between user agency and the editorial influence of intermediaries.

Design/methodology/approach

This paper is based mainly on a secondary analysis of publicly available data on news referrals, and some data provided by news publishers along with re-analysis of regulatory data from Ofcom and previously unpublished data from the BBC and SimilarWeb. These data sources are combined for the first time to investigate claims regarding the current controversy about media plurality, algorithmic power and transparency.

Findings

The paper finds that evidence that intermediaries wield concentrated editorial power is mixed. While other, non-intermediated news distribution platforms such as TV and the press remain highly important, online is heading towards being the most important distribution platform, particularly for younger demographics. The authors found that intermediaries such as search and social control access to a significant proportion of online news content. Not all use of intermediaries is indicative of online gatekeeping however. User agency also determines how content is prioritised and thus consumed. The news consumed is therefore a product of a complex interplay between user agency and intermediary influence. In contrast to traditional discussions of media power and its regulation (for example the notion of mass media plurality); it is thus not possible to make inferences on influence simply by noting the market share of intermediaries. The role of intermediaries is much more subtle and opaque.

Research limitations/implications

This paper is mainly based on publicly available data. It is crucial to find out what is possible with such data as regulators with responsibility for monitoring and regulating media plurality are similarly limited to such data. The implications are that further research with a wide range of methods and data sources will be necessary to update research on media plurality and diversity.

Practical implications

The implications of these findings are that independent public authorities should have access to much more revealing data about public opinion formation processes, including referrals and other data currently held only by publishers. The three stage analytical framework will be of use to regulators and policymakers currently looking into these issues.

Social implications

Civil society and public debate about digital intermediaries is currently intensively discussed in policy debate. Taking these debates forward will depend on whether existing public policy frameworks (such as limits on news plurality) are able to accommodate the new challenges such as intermediary influence on news distribution and public opinion formation.

Originality/value

The recent special issue of INFO, including contributions from Mansell and Helberger, raised a range of similar issues with regard to media plurality and intermediaries. These papers did not seek empirically to examine in depth, using all available publicly relevant data, the implications for media pluralism and diversity in one particular media market. The paper is theoretically original, contains some previously unpublished data and an entirely new empirical and theoretical analysis. The models and tables are previously unpublished.

Purpose

This study aims to explore the use of evolutionary and institutionalization models to understand the technical progression of sustainability in political organizations and their contribution to sustainable effectiveness. It describes the evolution of mass media, political marketing, in the organization’s strategy and design and the methods it is using to institutionalize this political and transition change.

Design/methodology/approach

The study describes models of sustainability evolution and political and technical change, in political and social life in transition state Montenegro.

Findings

Online and internet presentations of political programs, political blogs, sites that promote the national history and culture of the desired perception – the achievements have already risen in Montenegro in the first decade of the new millennium and beyond. Internet presentation of political subjects are reduced mainly to a brief presentation of history and of political parties, and mostly during the current election campaign, serving to inform the public about the program and promotion announcements.

Originality/value

The findings of this study will help senior executives with responsibility for transition states. The aim of this paper is to show the transformation of the media during the transition period from one political system to another. With the use of descriptive methodological postulates and numerous case studies. With a wealth of facts and examples, which contributes to the originality and value of the article. The significance and originality of this research and article is reflected in a comprehensive and multidisciplinary approach to the transition process and quantitative and qualitative development of the media.

Abstract

Purpose

The purpose of this paper is to study how young vocational school students in Finland frame themselves and their participation in society and whether they are seen in various media. The explorative research, with n = 213 vocational school and prepatory VALMA students as co-researchers, tells us that young vocational school students use value framing to create understandings of themselves as participants in society and in media. The purpose is this to present the breadth of their thinking and to draw conclusions from the empirical data produced solely by the co-researchers.

Design/methodology/approach

Explorative multidisciplinary research was done as co-research with n = 213 vocational school students in Finland. Research includes theoretical background and focuses on empirical qualitative data to further illustrate the explorative nature and results of the study.

Findings

The findings of the explorative co-research tell us that young vocational school students use value framing to create understandings of themselves as participants in society and in media. Co-researchers view themselves as missing in traditional media but find freedom on social media. Content from various media is viewed as reliable and trustworthy but also as problematic propaganda based on personal value framing. The relationship with traditional print media is strained because young people feel that media has othered them and continues to frame them negatively. While they look for that entertaining content across the media spectrum, bullying is an ever-present concern.

Research limitations/implications

This study focused only on vocational school students in Finland. A broader sample of young people, or of minorities, could produce profound results on media literacy, relationships and power relations in the society. Also, framings of the various international media would provide content for analysis. More profound analysis of the data shall be done in the next phase of the research.

Practical implications

Study time was limited. More in-depth study will follow. Implications to future research, media consumption and framing should be done with a larger group of researchers and youth.

Social implications

Social implications towards framing of youth in various media and the transfer of these framing as knowledge in larger society. This includes notions of power of various actors in media and in society at large.

Originality/value

Multidisciplinary explorative co-research on the topic is largely missing from academia. Additionally, the voices of those in the fringes of society is muted, whilst also those youth studying the vocational schools.
