Abstract

A meta-evaluation is an assessment of evaluation practices. Meta-evaluations include assessments of validity and usefulness of two or more studies that focus on the same issues. Every performance audit is grounded explicitly or implicitly in one or more theories of program evaluation. A deep understanding of alternative theories of program evaluation is helpful to gain clarity about sound auditing practices. We present a review of several theories of program evaluation.

This study includes a meta-evaluation of seven government audits on the efficiency and effectiveness of tourism departments and programs. The seven tourism-marketing performance audits are program evaluations for: Missouri, North Carolina, Tennessee, Minnesota, Australia, and two for Hawaii. The majority of these audits are negative performance assessments. Similarly, although these audits are more useful than none at all, the central conclusion of the meta-evaluation is that most of these audit reports are inadequate assessments. These audits are too limited in the issues examined; not sufficiently grounded in relevant evaluation theory and practice; and fail to include recommendations, that if implemented, would result in substantial increases in performance.

Abstract

The primacy of teacher effects on student achievement has been well documented from a variety of methodological approaches within the field of education research. Governments across the globe have or will address educational equity, especially the education of the poor, by designing programs to attract, train, develop, retain, and study more effective teachers. In their Concept Note, the World Bank also raises “fundamental questions” that balance upon an understanding of the development and measurement of teacher effectiveness. These include question 1: “What are the most important challenges in the next decade for building knowledge and skills for life and work in different country contexts?” and question 3: “What educational results should the Bank be accountable for in the next ten years, and how would we measure these achievements?” In this chapter, we build upon the extensive research that suggests teacher effectiveness ought to be the primary goal of educational reform efforts across the globe. We highlight the complexity of measuring effectiveness, especially across countries and varied contexts for education. We argue that the ways in which effectiveness is measured will have a direct impact on the potential of any reform policy to positively influence the overall effectiveness of a teaching force and the achievement of its students.

Abstract

Assessment is at the core of high-quality education. When educators purposefully engage in assessment, the learning experiences and outcomes of all students, especially of students diagnosed with specific learning disabilities (SLDs), are improved. In this chapter, we discuss assessment as unfolding within a framework that includes purposes, processes, and tools of assessment existing in the educational context. We open the chapter with an explanation of this framework. Then, in Part 1, we review the construct of SLD and detail how assessment is used within prominent approaches to diagnosis. In Part 2, we discuss how assessment is used to inform instruction before and after diagnosis. We ground our discussion in a vignette that follows Tess, a student who, at the beginning of third grade, has undiagnosed SLD in the area of reading. We show how educators at Tess's school collaborate in the purposeful use of assessment to inform instruction before and after Tess's diagnosis of SLD, highlighting traditional and innovative assessment techniques along the way.

Purpose – This study investigates the interplay between strategic performance measurement and management accounting to gain a deeper understanding of how strategic measures of performance evolve with the managerial accounting practices.

Design/Methodology/Approach – The study explored the performance measures used at a bank focused on the development and sustainability initiatives in Africa. Thirty-two semistructured interviews were conducted with directors, managers, and analysts from nine different categories of job families.

Findings – Analysis shows that managers assimilate a comprehensive, multifaceted measurement system to understand the creation and delivery of sustainable value. The results show that the managerial accounting practices adapt to incorporate an integrated set of performance measures that afford sustainable value to the stakeholders. The findings provide rich insights into how the managers adapt their information assimilation practices to the changing demands of the different stakeholders and adopt practices which innovate measures of performance that are aligned to the strategic goals. Finally, the findings illustrate that the interplay between strategic performance and managerial accounting practices has the potential to improve or inhibit sustainable development.

Originality/Value – Little is known about how performance measures evolve, and how they interplay with the managerial accounting practices within organizations. This study reveals that the interplay of strategic performance measurement and managerial accounting can only be understood in the confluence of organizational change and sustainability. While acknowledging the need to embrace change and sustainability simultaneously, the study offers insights into the dynamics of change – the duality of emergent managerial accounting practices and the evolution of strategic performance measurement systems.

This chapter contributes to the discourse on the impact of employee participation in organisations. Using worker co-operatives as special cases of participatory firms, we discuss the role of values in organisations and their importance in a business context. We devise and apply the CoopIndex diagnostic tool as a method of assessment of the ‘health’ of an organisation whose members aspire to align co-operative management with the application of the co-operative principles and values.

Abstract

This chapter analyses the attitude of local government to combating ethnic inequalities in Great Britain and France. With cities often seen as the ‘machines of integration’ and the integration of immigrants happening at the local level, this study looks at the everyday practice in London and Paris.

The response of London to the difficulties of mass migration in the 1950s was initially slow and it took major race riots in the 1970s for significant political change to be made. Boroughs such as Lewisham in South East London responded with policies that reflected their local situation including the formation of the first UK Race Equality Council to give the migrant population a political voice. Although this was a small step, its impact can be seen today with 37% of the council’s workforce coming from a black and minority ethnic (BAME) background.

The attitude of Paris and its Arrondissements shows us another kind of strategy. Its districts follow the multicultural strategy adopted by City hall in 2001, organised around three fields of action: anti-discrimination, citizenship and access to rights and valuing cultures of origin, in the context of extremely strict immigration laws. Examples of positive actions include establishing the advisory body of the city council composed of foreigners, the introduction of courses to learn the French language, special cafes for elderly immigrants, local councillors becoming godparents to illegal immigrants or renovation of the residences of immigrants.

This comparison allows us to see the possible differences in dealing with the same phenomenon, as well as identifying the key factors of its success, which in both cities is predominantly due to the political persuasion of city leaders.
