Abstract

Addresses the standardization of the measurements and the labels for concepts commonly used in the study of work organizations. As a reference handbook and research tool, seeks to improve measurement in the study of work organizations and to facilitate the teaching of introductory courses in this subject. Focuses solely on work organizations, that is, social systems in which members work for money. Defines measurement and distinguishes four levels: nominal, ordinal, interval and ratio. Selects specific measures on the basis of quality, diversity, simplicity and availability and evaluates each measure for its validity and reliability. Employs a set of 38 concepts ‐ ranging from “absenteeism” to “turnover” as the handbook’s frame of reference. Concludes by reviewing organizational measurement over the past 30 years and recommending future measurement reseach.

Abstract

Both practitioners and research scientists have noted a number of problems regarding measurement activities during the past decade. The problems reported suggest that measurement activities are fragmented both within and across organizations. Expands on a systems perspective on supply chain measurements and describes how problems can be communicated, understood and managed by developing methods and tools for describing interrelationships within supply chains. Empirical evidence from a case study of a Swedish home furnishing business supply chain provides data suggesting that firms within a supply chain cannot simply be categorized as either having adopted systems thinking or not. Rather, both structured models indicating a high degree of systems thinking, and problems showing fragmentation, are present. A performance model, which is used to reflect the systemic structure of an underlying supply chain and a potential integrator, is introduced and suggested as the focus of future research initiatives within supply chain measurements.

Abstract

Purpose

The time delay would occurs when the measurements of multiple unmanned aerial vehicles (UAVs) are transmitted to the date processing center during cooperative target localization. This problem is often named as the out-of-sequence measurement (OOSM) problem. This paper aims to present a nonlinear filtering based on solving the Fokker–Planck equation to address the issue of OOSM.

Design/methodology/approach

According to the arrival time of measurement, the proposed nonlinear filtering can be divided into two parts. The non-delay measurement would be fused in the first part, in which the Fokker–Planck equation is utilized to propagate the conditional probability density function in the forward form. The time delay measurement is fused in the second part, in which the Fokker–Planck is used in the backward form approximately. The Bayes formula is applied in both parts during the measurement update.

Findings

Under the Bayesian filtering framework, this nonlinear filtering is not only suitable for the Gaussian noise assumption but also for the non-Gaussian noise assumption. The nonlinear filtering is applied to the cooperative target localization problem. Simulation results show that the proposed filtering algorithm is superior to the previous Y algorithm.

Practical implications

In this paper, the research shows that a better performance can be obtained by fusing multiple UAV measurements and treating time delay in measurement with the proposed algorithm.

Originality/value

In this paper, the OOSM problem is settled based on solving the Fokker–Planck equation. Generally, the Fokker–Planck equation can be used to predict the probability density forward in time. However, to associate the current state with the state related to OOSM, it would be used to propagate the probability density backward either.

Abstract

Indicators of economic and social phenomena can be useful descriptive and analytical inputs for public policy. The “social indicators movement” has emerged in the last decade and is devoted to the measurement of widely‐ranging dimensions of human welfare. For the most part, questions of systematic measurement for public policy are explored here. Drawing initially on some traditions of measurement in economics, the principal aim is to provide a broad theoretical frame of reference for policy indicator design. Questions of indicator development necessarily involve ideas of suitability or validity of indicators designed for a purpose. Approaches to indicator design for the purpose of enhancing collective decision‐making—including formal model building approaches—are subsumed as special cases once a more general theory is espoused in sections II and III.

Abstract

The thesis of this book is that library measurement needs to move on and away from the idea that it is a process of counting and comparing the resources deployed by our libraries. The current emphasis on output measurement is an improvement but not the answer, refreshing as it is to judge a library by the quantity of what comes out instead of by the quantity of what is put in. The author believes that the nature of the library service is that of a “broad aim” social programme, best judged (evaluated) by gathering “politically significant information on the consequences of political acts”. “Political” here implies that the aims and intentions of those funding, organising and using libraries arise from more than one set of social values and from more than one definition of what the library is, and that they differ in priorities even when they do not directly conflict. Information about the library service will be in the form of a spectrum of measures reflecting the inputs, the processes, the outputs and the impact of the library, relating the various values in various ways. The difficulty in measuring library services, it is argued here, arises from the conflicts and lack of clarity about the aims of the service, and from uncertainty about how the process affects the outcomes. The technical problems of measurement are secondary. Chapter One aims to survey the range of measures available, whilst the rest of the book discusses how they might be used.

Abstract

Purpose

This paper aims to considered the problem of identification of temperature-dependent thermal conductivity in the nonstationary, nonlinear heat equation. To describe the heat transfer in the furnace charge occupied by a homogeneous porous material, the heat equation is formulated. The inverse problem consists in finding the heat conductivity parameter, which depends on the temperature, from the measurements of the temperature in fixed points of the material.

Design/methodology/approach

A numerical method based on the finite-difference scheme and the least squares approach for numerical solution of the direct and inverse problems has been recently developed.

Findings

The influence of different numerical scheme parameters on the accuracy of the identified conductivity coefficient is studied. The results of the experiment carried out on real measurements are presented. Their results confirm the ones obtained earlier by using other methods.

Originality/value

Novelty is in a new, easy way to identify thermal conductivity by known temperature measurements. This method is based on special finite-difference scheme, which gives a resolvable system of algebraic equations. The results sensitivity on changes in the method parameters was studies. The algorithms of identification in the case of a purely mathematical experiment and in the case of real measurements, their differences and the practical details are presented.

Decisions must be made about which variables to include, which variables are related to each other, the functional forms of the relationships, and so on. The last 10 years have seen a substantial extension of the range of statistical tools available for use in the construction process. The progress in tool development has been accompanied by the publication of handbooks that introduce the methods in general terms (Arminger et al., 1995; Tinsley & Brown, 2000a). Abstract

Purpose

This paper revisits the debate regarding myriad measurement bases and begins a new discussion within a public sector environment. It does this by considering the under‐researched technical aspect of measurement within Neely et al.'s measures design template framework.

Design/methodology/approach

Using the full population from Australia's largest state, New South Wales (NSW), the annual reports of all local councils were analysed over a seven‐year period. In addition, interviews were conducted with a sample of councils representing all geographical areas of the state.

Findings

Under the auspices of the modified Neely et al.'s measures design template, additivity problems associated with valuing infrastructure, property, plant and equipment (IPPE) were found to result in the production of unreliable performance indicators – in this case, the capital expenditure ratio (CER).

Research limitations/implications

The limitations include the research using an untested model; local councils in only one Australian state and one performance indicator analysed. Future research will examine the behavioural aspects of local councils as a result of being judged on an inappropriate indicator.

Originality/value

This paper considers two research issues – the imposition of private sector ideas to public sector entities and problems associated with combining myriad measurement bases to produce performance indicators used for decision making in local government. By introducing the CER as an exemplar within Neely et al.' measures design template, problems associated with combining myriad measurement bases to produce performance indicators used for decision‐making provide an unique insight into local government reporting.

Abstract

Purpose

This paper aims to reconstruct the spatially varying orthotropic conductivity based on a two-dimensional inverse heat conduction problem described by a partial differential equation (PDE) model with mixed boundary conditions. The proposed discretization uses a highly accurate technique and allows simple implementations. Also, the authors solve the related inverse problem in such a way that smoothness is enforced on the iterations, showing promising results in synthetic examples and real problems with moving heat source.

Design/methodology/approach

The discretization procedure applied to the model for the direct problem uses a pseudospectral collocation strategy in the spatial variables and Crank–Nicolson method for the time-dependent variable. Then, the related inverse problem of recovering the conductivity from temperature measurements is solved by a modified version of Levenberg–Marquardt method (LMM) which uses singular scaling matrices. Problems where data availability is limited are also considered, motivated by a face milling operation problem. Numerical examples are presented to indicate the accuracy and efficiency of the proposed method.

Findings

The paper presents a discretization for the PDEs model aiming on simple implementations and numerical performance. The modified version of LMM introduced using singular scaling matrices shows the capabilities on recovering quantities with precision at a low number of iterations. Numerical results showed good fit between exact and approximate solutions for synthetic noisy data and quite acceptable inverse solutions when experimental data are inverted.

Originality/value

The paper is significant because of the pseudospectral approach, known for its high precision and easy implementation, and usage of singular regularization matrices on LMM iterations, unlike classic implementations of the method, impacting positively on the reconstruction process.

Abstract

Purpose

This paper aims to analyse performance measurement ambiguities in hybrid universities. In accounting research, performance measurement of universities has been discussed in detail, and there is some research on impacts of hybridity in institutional systems. However, there is a particular need in accounting research for more sophisticated theorizations of the ambiguities associated with measuring performance in hybrid organizations. Moreover, there is a dearth of accounting-related interdisciplinary studies conceptualizing the hybridity of universities with important implications for measuring and reporting performance. This paper fills this research gap by providing more elaborate basis for conceptualizing performance measurement ambiguities through the lenses of hybrid universities.

Design/methodology/approach

The authors critically scrutinize the promise of performance measurement in hybrid universities and explore why it may result in new policy problems. Questions asked are as follows: How can we better understand those institutional mechanisms through which the promise of performance measurement may ultimately result in new forms of ambiguities and unexpected outcomes, and what are the specific characteristics of hybridity that make those mechanisms possible in universities?

Findings

The authors propose a conceptual model for studying universities in hybrid performance settings. The model provides a new inter-disciplinary approach for conceptualizing performance measurement ambiguities in universities when they are influenced by hybridity, hybrid arrangements and hybrid governance.

Originality/value

This paper provides more elaborate basis for understanding hybridity of universities, not only through reforms for combining business, government and collegial professional logics (e.g. corporatization, marketization) or through new hybrid mixes of professions but also as a more comprehensive, inter-disciplinary understanding of institutional structures, logics and practices at modern universities.
