Abstract
Purpose
This paper seeks to apply discriminate analysis to determine principal's leadership styles differences between genders in USA Midwest public schools. A distinction is to be made between “servant” (seen as aligned with emotional intelligence) and “traditional” (or top‐down) leadership. The debate between the traditional (or, top‐down) leadership approach, versus the servant (which is seen as aligned with emotional intelligence) leadership approach is ripe for investigation.
Design/methodology/approach
E‐mail based surveys from 445 responding public school principals comprised of men (n=265) and women (n=180) were quantitatively analyzed. The self‐selected sample for the study was drawn from public schools in three Midwest states in the USA. The inventory contained 40 content items prepared on a five‐point Likert scale and one demographic question. Content and construct validity were evaluated and significant difference tests were performed. The study sought to clarify which cluster of items from the Servant‐leadership Styles Inventory (SSI) best described gender membership and, thereby, proffered possibly gender oriented servant‐leadership styles utilizing discriminant function analysis methods.
Findings
This study has established that SSI items identified with Servant‐leadership dimension are reliable and valid; however items aligned with Traditional leadership dimensions were found to be less reliable and valid. Additionally these results have shown that Servant‐leadership items can be effective in differentiating between men and women principals. It is important to note that both men and women equally reported that they were reluctant to use Traditional leadership styles. No differences between genders in Traditional leadership styles usage were found. However, there were significant differences between men's and women's Servant‐leadership style usage.
Research limitations/implications
Current research shows that men and women operate differently. What has been lacking, however, is an instrument that discriminated between male and female leadership styles. This study is bounded by the following limitations: by location, the study is restricted to USA Midwest practicing public school principals; to the gender based perceptions of principals in Midwest USA, other factors such a training, experience and longevity are unknown; and it is also unknown as to the instrument's cultural biases when applied to other countries and regions in the USA. However, the instrument may open opportunities for cultural and gender based leadership research studies when applied to new populations.
Practical implications
This paper reports the development of a new research instrument, the SSI. The instrument utilizes 20 traditional leadership styles and 20 servant leadership styles to query subjects. The instrument was found to be reliable and valid, especially the servant leadership items.
Originality/value
The paper shows that four Servant‐leadership styles lend understanding to the field, and help begin a discussion of feminine servant‐leadership style. These four newly identified styles are: daily reflection; consensus building; healing relationships; and drive sense of self worth. The feminine leader is more likely to hold and practice these values than male leaders.

Abstract
Purpose
The movement of profit‐orientated corporations into the fair trade value chain has caused some socially orientated fair trade organizations to question the direction the movement is taking. One organization at the forefront of the debate is Trade Aid (NZ), Inc. (hereafter Trade Aid), a New Zealand based socially orientated fair trade organization actively engaged in fair trade since the 1970s. This paper seeks to evaluate how Trade Aid is seeking to reformulate fair trade's vision of empowerment and partnership constructively.
Design/methodology/approach
A single case study approach is undertaken to examine how a socially orientated organization is adhering to and seeking to advance fair trade values. This research draws from the global value chain literature, which analyses how industries are governed. The relational co‐ordination or governance mode, which is characteristic of mutual dependency between supplier and buyer firms, is used as a framework for investigating the fair trade industry. Distinction is made between the corporate and social economy variants of the relational governance mode.
Findings
Trade Aid's commitment to producer groups is demonstrated through various initiatives the organization is undertaking as they work both with producer groups and corporate actors to expand the fair trade market. Trade Aid is part of a worldwide socially orientated movement seeking to reformulate the vision of fair trade.
Originality/value
To date the fair trade literature has largely focused on socially orientated fair trade organizations in the Northern hemisphere. This research contributes to a gap in the literature in that it examines Trade Aid and the way this organization is addressing mainstreaming.

Abstract
Prior analyses of racial bias in the New York City’s Stop-and-Frisk program implicitly assumed that potential bias of police officers did not vary by crime type and that their decision of which type of crime to report as the basis for the stop did not exhibit any bias. In this paper, we first extend the hit rates model to consider crime type heterogeneity in racial bias and police officer decisions of reported crime type. Second, we reevaluate the program while accounting for heterogeneity in bias along crime types and for the sample selection which may arise from conditioning on crime type. We present evidence that differences in biases across crime types are substantial and specification tests support incorporating corrections for selective crime reporting. However, the main findings on racial bias do not differ sharply once accounting for this choice-based selection.

Campus crime and related issues have received considerable attention from the various legislative bodies, the media and social science researchers over the last two decades. Much of the attention has been focused on campus police with regard to their ability to protect the campus community. Civil liability lawsuits against campus police departments and their host institutions are not uncommon today. As campus policing has evolved from a watchman/security orientation to more of a full‐service model, it is incumbent that policies used to guide officers in high liability areas be comprehensive. Having comprehensive policies in the high liability areas may also aid in the defense of civil liability lawsuits. One such high liability area is vehicle pursuits. While the general policing literature has focused considerable attention on this topic, campus police guidelines have not been collected or systematically reviewed. The present study examines the content of the vehicle pursuit policies from 67 of the largest 100 campus police departments, serving communities with high student enrollments and often a substantial number of roadways throughout their boundaries. It is certainly foreseeable that from time to time campus police will become engaged in vehicle pursuits. While pursuits by campus police may be relatively infrequent events, policies governing officer decision making are none the less critical. A profile of these policies is developed for review by practitioners and researchers alike. It is believed to be the first such examination of this important policy area within the context of campus policing.

Abstract
Since the introduction of product certification in the 1980s, fair trade has grown apart from its social justice roots and the focus has steadily shifted away from calls for institutional market reform, corporate accountability, and fair prices, and toward a celebratory embrace of poverty alleviation and income growth through market integration and business partnerships. This paper examines fair trade's narratives of poverty and partnerships, focusing on the brand communication strategies employed by influential fair trade organizations and businesses. These are compared with how fair trade coffee producers in southern Mexico understand and practice partnership, demonstrating some of the ways in which the latter resist narrative framings which position them as entrepreneurial businesspeople first and cooperativistas second. The business partnerships between coffee buyers and producers are highly asymmetrical, and the partnerships that matter most for the Oaxacan coffee farmers are not with global businesses and certifiers, but instead with each other and their producer organizations. These relationships did not originate with fair trade, although, they are, in part, sustained by this system which supports democratically organized producer groups, the sharing of technical and market information, and communal management of the fair trade premium. In contrast to the organizations that certify and market their products, the paper demonstrates how farmers regard their precarious economic circumstances as an issue of social justice to be addressed through increased state support rather than market empowerment. The analytical juxtaposition of farmers' attitudes with fair trade organizational priorities contributes to the expanding literature examining how fair trade policies are experienced on the ground.

Abstract
Purpose
Scholars often suggest that violent extremism or terrorism – “the threatened or actual use of illegal force and violence to attain a political, economic, religious or social goal through fear, coercion or intimidation” (LaFree, G., & Dugan, L. (2007). Introducing the Global Terrorism Database. Terrorism and Political Violence, 19, 181–204, 184) – is a battle for legitimacy. However, the ambiguous definition of legitimacy often makes its application to counterterrorism measures difficult at best. The purpose of this chapter is to define legitimacy to connect policies designed to counter violent extremism.
Methodology/approach
The main impediment in the study of the influence of legitimacy on terrorism is the debate over the meaning and measurement of legitimacy. This debate is reviewed, and a recent resolution is presented, grouping the many conceptualizations of legitimacy into three broad categories and identifying empirical indicators for each. These categories are then used to distinguish counterterrorism policies that can be used to boost legitimacy.
Originality/value
This chapter organizes counterterrorism policies into a recently developed framework as a tool for researchers, practitioners, and policymakers.

Abstract
This article examines how smallholders in Oaxaca, Mexico, experienced and responded to the recent coffee rust disaster, asking whether fair trade coffee producer organizations helped smallholders develop coping mechanisms to offset their vulnerability. It demonstrates how Oaxacan coffee producers were especially vulnerable during the recent rust outbreak due to long-term trends including a decline in governmental support for the sector dating back to the 1990s which resulted in a decline in producer incomes and a concomitant rise in the number of aging and poorly managed coffee plots that were more susceptible to coffee rust. The ongoing price volatility within coffee commodity markets and the continued restructuring of the specialty coffee market also increases the uncertainty producers face when determining how to best respond to the rust disaster. The article details the concrete ways in which fair trade coffee producer organizations help bolster the adaptive capacity of their members, while also noting areas for improvement.

Abstract
Purpose
This study aims to examine whether officers' perceptions of the probability of suffering informal sanctions mediate the relationship between formal sanction threats and attitudes toward misconduct. Most importantly, the study examines whether the potential mediating effect of informal sanction threats varies by the type of rank.
Design/methodology/approach
The current study utilizes data collected from a mail survey of 480 police officers over a period of six weeks from 20 police stations across two cities in South Korea.
Findings
Officers' fear of legal sanctions on the attitudes toward misconduct was entirely mediated by the fear of extralegal forms of punishment. However, this mediation effect was held only for the officers in supervisory positions.
Originality/value
Probing a moderated mediation between the type of rank and sanction threats on police integrity advances the literature by moving beyond simply exploring the additive effects of sanction threats and adds clarity to existing concerns about exactly how rank-related cultural differences matter.

Abstract
Purpose
Klockars et al. use scenario methodology to measure perceived seriousness, level of discipline warranted, and willingness to report fellow officers engaged in various negative behaviors. These data are used to characterize the occupational culture of integrity in a given agency, relative to other agencies. What remains unclear is whether these agency-level findings mask important meso- and micro-level variation in the data (i.e. at the precinct/district and officer levels) that may contribute to a more complete understanding of an agency’s culture of integrity. The paper aims to discuss these issues.
Design/methodology/approach
This study replicates and extends Klockars et al.’s work using data from a survey administered to 499 Philadelphia police officers, with the goal of both validating their methodological approach and exploring the need for multi-level theory in the study of police integrity. In addition to comparing the results from Philadelphia to those obtained by Klockars et al., the authors test for differences across officer demographics, and explore variance in the willingness to report various behaviors at both the officer- and district-levels.
Findings
Results indicate that bivariate relationships between officer-level demographics and willingness to report fellow officers are negated when controlling for theoretically relevant attitudinal variables such as cynicism and, consistent with Klockars et al., perceived seriousness of the underlying behavior. In addition, there is significant district-level variation in the average willingness to report fellow officers, and this variation can be explained by both organizational and environmental variables. On balance, the findings provide support for a multi-level approach to the study of police integrity.
Originality/value
While the Klockars et al. approach addresses macro-level variation in police integrity, this study contributes important findings at the meso- and micro-levels.

Abstract
Purpose
The purpose of this paper is to examine the issue of racial profiling when the traffic stop outcome is a search using focal concerns theory as a theoretical explanation for police officer decision making and propensity score matching (PSM) as a better analysis to understand the race of the driver.
Design/methodology/approach
The data for this study come from traffic stops conducted by the Louisville Police Department between January 1 and December 31, 2002.
Findings
The results show that the elements of focal concerns theory matter most when it comes to if a traffic stop that resulted in a search even though racial profiling was evident. The use of PSM provides evidence that it is a better statistical technique when studying racial profiling. The gender of the driver was significant for male drivers but not for female drivers.
Research limitations/implications
The data for this study are cross-sectional and are self-report data from the police officer.
Practical implications
This paper serves as a theoretical explanation that other researchers could use when studying racial profiling along with a better type of statistical analysis being PSM.
Social implications
The findings based on focal concerns theory could provide an explanation for police officer decision making that police departments could use to help citizens understand why a traffic stop search took place.
Originality/value
This is the first study of its kind to the researcher’s knowledge to apply focal concerns theory with PSM to understand traffic stop searches.
