Abstract

Purpose

The purpose of this article is to examine Cairo's master plans during the past 70 years, including the establishment of the New Administrative Capital City—which is based on two fundamental courses on the phenomenon of urbanisation—and other initiatives to address Cairo's Plans based on the thoughts of three planning schools—Chicago, Los Angeles and Liverpool. The aim is to determine if the right time to relocate Egypt's capital to a different place makes sense.

Design/methodology/approach

Cairo has experienced significant urban challenges throughout its millennial history due to the continually shifting socioeconomic and political changes. This research uses prospective and retrospective methods to examine how planning theories have historically influenced building Cairo’s urban fabric and provides insight into the city’s master plans from the July Revolution of 1952.

Findings

It is assumed that Cairo's socio-spatial transitions over time were caused by scattered expansion, leading to contemporary Cairo's socio-spatial evolution. The paper ends with some questions about the future of the city. Should planning policies change to cope with socioeconomic, spatial and political transitions?

Originality/value

The article's significance stems from the necessity of adaptable and considerate ideas that move Cairo's communities towards a better setting and provide a crucial route for enhancing their environments. Using digital technologies to implement new capital while creating platform urbanism may be accomplished even with constrained budgets and short course lengths.

Abstract

Purpose: Urban centres have been argued to be crucial in the battle for sustainability. With more than half of the global population presently living in cities, the sustainability challenges of global warming, environmental degradation, social inequality, and economic recessions have continued to thrive. To this end, there have been efforts to revive and improve the existing physical and social structure of cities in a process known as urban regeneration. The aim of this paper is to explore the role of sustainability assessment frameworks in urban regeneration.

Approach: Aligning with the positivism philosophical position, and using document analysis as a data collection method, the study discusses the state of the art of urban regeneration and its application in recent times. The study also reviewed selected neighbourhood sustainability assessment frameworks as a tool for decision-making towards sustainability to know the extent in which they capture the goals of urban regeneration.

Findings: Findings showed that the uptake of the sustainability assessment frameworks could play a role in enhancing integration of local context, social wellbeing and economic prosperity, environmental quality, and stakeholder engagement at the neighbourhood level which are the main aspects of urban regeneration.

Theoretical and practical implications: In theory, this paper establishes the assumption that with some revisions, sustainability assessment frameworks could serve as a tool for decision-making in urban regeneration process. Practise-wise, urban regeneration at the neighbourhood level can now be measured against sustainability benchmarks and indicators.

Abstract

Nowadays, sustainable, clean, inclusive, innovative, and smart mobility in addition to urban transformation is required to achieve sustainable development as a path to preserve the world for future concerns and improve quality of life at the present, even to be kept up with growing citizens' needs. Mobility as an infrastructure component plays fundamental roles in urban transformation, and economic development. In this chapter, and based on the 5th wave theory, related theories, models, and concepts, modern, clean, and inclusive mobility founded on high future of 4th technologies (which is called 5th technologies), digitalization, smartness, sustainability, and CSR 2.0 strategies is declared as proper clean mobility technologies to create sustainable and smart cities. Such smart cities are able to deal with challenges made by rapid, unplanned urbanization and globalization to achieve sustainable development. In this research, roles of inclusive and smart mobility systems as path to create modern and sustainable urban areas to make the world more sustainable and livable for living are declared. Literature reviews, case studies, interviews, and questionaries are applied as main methods to recognize inclusive and modern mobility and its roles in urban transformation to achieve sustainable development. This chapter is based on know-how and do-how of the author Prof. Hamid Doost on sustainability such as cooperating with Danish Sustainable Platforms Company, working with Erasmus Plus as an academic leader in Germany since 2017, cooperating with Copenhagen's former mayor and researching on sustainability. In this chapter, impact of sustainable mobility, sustainable buildings, and smart cities on CSR 2.0 and social responsibility, how these parameters improve sustainable development and sustainability in social responsibility, corporate social responsibility (CSR), and how social responsibility could influence humanities are explored.

Abstract

Based on the 5th wave/tomorrow age theory, we are living in the world that is in necessity to change. Rapid urbanization causes global challenges such as economic problems and recessions, environmental challenges, climate change, social instability, health diseases, biological attached, and crisis caused by technological dominations. These challenges threaten the world, humanity, and human beings. Therefore, it is vital to tackle and struggle with them in order to maintain the world and improve quality of livability and quality of life to achieve sustainability. Generally, modern Blue-Green urban areas and smart cities with high quality of livability and life are proposed to deal with urbanization challenges to maintain the world and improve quality of human life. Based on Prof. Doost's 5th wave theory, related theories, concepts and models like Doost Risk Mitigation Method (DRMM), and also his experience on sustainability as best practice such as cooperating with Danish Sustainable Platforms Company, working as an academic leader at IoE/EQ EU Erasmus Plus project in Germany during 2017–2020, cooperating with former mayor of Copenhagen, consulting the German MV State Minister of Energy, Digitalization, and Infrastructure to cooperate with Iran in 2016, more than 15 years holding lecture and research internationally about risk and risk management on mobility in different universities like (TU Berlin) Technical University of Berlin (EUREF Campus, Sustainable Mobility Management and Sustainability Building) and also achieving a honorary doctorate in sustainable development management, a practical model concerned on risk management in mobility to provide comprehensive global Blue-Green clean sustainable urban mobility risk mitigation strategic plan is given. Therefore, in this chapter, impact of risk management on mobility to provide sustainable global urban mobility plan in order to create modern Blue-Green sustainable urban area and future smart cities through the 5th wave theory are explored. Fundamentally, the main goal of the research is to have an applied study about mobility risk mitigation and utilize it as a key to create comprehensive global urban mobility risk mitigation plan toward Blue-Green sustainable clean mobility technologies to create modern sustainable smart cities through the tomorrow age theory in order to create livable urban area with high quality of livability and life. Abstract

Purpose

Informal housing stands out as a major challenge surrounding the massive reconstruction of Syrian cities, devastated by a bloody war and a terrible earthquake. The purpose of this article is to assess the adequacy of the Syrian Law to adequate provide a solution to this problem.

Design/methodology/approach

With the purpose of informing the question, this paper offers a legal-institutional analysis of the informal housing phenomenon and the corresponding regulatory responses in Syria. A literature review is conducted, and functional analysis of the legal texts and their effective implementation is provided.

Findings

First, informal housing in Syria has been fostered by the existence of an erratic regulation, particularly burdened by the incoherence of passing repressive provisions against informal housing while master plans were conspicuously absent or incomplete. Second, the regulatory policy seems to be leaning toward the urban renewal option, indicating a supply-oriented housing approach that may face serious challenges due to the scarcity of capital. In this context, regulation should not underestimate any policy tools at hand (renewal and upgrading; with the contribution of public, private and cooperative sectors).

Originality/value

Although there have been several studies on informal housing in Syria, none has taken a legal institutionalist approach. Furthermore, this study offers an up-to-date account of the problem, taking into account the problematic after the 2023 earthquake and the content of Law 2/2023.

Abstract

Purpose

This study aims to explain the existing adaptation practices in an urbanized sub-region in the lower Chao Phraya River basin (CPRB) across different scales and dimensions. It offers an overview of water hazards in urban areas along the river basin to discover ways to deal with and recover from hazards via understanding the implications of existing and potential practice for the mitigation of hydrological hazards.

Design/methodology/approach

First, this study collected current adaptation strategies and measures from interview, focus group discussion, workshop organization, etc. to get the current adaptation strategies/measures for the whole CPRB and each specific area. Second, this study identified a set of criteria for evaluation from review of current publications and official reports. Then, the current adaptation strategies/measures were examined through a set of criteria to obtain the current situation of existing practices. Finally, analysis of key challenges and opportunities was done to propose supporting guidelines to reduce hydrological risks and incorporate further adaptation measures needed to boost resilience in the area.

Findings

Adaptation methods should focus on mixed adaptation, which integrates structural, social, organizational and natural adaptation, and to develop multi-dimensional collaboration. The adaption strategy has restricted the usage of some technologies and technical know-how, particularly in the area of climate change. As a result, intentional adaptation to become more inventive is required, to reduce hazards and improve disaster-response capacity. The various adaptation measures should be more integrated or more adaptive and to achieve greater cohesion and mutual benefit of individual measures, such as community-based adaptation or community-driven slum upgrading.

Originality/value

Hydrological risks are wreaking havoc on social, economic and environmental elements, particularly river flood, flash flood and drought in the Asia-Pacific region. Twenty-two existing adaptation options were evaluated with evaluation criteria such as scales of risks/impacts reduction, benefits of environmental and socio-economic and institutional aspects. The findings highlight the current situation of existing practices, key challenges and opportunities, which emphasized on natural-based solutions, raising knowledge and awareness and lessons learned on adaptation of hydrological risks. The existing adaptation measures will be suggested as supporting guidelines and master plans to minimize the hydrological risks.

Abstract

Purpose

Virtual professional learning communities provide digital platforms for teachers across the globe to join learning networks and engage in continuous and unrestricted learning. This study aimed to explore the impact of contextual factors on establishing virtual professional learning communities in Maldivian schools.

Design/methodology/approach

This quantitative study used a sample of 420 Maldivian in-service teachers chosen using two-stage cluster sampling and a stratified random sampling method.

Findings

The findings revealed that all three contextual factors – micro-, meso- and macro-contextual – positively and significantly influenced the virtual professional learning communities.

Practical implications

These findings recommend an integrated framework with micro-, meso- and macro-contextual factors as valuable instruments for educational leaders striving to establish virtual Professional Learning Communities (PLCs).

Originality/value

This study is among the first to examine the association of contextual factors of schools with the establishment of virtual PLCs in a country such as the Maldives, with geographically dispersed islands and limited resources.

Abstract

Purpose

Tehran’s health-care system is growing, yet it lacks emergency planning procedures. The premise of this study is that the urban environment around a hospital is just as robust as the hospital itself. This study aims to look at hospital resilience in an urban setting to see where it may be improved to keep the hospital operational during a disaster.

Design/methodology/approach

The urban resilience (UR) of Amir-Alam Hospital was analyzed in this study using a customized version of the United Nations Office for Disaster Risk Reduction’s City Resilience Profiling Tool. The 34 indications were broken down into five categories.

Findings

The result revealed that the hospital’s UR score was 51.75 out of 100, indicating medium resilience. The results of this study enable the decision-makers to determine what measures they may take to improve the hospital’s resilience in terms of its surrounding urban context.

Originality/value

The originality of this research is based on the surrounding urban environment’s resilience as an integral part of hospital resilience.
