Abstract

Extreme events are the occasion for many people’s encounters with climate change. Though causation is complex and no one event is directly attributable to climate change, when we consider Cassandra, we can consider what people encounter in assistance after an extreme event. This chapter takes the case of assistance to displaced people after Katrina to explore how care and surveillance were intertwined. Methods include analysis of government documents as well as interviews. When we consider assistance people receive, we often focus on the intended assistance and how it worked or did not. Evaluation is difficult, not least because criteria for determining what it means to work are uncertain. However, if we include the process of gaining assistance as part of the experience, we broaden concerns from the instrumental outcomes to the mixed messages people get in assistance. Assistance appears in a context, where the most vulnerable people have reasons to mistrust government and nonprofits, and where in the United States assistance has come intertwined with supervisory rules, a focus on getting people to work, and a need to manage criminal histories. Trust in government may be limited, emergency care can operate outside ordinary legal frameworks when providers are new, and legal accountability for assistance may be experienced as confining, despite caregivers’ intent.

In this chapter, the epidemic diseases, their impact on the future of cities, and the causes of these problems for cities are examined. Additionally, efforts will be made to address these challenges and problems, a response that can make future cities livable and sustainable, despite population growth, increasing environmental problems, increasing urban management challenges, epidemic diseases and pandemics such as COVID-19 and other challenges and problems. This chapter will also discuss the steps taken in the field of smart transformation and smart cities and the necessity for cities to move toward smart transformation.

Abstract

Purpose

The chapter aims to discuss the social housing history and urban renewal experiences in Turkey while pointing out similarities to and variegations from the urban policy trends in the global north in the postwar era. To carry out these discussions, the chapter focuses on the Karapınar Project in Eskişehir.

Methodology/approach

The chapter is built on an anthropological case study and a self-funded video documentary research that includes insights from local inhabitants, projects’ authorities, urban experts, and planners in order to show contesting claims and views about the renewal, new housing conditions, and economic consequences.

Findings

The Karapınar Renewal Project is a Mass Housing Administration (TOKİ) project which claimed to be a ‘welfare oriented’, ‘renewal on-site’, ‘social housing project’ aiming to turn gecekondu – squatter settlements – into a healthy neighborhood. Yet, these claims fail to meet their promises and only appear to mask the actual rent-seeking motivations of the project.

Social implications

The chapter shows that large economic profits of the authorities create a significant contrast with economic burdens and dispossessions of the poor residents. The locals’ fears about the payments and concerns about changing living conditions are in sharp contradiction with the welfare claims of the state institutions.

Originality/value

The Karapınar Project uses the concepts of ‘social housing’ and ‘welfare state’ which are normally associated with policies of social democratic ideology. Yet, when looking into the reality, it becomes clear that the Karapınar Project shifted the meanings of these concepts and utilized them to create a space for legitimacy.

The marginalisation of council housing in Britain since the Housing Act of 1980 threatens to obscure some of the very valuable lessons to be learned from almost a century of mass public housing provision. This chapter demonstrates that despite considerable economic problems, and in the face of social change since 1980, a relatively poor council estate remained a site of social capital, and that women were particularly prominent in working with local agencies to solve problems.
