Abstract

This paper analyses a number of techniques that can be used to compare complex data sets, such as those arising from electromagnetic simulation and experimentation. The techniques assessed are: correlation, several reliability factors and feature selective validation. The study examines the performance of each technique for data comparison. The paper provides a comprehensive summary of the techniques and compares their performance and comments on their use in the validation of numerical modelling codes and model designs.

Abstract

Following Iraq's invasion of Kuwait in August 1990, the international community took vigorous, unprecedented steps to curb Saddam Hussein's military ambitions. The central component of these actions was a set of comprehensive arms, aviation, maritime, and economic sanctions, each imposed by the United Nations Security Council (UNSC). When the multinational coalition forces ousted Iraq from Kuwait the following year, the UNSC made these sanctions and embargoes a component of the armistice agreement. Over time, these sanctions were subsequently used as leverage to press for Iraqi compliance with relevant UNSC resolutions calling for Iraqi disarmament.1

Abstract

Purpose

The purpose of this paper is to understand how funders and stakeholders influence the performance of Spain’s most autonomous cultural institutions. As the first of its kind to focus on Spain’s independent cultural spaces, the paper is exploratory in nature. It seeks to contribute to the field of research on best practices in cultural management and marketing through its study of the performance of all seven independent cultural spaces that belong to the Red TransIbérica de Espacios Culturales Independientes.

Design/methodology/approach

The paper employs a mixed-methods case study analysis. Relying on in-person observations and interviews, online surveying, online review analyses and cultural engagement data synthesis, it supports quantitative data with qualitative data, and uses methodological triangulation techniques to validate findings.

Findings

The paper indicates that despite their autonomy, the type of funding and the number of stakeholders that independent cultural spaces boast appear related to their marketability.

Originality/value

Using all seven member organizations as the sample group, this research is able to build generalized conclusions for the country’s population of independent cultural spaces. By highlighting key themes for further research, the paper offers insight into an understudied section of the sector.

Abstract

Purpose

This paper aims to critically explore the consequences of how Scotland interprets the UK Misuse of Drugs Act (1971). Scotland prosecutes 24 per cent of people found in possession of illegal drugs for drug “dealing” compared to less than 15 per cent in England and Wales and less than 16 per cent in Northern Ireland.

Design/methodology/approach

The paper provides a narrative review in the context of the background of the economic and social costs of illegal drugs in Scotland and compares this with the UK and Northern Ireland.

Findings

The explanation for such a wide disparity in numbers of dealers between these countries proposed is that the Scottish Police force is comparatively more successful at persuading courts that small quantities of drugs rather than for personal use are in fact for onward sale or supply to others.

Practical implications

The police in Scotland have a network of specialist drug units in which officers make decisions in the absence of benchmarks against which to judge quantities of repossessed drugs. Taking this approach, a devolved Scotland's commitment to drug prohibition has resulted in some very curious differences in classifications of prosecutions compared to other countries.

Originality/value

The paper explores the consequences of how Scotland deals with the use of illegal drugs and the economic and social costs.

Abstract

Purpose

Integrated care presents health workforce planners with significant uncertainty. This results from: (1) these workforces are likely in the future to be different from the present, (2) integrated care's variable definitions and (3) workforce policy and planning is not familiar with addressing such challenges. One means to deal with uncertainty is scenario analysis. In this study we reveal some integration-supportive workforce governance and planning policies that were derived from the application of scenario analysis.

Design/methodology/approach

Through a mixed methods design that applies content analysis, scenario construction and the policy Delphi method, we analysed a set of New Zealand's older persons health sector workforce scenarios. Developed from data gathered from workforce documents and studies, the scenarios were evaluated by a suitably qualified panel, and derived policy statements were assessed for desirability and feasibility.

Findings

One scenario was found to be most favourable, based on its broad focus, inclusion of prevention and references to patient dignity, although funding changes were indicated as necessary for its realisation. The integration-supportive policies are based on promoting network-based care models, patient-centric funding that promotes collaboration and the enhancement of interprofessional education and educator involvement.

Originality/value

Scenario analysis for policy production is rare in health workforce planning. We show how it is possible to identify policies to address an integrated care workforce's development using this method. The article provides value for planners and decision-makers by identifying the pros and cons of future situations and offers guidance on how to reduce uncertainty through policy rehearsal and reflection.
