Abstract

What role do people's attitudes toward social policies play for the politics of welfare state reform? This chapter contributes to a growing scholarship on policy responsiveness in welfare state research with a longitudinal comparative case study of the Bismarckian welfare states of France and Germany. Quantitative analyses of changes in mean attitudes as well as polarization and inequalities of attitudes based on the 1996, 2006, and 2016 waves of the International Social Survey Program (ISSP) Role of Government module are triangulated with a thick description of social policy changes. While recommodifying and defamilializing reforms in Germany transformed the welfare state fundamentally, there was more continuity in the French welfare state, in spite of a stronger focus on labor market activation policies. The quantitative results suggest that lower attitudinal stability toward the welfare state in Germany and lower polarization evoked a higher willingness for reform than in France, where more polarized attitudes and overall marginal changes in attitudes gave French governments less maneuverability in adopting reforms. In both countries, I find no evidence for an upper-class bias in policy responsiveness. In sum, my research supports the claim that change in public opinion toward the welfare state and diverging attitudes within societies play a role for the timing and direction of reforms.

Abstract

Sexual harassment and violence are taboo topics at German universities. Accordingly, there is a large gap in research on the prevalence and functioning of sexual harassment and assault in higher education as well as on social, cultural, and organizational conditions that foster and reproduce gender-based violence at universities. Previous research and our own data suggest that there is a perception among students, faculty and staff that normalizes, trivializes, and even legitimizes the problem. Based on a quantitative survey with students on the prevalence of sexual harassment and violence as well as the results of our analysis of how German universities deal with the issue, we relate this perception to the organizational structures of the higher-education system and discuss historically evolved hierarchies and androcentric structures as well as their reformulation in the wake of neoliberalization as causal for the tabooing and hiding of sexual harassment at German universities.

Abstract

Long considered the classic coordinated market economy featuring employment security and relatively little employment precarity, the German labor market has undergone profound changes in recent decades. We assess the evidence for a rise in precarious employment in Germany from 1984 to 2013. Using data from the German Socio-Economic Panel through the Luxembourg Income Study, we examine low-wage employment, working poverty, and temporary employment. We also analyze changes in the demographics and the education/skill level of the German labor force. Although employment overall has increased, there has been a simultaneous significant increase in earnings and wage inequality. Moreover, there has been a clear increase in all three measures of precarious employment. The analyses reveal that models including a wide variety of independent variables – demographic, education/skill, job/work characteristics, and region – cannot explain the rise of precarious employment. Instead, we propose institutional change is the most plausible explanation. In addition to reunification and major social policy and labor market reforms, we highlight the dramatic decline of unionization among German workers. We conclude that while there are elements of stability to the German coordinated market economy, Germany increasingly exhibits substantial dualization, liberalization, inequality, and precarity.

Abstract

Rapidly evolving fintech and decentralized finance environments present an opportunity to reconsider how best to teach financial reporting, internal controls, auditing, taxation, and accounting information systems. Industrial firms have found considerable success in growing the customer value/cost ratio by applying “design thinking” (DT) to product and service innovation. DT may serve a similar, value-enhancing role in curriculum development and accounting pedagogy. The authors demonstrate the application of DT to the accounting curriculum using non-fungible tokens (NFTs) as an illustration. This chapter defines NFTs and DT, proposes a DT-based curriculum development model, and offers specific recommendations for teaching about NFTs in the classroom.

Abstract

This final chapter moves from a firm-level perspective to a more general level to connect individual organisational decisions on corporate sustainability to current and future societal and environmental challenges. The chapter starts by illustrating greenhushing, seen as a deceptive strategic silence that occurs when companies voluntarily decrease their communication on sustainability issues. The emergence of novel forms of greenwashing stresses the need to integrate the principles of sustainability in their corporate strategies in an authentic way, and to activate a virtuous circuit of sustainability sensegiving-sensemaking, in which the company can recognise the contribution of stakeholders in decision-making. The discussion then addresses some unresolved tensions in sustainability communication approaches that cause ‘deep-rooted’ greenwashing, thus paving the way for a systemic approach to the phenomenon. The chapter thus presents some speculative sketches that illustrate the social, organisational and environmental costs and benefits of an authentic approach to corporate sustainability. The discussion emphasises the need to establish a shared sustainability culture at different systems' levels and within organisations to avoid environmental and social damaging practices and widen corporate objectives to initiate long-lasting changes. Policy and decision-makers may appreciate this effort to identify responsibilities for each component and priority areas for action.

Abstract

Children – their number, their welfare, their property (whom they belong to), their education – have long been a matter of public concern. What a “proper” childhood should be is always a highly politicized issue never left entirely in private hands. Modern societies in particular have rendered explicit and institutionalized the existence of a public interest in children and in childhood as constituted within, but also outside, families. In this volume, we use the expression “politicizing of childhood” in a broad sense in reference to the ways in which childhood is conceptualized not only as a primary family or parental responsibility, but, in addition, as a matter of public importance and concern, something for (welfare) state intervention. “Politicizing of childhood” encompasses the public motivation and mobilization for childhood change; the political processes in which policies are formulated, legislated and enacted; the response to policy interventions that may in turn feed back into public and political discourse, policy formulation and so on (see Ellingsæter & Leira, 2006, p. 4). The contributions in this volume illustrate one or more of these processes.
