Abstract

Purpose

Graduate development programmes are a well-established strategy for recruiting graduates into the sector at the start of a lifetime public service career. There are indications, however, that public sector careers are becoming less secure and less long term in keeping with overall career trends across all sectors, a trend that has seen the emergence of employment contracts based on employability rather than job security. The purpose of this paper is to explore a graduate development programme offered by a state-based Australian public sector organisation to identify the extent to which it reflects and supports the shift to an employability-based contract from the perspective of programme participants.

Design/methodology/approach

Semi-structured interviews were conducted with 23 participants from three intakes of a public sector graduate development programme. Data were analysed through identification of first- and second-order themes as well as cross-case comparison.

Findings

Findings indicate that the one-year development programme partially supports an employability-based contract. The organisation could not promise ongoing employment and job security but did assist participants to develop skills and competencies for the future through its formal training and development programme. Work unit support for employability was, however, much more variable and depended to a large extent on line managers.

Research limitations/implications

The study was conducted in a single organisation and only included current and past programme participants who were still employed in the public sector.

Practical implications

The success of the programme was largely dependent on job placement and level of line manager support. Addressing these areas through better programme design and management can support the development of future leaders through opportunities for enhanced employability.

Originality/value

The study extends current research on employability by exploring how a public sector organisation provides support for graduates in a developmental programme from a participant perspective.

Abstract

Purpose

The purpose of this paper is to present a conceptual framework for employer brand equity (EBE) that combines both perspectives of employer brand customers into a unified framework for employee attraction and retention.

Design/methodology/approach

This paper extends previous conceptual work on EBE by identifying the role of EBE antecedents in internal and external employer branding. In addition, it recognizes the interactive nature of employer-employee relationship.

Findings

The framework incorporates employee experience with the employer, which relates to the interaction between employee and employer and recognizes the internal and external perspectives simultaneously. Further, the unified framework helps to develop a four-cell typology for the strategic management of an employer brand.

Originality/value

Existing research has failed to integrate the two perspectives of employment customers in a clear model and, thus, offered limited applicability to an employment setting. The EBE framework goes beyond existing models by providing a conceptualization that aims to reflect the employer-brand relationship from the perspective of existing and potential employees. Further, it provides theoretical and empirical rationale for a set of propositions that can empirically be examined in future research.

Abstract

Purpose

The purpose of this paper is to explore career identity within the aged care sector.

Design/methodology/approach

The research employs a descriptive interpretive methodology using 32 in-depth, semi-structured interviews.

Findings

This paper shows that social processes and occupational and professional status issues shape career identity in an aged care context. Individuals seek positive career identities through emphasising job fit in relation to their personal experience and values in order to counteract the impact of “taint”.

Research limitations/implications

This study was based in one organisation. Future research could explore its findings in the context of multiple organisations, and include the concept of career identity in other low status, “tainted” occupations, such as childcare, in order to develop a more complete understanding of identity construction processes.

Practical implications

The findings suggest that aged care providers could employ a values-driven approach to recruitment, complementary to pay and career development, to enhance recruitment and retention of aged care employees. Universities and professional bodies could consider more active use of aged care student placements to highlight the opportunities that aged care offer to new graduates in allied health professions.

Originality/value

This paper extends our understanding of career identity in relation to “taint” and “dirty work” in the context of two occupational groups in the understudied sector of aged care.

Purpose

Dual-careers are an increasingly common typology among professionals yet very few studies have considered how two potentially competing career trajectories are managed in relation to the broader aspects of life, such as family and personal life. This article addresses the gap through an exploration of the strategies adopted by dual-career professional couples as they seek to navigate these challenges whilst satisfying individual and shared goals and aspirations.

Design/methodology/approach

Semi-structured, face-to-face interviews were carried out with 18 couples (dyads) from a range of professional occupations. Interviews were conducted individually, and then responses analysed and compared for key themes.

Findings

Rather than focusing on how couples manage work–life balance on a day-today basis this study shows how couples incorporate a more strategic approach to dual-careers so that both careers are able to progress, albeit within situational constraints.

Practical implications

To satisfy personal, business and economic performance goals, organisations and governments will need to find more creative ways to support employees as they seek to navigate careers while balancing the work and nonwork needs of themselves and their partner. The challenges faced by dual-career couples have implications for human resource managers as they seek to attract and retained talent within their organisations.

Social implications

Demographic and social changes at the household level will ultimately require changes at an organisational and broader societal level to meet the work and family needs of this growing cohort.

Originality/value

Abstract

Purpose

The purpose of this paper is to explore the concept of employability as it has evolved over time and to propose a new definition which reflects the critical variables that contribute to employability at an individual level. It also offers suggestions for how to manage employability and careers at both an individual and an organisational level.

Design/methodology/approach

The paper reviews the literature on employability. It considers why employability has become a topic of interest, examines how the concept has evolved over time, and seeks to develop a working definition. It suggests a range of practical strategies for individual and organisations to ensure that employability is managed successfully.

Findings

Employability is as dependent on context as on the individual. Therefore the current emphasis on individual responsibility for employability needs to be re‐examined and a greater emphasis placed on how organisations can support employees to manage careers and employability. This shift in emphasis will benefit organisations by creating a more employable labour force as well as contributing to attraction and retention within an increasingly tight labour market.

Originality/value

This paper challenges current definitions of employability by focusing on contextual factors as well as individual characteristics. It suggests a new definition and a range of strategies for managing employability within current career and labour market contexts.

Abstract

Purpose

Women continue to be under‐represented at higher levels of management in organisations and on boards throughout Western industrialised countries despite more than 30 years of government policies and organisational practices designed to redress this imbalance. The problem is how to ensure that more women make it to senior positions. This paper seeks to explore one approach to advancing women's careers through a women‐only development program designed for those identified as high‐potential leaders.

Design/methodology/approach

Telephone interviews were conducted with participants from two intakes of the development program. Qualitative data analysis methods were used to identify common words and themes as well as divergent opinions.

Findings

Women‐only development programs provide a safe and supportive environment for improving self‐confidence, learning new skills, and learning from the experiences of successful role models. They are a useful addition to other strategies designed to increase the number of women in senior positions but factors such as organisational culture and career choices also impact on career progress.

Research limitations/implications

The sample size is small and may not be representative of overall program participants. The data rely on self‐reports. Only limited demographic detail was obtained.

Practical implications

Future programs should focus more on helping women identify and tap into existing networks, develop more instrumental networks and access suitable mentors.

Originality/value

The paper identifies social capital as an important element in career advancement and one area where women still lag behind men due to a lack of career enhancing networks and high‐status mentors.

Abstract

Purpose

Changing career patterns and the erosion of job security have led to a growing emphasis on employability as a basis for career and employment success. The written and psychological contracts between employer and employer have become more transactional and less relational, and loyalty is no longer a guarantee of ongoing employment. Individuals are thus expected to take primary responsibility for their own employability rather than relying on the organisation to direct and maintain their careers. The purpose of this paper is to identify and examine the assumptions underpinning the concept of employability and evaluate the extent to which employability has been adopted as a new covenant in the employment relationship.

Design/methodology/approach

Through a review of relevant literature the paper discusses current research on careers and employability and examines the available evidence regarding its adoption as a basis for contemporary employment relationships.

Findings

The paper finds that the transfer of responsibility for employability from organisation to individual has not been widespread. There is still an expectation that organisations will manage careers through job‐specific training and development. Employability has primarily benefited employees with highly developed or high‐demand skills. Employability is not a guarantee of finding suitable employment.

Practical implications

Employers can assist their employees by clarifying changes to the psychological contract, highlighting the benefits of career self‐management, and providing training and development in generic employability skills.

Originality/value

The paper questions underlying assumptions about employability and explores issues of relevance to human resource managers, policy‐makers, employers and employees.

Abstract

Purpose

The purpose of this paper is to explore how community aged care workers evaluate job quality using a job quality framework.

Design/methodology/approach

The study uses a qualitative approach. Data were collected using semi-structured interviews and focus groups from a large aged care organisation.

Findings

Perceptions of job quality are influenced by individual motivations, match between life-stage and work flexibility, as well as broader community views of the value of this type of work. Intrinsic factors (e.g. autonomy, job content) moderate the impact of extrinsic factors such as pay and job security.

Research limitations/implications

The sample is relatively small and the study is based on data from one aged care organisation which may not reflect employment conditions in other organisations.

Practical implications

Attraction and retention of community care workers can be improved by addressing factors associated with remuneration (including employment contracts and hours of work) and career structures. Skill and experience-based career structures would help build organisational capacity as well as making these jobs more attractive.

Social implications

The demand for community care will continue to increase. Attracting, retaining and managing this workforce will be critical to meeting society’s expectations regarding the future care needs of older people.

Originality/value

This research explores an under-researched workforce group in a critical area of aged care management. It highlights two key areas with the potential to improve employee perceptions of job quality and therefore address issues related to attraction, retention, job satisfaction and ultimately organisational performance.

Abstract

Purpose

The purpose of this paper is to explore individual approaches to career and employability through the career stories of a group of mid‐level to senior managers in career transition. Career patterns are identified and then compared with traditional, boundaryless and protean models of career. The study aims to consider the extent to which individuals in this group had adopted behaviours supportive of future employability as opposed to behaviours more in line with traditional careers.

Design/methodology/approach

The research adopted an interpretive and qualitative approach. In‐depth interviews were conducted with people currently going through a career transition program. The interviews were recorded and then transcribed, coded and analysed using NVivo, a qualitative research software tool.

Findings

Career patterns appeared to be shifting away from traditional careers and more towards protean and boundaryless models. There was evidence of increased responsibility for career self‐management and of behaviours supportive of ongoing employability. Self‐perceived employability could be linked to degree of job mobility and having a future career orientation.

Research limitations/implications

Despite the small sample size and the subjective nature of self‐reported career histories the study provides insights into the relationship between career patterns and employability. Both organisations and individuals need to work towards developing attitudes and behaviours supportive of employability such as flexibility, adaptability and a future career orientation.

Practical implications

Individual level career management will need to focus more on the development of attitudes and behaviours appropriate to contemporary employment relationships than on the development of formal career plans. At an organizational level support can be provided by encouraging flexibility through activities such as job rotation, short‐term projects and opportunities for both internal and external networking.

Originality/value

The study provides empirical evidence of how careers are being managed within contemporary employment relationships.

Abstract

Purpose

The purpose of this paper is to use the kaleidoscope career model as a lens through which to explore the career choices and decisions of young professional couples and the strategies that they use to facilitate successful dual careers while attempting to balance their work and non-work lives.

Design/methodology/approach

Data were gathered through face-to-face interviews with 18 couples. Couples were interviewed separately to explore how individual career values and choices shape decisions in partnership. Template analysis was used to identify career patterns as defined by the kaleidoscope career model.

Findings

Gender-based patterns suggested by the kaleidoscope career model appear to be giving way to different patterns based on individual career aspirations, earning capacity and motivation within a dual career (as opposed to simply dual income) household. For some young professionals challenge and balance are equally important and so unlike the original interpretation of the KCM their careers reflect dual priorities not challenge followed by balance as their careers evolve.

Research limitations/implications

The sample size is small and participants were recruited through purposeful sampling which may have resulted in a more homogeneous cohort than would have been achieved through random sampling.

Practical implications

Changing demographic profiles and emerging social norms are changing the way Gen Y approach work and careers. Organisations and professional bodies need to respond to these changes through implementation of appropriate HR policies within supportive organisational cultures if they are to attract and retain young professionals.

Social implications

This research is important because there is clearly a gap between changes at a societal level and the way in which organisations are responding to those changes. The paper provides insights into how public policy and organisational practices can be designed and implemented to meet the needs and expectations of Gen Y professionals.

Originality/value

This study provides an insight into the way Gen Y professionals are navigating dual careers as opposed to dual incomes. It builds on and expands the kaleidoscope career model by showing that Gen Y professionals are less constrained by gender stereotypes than previous generations in their quest for challenge and balance and that some couples are determined to have both challenge and balance, not either/or.
