Abstract

This chapter explores the state's response to the waste crisis (see also McDonagh, Varley, & Shortall, 2009). The conceptual basis for key turning points in the state's waste management policy is located within the parameters of an EM approach. An outline of eco-modern and sustainable thinking is provided in the chapter, as the state's policy shift on waste, from a reliance on landfill to a strategy informed by the EU's waste hierarchy would provide many of the political opportunities for GSE, and their political allies, to exploit.

Abstract

Purpose

The purpose of this paper is to develop a theoretical framework to explain the failure in public management of wholesale policy transfer from well developed to developing economies.

Design/methodology/approach

The paper relies extensively on organizational surveys and specialized interviews in both jurisdictions, as well as on a review of government (primary) and other institutional documents. It is qualitative in nature.

Findings

The paper reveals that the context in which public sector reform policies are implemented matters. In short, the environment (with structural and contextual variables) is an essential element in the success of policies. It highlights important factors such as culture, institutional dynamism, the role of the external actors, etc. as issues that must be carefully looked at in the development and implementation of reform policies.

Research limitations/implications

The number of cases needs to be expanded to further confirm the results. Furthermore, before it is possible to generalize about the theory's applicability, it is necessary to test the theoretical framework by examining the issue of policy transfer among developing countries.

Practical implications

The findings point to the need for theorists, policy makers, and policy implementers to be open‐minded as they attempt to develop and implement policies for public sector reforms in different circumstances. They thus emphasize the need to adapt reforms to a particular environment rather than pursuing a one‐size‐fits‐all approach. The paper thus argues that the most appropriate management strategies for reforms must be cognizant of local environmental conditions so as to tailor policies that fit the environment.

Originality/value

The paper contributes to both theory and practice by participating in the discussion on what must be considered administrative reforms. The paper will be of interest to those searching for ways to enhance the efficiency and effectiveness of public sector organizations through reforms and, in particular, of performance management, as well as to stakeholders interested in well‐functioning public sector organizations.

Abstract

This paper relates the main findings of a literature review of policy deployment. The search revealed that less than 20 papers in the English language had been written on the subject, policy deployment appears to be under‐researched and that a number of those writing on the subject do not fully understand its true operating characteristics. Among the main findings is that policy deployment is the application of the plan‐do‐check‐act cycle to the planning and execution of strategic organisational objectives and that the success of the process depends on senior management leadership and effective communication throughout the process.

Abstract

Purpose

This paper aims to understand the current development situation of scientific data management policy in China, analyze the content structure of the policy and provide a theoretical basis for the improvement and optimization of the policy system.

Design/methodology/approach

China's scientific data management policies were obtained through various channels such as searching government websites and policy and legal database, and 209 policies were finally identified as the sample for analysis after being screened and integrated. A three-dimensional framework was constructed based on the perspective of policy tools, combining stakeholder and lifecycle theories. And the content of policy texts was coded and quantitatively analyzed according to this framework.

Findings

China's scientific data management policies can be divided into four stages according to the time sequence: infancy, preliminary exploration, comprehensive promotion and key implementation. The policies use a combination of three types of policy tools: supply-side, environmental-side and demand-side, involving multiple stakeholders and covering all stages of the lifecycle. But policy tools and their application to stakeholders and lifecycle stages are imbalanced. The development of future scientific data management policy should strengthen the balance of policy tools, promote the participation of multiple subjects and focus on the supervision of the whole lifecycle.

Originality/value

This paper constructs a three-dimensional analytical framework and uses content analysis to quantitatively analyze scientific data management policy texts, extending the research perspective and research content in the field of scientific data management. The study identifies policy focuses and proposes several strategies that will help optimize the scientific data management policy.

Abstract

Purpose

The purpose of this paper is to report empirical research conducted in Saudi Arabia on the impacts of organizational policies and practices on the diversity management of the Saudi private sector. To this end, the Saudization policy and views of key respondents have been tested and discussed.

Design/methodology/approach

Primary data were collected through questionnaire surveys from the largest 11 private sector organizations listed on the Saudi Stock Market in the financial/banking, oil and gas, petrochemical, private higher education and private health service sectors. Statistical tools such as means and standard deviations and one-sample t-tests were used for analysis.

Findings

The findings suggest that Saudization, retention, pay with benefits and health insurance policies significantly affect the diversity management in the Saudi private sector. Therefore, there is a need to develop organizational policies that support the existence of foreign employees for private businesses in Saudi Arabia. Considering differences as strengths that can be utilized to enhance performance, a diverse workforce might better be able to serve diverse markets.

Research limitations/implications

Collecting data from a closed environment such as Saudi Arabia is constrained by access difficulties, as well as inadequate literature on relevant diversity issues. However, the convenience sampling method and snowballing approach adopted in this study generated reliable data. As a result, this study has implications for both the multinational corporations operating in Saudi Arabia and Saudi owned companies operating in the West and intending to adopt and implement diversity management initiatives for branches in different countries. As such, further research on the gulf countries’ diversity management issues would be critical.

Originality/value

The current study is a first survey-based research endeavor on the topic of diversity management in the Saudi context. The findings contribute to the limited knowledge base on middle eastern countries, thus presenting new empirical evidence on the organizational policies and practices of Saudization, retention, pay and benefits and health insurance policies. The study of the Saudi case, thus adds value to the existing knowledge on diversity management.

Abstract

Purpose

This study aims to analyze reform path for waste management policy implementation. With reference to the Bayesian theory, this study provides a dynamic policy conversion method through various context settings. Furthermore, this study attempts to present an empirical research paradigm.

Design/methodology/approach

Matland’s “ambiguity-conflict model” is applied to explain the problems and reform paths of China’s waste management policy implementation. Integrating structure discovery and bibliometrics into qualitative analysis, this study used search data from literature search engine with specific themes to achieve structure learning of Bayesian network with key factors refined in waste management policy.

Findings

The results show that China’s waste management policy implementation belongs to symbolic implementation with high ambiguity and high conflict. Four basic conversion paths for the waste management policy are proposed, which are classified by length and stability. Then, it is possible to locate the factors, paths and types of policy implementation through involvement analysis with features of each path and each district of policy implementation. Public education holds direct but unstable impact on waste management. Economic incentives hold continuous but gradually diminishing impact. Perceived policy effectiveness plays the crucial role like a central bridge. Resident conditions have a positive impact, which could be enhanced through economic development of China. The impact of subjective norm on waste management is not significant. But subjective norm has the potential breakthrough for solving stagnation of waste classification policy. However, the impacts from each factor may change along with economy growth and technology innovation.

Originality/value

This study uses the “ambiguity-conflict model” to position China’s waste classification policy and suggests that structure discovery methods help understand feasible reform paths for reform policy. The integration of theoretical analysis and quantitative simulation can achieve a comprehensive analysis of problems and solutions in waste management policy implementation of China. Promotion and education, economic incentives, perceived value, behavior control, subjective norm, perceived policy effectiveness, informal waste recycling system and residential conditions are explored as key factors for waste classification policy implementation as a representative in waste management policy. The role of each key factor and features of each conversion paths are integrated to position reform paths in the ambiguity-conflict model. This work helps to explain the stagnation of waste management policy implementation from the perspective of dynamic structure evolution, and some specific suggestions to get out of stagnation are proposed.

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. Abstract

Senior managements possess considerable discretion in making choices on personnel policy. Practice indicates a broad range of choice on a continuum from high strategic integration of human resource issues in strategic planning to more piecemeal ad hoc approaches to managing human resources. The particular approach adopted in organisations will reflect the interplay of internal and external factors in the organisation′s environment and establish the context for human resource development (HRD). A key external factor is the product market which affects managerial discretion in personnel policy choice. Important internal factors include competitive strategy and managerial values. Three benchmark dimensions underpin personnel policy choice in organisations – strategic integration, collectivism and individualism. Management positions on these dimensions become manifested in key areas of personnel policy such as the work system, communications, rewards, recruitment/employee development and the role of the personnel function. Looking at the Irish context a number of factors both encouraging and mitigating a greater strategic role for HRD may be identified.

Abstract

Purpose

The purpose of this paper is to explore and compare the asset management policies and practices of six Australian states – New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania – to improve understanding of the policy context to best shape policy focus and guidelines. Australian state-wide asset management policies and guidelines are an emergent policy domain, generating a substantial body of knowledge. However, these documents are spread across the layers of government and are therefore largely fragmented and lack coherency.

Design/methodology/approach

The comparative study is based on the thematic mapping technique using the Leximancer software.

Findings

Asset management policies and guidelines of New South Wales and Victoria have more interconnected themes as compared to other states in Australia. Moreover, based on the findings, New South Wales has covered most of the key concepts in relation to asset management; the remaining five states are yet to develop a comprehensive and integrated approach to asset management policies and guidelines.

Research limitations/implications

This review and its findings have provided a number of directions on which government policies can now be better constructed and assessed. In doing so, the paper contributes to a coherent way forward to satisfy national emergent and ongoing asset management challenges. This paper outlines a rigorous analytical methodology to inform specific policy changes.

Originality/value

This paper provides a basis for further research focused on analyzing the context and processes of asset management guidelines and policies.
