Abstract

Purpose

The purpose of this paper is to provide a literature review of the performance measurement (PM) in maintenance. The authors aim to discuss the background and development of the PM for maintenance, besides defining the concept of performance measures for maintenance and the frameworks developed.

Design/methodology/approach

A detailed and extensive literature search and study was undertaken by the authors on the concept and definition of PM, performance indicators (PIs), maintenance performance indicators and various performance frameworks. The history and theory of PM over different phases of business and technological developments have been critically examined and analysed in this review paper.

Findings

This paper reviews and presents the different PIs and PM frameworks like; balanced scorecard (BSC), performance prism, performance pyramid and performance matrix, etc., and identifies their characteristics and shortcomings. After considering related issues and challenges, frameworks and approaches for the maintenance performance measurement (MPM) are also presented, where the emerging techniques like; emaintenance have also been discussed amongst others. More and more industries are applying the balanced and integrated MPM frameworks for their competitive survivability and sustainability.

Practical implications

The concept, issues and approaches considered for the MPM frameworks can be adapted by the practicing managers, while trying to define and develop an MPM framework for the operation and maintenance activities. The considerations of the advantages and limitations of different frameworks can provide insights to the managers for implementation.

Originality/value

Some literature reviews on MPM and MPM frameworks are available today. This paper makes an attempt to provide a detailed and relevant literature review, besides adding value in this new and emerging area.

Abstract

Purpose

The purpose of this study is to identify various issues and challenges associated with development and implementation of a maintenance performance measurement (MPM) system.

Design/methodology/approach

An analytical approach is adopted to identify the issues and challenges associated with MPM.

Findings

The study finds that for successful implementation of MPM all employees should be involved and all relevant issues need to be considered. Furthermore, the traditional overall equipment effectiveness (OEE) used by the companies is inadequate, as it only measures the internal effectiveness. For measuring the total maintenance effectiveness both internal and external effectiveness should be considered.

Practical implications

What cannot be measured cannot be managed effectively. To manage maintenance process operating managers and asset owners need to measure the contribution of maintenance towards their business goals. This paper discusses issues and challenges associated with MPM system, there by helping the managers to take care of the pitfalls of the MPM system and advocates that managers should focus on measuring the total effectiveness of maintenance process.

Originality/value

The paper presents a concept of total maintenance effectiveness with focus on both internal and external effectiveness, and integration of the hierarchical levels and multi‐criteria maintenance performance indicators of MPM system.

Abstract

Purpose

The purpose of this paper is to provide an overview of research and development in the measurement of maintenance performance. It considers the problems of various measuring parameters and comments on the lack of structure in and references for the measurement of maintenance performance. The main focus is to determine how value can be created for organizations by measuring maintenance performance, examining such maintenance strategies as condition‐based maintenance, reliability‐centred maintenance, e‐maintenance, etc. In other words, the objectives are to find frameworks or models that can be used to evaluate different maintenance strategies and determine the value of these frameworks for an organization.

Design/methodology/approach

A state‐of‐the‐art literature review has been carried out to answer the following two research questions. First, what approaches and techniques are used for maintenance performance measurement (MPM) and which MPM techniques are optimal for evaluating maintenance strategies? Second, in general, how can MPM create value for organizations and, more specifically, which system of measurement is best for which maintenance strategy?

Findings

The body of knowledge on maintenance performance is both quantitatively and qualitatively based. Quantitative approaches include economic and technical ratios, value‐based and balanced scorecards, system audits, composite formulations, and statistical and partial maintenance productivity indices. Qualitative approaches include human factors, amongst other aspects. Qualitatively based approaches are adopted because of the inherent limitations of effectively measuring a complex function such as maintenance through quantitative models. Maintenance decision makers often come to the best conclusion using heuristics, backed up by qualitative assessment, supported by quantitative measures. Both maintenance performance perspectives are included in this overview.

Originality/value

A comprehensive review of maintenance performance metrics is offered, aiming to give, in a condensed form, an extensive introduction to MPM and a presentation of the state of the art in this field.

Abstract

Purpose

The purpose of this study is to develop a multi‐criteria hierarchical maintenance performance measurement framework, which is balanced, holistic and integrated to various levels of the organization.

Design/methodology/approach

Consolidation of published research and current practices are combined to study, identify and develop this proposed framework.

Findings

A framework for maintenance performance measurement is proposed for developing and implementing a relevant, timely, reliable, cost and time‐effective and user‐friendly system for stakeholders at various levels. The indicators at the subsystem/component level, plant level and corporate level are linked with the MPIs for the organizational objectives and strategy.

Practical implications

Management of maintenance performance is critical for long term economic viability of business and industry. Development of an integrated, balanced and holistic MPM system needs to consider various issues to measure the contribution of maintenance towards total business goals. In this paper, a multi‐criteria hierarchical MPM framework has been developed. This framework can be used by the operating managers for their maintenance decisions at various levels of an organization.

Originality/value

The paper presents a proposed MPM framework, which is integrated, and focuses on both internal and external effectiveness.

Abstract

Purpose

A number of approaches have been suggested in the literature for maintenance performance measurement, including use of the balanced scorecard (BSC). However, its application towards assessing maintenance contribution to business objectives is limited. Currently, a framework integrating maintenance activities in a supply chain environment is lacking in the literature. The purpose of this paper is to develop a maintenance performance measurement framework using BSC for multi echelon repair inventory systems (MERIS) comprising of modular electronic equipment. The paper also suggests a large number of performance measures/indicators (PMs/PIs) pertaining to both maintenance and supply chain components including a few BSC implementation issues for such types of supply chains.

Design/methodology/approach

The paper analyses a base model of a large maintenance organization and after carrying out SWOT analysis, identifies strategic themes/objectives for performance measurement. Performance measures for various objectives are identified for MERIS and implementation strategy including cascading of BSC is suggested. The developed performance measurement model is also validated using an action research (AR) based approach.

Findings

A performance measurement system (PMS) for MERIS using BSC approach has been developed and an implementation strategy suggested. AR methodology is used for developing BSC for an organization using the selected performance measures. The importance of cause‐effect relationships between various performance objectives and measures is also established.

Research limitations/implications

Quantification of each of the developed PMs/PIs and establishing an effective information system for MERIS are the limitations of the present work and may be taken up for more research.

Practical implications

The paper will be useful for practitioners in the field of MERIS of electronic repairables wherein relevant PMs/PIs can be selected for implementation as per the requirement of the application.

Originality/value

The paper is of value by being original, as no work towards performance measurement of MERIS using BSC concept (as applicable for non‐profit organizations like military, government, NGOs etc) is reported in literature so far. The paper is relevant in this context and its contribution lies in the area of performance measurement.

Abstract

Purpose

The purpose of this paper is to develop a model that can measure the equipment maintenance performance of the energy company K-company.

Design/methodology/approach

The case study method was adopted for the investigation of maintenance performance indicators (MPIs). The development of a model for measuring maintenance performance suggested new ways to apply the methodologies of existing papers to evaluate the level of maintenance.

Findings

Maintenance indicators, which are managed differently for each plant, were assessed for their performance relevance, applicability and data reliability and then standardized into five key MPIs. The MPI model, which enables comprehensive and quantitative measurement of maintenance performance using the five selected MPIs, was presented, and the criteria for assessing the maintenance level were presented in five stages.

Practical implications

The authors selected MPIs that match the characteristics of the company and proposed a model that can comprehensively and quantitatively evaluate maintenance performance. The model also standardizes maintenance indicators that are individually managed and provides a basis for comparing and indexing the level of maintenance indicators at each plant.

Originality/value

The criterion for selecting the key MPIs considering the characteristics of the company and a model that can comprehensively and quantitatively evaluate maintenance performance were presented. In addition, a standard for evaluating the level of maintenance at the global level of maintenance management was suggested.

Abstract

Purpose

The purpose of this case study is to identify and develop maintenance performance indicators (MPIs) for a mineral processing plant producing high quality iron ore pellets, as well as studying and analyzing the short plant stops and planned maintenance stops.

Design/methodology/approach

An action research approach was adopted for this study, with interactive process of interviews. The existing MPIs are analyzed and a set of MPIs are developed to measure the performance of balling area of the pelletization plant, where the effect of shorter stops in the process have been studied, analyzed and measured, and linked to the management's objectives. The utility of the MPIs are tested and validated within the framework of a multi‐criterion and hierarchical maintenance performance measurement (MPM) framework. The plant stop data of the plant were collected and analyzed for MPIs and for maintenance decision making. Some other criteria were also considered from a holistic, integrated and balanced viewpoint in the model.

Findings

This study resulted in identifying a set of MPIs for the operational level of the pelletization plant of LKAB, after analyzing the short plant stops and planned maintenance stops data, and the stakeholders' requirements. This study has identified nine MPIs at operational level or shop floor level that describe the status of plant and at the same time facilitates linking of plant performance with corporate strategy.

Practical implications

The approach used in the paper to study, analyze and develop MPIs, can be useful for plant managers and asset owners to select and develop MPIs that can describe the health status of their plant and asset and that also can be linked to the corporate strategy. The framework used to verify the multi‐criteria hierarchical framework can also be used by similar asset managers and infrastructure owners. This study has also lifted the impact of short duration stoppages, thus highlighting the total influence in terms of reduced life length, quality and productivity. This approach can be used by plant engineers, asset managers and infrastructure owners to assess the performance of maintenance process.

Originality/value

This paper presents an approach for identifying MPIs relevant to the plant status and facilitating measuring maintenance performance at corporate level in a structured way.

Abstract

Purpose

This paper proposes a progressive, multi-level framework for diagnosing maintenance performance: rapid performance health checks of key performance for different equipment groups and end-to-end process diagnostics to further locate potential performance issues. A question-based performance evaluation approach is introduced to support the selection and derivation of case-specific indicators based on diagnostic aspects.

Design/methodology/approach

The case research method is used to develop the proposed framework. The generic parts of the framework are built on existing maintenance performance measurement theories through a literature review. In the case study, empirical maintenance data of 196 emergency shutdown valves (ESDVs) are collected over a two-year period to support the development and validation of the proposed approach.

Findings

To improve processes, companies need a separate performance measurement structure. This paper suggests a hierarchical model in four layers (objective, domain, aspect and performance measurement) to facilitate the selection and derivation of indicators, which could potentially reduce management complexity and help prioritize continuous performance improvement. Examples of new indicators are derived from a case study that includes 196 ESDVs at an offshore oil and gas production plant.

Originality/value

Methodological approaches to deriving various performance indicators have rarely been addressed in the maintenance field. The proposed diagnostic framework provides a structured way to identify and locate process performance issues by creating indicators that can bridge generic evaluation aspects and maintenance data. The framework is highly adaptive as data availability functions are used as inputs to generate indicators instead of passively filtering out non-applicable existing indicators.

Abstract

Purpose

The purpose of this paper is to determine the maintenance performance indicators (MPIs) which are significant for maintenance decision making in the apparel industry through an accurate maintenance performance measurement.

Design/methodology/approach

A quantitative research approach was followed. A questionnaire survey was used to collect the data which were evaluated based on Mean Weighted Rating and Relative Importance Index.

Findings

In total, 15 significant MPIs were determined which can directly affect maintenance decision making. A systematic approach was finally developed by allocating weightages for each critical MPI.

Practical implications

These results can be used to assist the decision-making process and as a performance measurement platform for maintenance management of the apparel industry.

Originality/value

The significance of maintenance has not been recognized and the value created through such massive efforts has remained hidden. Therefore, the need of adopting a performance-based approach for maintenance management in apparel industry exists. This research was aimed to provide a systematic approach to make decisions on maintenance management in the apparel industry in Sri Lanka.

Abstract

Purpose

New maintenance hypotheses such as lean smart maintenance emphasized internal integration. Since the maintenance process is not fully integrated with other business processes, it indicates that some of the problems in the maintenance process are caused by other departments. Additionally, nothing can be managed or improved without first measuring it. In order to enhance internal integration, this study developed a model that makes use of information systems data to examine synchronization and collaboration across departments engaged in maintenance operations.

Design/methodology/approach

This research connects maintenance management and business process management through information systems. A conceptual module model based on CMMS is proposed that will use data which are already available in CMMS and, using process mining, will assess the level of synchronization between departments within an organization.

Findings

This conceptual model will serve as a roadmap for creating better value-added CMMS software. This system operates as a performance measurement tool in three majors, including organizational analysis, workflow analysis and eventually, a future simulation of maintenance processes. This module will serve as a decision support system, highlighting opportunities for improvement in maintenance processes.

Originality/value

A practical guideline is provided for the future development of CMMSs and their enhancement to intelligence. All assumptions are based on maintenance theories, techniques for measuring maintenance performance and business process management and process mining.
