Abstract

Purpose

Technology is an important driver of organizational change and often strategically used to facilitate adaptations in organizational processes and cultures. While the link between technological and organizational change is widely recognized, the role of macro‐context for this link remains undervalued. Based on data from technology implementations in European police forces the paper aims to illustrate the importance of integrating analyses of the macro‐context to understand the complexity of technology driven organizational change.

Design/methodology/approach

The authors conducted 56 interviews and five focus groups with police officers from 13 countries on two of the major technology trends in European police forces: automatic number plate recognition systems (ANPR) systems and social media. They further conducted site visits to police forces in The Netherlands and the United Kingdom to observe technology usage first hand. Comparing accounts across countries they analyzed how macro‐context impacted adoption decisions and implementation processes. In this analysis they concentrated on the five macro‐contextual factors in the PESTL framework, i.e. political, economic, social, technological and legal factors.

Findings

In analyses of ANPR systems and social media the paper details how the macro‐context of police organizations impacted decisions to adopt a technology as well as the intra‐organizational alignments of processes and structures.

Practical implications

Organizational decision makers and implementers need to be aware not only of the strong agency of technology for organizations' structure and processes, but also of the relevance of the organizational macro‐context for the process and impact of technology implementations on the organizational as well as individual level.

Originality/value

The paper illustrates the impact of the macro‐context of organizations in shaping the link between technological change and organizational change.

Abstract

Purpose

This paper reports on the impact of perceived resource adequacy (PRA) and competence (PRC) on new service development (NSD) teams’ internal performance (IP). This study aims to explore the indirect effect of internal market orientation (IMO) adoption, as a dynamic capability, on both PRA and PRC through the shaping of the emerging dynamics within NSD teams.

Design/methodology/approach

Using a hierarchical research design, the authors use a meso-theory approach to test a path-analytic framework against 116 NSD managers (offering data at the macro- or organisational level) and 543 NSD team members (offering data at the micro- or team level).

Findings

Both PRA and PRC are important in explaining NSD teams’ IP at the organisational level, though their explanatory power varies. The adoption of IMO is also an important antecedent to this factor through the (indirect) effect on the team climate and degree of integration.

Research limitations/implications

IMO is an important dynamic capability that allows management to transform the mindset of employees, even if they do not directly interact with customers. In NSD efforts, this reflects on the team’s perceptions of the adequacy of the resources they have to deliver the project through the managerial interventions at the team level, which (mainly) explains the team’s IP.

Practical implications

Adopting an IMO allows the development of a dynamic capability that carries wider benefits for the service organisation, as this has positive implications not just for frontline employees. Specifically, NSD efforts are likely to become more resource-efficient as a result of IMO adoption because of the interventions of management during the development effort.

Originality/value

This empirical study is the first to test the impact of IMO adoption as a dynamic capability and in a context other than frontline employees from a meso-theory perspective. This allows considering the different effects at the appropriate levels (macro and micro), thus enabling a more accurate definition of the mechanism through which companies benefit from IMO adoption.

Abstract

Purpose

The purpose of this paper is to identify and examine the antecedents that enable or constrain the adoption and diffusion of eLearning in higher education (HE). The key focus of the study is on the examination of how the organisation's diffusion structures, systems or processes influence the individual adoption of eLearning. The findings from this literature review contribute to practice through providing a better understanding of the issues associated with institutional diffusion mechanisms that aid the adoption of learning technologies.

Design/methodology/approach

An extensive search of the literature was conducted. The selected references were analysed into a number of categories; macro-level studies examining HE context of eLearning, micro-level studies focusing on individual and social factors and articles focusing on management issues of adoption and diffusion of technological innovations. Finally, over 300 articles were used to compile the findings of this paper.

Findings

The paper argues that future research studies should not model the adoption and diffusion of eLearning based primarily on either an individualist (Micro) or structuralist (Macro) perspective, but by using a more interactive approach to examine the complexity and multiple levels and dimensions of social reality.

Research limitations/implications

A significant exclusion and one which clearly calls for further research, is the aspect of institutional structures such as library systems, virtual learning environments, administrative support systems and other technical systems such as enrolment, registration, assessment and students, with respect to the adoption of eLearning. Future studies may want to explore the interplay between these structures and agency.

Practical implications

The study findings contribute to practice through providing a better understanding of the issues associated with institutional diffusion mechanisms that aid the adoption of learning technologies. Considering the slow and often disappointing adoption of eLearning within higher education institutions (HEIs), the study reveals the nature of adoption that may inform the development of institutional eLearning diffusion structures.

Social implications

The paper identifies that the importance of individual factors influencing the adoption of eLearning has been acknowledged by the above studies, and the underlying message has emerged that levels of eLearning adoption would be higher if strategic managers recognised the social dimensions of eLearning innovation and diffusion, such as: academic and professional goals, interests and needs; technology interests; patterns of work; sources of support; and social networks. The argument is that currently eLearning is geared towards technically “literate” and innovative staff, and this strategy reduces the likelihood of mainstream faculty actually adopting instructional technology for their own teaching.

Originality/value

A review of the eLearning literature shows that there only a few substantive theoretical accounts which adequately integrate multiple levels of analysis and explain adoption and diffusion of eLearning in terms of the interplay between structural influences and individual action. The paper argues for future research to be integrated in a general analytical framework.

Abstract

Farmers’ decision to adopt organic cultivation and create niche markets is their response to the changing notions of quality and the gradual abandonment of the productivist logic in agriculture. This decision is analyzed within a multi‐level social ecological context designed to account simultaneously for all facets/parts of the farmer's decision‐making process. Social ecology provides a contextual platform conceptualizing global‐regional‐local relationships within which niche markets for food products are created. Emphasis is placed on farmers’ perception of the “environment” within which they have to decide on their participation in a policy scheme. Elements of the macro (global), meso (national/regional) and micro (farm household) “environmental” levels, affect the farmer's decision to adopt organic cultivation. Accordingly, a decision‐making tree reflecting how farmers perceive that environment and form their decisions is constructed, and statistical models test the impact of factors in the global‐regional‐local levels on this decision‐making process.

Abstract

Purpose

This paper aims to provide a framework for benchmarking the eTourism capability of a destination’s tourism industry, understanding the eTourism capability of a destination’s industry as the contribution that the information and communication technologies (ICT) uptake of that industry makes to its own performance. The impact of ICT in tourism has been suggested through extensive research. Previous work has urged the development of wide-angle studies to enable benchmarking of destinations and their industries. However, relevant research is limited. Macro-level studies in the area tend to focus on a single aspect of technology to evaluate adoption, are not sector-specific nor take into consideration the different levels of contribution that systems may bring to performance.

Design/methodology/approach

A review of the literature on tourism, eTourism, benchmarking and technology adoption provided the baseline for developing this benchmarking tool.

Findings

The literature supported the selection of key tourism industry sectors, i.e. accommodation establishments, visitor attractions and food and beverage; the most suitable methodology, i.e. intermediary performance measures; and the business characteristics that need being taken into consideration when assessing ICT adoption by tourism businesses, e.g. size, type of establishment and area of location.

Research limitations/implications

The framework has not been tested yet. It is based on a review of the literature and needs to be validated through primary research. The framework was developed based on the context of Scotland. Further work should be done to adjust the framework to other destinations worldwide.

Practical implications

The framework enables destinations to benchmark the eTourism capability of their industries.

Originality/value

It provides a comprehensive framework for benchmarking tourism destinations’ industries, which takes into consideration elements of technology adoption, the characteristics of the tourism industry and the particularities of the different ICT elements.

Abstract

Purpose

By now, change management programs for establishing knowledge management system at a national level for the countries have not been systematically explored. Available studies have derived their critical issues for change management from companies' perspectives and have not considered the needs of a larger scale such as a country and at a national level. This paper aims to fill this gap.

Design/methodology/approach

A qualitative case study technique has been used in this paper for data collection to gain insights into the topic being investigated. For that, “grounded theory” research approach has been selected by which the collected data from some case studies (European countries) are categorized and analyzed through specific stages. The extracted concepts can demonstrate critical issues of change management programs for knowledge management establishment at a national level.

Findings

The overall results from the case studies were positive, thus reflecting the appropriateness of the proposed concepts. In addition, ten concepts and a framework are the other findings of this research that clarify how to design and implement a change management program for knowledge management adoption at a national level.

Practical implications

The set of critical factors (concepts) can act as a list of items for countries to address when adopting knowledge management through a change management program. This helps to ensure that the essential issues and factors are covered during design and implementation phase. For academics, it provides a common language for them to discuss and study the factors crucial for the success of change management program designed for knowledge management adoption at a macro level.

Originality/value

This study is probably the first to provide an integrated perspective of critical issues for change management program during KM adoption at a national level in the countries. It gives valuable information and guidelines which hopefully will help the governments to mange essential changes for accomplishing knowledge management through their countries.

Abstract

Purpose

This paper aims to revisit the adoption reasons of enterprise systems (ES) and supply chain management systems (SCMS) and to explore the new dimensions of sustainability required to be added in the whole process of adoption of these systems. Moreover, it aims to explore the benefits of ES to organizations and to relate these benefits to the ES adoption in future sustainable city settings. Future cities will have micro-industries requiring dynamic interactions and will be dependent on efficient supply chains. The recent developments in information and communications technology (ICT) such as cloud computing through its dynamic, on-demand and service-based delivery are making it possible to achieve those goals for supply chains. The ES in general and more specifically SCMS have integrated organizations into one seamless mesh.

Design/methodology/approach

This paper presents a framework for adoption of sustainable ES in a smart city setting. The framework, firstly, is presented at a macro-level, particularly incorporating the relative significance of motivational factors for sustainable ES adoption. Subsequently, The authors study the benefits of ES as perceived by large and small and medium enterprise (SME) organizations using 100 case studies and discuss how these benefits can be realized for smart cities by projecting the ES benefits onto the proposed framework. The benefits are estimated with the Shang and Seddon’s (2002) framework.

Findings

The adoption of ES initiated with environmental factors and mediated with business and technical factors will bring benefits in all the dimensions of triple bottom line in addition to the firm’s performance. ES will have pivotal role in future smart city settings and will be able to offer social, environmental and economic sustainability in addition to traditional organizational performance indicators.

Originality/value

The proposed framework for ES adoption will bring ES packages (particularly, the required relative significance of adoption reasons) into the perspective of sustainable development. Moreover, the study of its benefits in relation to the proposed sustainable ES adoption framework presented in this paper will help in motivating organizations to incorporate social, economic and environmental sustainability into their core business objectives.

Abstract

The advent of the 3G world of mobile commerce has suffered from the wait‐and‐see mode over the last years. Existing barriers pose a challenge to all actors in the mobile commerce industry (MCI). Learning from the future and discovering a route to a desired future are keys to successful mobile commerce business. In this paper we argue that it is very important that all actors in the MCI use an industry foresight approach in order to discover a successful route to future markets. We present a framework for creating industry foresights and for understanding the future of mobile commerce. We focus on the mobile commerce industry as a whole and introduce two broad variables; (1) adoption and diffusion of mobile commerce products and services; and (2) the macro‐economic development trend. Based on these variables we build four foresight scenarios: Rapid‐Up, Rapid‐Down, Slow‐Down and Slow‐Up. On the basis of these four different scenarios we suggest some features of promising mobile commerce products and services. We are using information‐gathering agents in order to collect information for our analysis. The foresight framework will help all actors understand the future for m‐commerce.

Abstract

Purpose

The purpose of this study is to explore how big data analytics (BDA) as a potential information technology (IT) innovation can facilitate the retail logistics supply chain (SC) from the perspective of outbound logistics operations in the United Kingdom. The authors' goal was to better understand how BDA can be integrated to streamline SCs and logistical networks by using the technology, organisational and environmental model.

Design/methodology/approach

The authors applied existing theoretical foundations for theory building based on semi-structured interviews with 15 SC and logistics managers.

Findings

The perceived benefits of using BDA in outbound retail logistics comprised the strongest predictor amongst technological, organisational and environmental issues, followed by top management support (TMS). A framework was proposed for the adoption of BDA in retail logistics. Contextual concepts from previous literature have helped us understand how environmental changes impact BDA decision-making, as such: (i) SC maturity levels and connectivity affect BDA utilisation, (ii) connected SCs improve data accessibility and information exchange, (iii) the benefits of BDAs also affect adoption and (iv) outsourcing complex tasks to experts allows companies to focus on core businesses instead of investing in IT infrastructure.

Research limitations/implications

Outside the key findings listed, this study shows that there is no one-size-fits-it-all approach for use within all organisational settings. The proposed framework reveals that the perceived benefit of BDA is non-transferrable and requires top-level management support for successful implementation.

Originality/value

The existing literature focusses on the approaches to applying BDA in SC and logistics but fails to present a deep dive into retail outbound logistics activity. This study addresses the “how” and proposes a social-inclusive framework for a technology-enabled topic.

Abstract

The author introduces cultural consensus theory as a theoretical and methodological tool for examining the microfoundations of institutions by linking variance in individuals’ micro-level conditions with cross-level variance in individuals’ adoption of macro-level socially constructed knowledge. The author describes the theory and methods, which include the use of cultural and subcultural congruence as cross-level variables. The author then provides an illustrative example of the theory and methods’ application for studying institutions, incorporating primary survey data of US-based ethics and compliance officers (ECOs). Results of the survey revealed variance in ECOs’ level of congruence associated with their direct communication with executives, their experience implementing ethics practices, and their educational background. Finally, the author discusses additional ways to use this approach for researching the microfoundations of institutions.
