As a result of human right movements, the importance of special needs of individuals with disabilities has become more prominent in many countries in the world. Hence, endeavors of people with disabilities, their family members, and advocates to seek accessible communities and equal opportunities for education, as well as, job placement have been widely accepted as human rights for individuals with disabilities. Consequently, establishing barrier-free environments and inclusive societies for people with disabilities have become important indicators of social development of countries. Besides, since education is considered as a fundamental human right, the importance of providing special education for children with disabilities has been recently realized by many nations (United Nations. (2006). World programme of action concerning disabled persons. New York, NY: United Nations). Turkey is one of those countries that have quite recently started to invest in special education services for its citizens with disabilities. This chapter focuses on the development, as well as the current state of special education in Turkey. Included in this development are the following sections: origins of Turkish special education, prevalence and incident rates, trends in laws and regulations, educational interventions, working with families, teacher preparation, progress that has been made, and special education challenges that exist.

Refugee students’¹ education is disrupted by multiple spatial and temporal transitions – no matter where they come from, where they go, and what cause their forced migration. The first major disruption occurs with their flight from origin countries due to security or other reasons. The COVID-19 pandemic led to another dramatic disruption with a heightened risk of weakening hard-earned progress. This chapter examines an example of post-migration education opportunities for urban refugee students across two monolingual contexts at two critical junctures from their arrival in the destination countries to the COVID-19 outbreak. It discusses the readiness and responsiveness of Turkish and German education systems by examining the instances and consequences of disruption in refugee students’ education in İstanbul and Hamburg. A multiple case study design with critical policy analysis (CPA) was used. In addition to the available national statistics, empirical data drew on semi-structured in-depth interviews with refugee students and teachers. The background section maps out the trajectory of refugee education with a synthesis of the formal educational policies in Turkey and Germany toward the inclusion of refugee students into public schools. The findings first elaborate on the readiness of the Turkish and German contexts and a scoping review of the literature on the major issues in both settings. The second part explores the responsiveness of both education systems to refugee children’s education during the COVID-19 pandemic in both cases, namely, in İstanbul and Hamburg.

Children are people's gateway to the future; they are 30.3% of the world's population. Childhood is a stage that has a great impact on adulthood and children being healthy individuals. For this reason, child poverty and childhood conditions are very important for individual and community life. Cities are places where people live, and more than 50% of the world's population lives there. In the cities, whose numbers and sizes have increased over time, the crimes committed have also increased and diversified. For this reason, it has become increasingly difficult to provide urban security today. The aim of this study is to show the relationship between child poverty and urban safety, by carrying out an overview of the global perspective and examining the case of Turkey.

This chapter presents findings of an ongoing project on the social construction of ethnic identity among young Kurdish immigrants living in Turkey. The chapter begins with information on Kurdish culture. The second part overviews the difficult relations between the Turkish state and Kurds since establishment of the Republic in 1923. The third section describes the education system in the country and in Istanbul specifically. Historical ties between the Istanbul and Kurdish culture are also mentioned. The chapter closes with research that focuses on problems of Kurdish educational experiences in Turkey and preservation of their cultural identity in Istanbul. The study shows that on the one hand public education is perceived by the Kurds in Turkey as a discriminatory entity but on the other hand nonpublic educational opportunities in Istanbul help Kurdish migrants preserve and practice their cultural identity.

In this chapter, Turkish educational system and institutional quality assessment initiatives of education are explained. And also, the relationship between educational quality assurance (QA) in Turkey and issues of effective schooling is summarised in terms of Turkish literature.

Education is widely accepted as a lifelong process. The school is an institution established in order to provide qualified education which contains complex and more abstract knowledge and ideas as well as literacy and simple numerical skills to the students. Each country has basically established education systems and educational institutions to ensure social integration, continuity and stability, and to sustain the social and cultural heritage of a society. Education in Turkey is one of the state’s basic functions according to the constitution and performed under the supervision and control of the state with the declaration of the Republic of Turkey. Ministry of National Education is responsible for the implementation of all education activities centrally managed in the Republic of Turkey. Higher Education Council (YÖK) is responsible for the management and thus the quality processes of the higher education institutions in Turkey. Two major attempts in this perspective are YÖK, which assesses the institutions with standards which are coherent with international accreditation institutions, and Higher Education Quality Council (YÖKAK), an independent and specific council which is established by YÖK. YÖK and YÖKAK are governmental-based quality-assessment institutions. Association for Evaluation and Accreditation of Teacher Colleges’ Educational Programs (EPDAD) is also an independent institution for quality assessment of education faculties which focusses on teacher training and education. The purpose of EPDAD is to strengthen the student learning in formal training and to ensure the quality standards for candidate teachers. Any undergraduate programme which meets the standards of EPDAD is accredited for three years. Standards of EPDAD are detailed in this chapter.
