Abstract

Purpose

Integrated project delivery (IPD) project that does not use multiparty agreement is identified as IPD-ish. The use of IPD-ish arrangement by incorporating integration practices in conventional contract can be viewed as the part of the adoption process of IPD. Moreover, inappropriate integration practices invite new forms of risks and the absence of multiparty agreement adds to the challenges of risk management in IPD-ish projects. This study discusses such challenges and proposes the use of joint risk management to address the potential pitfalls in IPD-ish arrangement.

Design/methodology/approach

A mixed research method was applied. First, the criticality of IPD-ish general and integration-specific risks was examined through a survey. Second, a real IPD-ish project was used to exemplify the use of joint risk management (JRM) to manage IPD-ish risks.

Findings

Two types of risks, namely integration risks (IRs) and general risks (GRs), are identified in IPD-ish projects. Two major findings for the IRs: (1) the most critical IRs are related to unbalanced incentivization and inefficient multidisciplinary teams; and (2) only team formation related pre-contract JRM strategies affect IRs. As for the GRs, the most critical ones are associated with design issues and can be effectively mitigated by post-contract JRM.

Originality/value

Using IPD-ish arrangement is an inevitable part of implementation of full IPD. This happens as many change-averse owners would like to test the integration principles using a conventional contract that they are familiar with. In fact, success in IPD-ish would pave the path for further adoption of IPD. This study offers insight into categorization of risks in IPD-ish projects. Appropriate use of post-contract and organization related pre-contract JRM would improve the chance of teasing out the values of IPD through IPD-ish arrangements. Care should be taken to introduce some contracting integration initiatives, such as risk/reward sharing incentive.

Abstract

Purpose

The widespread lockdown restrictions brought by the global COVID-19 epidemic inculcated a culture of “work-from-home”. However, most rural areas lack reliable and effective community amenities including transportation, health and education, thereby impeding healthy living and productive employment. Therefore, the underlying goal of this research is to investigate the development of smart infrastructure (SI) in non-urban areas. However, governments' resource limitations must be addressed to develop SI, which urges the research on the potential for public-private partnerships (PPP) to supplement public sector resources when necessary.

Design/methodology/approach

This paper examined and evaluated the “benefits and enablers” and “barriers” to deploying PPPs to create SI in non-urban areas, using a thorough literature review, five expert interviews and analytic hierarchy process (AHP)-based questionnaire responses. The AHP technique and content analysis were used to analyse the results and generate the conclusions.

Findings

The availability of a favourable investment climate and legal framework were identified as the significant factors among the “benefits and enablers” of adopting PPP in SI developments in non-urban areas, while low community acceptance of the private sector involvement, and community culture and values were identified as the significant factors among the “barriers”. These highlight the significance of removing barriers connected to community culture and “values”.

Originality/value

The findings and conclusions of this study provide a strong foundation to support the growth of SI in non-urban settings, facilitating more sustainable development that is more evenly distributed in the post-COVID-19 future.

Abstract

It is essential for developed nations to have adequate and functional infrastructure to sustain economic growth and well-being. Despite efforts to reduce the chances of infrastructure problems, several scholars have expressed concern about infrastructure standards deteriorating at an alarming rate and the need to ensure their sustainability. To achieve sustainable infrastructure development (SID), Sahely et al. (2005) proposed an uncomplicated strategy based on fundamental cooperation between infrastructure and ecological, economic, and social frameworks. Sustainable infrastructure is defined as the development and dependable management of a safe built environment based on efficient resource utilization and environmental standards. SID aims to mitigate or eliminate ecological problems and challenges while maximizing the potential social and economic benefits. United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP, 2007) defines SID as infrastructure compatible with continued financial and environmental sustainability. Sustainable road development infrastructure (SRID) is a procedure for constructing infrastructure that incorporates all the essential sustainable development (SD) parameters and is complicated by the interdependence of multiple factors. Stakeholders are essential for the successful execution of infrastructure projects, and a comprehensive evaluation of stakeholder interests and requirements is necessary to achieve SRID goals while meeting the needs of all parties involved. To achieve SRID, it is necessary to understand the relationship between road infrastructure development (RID) processes and SD standards and to implement criteria and indicators that accurately depict the long-term viability of a development process. Al Sanad (2015) identified several factors that may impede the implementation of SD in the infrastructure sector. Shafii et al. (2006) identified insufficient knowledge of SID, lack of SID training, a perception of SID as expensive, acquisition concerns, administrative issues, expert capacities, and motivational factors for manufacturing local materials as potential obstacles. Serpell (2013) identified four categories of SID challenges, including knowledge, economic and financial, organizational, and go. Darko and Chan (2016) identified the most prevalent barriers as a lack of data, training, research, information, and expertise, high cost, government interest, premium and demand, and the absence of SID standards of practice. Azis et al. (2012) identified improved project efficiency, waste reduction in the construction industry, and energy efficiency as advantages of SID. Ametepey and Aigbavboa (2014) identified energy savings, environmental protection, contribution to a higher standard of living and a healthy work environment, resource preservation for future generations, reduction in lifecycle costs, promotion of sustainable economic development, and stakeholder satisfaction as the top benefits of sustainable construction (SC). Du Plessis (2007) identified technological factors, Al Sanad (2015) identified educational programmes, Serpell et al. (2013) identified transformation, economic, and stakeholder engagement as drivers of SC, and Hankinson and Breytenbach (2012) identified enhanced SC awareness. This chapter reviewed the literature on international infrastructure and sustainability development, discussing factors, and benefits promoting SID.

Abstract

Purpose

In Bangladesh (BD), delays in infrastructure are common. Many previous studies have explored the causes of infrastructure delays. However, this study investigated the causes of delays by taking responses from the stakeholders who are responsible for planning, design, funding, approval and implementation. There are few studies that have related infrastructure project delays to heterogeneity in stakeholders’ perceptions.

Design/methodology/approach

A structural equation (SE) model is developed with 350 normally distributed data points to understand the heterogeneity in stakeholders’ perceptions regarding delays in infrastructure projects in BD. Additionally, the relative importance index (RII) approach is used to assess the responses, validating the SE model.

Findings

The study finds that among the three latent variables, “Project itself related delay” has more influence on delays in infrastructure projects. Among the observed variables under the “project itself related delay” latent variable, “DPP approval process” has the most significance. From the heterogeneity analysis, the study found differences in responses among the stakeholders from “the Engineering Department,” “the Planning Office” and “the Construction Firm/Industry.” An important class of stakeholders believes that their stage is not being delayed and that other stages require attention.

Research limitations/implications

The data sample is 350. More data can improve the accuracy of the findings. Most of the respondents are civil engineers (74%) and represent the owner of the project. Sample data from more stakeholders’ will enhance the accuracy of the result.

Practical implications

This study addresses the requirements of Bangladeshi project stakeholders and how their interactions cause delays in projects. Furthermore, the opinions of other stakeholders are taken into consideration when determining the specific factors of individual stakeholders that are causing delays. Practically, the distance between stakeholders should be reduced. A project manager can play a role in this regard. Initiatives should be taken on how to complete the project quickly by eliminating the requirements discussed among the stakeholders and bureaucratic complications. Instead of placing blame on one another, stakeholders should take the initiative to figure out how to work together to finish the project on schedule. The Planning Commission’s approval of the Development Project Proposal (DPP) and Revised Development Project Proposal (RDPP) should be obtained as soon as possible by owner stakeholders. In order to avoid frequently changing the DPP, owners should also exercise greater caution when choosing contractors. Contractor stakeholders should use efficient and proper manpower and equipment so that unexpected delays are not created during the execution of work. Since the role of the contractor stakeholder is the most important among the three types of stakeholders, the contractor should raise awareness and urge the owners to get the RDPP approved quickly.

Originality/value

The findings from the study can help mitigate delays in infrastructure projects in BD, taking into account the perceptions of various stakeholders.

Abstract

Purpose

The purpose of this paper is to rank critical risks and determine major categories of risks to be considered by public–private partnerships (PPPs) investors when investing in “smart” transportation infrastructure. Such investment is sorely needed in many mega cities around the world currently suffering from serious impacts of traffic congestion, pollution and lack of usability of transport systems.

Design/methodology/approach

The study used literature review focused upon smart transportation infrastructure projects financed by PPP arrangements to create a questionnaire which was refined by subject matter experts and then completed by 126 experienced respondents. Exploratory factor analysis was used to create major categories emerging from the collected data. Interviews with ten experts were used to validate the findings.

Findings

The most highly major ranked risks shared by these participants were lack of expertise in complex project implementation, political interference, lack of PPP project data and lack of a collaboration mechanism between government and private sectors. Factor analysis showed that in terms of risk likelihood, stakeholder engagement, implementation process issues, the natural environment, data-sharing and technology complexity emerged. In terms of risk impact, major factors were stakeholder engagement, trust versus resistance issues, the natural environment and factors concerning uncertainty.

Originality/value

This paper addresses a somewhat unexplored area, the risks involved in investing in PPP smart transportation infrastructure. Such infrastructure projects are embedded in their environments, and approaches using a complexity lens can emerge overriding risk concerns for investors when undertaking such projects.

Abstract

Purpose

This study investigated how working capital management (WCM) influences the profitability of listed halal food and beverage companies.

Design/methodology/approach

The study utilized a sample of 56 listed halal food and beverage companies operating in Indonesia, Malaysia, Saudi Arabia, Pakistan and the United Arab Emirates (UAE). Unbalanced panel data were generated from the Bloomberg database between 2008 and 2021. Besides, the study employed the two-step system generalized method of moments (GMM) technique for the estimation, which can address the models' endogeneity, heteroskedasticity and autocorrelation problems. Also, feasible generalized least square (FGLS) regression was applied to check the robustness of the results.

Findings

The study revealed that the cash conversion cycle (CCC) and accounts receivable period (ARP) significantly reduced firm profitability. Also, the inventory conversion period (ICP) significantly reduced return on assets (ROA) but insignificantly influenced return on equity (ROE). However, the results showed that the accounts payable period (APP) significantly increased firm profitability. These findings are robust to the results obtained by applying FGLS regression.

Research limitations/implications

The study utilized a sample of only the listed halal food and beverage firms that operate in Indonesia, Malaysia, Saudi Arabia, Pakistan and the United Arab Emirates (UAE).

Practical implications

The study suggests that the management of listed halal firms should adopt an aggressive policy in managing their working capital in order to enhance their financial performance. This could be attained by lowering CCC when ARP and ICP are reduced and APP is increased.

Originality/value

This study contributes to the literature by providing cross-country empirical evidence showing how working capital and its components affect the financial performance of firms that solely produce or buy and sell halal food and beverage products in five countries.

Abstract

Purpose

The dispute resolution process in the construction industry is known for delays in settlement, with some cases even escalating to complex arbitration and litigation. To avoid conflicts turning into disputes, the parties need to be proactive in identifying and resolving conflicts in their nascent stages. It is here that innovative lean construction practices can potentially act as a game-changer to avoid disputes, and this study aims to attempt to understand this phenomenon empirically.

Design/methodology/approach

A questionnaire-based empirical study, followed by semi-structured interviews, is conducted to understand the relevance of key tenets of lean principles in dispute avoidance.

Findings

Although stakeholders agree on the usefulness and practicality of lean principles in dispute avoidance, the extent of agreement is lesser when it comes to its implementation practicality. Moreover, there is a demographic influence observed on lean tenets such as “open communication”, “stakeholder collaboration” and “constraint identification”.

Practical implications

The results point towards an approach that combines contractual mandate, training and awareness creation to iron out the differences in the usefulness and practicality of lean approaches to avoid disputes.

Originality/value

Lean implementation is widely discussed in many construction contexts, such as sustainability, productivity improvement and planning. However, a discussion on lean philosophy’s role in dispute avoidance is muted. Therefore, this study assumes significance.

Abstract

Purpose

The crane plays an essential role in modern construction sites as it supports numerous operations and activities on-site. Additionally, the crane produces a big amount of data that, if analyzed, could significantly affect productivity, progress monitoring and decision-making in construction projects. This paper aims to show the usability of crane data in tracking the progress of activities on-site.

Design/methodology/approach

This paper presents a pattern-based recognition method to detect concrete pouring activities on any concrete-based construction sites. A case study is presented to assess the methodology with a real-life example.

Findings

The analysis of the data helped build a theoretical pattern for concrete pouring activities and detect the different phases and progress of these activities. Accordingly, the data become useable to track progress and identify problems in concrete pouring activities.

Research limitations/implications

The paper presents an example for construction practitioners and researcher about a practical and easy way to analyze the big data that comes from cranes and how it is used in tracking projects' progress. The current study focuses only on concrete pouring activities; future studies can include other types of activities and can utilize the data with other building methods to improve construction productivity.

Practical implications

The proposed approach is supposed to be simultaneously efficient in terms of concrete pouring detection as well as cost-effective. Construction practitioners could track concrete activities using an already-embedded monitoring device.

Originality/value

While several studies in the literature targeted the optimization of crane operations and of mitigating hazards through automation and sensing, the opportunity of using cranes as progress trackers is yet to be fully exploited.

Abstract

Purpose

Delay and disruption claims involve a complex process that often result in disputes, unnecessary expenses and time loss on construction projects. This study aims to review and synthesize the contributions of previous research undertaken in this area and propose future directions for improving the process of delay and disruption claims.

Design/methodology/approach

This study adopted a holistic systematic review of literature following Preferred Reporting Items for Systematic Reviews and Meta-Analysis guidelines. A total of 230 articles were shortlisted related to delay and disruption claims in construction using Scopus and Web of Science databases.

Findings

Six research themes were identified and critically reviewed including delay analysis, disruption analysis, claim management, contract administration, dispute resolution and delay and disruption information and records. The systematic review showed that there is a dearth of research on managing the wide-ranging information required for delay and disruption claims, ensuring the transparency and uniformity in delay and disruption claims’ information and adopting an end-user’s centred research approach for resolving the problems in the process of delay and disruption claims.

Practical implications

Complexities in delay and disruption claims are real-world problems faced by industry practitioners. The findings will help the research community and industry practitioners to prioritize their energies toward information management of delay and disruption claims.

Originality/value

This study contributes to the body of knowledge in delay and disruption claims by identifying the need for conducting more research on its information requirements and management. Subsequently, it provides an insight on the use of modern technologies such as drones, building information modeling, radio frequency identifiers, blockchain, Bigdata and machine learning, as tools for more structured and efficient attainment of required information in a transparent and consistent manner. It also recommends greater use of design science research approach for delay and disruption claims. This will help to ensure delay and disruption claims are the least complex and less dispute-prone process.
