Abstract

It could be argued that in Argentina, workers’ voice has never been silenced. In a legislative system protecting workers and politically and legally empowering trade unions, these organisations have historically represented workers. Voice however has never been limited to institutionalised and organisational forms. It has often exploded in informal ways out of workers’ experiences of the precariousness of their labour processes and of the contradictions generated between this and formal voice and representation. But it has also emerged in novel forms, through the occupation of factories, roads and public places, in moments of deep economic crisis or among groups of informally employed workers.

The case of Argentina certainly calls for a broader understanding of voice tied to the idea of voice as a socially and politically mediated process, through which formal and informal channels of voice can be alternatively created, destroyed and recreated.

The paper attempts to trace these multiple forms of voice in the recent social history of Argentina using ethnographic research conducted by the author.

Abstract

As trade unions have continued to decline in membership and influence across the developed economies, so academic attention has turned to the prospects for renewal and a search for the conditions under which it might plausibly occur (Fairbrother, 2000; Martin & Ross, 1999; Turner, 1999). One leg of this search has been directed towards the changing context which unions face and has resulted in the prescription that unions must change their policies, structures and culture to accommodate a “new workforce” (Cobble, 1994; Heckscher, 1988; Wever, 1998). A second leg has been directed within unions themselves and has been concerned more with the internal processes through which renewal can take place (Fiorito et al., 1995; Hurd, 1998; Pocock, 1998). In the U.K., two distinctive theories of change in trade unions have emerged along this second line of inquiry, one of which, the “rank and file” model, holds that significant change occurs from the bottom-up and requires the mobilisation of members against a conservative leadership (Fairbrother, 1996). The other, the “managerial” model, claims the opposite is true and that renewal is conditional on effective systems of union management and occurs from the top–down (Willman et al., 1993). Both theories are venerable and in Britain their roots can be traced on the one hand to the Webbs and their conviction that effective unions required professional leadership and on the other to the apostles of industrial syndicalism (Fox, 1985, pp. 66, 256–260). They continue to structure debate, however, and the purpose of this article is to provide an empirical examination of each with regard to an issue, which seemingly is critical to the internal renewal of unions, the development of organising activity.

Abstract

This paper examines the labor policies of the United Typothetae of America (UTA) from its birth in 1887 through the late 1920s and argues that labor policy differences among its members (personified by two prominent New York City-based printing employers, Theodore DeVinne and Charles Francis) created a “house divided” that not only prevented it from creating and maintaining a unified labor policy but also ultimately led to its demise as an employers' association and reconstitution primarily as a trade association. It will do so by analyzing key episodes in the UTA's labor history to show how the two competing labor philosophies – DeVinne's absolute authority & independence and Francis's stability & order – interacted with industry conditions – intense price competition, a decentralized industry structure, proprietor autonomy, the relative power of unions, and economic conditions – to impact the UTA's labor policies and its institutional survival. The UTA's experience reveals the diversity of American employers' experiences as well as the challenges that they have faced when attempting to act collectively in the industrial relations arena. Moreover, recent IR research on employers' associations around the world also reveals that, as unions have declined in power, many also are shifting their focus away from labor relations to other member services.

Abstract

This book aimed to conceptualise a construction workforce management model suitable for effectively managing workers in construction organisations. To this end, this chapter presents the conceptualised model, which consists of seven workforce management practices with their respective measurement variables. Drawing from existing theories, models, and practices, the chapter concludes that a construction organisation that will attain its strategic objectives in the current fourth industrial revolution era must be willing to promote effective recruitment and selection, compensation and benefits, performance management and appraisal, employee involvement and empowerment, training and development, as well as improving workers emotional intelligence and handling external environment pressure. These practices can promote proactiveness, participation, and improved skills and can lead to effective commitment, better quality, and flexibility within the organisation.

The growing use of teams to accomplish work in libraries has brought qualitative changes to the nature of work and leadership in library organizations. Collaborative work in team-based organizations and the rise of distributed leadership require different skills from traditional, hierarchically structured workplaces. The literature on team skills provides insight and direction for library human resources management practices. Growing research on emotional intelligence in the workplace also provides new guidance for selection and personnel practices. The literature in these areas can help library organizations more effectively select those who have the attributes needed to be successful in this new environment. It can also help library organizations shape training and developmental opportunities to enhance these critically needed skills.

Abstract

The organising model of trade unionism, developed in the United States since the early 1990s, has been subject to a good deal of scrutiny. Accounts stemming from the AFL-CIO, or those close to it, are, unsurprisingly, enthusiastic and largely uncritical (Mort, 1998). On the left of American social thought, there are critics who contend that the changes wrought by the new leadership of the Federation are of little significance and charges that older forms of business unionism and class collaboration still dominate practice (Moody, 1999; Slaughter, 1999). Between these poles are a number of writers who are supportive, but have criticisms and concerns about aspects of the programme being developed by the AFL-CIO and amongst unions more generally. These issues range from union attitudes towards the Democrats (Brecher & Costello, 1999), through the lack of innovative tactics adopted to gain certification (Bronfenbrenner, 1997), to the absence of internal democracy (Benson, 1999). Questions have also been raised about the very adequacy of the organising model to address the problems facing the working class of America as a whole (Eisencher, 1999a).

Abstract

This chapter evaluates the motivations that inform engagement in enterprise creation and operation by individuals experiencing poverty. An in-depth, empirical qualitative exploration of motives for enterprise amongst a sample of 42 people in the UK who are experiencing poverty conditions is presented. The results demonstrate that traditional push–pull thinking about enterprise motivation lacks nuance, specifically that the financial motive previously assumed to be prioritised in a context of resource deficit, in this research it was not. Second, push–pull motivations and intersections with intrinsic–extrinsic motivations are mapped, creating and developing a more refined understanding of enterprise motivations. Third, contexts and circumstances are recurrent factors reflexively informing motivations of those experiencing poverty and engaging in enterprise creation and operation.

Purpose

Quality, an abstract concept, requires concrete definition in order to be actionable. This chapter moves the quality discussion from the theoretical to the workplace, building steps needed to manage quality issues.

Methodology

The chapter reviews general data studies, web quality studies, and metadata quality studies to identify and define dimensions of data quality and quantitative measures for each concept. The chapter reviews preferred communication methods which make findings meaningful to administrators.

Practical implications

The chapter describes how quality dimensions are practically applied. It suggests criteria necessary to identify high priority populations, and resources in core subject areas or formats, as quality does not have to be completely uniform. The author emphasizes examining the information environment, documenting practice, and developing measurement standards. The author stresses that quality procedures must rapidly evolve to reflect local expectations, the local information environment, technology capabilities, and national standards.

Originality/value

This chapter combines theory with practical application. It stresses the importance of metadata and recognizes quality as a cyclical process which balances the necessity of national standards, the needs of the user, and the work realities of the metadata staff. This chapter identifies decision points, outlines future action, and explains communication options.

Abstract

This chapter takes a socioemotional wealth (SEW) perspective to explain the adoption of human resource (HR) practices in family-controlled firms. Previous studies on human resource management (HRM) in family firms have focused only on a small range of HR practices and have rarely utilized strong conceptual frameworks. As a result, these studies have overlooked important factors that contribute to the distinctiveness of HRM in these organizations. Based on ample evidence that shows family businesses' preference for non-economically motivated objectives collectively labeled as SEW, we propose that the presence of SEW influences HR practices in family firms.

Consequently, we reexamine existing empirical evidence of the determinants of HRM in family-controlled firms under the SEW approach. We also reinterpret existing theoretical models of family-controlled firms and their implications for HRM under the SEW umbrella. Our final goal is to establish an integrated framework through a set of sound propositions on HRM in family businesses. By integrating the literature, we aim to fill theoretical gaps in our understanding of the determinants of HR practices in the family business context and direct future research in this area.
