Abstract
Presents the scientific methodology from the enlarged cybernetical perspective that recognizes the anisotropy of time, the probabilistic character of natural laws, and the entry that the incomplete determinism in Nature opens to the occurrence of innovation, growth, organization, teleology communication, control, contest and freedom. The new tier to the methodological edifice that cybernetics provides stands on the earlier tiers, which go back to the Ionians (c. 500 BC). However, the new insights reveal flaws in the earlier tiers, and their removal strengthens the entire edifice. The new concepts of teleological activity and contest allow the clear demarcation of the military sciences as those whose subject matter is teleological activity involving contest. The paramount question “what ought to be done”, outside the empirical realm, is embraced by the scientific methodology. It also embraces the cognitive sciences that ask how the human mind is able to discover, and how the sequence of discoveries might converge to a true description of reality.

Abstract
Purpose
In expatriate-reliant countries, the challenge of attracting and retaining overseas talent remains, despite the COVID-19 global pandemic restricting international travel. Expatriates depend on formal organizational and host country national (HCN) support to facilitate their adjustment when moving abroad. To date, there has been a limited focus on the centrality of language in spanning boundaries between HCNs and expatriates that enables bridges to be formed. This study explored how language influences the social capital accrual and the support received by expatriates from HCNs.
Design/methodology/approach
Rooted in social constructionism, the authors used semi-structured interviews with a purposive sample of 20 Nigerian HCNs from two Italian organizations in the construction industry.
Findings
The findings highlight how language is key to effective social capital bridging and show how HCNs act as boundary spanners between local talent and expatriates on assignment. In this study, HCNs have superior language skills and can thus fill the semantic void in communication between the two parties. It emerged that expatriates receive more significant support and higher levels of social capital accrual than HCNs from this relationship.
Practical implications
Consideration should be given to providing formal language training to both expatriates and HCNs. Embedding networking relationships, such as buddying schemes or reverse mentoring, would enhance the social capital of both parties and improve performance. In addition, global talent management policies should be adjusted to provide definitive career paths and clearer promotion criteria for HCNs.
Originality/value
The authors find that through their language ability, HCNs may have more power over expatriates than previously considered, repositioning their status from a talent perspective. The authors argue that expatriates should not be considered by organizations the only source of global talent in such a context, and that organizations need to offer more definitive talent policies and support that accounts for both expatriates and HCNs.

Abstract
Purpose
This paper aims to investigate cognitive antecedents of knowledge sharing (KS) by applying a belief elicitation study and embedding KS in an organizationally relevant context, work meetings.
Design/methodology/approach
The study was carried out in two phases: an elicitation study (n = 18), and a survey (n = 200) based on its findings. The method, which combines a qualitative and a quantitative approach, is frequently used in the study of other behaviors (e.g. health behaviors) when applying the theory of planned behavior (TPB).
Findings
Belief-based measures, informed by the elicitation study, were meaningful predictors of KS intentions. In line with TPB, attitudes, subjective norms and perceived behavioral control explained 47.7 per cent of the variance in KS intentions, which together with perceived behavioral control explained 55.2 per cent of the variance in KS behavior. Behavioral beliefs reflecting positive collective outcomes (new perspectives, knowledge diffusion/collective learning, increased interaction) were the most important predictors.
Research limitations/implications
Single organization and the study design limit generalizability of the results.
Practical implications
The findings suggest that by eliciting shared beliefs relating to specific KS behaviors, organizations may come a long way in understanding and subsequently influencing these behaviors.
Originality/value
This is the first study to apply TPB on KS by investigating the underlying beliefs using an elicitation study. By demonstrating its utility, the study not only lays avenue for evidence-based interventions to improve KS in organizations, but also presents a method that bridges the gap between quantitative and qualitative approaches to KS.

This paper presents an overview and discusses the applications of fibre reinforced polymer (FRP) bars as reinforcement in civil engineering structures. Following a discussion of the science underpinning their use, selected case studies where FRP reinforcement has been used are presented. The use of FRP reinforcement is rapidly gaining pace and may replace the traditional steel due to its enhanced properties and cost‐effectiveness. In addition, FRP reinforcement offers an effective solution to the problem of steel durability in aggressive environments and where the magnetic or electrical properties of steel are undesirable.

Abstract
Purpose
The limitation of bridges’ operation can cause serious social, environmental and economic losses. Therefore, the monitoring and maintenance actions of these structures must be efficient and periodic, especially for bridges located in aggressive environments, such as urban-industrial centres, where the higher volume of carbon dioxide emissions favours carbonation induced corrosion. The purpose of this paper is to analyse the utility of including non-destructive testing (NDTs) to bridges assessment in that regions as a way of obtaining more in-depth information on the conditions of the material composing the structure.
Design/methodology/approach
First, the main bridges’ damages were detected by visual inspection. Then, based on the observations of bridges design, environment and main damages, an NDT programme was executed including surface hardness, ultrasonic pulse velocity test, pH indicator spraying, half-cell potential measurements and concrete resistivity tests.
Findings
It was observed that, for the studied cases, the carbonation did not present harmful depths, except for the structural elements where segregation and wear of the concrete were noticed. NDTs, associated with visual inspection, indicated the regions where corrective or preventive maintenance actions were actually needed, bringing greater security to the decision maker in regions where repairs are unnecessary or could be postponed.
Originality/value
This paper highlights the contribution of NDTs application in structures in urban-industrial regions where the main mechanism of deterioration is carbonation-induced corrosion, demonstrating the importance of these methods in the rational decision making of investments for maintenance.

Abstract
Purpose
This study aims to research the development trend, research status, research results and existing problems of the steel–concrete composite joint of railway long-span hybrid girder cable-stayed bridge.
Design/methodology/approach
Based on the investigation and analysis of the development history, structure form, structural parameters, stress characteristics, shear connector stress state, force transmission mechanism, and fatigue performance, aiming at the steel–concrete composite joint of railway long-span hybrid girder cable-stayed bridge, the development trend, research status, research results and existing problems are expounded.
Findings
The shear-compression composite joint has become the main form in practice, featuring shortened length and simplified structure. The length of composite joints between 1.5 and 3.0 m has no significant effect on the stress and force transmission laws of the main girder. The reasonable thickness of the bearing plate is 40–70 mm. The calculation theory and simplified calculation formula of the overall bearing capacity, the nonuniformity and distribution laws of the shear connector, the force transferring ratio of steel and concrete components, the fatigue failure mechanism and structural parameters effects are the focus of the research study.
Originality/value
This study puts forward some suggestions and prospects for the structural design and theoretical research of the steel–concrete composite joint of railway long-span hybrid girder cable-stayed bridge.
