Abstract
Purpose
The purpose of this paper is to provide evidence-based policy recommendations for improving the implementation of universal service funds (USF) with a view to closing the digital divide in Africa.
Design/methodology/approach
The paper adopts a qualitative approach that draws examples from various African countries supported by 25 interviews from key stakeholders with hands-on experience and roles that shape telecommunications policy in Africa and other developing countries.
Findings
The study's findings point out that institutional voids which characterize several African countries inhibit the effectiveness of USF in African countries. The authors identify several institutional and organisational factors and explain how they negatively affect the performance of USF. The authors find that in order to overcome these obstacles, there is a need for a clear redefinition of Universal Access and Service (UAS) policies, restructuring the governance of USF, encouraging cross-sectoral collaborations, and bottom-up initiatives to bridge the digital divide in African countries.
Originality/value
The paper contributes to the underexplored USF literature by shedding light on the role of institutional factors in determining the success of USF. The paper thus complements and provides a different perspective on promoting digital inclusion in Africa from the viewpoint of institutional voids, bringing new insights into the existing literature on how to deal with an intractable area of UAS policy and the wider digital divide debate in developing countries.

Abstract
Purpose
The purpose of this study is to investigate the transport phenomena of smoke flow in a semi-open vertical shaft.
Design/methodology/approach
The large eddy simulation (LES) method was used to model the movement of fire-induced thermal flow in a full-scale vertical shaft. With this model, different fire locations and heat release rates (HRRs) were considered simultaneously.
Findings
It was determined that the burning intensity of the fire is enhanced when the fire attaches to the sidewall, resulting in a larger continuous flame region in the compartment and higher temperatures of the spill plume in the shaft compared to a center fire. In the initial stage of the fire with a small HRR, the buoyancy-driven spill plumes incline toward the side of the shaft opposite the window. Meanwhile, the thermal plumes are also directed away from the center of the shaft by the entrained airflow, but the inclination diminishes as HRR increases. This is because a greater HRR produces higher temperatures, resulting in a stronger buoyancy to drive smoke movement evenly in the shaft. In addition, a dimensionless equation was proposed to predict the rise-time of the smoke plume front in the shaft.
Research limitations/implications
The results need to be verified with experiments.
Practical implications
The results could be applied for design and assessment of semi-open shafts.
Originality/value
This study shows the transport phenomena of smoke flow in a vertical shaft with one open side.

Abstract
Recent years have seen the development of new approaches to the study of gender and sexuality in childhood, with attention given to socio-historical, cultural and political contexts. This chapter aims to contribute towards a limited field of research on queer childhood and youth in Central Asia by considering how narratives of queer childhood in Kazakhstan are culturally produced. This chapter draws on the material from in-depth interviews of 11 queer people living in Kazakhstan, focussing on their narratives of childhood. The study exposes the effect of silence about non-heteronormative identities in Kazakhstan on queer children. Narratives of bullying and managing school violence are explored along with narratives of queer childhood within the families of origin. Lastly, the chapter foregrounds instances of agency and resilience, considering how queer children manage to steer themselves away from being an ‘impossible subject’ and contest dominant societal attitudes and discourses.

Purpose
The purpose of this study is to review literature on the relationship between leadership and workplace learning, to critically analyze and discuss findings and to suggest future research paths based on the synthesis.
Design/methodology/approach
This study applied a refined literature review process leading to a selection of 40 articles, which originated from 14 internationally acclaimed journals.
Findings
When explaining leadership influence regarding individual and team learning, the concepts of role modeling behavior, relational support and negotiation of meaning is significant. If leaders provide support, show exemplary behavior and negotiate individual arrangements with employees, workplace learning development is positively affected.
Research limitations/implications
Future studies should focus on empirical cases further illustrating how the leader–employee relationship is formed in practice, to further understand differences in leadership influence on employee workplace learning.
Practical implications
The gathered knowledge implicates that carefully designed leadership training programs and personalized work arrangements between leader and employees are beneficial for leader’s ability to influence employee workplace learning.
Originality/value
The reviewed studies were solely published in top management journals, which resulted in an original literature selection. This study also discusses implicit or articulated assumptions about the view of learning in the selected studies, offering additional understanding about the underlying learning views in leadership–workplace learning research.

Abstract
Purpose
This paper aims to assess the rate and land category contributing to the changes in seven land-uses in the Kintampo North Municipality of Ghana and the effect of the decisions of land users on future landscapes.
Design/methodology/approach
LANDSAT images were classified to generate land use/cover maps to detect changes that had occurred between 1986 and 2014. In total, 120 farmers were also interviewed to determine their perceptions on land use changes. Interval, category and transition levels of changes were determined. Savanna woodland, settlement and forest were mostly converted to farmland in both intervals (1986-2001 and 2001-2014).
Findings
Results showed that rock outcrop, plantation, cropland and savanna woodland increased at an annual rate of 13.86, 1.57, 0.82 and 0.33 per cent, respectively, whilst forest, settlement and water body decreased at 4.90, 1.84 and 1.17 per cent annual rate of change, respectively. Approximately, 74 per cent of farmers will not change land use in the future, while 84.2 per cent plan to increase farm sizes.
Research limitations/implications
The study shows that more land cover will be targeted for conversion as farmers expand their farmlands. There is the need for strict implementation of appropriate land use/cover policies to sustain food production in the region in this era of changing climate and population increase.
Originality/value
This research assessed the land use changes in the Kintampo North Municipality and its impacts on agriculture and carbon stocks release via land use changes. It identified how the decisions of the local farmers on land management will affect future landscape.

Purpose
This paper aims to identify and measure the impact of the types of innovation on micro and small enterprises’ performance in the foodservice industry.
Design/methodology/approach
A sample of 55 micro and small enterprises located in the Recife Metropolitan Area in Pernambuco were considered for the purpose of the analysis. All the firms were registered in the Agente Local de Inovação (ALI) program during the period of 2015 and 2016. The innovations developed by the firms were identified and measured using the sectorial innovation index, and the firm’s performance was calculated by the annual revenue. The impact of the innovations on performance was measured using multiple linear regression and quantile regression.
Findings
The regressions’ findings suggest that two innovation dimensions stand out concerning firm performance, that is, brand and customer experience are thought as to contribute to firm performance significantly. However, it has also been found that the contribution of the innovations may vary in the level of firm performance.
Originality/value
The paper was distinguished by analyzing the relationship between innovation and firm performance in the context of micro and small enterprises. The research also allowed knowing the innovations that can contribute to the micro and small enterprises’ performance, allowing such organizations to identify and develop the innovations seen as necessary for their competitiveness.

Abstract
Purpose
The primary objective of the paper is to present the role and meaning of fear in organizations implementing TQM. The author's intention is to identify the causes of fear in the TQM components as well as the main types of fear, their causes, consequences and methods of reduction.
Design/methodology/approach
The main research method applied is a systematic review of the literature on the subject. The applied systematic review procedure takes into consideration the indicated research objective, the selection of the basic literature and publications, the presentation of the publication database and content analysis. The author also makes use of his own observations ensuing from his acting in the capacity of a TQM consultant and a juror of the Polish Quality Award.
Findings
The paper presents the causes of fear in the TQM components, the main types of fear and its consequences. The limited possibilities of eliminating fear are also indicated. Fear appears when, for various reasons, TQM is improperly implemented and maintained, but also when resources are allocated incorrectly (e.g. a wrong selection of quality team members), and it is included in social processes (e.g. in the quality team forming process). It appears when only structural empowerment rather than mental empowerment is applied, when there exist contradictory expectations with regard to empowerment, in case of excessive and/or “have to” commitment in particular employees, and when too much emphasis is placed on commitment.
Research limitations/implications
The reflections included in the paper may become useful for quality management practitioners, as such knowledge allows them to avoid mistakes which are the cause of fear, that is an emotion making quality improvement difficult. The paper does not present the manifestations and sources of fear in all TQM components, and they are certainly included in a broadly understood quality culture. Nevertheless, the gathered and arranged knowledge can be the source of further research.
Originality/value
Being the result of the studies of the literature on the subject, this paper is one of few publications discussing in a detailed manner one of the principles of effective quality management formulated by E. Deming, namely “driving fear out”.

Abstract
Purpose
Prior institutional duality research asserts that ceremonial implementation of organisational practice protects multinational corporations’ subsidiaries. However, the temporal dynamics of the safeguarding function has been under researched. Public sector organisations have also been ignored. This research aims to explore how the safeguarding function is created, maintained and disrupted using the overseas offices (OOs) of a bilateral development agency (BDA) as a case.
Design/methodology/approach
A multi-case study, underpinned by neo-institutionalism, was conducted. Data obtained from in-depth remote interviews with 39 informants from the BDA OOs were analysed using the “asking small and large questions” technique, four analytical techniques, cross-case synthesis and theoretical propositions.
Findings
A three-phase process was identified. The first phase is the appearance of discrepancies due to institutional duality. The second is the emergence of ceremonial implementation as a solution. In the third phase, “the creation, maintenance and disruption of a safeguarding function” begins. When ceremonial implementation successfully protects the OOs, the safeguarding function is created. The OOs are likely to repeat ceremonial implementation, thus sustaining the function. Meanwhile, when conditions such as management staff change, ceremonial implementation may not take place, and the safeguarding function disappears.
Research limitations/implications
The BDA OOs may not face strong host country regulative pressures because they are donors to aid-recipient countries. Hence, the findings may not directly apply to other public sector organisations.
Practical implications
Development cooperation practitioners should understand that ceremonial implementation is not exclusively harmful.
Originality/value
To the best of the author’s knowledge, this is the first institutional duality research that explores the temporal dynamics of safeguarding functions targeting public sector organisations.

Purpose
Numerous of today's public sector organisations (PSOs) can be characterised as hybrids. Hybridity is caused by different (at times conflicting) demands that stem from the institutional environment, which is likely to affect performance measurement in these organisations. This paper focuses on the relationship between hybridity and organisational performance, which has so far not been studied in detail.
Design/methodology/approach
Based on a literature review (final sample of 56 articles), the authors systematise performance dimensions alongside the pillars “economy”, “efficiency”, “effectiveness” and “(social) equity”. The article summarises results in a framework for measuring performance in hybrid PSOs. The authors outline strategies as to how public managers can tailor frameworks to the requirements and idiosyncrasies of organisations.
Findings
Since hybrid PSOs combine logics from different administrative models (Weberian bureaucracy, market-capitalism and democracy), so need their organisational performance measurement systems. Potential synergies from and frictions between the different performance dimensions related to the four pillars are discussed.
Originality/value
This is the first literature review on performance dimensions and their application in hybrid PSOs. The distilled “hybrid performance measurement framework” can be scrutinised and further refined in future research.

Abstract
Purpose
In 2008, a phenomenon emerged in online retail that attracted the attention of many people, creating a new virtual model of commerce. This phenomenon was called online group buying and arrived in Brazil in 2010. The purpose of this study was to identify the factors that affect satisfaction and loyalty to group buying sites.
Design/methodology/approach
Through structural equation modeling, the relationships between the attractiveness of discount rates, service quality, popularity, online brand image, antecedent word of mouth (WOM), creativity and trust in relation to consumer general satisfaction, declared loyalty, repurchase intention and positive WOM were observed. A total of 727 valid questionnaires were collected from online group buyers to test the 11 hypotheses proposed in this study.
Findings
The main contribution of this study was that it identified the strong influence of service quality, popularity and online brand image on consumer general satisfaction, and the influence of service quality, trust and general satisfaction on repurchase intention. It also identified the influence of trust, creativity and general satisfaction on declared loyalty, and finally, the influence of trust and general satisfaction on positive WOM.
Research limitations/implications
Because of the extensive and robust model, other statistical interactions among the constructs were gauged. It is possible that new structures and paths for alternative models can be proposed in the future with the inclusion of new relationships not analyzed in the present study. Furthermore, future studies should consider testing the generated model in other countries, as the particular features of collective purchasing in Brazil should be taken into account.
Practical implications
In addition to being concerned with the attractiveness of discounts, marketing managers of group buying sites should concentrate their efforts on strengthening perceived quality, image, trust and the creativity of the site to ensure customer loyalty.
Social implications
The online group buying business model that was established in Brazil differs significantly from the American and European models. As many online group buying studies have been conducted in these markets, Brazilian consumers will enjoy substantial gains in the quality of the service provided by collective purchasing sites through the development of actions that focus on improving the factors that affect these consumers.
Originality/value
The originality of this study lies in the development of a single model that tests a set of factors gauged separately in other studies related to online purchase behavior in a broader perspective.
