Abstract

This chapter considers how far political devolution has enabled the government in Wales to develop a distinctive approach to student funding. It examines in particular claims that policy choices in Wales on student funding reflect a commitment to ‘progressive universalism’, a term sometimes used by policy-makers in Wales and elsewhere to describe combining means-tested and non-means-tested benefits. The chapter also explores the growing use of income-contingent loans, arguing that such loans complicate debates about targeting and universalism.

Abstract

This chapter focuses on the use of target-setting in Scottish higher education to boost participation by under-represented groups. The central question I address is whether the technology of New Public Management, such as performance indicators and targets, is likely to be useful in addressing the problem of social inequality in higher education. Traditionally, the Scottish Government has tended to adopt a light touch to university regulation and governance, using institutional carrots rather than sticks (Raffe, 2013, 2016). More recently, since the introduction of widening access outcomes agreements and the publication of the final report of the Commission on Fair Access (Scottish Government, 2015), universities have argued that the government’s interventions risk eroding university autonomy without achieving policy goals.

Abstract

SO much controversy has raged around the subject of newsrooms in the past two years, that librarians are, as a rule, utterly tired of it, and the appearance of still another article upon the subject is not calculated to tone down the general spirit of vexation. It requires no little courage to appear in the arena in this year of Grace, openly championing those departments of our institutions which were originally intended to convey the news of the day in the broadest manner.

Abstract

THE fact that the forthcoming conference of the Library Association is to be held at Eastbourne this year should provide it with an additional official interest, as it is here that the Association Hon. Solicitor and Legal Adviser holds the important office of Town Clerk. Mr. Fovargue is the authority on Library Law in all its aspects, and is the author of several books on this important subject. We are particularly happy in being able to print an article from his pen in our special Conference number. The programme of the proceedings is by now, no doubt, in the hands of our readers, and will be found to be less crowded, but no less useful for that, than in previous years. Apart from the usual business programme, which should prove full of interest, the social side has been fully catered for and delightfully arranged. Several interesting motor trips are to take place, and delegates will be afforded an opportunity of enjoying the charms of the beautiful county of Sussex as well as those of one of our most favoured of seaside resorts.

Abstract

WE regret to learn that the Leyton Borough Council has followed the bad example of East Ham in transferring its library responsibilities from the ad hoc Library Committee to the Education Committee. The case is worse than that of East Ham in that the Borough Council is not the education authority and the library system, with its library staff, consisting of men of life‐long experience, will be handed over to the County Education Committee. Such transfers are not made in order to promote the efficiency of the library but because the Councils are under the delusion that by some species of financial legerdemain a library service will be provided without payment on their part. As the promoters of the 1919 Act certainly did not intend any such actions as this, we hope that the Library Association may be able to do something before the transfer takes effect. Our hope, we are bound to admit, is a faint one.
