Abstract
Purpose
The purpose of this manuscript is to examine the negotiations of health among low-wage migrant workers in Singapore amidst the COVID-19 outbreaks in dormitories housing them. In doing so, the manuscript attends to the ways in which human rights are constituted amidst labor and communicative rights, constituting the backdrop against which the pandemic outbreaks take place and the pandemic response is negotiated.
Design/methodology/approach
The study is part of a long-term culture-centered ethnography conducted with low-wage migrant workers in Singapore, seeking to build communicative infrastructures for rights-based advocacy and interventions.
Findings
The findings articulate the ways in which the outbreaks in dormitories housing low-wage migrant workers are constituted amidst structural contexts of organizing migrant work in Singapore. These structural contexts of extreme neoliberalism work catalyze capitalist accumulation through the exploitation of low-wage migrant workers. The poor living conditions that constitute the outbreak are situated in relationship to the absence of labor and communicative rights in Singapore. The absence of communicative rights and dignity to livelihood constitutes the context within which the COVID-19 outbreak emerges and the ways in which it is negotiated among low-wage migrant workers in Singapore.
Originality/value
This manuscript foregrounds the interplays of labor and communicative rights in the context of the health experiences of low-wage migrant workers amidst the pandemic. Even as COVID-19 has made visible the deeply unequal societies we inhabit, the manuscript suggests the relevance of turning to communicative rights as the basis for addressing these inequalities. It contributes to the extant literature on the culture-centered approach by depicting the ways in which a pandemic as a health crisis exacerbates the challenges to health and well-being among precarious workers.

Abstract
This research note focuses on the quest to move beyond the poverty paradigm in researching, planning, and developing distressed urban neighborhoods. It is based on the notion that the poverty paradigm hides more than it reveals about the positionality of people in neoliberal society. It argues that low incomes and joblessness are structural components of neoliberal economies. Therefore, they cannot be eliminated without making fundamental changes in the way that neoliberalism operates. Thus, in a neoliberal society, with a small, passive government, both low incomes and joblessness will grow over time, especially among blacks, Latinos, and immigrants of color. Within this context, the distress found in inner-city neighborhoods is a product of failed urban institutions and the lack of investments in such places. However, there are no laws of socioeconomic development that say low income and joblessness must equate with living in distressed neighborhoods, where dilapidation, crime, and violence are characteristic features of the landscape. This reality is a public policy decision. Therefore, it can be changed by altering the investment strategy in distressed community and by radically transforming the institutions operating in these communities. If this happens, it will be possible to produce communities where low-income workers live in energetic places where they enjoy a high quality of life and standard of living. In such regenerated neighborhoods, it will also be possible to develop innovative strategies that put the jobless to work.

The neoclassical ethos is predicated on a goal of efficiency, which is assumed to be advanced through competitive markets where market-clearing wages are achieved when the demand for labor is exactly equal to the supply of labor. In such a market, there is no such thing as unemployment because wages either rise or fall until the demand for labor is exactly equal to the supply of labor. At the wage at which demand equals supply, all those willing and able to work at that wage will be employed. If more people are willing to work, the wage will fall further, thereby inducing firms to hire more workers, with the result being that the supply of labor once again equals the demand. Conversely, when firms are unable to hire as many workers as they would like, the wage rises to induce additional people to enter into the workforce until supply and demand are once again equal.

Abstract
This chapter compares and contrasts organizing and advocacy among US domestic workers and day laborers. These two occupations share many features: both are ill-suited to conventional unionism; immigrants, many of them unauthorized, have long dominated the workforce in both; both are entry-level jobs at the bottom of the labor market (although both are also internally stratified); and both have been the focus of advocacy and organizing at both the local and national level in recent decades. Yet, there are also significant contrasts between the two. First and foremost, women are the vast majority of domestic workers while men predominate among day laborers. Another striking difference is that while domestic labor is hidden from public view inside private households, day laborers are regularly on display on street corners and other public spaces. This chapter explores the effects of such similarities and differences on the collective action repertoires of day laborers and domestic workers. In both cases, many workers have individualistic, entrepreneurial ambitions, a formidable organizing challenge; yet, orientation does not necessarily impede and sometimes even facilitates collective action. Day laborers’ demands are largely economic, and these (predominantly male) workers often hope to return to their countries of origin; domestic workers (overwhelmingly female) are more interested in improved opportunities within the US. Although women are overrepresented in the leadership of both domestic workers’ and day laborers’ organizations, male day laborers and female domestic workers have distinct experiences and aspirations, and put forward different types of demands, generating gendered collective action repertoires.

Purpose
This paper aims to describe the impact of the labor market on the integration of Africa into the global supply chain (GSC).
Design/methodology/approach
The analysis of trends and comparison of data for 55 nations and territories in Africa using existing data from the World Bank and International Labor Organization, and government and nongovernment reports took place using qualitative content analysis methodology.
Findings
Africa’s labor market enhances the continent’s integration into the GSC despite challenges in other areas, with three pillars identifying the labor market’s strategic sourcing decisions.
Research limitations/implications
The analysis is limited to trends analysis, some of which may have changed during the study.
Practical implications
The findings will enable the global business industry and governments to envision the potential and design Africa’s labor market competitiveness across the African continent. The findings also establish the necessity and opportunity for enhanced infrastructure to attract additional foreign direct.
Social implications
The social implication of this paper is beyond the potential of Africa’s labor market. The paper illustrates how the African is setting to become the next sourcing hub for the global supply chain, allowing scholars to close any prevailing global sourcing gap in research.
Originality/value
This paper describes the potential of Africa’s supply of low-cost labor market and its integration in the GSC.

Abstract
Purpose
This paper aims to examine the effect of exports on women's employment rate for Turkish manufacturing firms over a recent period of 2003–2015.
Design/methodology/approach
The authors establish treatment models and use propensity score matching (PSM) techniques together with difference-in-difference methodology.
Findings
The results of the study indicate that starting to export increases women’s employment rate for manufacturing firms. Gains in female employment rates are observed for the firms operating in low and medium low technology intensive sectors, low-wage sectors as well as laborlabor-intensive goods exporting sectors.
Originality/value
The authors complement previous literature by utilizing a rich harmonized firm-level dataset that covers a large number of firms and a recent time period. The authors distinguish between several sub-samples of firms according to technology intensity of the sector in which they operate, wage level and factor intensity of exports and investigate whether or not women gain from trade in terms of employment opportunities.

Purpose
The purpose of this paper is to estimate the impact of minimum wages on employment and wages in China.
Design/methodology/approach
The paper uses the difference‐in‐difference methodology to estimate the employment and wage impacts of the minimum wage increase in 2003 – a year when substantial minimum wage increases occurred in some provinces (treatment provinces) but not in others (comparison provinces). The analysis is restricted to the eastern region so as to make comparisons across relatively homogeneous and contiguous provinces with large numbers of women and rural migrant workers in urban areas – the target groups for minimum wages.
Findings
The study finds that overall, minimum wages in China do have an adverse employment effect but the effect is statistically insignificant and quantitatively inconsequential. The adverse employment effects are generally larger in the more market‐driven sectors, in the low‐wage sector of retail and wholesale trade and restaurants, and for women; however even these effects are extremely small. Minimum wages also had no impact on aggregate wages. These estimates appear consistent with many of those based on this methodology which tends to find no substantial adverse employment effect from minimum wages.
Practical implications
Good news: minimum wages do not seem to have any substantial adverse employment effect in China. Bad news: this could simply reflect the fact that they are not enforced.
Originality/value
This is one of the few studies of effect of minimum wages in China in English, and using a difference‐in‐difference methodology as first employed by Card.

Some sectors experience increasing pressure on industrial relations and labour market segmentation while others do not experience such effects, and it remains unclear how to explain this variation. Based on empirical findings from a comparative study of four economic sectors in Denmark, this article discusses the role of labour market institutions and structural conditions in shaping the consequences of labour migration at a sectoral level.
