Abstract

Purpose

This research aims to assess the risks and benefits of outsourcing for organisations, sectors and nations. The literature on outsourcing contains little evidence of research on holistic issues of its impact at systems levels beyond the firm, notably sectors and nations.

Design/methodology/approach

A Delphi study with senior strategists from private and public sectors captured perspectives and specific observations on benefits and risks of outsourcing. Emergent issues on outsourcing policy, strategy and decision‐making processes were synthesised into a framework for analysing factors associated with outsourcing.

Findings

The findings suggest that a more holistic view of outsourcing is needed, linking local, organisational issues with sector and national level actions and outcomes. In this way, aggregate risks and benefits can be assessed at different systems levels.

Research limitations/implications

Future research might address the motivations for outsourcing; currently there is little research evidence to assess whether outsourcing is a mechanism for failing to solve internal problems, and moving responsibility and risk out of the firm. Additionally most outsourcing research to date has concentrated on an activity either being “in” or “out”; there is little research exploring the circumstances in which mixed models might be appropriate.

Practical implications

The framework provides an aid to research and an aide memoire for managers considering outsourcing.

Originality/value

This paper contributes to knowledge on understanding of outsourcing at different systems levels, particularly highlighting the implications of outsourcing for sectors and nations. Previously most research has focused at the level of the firm or dyadic relationship.

Abstract

Purpose

This paper aims to describe a partnership visual arts project between Richmond Fellowship (a national mental health charity) and the Bluecoat arts centre in Liverpool involving participants with mental health problems.

Design/methodology/approach

The paper details the development of the project since September 2010 and, most importantly, the artistic development of the individuals who are still taking part and the improvements in their mental health and wellbeing. It also describes the development of the group in becoming an independent organisation.

Findings

Evaluation was undertaken at regular intervals through wellbeing questionnaires, one‐to‐one interviews and observation, which led to the following findings: with support, individuals with mental health problems experience significant benefit in engaging with the arts, to their mental health, their personal development and development as artists. Given time, they require less support and are willing to take on responsibilities, which has enabled them to become an independent organisation.

Social implications

This paper makes the case for the effectiveness of partnership working between mental health and arts organisations to improve mental health and social inclusion.

Originality/value

The paper adds to the body of evidence concerning the use of arts in recovery and of use to mental health organisations who are interested in using the arts in the process of support.

Abstract

Like many of his generation George George, the director of Auckland’s Seddon Memorial Technical College (1902‐22), considered marriage and motherhood as women’s true vocation and believed in separate but equal education for girls that included some domestic training. In this regard, New Zealand historians often cite him as an advocate for the cult of domesticity, a prescriptive ideology that came to be reflected in the government’s education policy during this period. But as Joanne Scott, Catherine Manathunga and Noeline Kyle have demonstrated with regard to technical education in Queensland, rhetoric does not always match institutional practice. Other factors, most notably student demand, but also more pragmatic concerns such as the availability of accommodation, staffing and specialist equipment, can shape the curriculum. Closer scrutiny of surviving institutional records such as prospectuses, enrolment data and the director’s reports to the Department of Education, allow us to explore more fully who was given access to particular kinds of knowledge and resources, how long a particular course might take, the choices students made, what was commonplace and what was unusual, and what students might expect once they completed their studies.

Purpose

Sexual violence (SV) is a pervasive public health issue on college campuses. While much research has been conducted to determine factors contributing to SV, little work focuses on the role of perceived social norms. The purpose of this paper is to examine college students’ perceived descriptive norms for SV perpetration (i.e. prevalence estimates for SV).

Design/methodology/approach

Using a cross-sectional survey, male and female college students from a large public institution in the Southeastern USA were instructed to estimate the prevalence of SV for “typical students” of their same gender on campus.

Findings

When compared to actual prevalence rates of SV perpetrated by females and males, both perpetrators and non-perpetrators overestimated the prevalence of SV among same-sex peers, but perpetrators made even higher estimates compared to those made by non-perpetrators for some sexually aggressive acts. Results demonstrate strong and consistent normative misperceptions surrounding SV perpetration.

Research limitations/implications

Findings lend support for testing social norms-based prevention programs for SV on college campuses.

Originality/value

This study is one of the first investigations into perceived social norms surrounding SV; perceived social norms may be an influential factor contributing to SV.

Abstract

Purpose

The purpose of the paper is to explore how the national, state and organisational health policies in Australia support the implementation of person-centred care in managing chronic care conditions.

Design/methodology/approach

A qualitative content analysis was performed regarding the national, state and organisational Queensland Health policies using Elo and Kyngas' (2008) framework.

Findings

Although the person-centred care as an approach is well articulated in health policies, there is still no definitive measure or approach to embedding it into operational services. Complex funding structures and competing priorities of the governments and the health organisations carry the risk that person-centred care as an approach gets lost in translation. Three themes emerged: the patient versus the government; health care delivery versus the political agenda; and health care organisational processes versus the patient.

Research limitations/implications

Given that person-centred care is the recommended approach for responding to chronic health conditions, further empirical research is required to evaluate how programs designed to deliver person-centred care achieve that objective in practice.

Practical implications

This research highlights the complex environment in which the person-centred approach is implemented. Short-term programmes created specifically to focus on person-centred care require the right organisational infrastructure, support and direction. This review demonstrates the need for alignment of policies related to chronic disease management at the broader organisational level.

Originality/value

Given the introduction of the nurse navigator program to take up a person-centred care approach, the review of the recent policies was undertaken to understand how they support this initiative.

Abstract

Purpose

The purpose of this paper is to provide an examination of emotional experiences, particularly how they are situated in the readers’ advisory (RA) literature and the literatures from a variety of outside disciplines in order to create taxonomies of affect from this context.

Design/methodology/approach

The approach of this study is twofold. First, this work reviews the literature on affect in Library and Information Science (LIS) and ancillary disciplines in order to understand the definition of affect. Second, using extant taxonomies and resources noted from the literature review, taxonomies are created for three aspects of affect: emotions, tones, and associations.

Findings

This paper contextualises and defines affect for the LIS discipline. Further, a result of the work is the creation of three taxonomies through an RA lens by which affective experiences can be classified. The resulting three taxonomies focus on emotion, tone, and associations.

Practical implications

The taxonomies of emotion, tone, and associations can be applied to the practical work of bibliographic description, helping to expand access and organisation through an affective lens. These taxonomies of affect could be used by readers’ advisors to help readers describe their desired reading experiences. As the taxonomies have been constructed from an RA perspective, and can be applied to the RA literature, they could expand the understanding of RA theory, especially that of appeal.

Originality/value

This study furthers the exploration of affect in LIS and provides tangible taxonomies of affect for the LIS discipline in an RA context, which have not been previously produced.

Abstract

Purpose

Social innovation has received increasing attention in recent decades (Agostini et al., 2017). This study aims to consider how the concept has been applied to the issue of ageing and what can be learnt about effective policy responses.

Design/methodology/approach

The acknowledged lack of understanding generally about the concept makes it timely to undertake a scoping review of the current evidence from social innovation projects associated with older people. A scoping review is considered appropriate where there is a need to “identify and analyse knowledge gaps” (Munn et al., 2018, p. 2).

Findings

Findings from the scoping review indicate that, as yet, the concept of social innovation is not fully defined. However, it has widespread appeal across a diverse range of disciplines and has the potential to generate innovative policy responses.

Originality/value

A key argument identified is the need to change the public’s perceptions of ageing and devise public policies that encourage and nurture age-friendly communities. In summation, although social innovation has the potential to act as a policy driver, but to be effective, it is necessary to devise robust strategies to ensure full user-engagement and active involvement of communities. Therefore, it is the process of delivery that needs urgent attention in any future research into social innovation.

Governments are no strangers to dealing with crises. On the contrary, a central role of any government is to absorb, navigate and mitigate them. However, crises themselves are unpredictable and represent a significant challenge to governments at both the national and local level. Despite such uncertainty, studying how governments in different countries respond to crises offers a great opportunity to learn from the past and to understand the nature of resilience in the face of significant shocks and disruption.

This book charts how local governments in 11 countries, covering Europe, the United States, South America and Australia, responded to the recent crises and austerity period by shedding new light on the role of contextual- and policy-related conditions as well as the internal capacities and conditions that may influence responses and, ultimately, performance.

This chapter sets the scene for the book, by highlighting the relevance of examining financial crises and austerity and the ways in which governments, and more specifically, local governments, are facing the related shocks. In doing so, it proposes a preliminary framework for exploring governmental financial resilience at the local level. In such a framework, financial resilience is seen as the dynamic combination of internal and external dimensions, including the external environment, financial shocks, vulnerability, anticipatory capacity and coping capacity.

Abstract

Purpose

Existing management research and management practices frequently overlook the relationship between the above-average human capital of highly functioning neurodivergent employees, their subjective well-being in the workplace and performance outcomes. This paper calls for greater attention to the hidden human capital associated with neurodiversity by mainstreaming implementation of neurodiversity-friendly policies and practices.

Design/methodology/approach

Drawing on the ability, motivation and opportunity (AMO) framework, this conceptual paper integrates research on employee neurodiversity and well-being to provide a model of HR-systems level and human capital development policies, systems and practices for neurodivergent minorities in the workplace.

Findings

This paper illustrates that workplace neurodiversity, like biodiversity, is a natural phenomenon. For subjective individual psychological and organisational well-being, neurodivergent employees require an empathetic culture and innovative talent management approaches that respect cognitive differences.

Practical implications

The case is made for neurodivergent human capital development and policy-makers to promote inclusive employment and decent work in a context of relatively high unemployment for neurodivergent individuals.

Originality/value

This paper extends current debates on organisational equality, diversity and inclusion to a consideration of workplace well-being for highly functioning neurodivergent workers. It calls for more equitable and empathetic approaches to investing in employees with neurodevelopmental and cognitive disabilities.

Abstract

Purpose

Despite general recognition of the benefits of talking openly about sexuality with children, parents encounter and/or create barriers to such communication. One of the key barriers is a desire to protect childhood innocence. The purpose of this paper is to explore parental interpretations of childhood innocence and the influence this has on their reported practices relating to sexuality-relevant communication with young children.

Design/methodology/approach

In all, 110 UK parents and carers of children aged between four and seven years were involved in focus group discussions. The discussions were transcribed and thematic network analysis was subsequently applied to the data. Following the reading and re-reading of the transcripts for meaning, context and content, individual comments and statements were identified within the data set and grouped to generate themes.

Findings

Childhood innocence was commonly equated with non-sexuality in children and sexual ignorance. Parents displayed ambiguity around the conceptualisation of non-innocence in children. Parents desire to prolong the state of childhood innocence led them to withhold certain sexual knowledge from their children; however, the majority also desired an open relationship whereby their child could approach them for information.

Originality/value

UK parents have a strong desire to maintain the social construction of their children as inherently innocent. This discourse is affecting the way in which they communicate about sexually relevant information with their children.
