Abstract

Purpose

The purpose of this paper is to investigate the main causes of delay in public construction projects. This is motivated by feedback from public construction experts concerning substantive delays during the last decade. The study thus seeks to help decision makers in Jordan and elsewhere identify problems and develop mitigating strategies.

Design/methodology/approach

Causes of delay were identified from previous related studies and then augmented after consultation with experts. This resulted in 56 delay factors classified into eight groups. The sampling frame for the study was defined in terms of public construction projects (mostly related to roads) owned by the Ministry of Public Works and Housing in Jordan. A survey was conducted with engineers working as representatives of the owner, contractors or consultants to elicit and evaluate the importance of the 56 delay factors.

Findings

Overall, 113 completed questionnaire responses were returned and analyzed to rank the causes of delay using the relative importance index method. Owners and consultants showed more interest in factors related to themselves, while contractors showed highest interest in an external factor related to the owner of services. Four recommendations are put forward for decision makers to mitigate against delays.

Originality/value

This research investigates a relatively large number of delay factors compared to other studies and these are categorized into groups to facilitate thematic understanding. Further, compared to previous related research, this research fills a gap by exploring the opinions of different contract parties.

Abstract

Due to the increasing size and complexity of construction projects, construction engineering and management involves the coordination of many complex and dynamic processes and relies on the analysis of uncertain, imprecise and incomplete information, including subjective and linguistically expressed information. Various modelling and computing techniques have been used by construction researchers and applied to practical construction problems in order to overcome these challenges, including fuzzy hybrid techniques. Fuzzy hybrid techniques combine the human-like reasoning capabilities of fuzzy logic with the capabilities of other techniques, such as optimization, machine learning, multi-criteria decision-making (MCDM) and simulation, to capitalise on their strengths and overcome their limitations. Based on a review of construction literature, this chapter identifies the most common types of fuzzy hybrid techniques applied to construction problems and reviews selected papers in each category of fuzzy hybrid technique to illustrate their capabilities for addressing construction challenges. Finally, this chapter discusses areas for future development of fuzzy hybrid techniques that will increase their capabilities for solving construction-related problems. The contributions of this chapter are threefold: (1) the limitations of some standard techniques for solving construction problems are discussed, as are the ways that fuzzy methods have been hybridized with these techniques in order to address their limitations; (2) a review of existing applications of fuzzy hybrid techniques in construction is provided in order to illustrate the capabilities of these techniques for solving a variety of construction problems and (3) potential improvements in each category of fuzzy hybrid technique in construction are provided, as areas for future research.

Abstract

Purpose

This study aims to explore the relationships between knowledge management (KM) enablers, employee innovativeness (EI) and market development performance (MDP) in architecture, engineering and construction (A/E/C) firms.

Design/methodology/approach

A questionnaire survey is conducted to collect empirical data from A/E/C practitioners in Vietnam. First, factor analysis is used to identify KM enablers in A/E/C firms. Then, a framework which shows the links between KM enablers, EI and MDP is proposed. Structural equation modeling (SEM) is used to examine the proposed relationships.

Findings

This study identifies five constructs which can enable A/E/C firms to achieve effective KM implementation, including mutual trust and collaboration, organizational values and norms, information and communication systems, organizational policies and empowerment. Furthermore, the SEM results show that except for organizational policies, four remaining KM enablers significantly affect EI. It is also found that EI has a significant impact on MDP.

Practical implications

The findings could help A/E/C firms to know which KM enablers are critical to EI and provide a better understanding of the link between EI and MDP. Hence, they could make appropriate investments in KM practices to improve both EI and MDP.

Originality/value

The results of this study fill the gap in knowledge by empirically structuring the relationships between KM enablers, EI and MDP. Such results may provide A/E/C firms with useful information to enhance EI and MDP in today’s intensively competitive construction environments.

Abstract

Claims and disputes are often unavoidable in the construction industry due to its unique and complex characteristics involving the massive investment of capital, lengthy project duration, and multiple project stakeholders. This chapter intends to identify the critical construction claims attributes, compare the perceptions of major stakeholders on different claim attributes, and investigate the contrast of the top five claim attributes between this study and previous ones. The literature review resulted in 48 claim attributes responsible for the construction project schedule delays. These attributes were then presented to Vietnam construction industry (VCI) practitioners in the form of a questionnaire survey. Data analysis was done based on the collected 113 qualified samples. Relative importance index (RII) was applied to determine the ranking of claim attributes. The results were that the top five causes of claims, that is, payment delays, mistakes by contractor during construction stage, delays in work progress by the contractor, financial failure of the contractor, and frequently changing requirements by the owner, lead to the schedule delays in VCI. These findings can assist the local industry practitioners and foreign companies seeking a share in the VCI market in understanding the causes of construction claims comprehensively and formulating the countermeasures to minimise their impacts and hence reduce the unnecessary losses and raise the likelihood of success as well as maintain sustainable relationships among stakeholders.

Abstract

Purpose

Poor project knowledge and inadequate experience are frequently linked to construction time-cost overruns. This paper aims to expound on the criticality of project knowledge and experience in the successful delivery of projects in the construction industry.

Design/methodology/approach

Following a detailed literature review, a quantitative positivist approach with a questionnaire survey involving industry professionals is used to appraise the 30 prevalent causes of time-cost overruns according to frequency, effectiveness and importance indices. The data are then subjected to Spearman’s rank correlation tests and exploratory factor analysis.

Findings

Using the importance index, which assimilates both frequency and effectiveness indices, the criticality of knowledge and experience in the overall context is seen as fundamental for addressing the contractor’s faulty planning and scheduling, construction mistakes and defective work, site management and supervision, delayed/slow decision-making, incomplete drawings and design documents and change/variation orders. Spearman’s rank correlation tests indicate a good consensus of perceptions among the key parties involved. Next, an exploratory factor analysis uncovers six underlying knowledge-based factors affecting construction performance, relating to inaccurate resource estimates, design changes, resource shortages, lack of experience, incompetence and mistakes and defects.

Originality/value

The study draws out the repercussions of the hitherto limited research into the deficiencies in knowledge and experience in undertaking construction projects to enhance performance using knowledge management functions.

Purpose

A major concern for construction professionals at the rural road agency in Ghana is the problem of fixing contract duration for bridge construction projects in rural areas. The purpose of the study was to develop a tool for construction professionals to forecast duration for bridge projects.

Design/methodology/approach

In all, 100 questionnaires were distributed to professionals at the Department of Feeder Roads to ascertain their views on the work items in a bill of quantities (BOQ) that impact significantly on the duration of bridge construction projects. Historical data for 30 completed bridge projects were also collected from the same Department. The data collected were executed work items in BOQ and actual durations used in completing the works. The qualitative data were analysed using the relative importance index and the quantitative data, processed and analysed using both the stepwise regression method and artificial neural network (ANN) technique.

Findings

The identified predictors, namely, in-situ concrete, weight of prefabricated steel components, gravel sub-base and haulage of aggregates, used as independent variables resulted in the development of a regression model with a mean absolute percentage error (MAPE) of 25 per cent and an ANN model with a feed forward back propagation algorithm with an MAPE of 26 per cent at the validation stage. The study has shown that both regression and ANN models are appropriate for predicting the duration of a new bridge construction project.

Research limitations/implications

The predictors used in the developed models are limited to work items in BOQs only of completed bridge construction projects as well as the small sample size.

Practical implications

The study has developed a working tool for practitioners at the agency to forecast contract duration for bridge projects prior to its commencement.

Originality value

The study has quantified the relationship between the work items in BOQs and the duration of bridge construction projects using the stepwise regression method and the ANN techniques.

Abstract

Purpose

The purpose of this paper is to investigate how emotional experience factors affect the obligation-related commitment. The emotional experience factors consist of positive factor, job satisfaction and negative factor, and emotional exhaustion from the study of Wong and Tay (2010); both facets have been studied with affective commitment but yet lack of study about normative commitment. Affective and normative commitments are both components of organizational commitment; while affective commitment refers to the intention of keeping the position because of the desire but not by any other attachment, whereas normative commitment is defined as staying for the reasons related to obligation. Also, by applying withdrawal construct of validation of job-hopping behavior, a connection was constructed between normative commitment and the two separated motives of job-hopping behavior, advance motive and escape motive (Lake et al., 2017).

Design/methodology/approach

To achieve such objectives, quantitative research is implicated using the primary data collected from online and offline surveys from employees who are currently working in many information technology (IT)-related companies in Ho Chi Minh City. As for analyzing tactic and method, SmartPLS software is applied to ensure the reliability and validity of the factors as well as confirming the significant and developing the hypotheses from the proposed construct.

Findings

The findings reveal the significant affect from workplace escape motive that leads to the behavior of job hop, but not from the career enhancement. The result also revealed the effect of indebted obligation when most of the employees maintain the low level of normative commitment and the proper increase in emotional exhaustion and job satisfaction can help to improve the normative commitment of such employees.

Originality/value

This study makes its contribution and recommendations to human resource management in IT industry.

Abstract

Purpose

The purpose of this paper is to examine different possible issues that can contribute to cost escalations in pharmaceutical capital projects and identify remedial measures to control them.

Design/methodology/approach

The study is supported by a detailed survey performed around some big pharmaceutical companies of Indian sub-continent. Various issues that lead to cost escalations of projects have been identified. Both exploratory and confirmatory factor analyzes have been applied to the feedback data.

Findings

The study derived and validated four prominent factors leading to cost escalations. The paper discusses these factors along with the remedies identified to control project cost. Convergent and discriminant validity have been well established for the model.

Research limitations/implications

The data needful for the study were collected from only four big pharmaceutical companies established in Southern India. Through frequent and elaborate interactions with senior project managers of those companies, it became possible to get a consolidated list of reasons that contribute to cost escalations in pharmaceutical projects. The list and the feedback data may be more exhaustive if some more companies would have been surveyed. Future research is committed to cover some more notable pharmaceutical companies both nationally and internationally and enhance the sample size. This would add more strength to the analysis and derive more consistent and validated results.

Practical implications

This study provides necessary support to the project people to analyze different issues that stand as hurdles for project success and enable them to look for remedies to resolve them. The results would help the project managers to enhance their awareness in controlling the project costs. The study stands as a stepping stone and a roadmap to embed further research in this direction.

Originality/value

Since several significant issues impact the progress of the projects, this work focussed on analyzing cost-related issues in projects; since there is meager research work done in the area of pharmaceutical project management, as an attempt to fill the research gap, this work carried out detailed analysis of different issues leading to cost escalations in pharmaceutical capital projects; factor analysis, including exploratory and confirmatory, has been applied to the data collected and several important factors derived and the measurement model well validated; the research work was done in close interaction with the project people working in four big Indian pharmaceutical companies and useful information was collected; in addition to generation of important factors from the factor analysis, the study was further extended to collect various remedies to mitigate the issues that lead to cost escalations; the research work has enough strength to act as a role model to motivate researchers and project people to further their research on other issues and also refine the present work.

Abstract

Purpose

Petrochemical projects play a very important role in the economic development of Vietnam. For the past ten years, many large-scale petrochemical plants have been developed using the engineering, procurement and construction (EPC) project delivery system for completing the project faster. However, many projects have suffered from schedule delays. In order to solve the delay problem, a clear understanding of the EPC business model and its delays problems are studied in this research. A qualitative research method by using case study on selected EPC projects was adopted. This paper aims to define the current business models used in the Vietnamese petrochemical industry and explores the root cause of delays.

Design/methodology/approach

The research methodology used in this study is multiple case studies by purposive sampling on EPC projects. This is chosen due to the limited number of EPC projects in petrochemical in Vietnam and to obtain schedule delay factors from both delayed and on-time projects. In this purposive sampling, the researcher decided on what needs to know and sets out to find the people who can and are willing to share their information. From each project, project manager and project engineer were interviewed to understand the delay factors in their EPC projects. Data from the interview were analyzed by using “pattern coding” described by Miles and Huberman. Then, cross-case analysis was used to identify the common and unique factors occurring in each case. By comparing the three cases, the authors can identify the delay factors in EPC petrochemical in Vietnam.

Findings

By interviewing the management level officers in three cases and performing exploratory work on the secondary data, it was observed that the local and foreign contractors of EPC projects in Vietnam have generally similar business process. Then, the codes were grounded based on the EPC business process, and subjected to the cross-case analysis. The root cause of problems in each phase was provided.

Originality/value

The paper fulfills an identified root cause of EPC projects in Vietnam.

Abstract

Purpose

The purpose of this paper is to investigate the major challenges faced by Chinese international contractors (CICs) in the Malaysian construction industry.

Design/methodology/approach

An exploratory sequential mixed-methods research approach was adopted where following a detailed literature review and semi-structured interviews with local professionals, 20 prevalent challenges experienced by CICs are identified. Subsequently, a questionnaire survey was used to elicit the views of 100 construction practitioners. Descriptive statistics were used to prioritise the challenges, while exploratory factor analysis was conducted to uncover the underlying factors.

Findings

The five most crucial challenges identified relate to: changes of regulation, cost control, contract clauses, language barrier and quality control. Exploratory factor analysis revealed four major underlying dimensions of these challenges, in connection to financial and government policy management, organisational performance management, supplier relationship management and cross-cultural management.

Research limitations/implications

The challenges are considered primarily involving CICs in the context of Malaysia; further work can be extended to Western or other East Asian, such as Japanese and Korean, international contractors undertaking construction projects in Malaysia or selected developing countries around the region.

Practical implications

This study will benefit professionals involved with China-backed construction projects in countries sharing demographics and socio-economic characteristics akin to Malaysia. The outcome of the study is expected to facilitate project managers to devise proactive risk-mitigation measures to reduce the impact of these challenges and to improve project delivery.

Originality/value

The paper examined the challenges faced by CICs in the Malaysian context. This is a timely study, as China’s Belt and Road Initiative will provide considerable opportunities for Chinese companies in Malaysia.
