Abstract

Purpose

This paper aims to address research gaps around third party data flows in education by investigating governance practices in higher education with respect to learning management system (LMS) ecosystems. The authors answer the following research questions: how are LMS and plugins/learning tools interoperability (LTI) governed at higher education institutions? Who is responsible for data governance activities around LMS? What is the current state of governance over LMS? What is the current state of governance over LMS plugins, LTI, etc.? What governance issues are unresolved in this domain? How are issues of privacy and governance regarding LMS and plugins/LTIs documented or communicated to the public and/or community members?

Design/methodology/approach

This study involved three components: (1) An online questionnaire about LMS, plugin and LTI governance practices from information technology professionals at seven universities in the USA (n = 4) and Canada (n = 3). The responses from these individuals helped us frame and design the interview schedule. (2) A review of public data from 112 universities about LMS plugin and LTI governance. Eighteen of these universities provide additional documentation, which we analyze in further depth. (3) A series of extensive interviews with 25 university data governance officers with responsibilities for LMS, plugin and/or LTI governance, representing 14 different universities.

Findings

The results indicate a portrait of fragmented and unobtrusive, unnoticed student information flows to third parties. From coordination problems on individual college campuses to disparate distributions of authority across campuses, as well as from significant data collection via individual LTIs to a shared problem of scope across many LTIs, the authors see that increased and intentional governance is needed to improve the state of student privacy and provide transparency in the complex environment around LMSs. Yet, the authors also see that there are logical paths forward based on successful governance and leveraging existing collaborative networks among data governance professionals in higher education.

Originality/value

Substantial prior work has examined issues of privacy in the education context, although little research has directly examined higher education institutions’ governance practices of LMS, plugin and LTI ecosystems. The tight integration of first and third-party tools in this ecosystem raises concerns that student data may be accessed and shared without sufficient transparency or oversight and in violation of established education privacy norms. However, these technologies and the university governance practices that could check inappropriate data handling remain under-scrutinized. This paper addresses this gap by investigating the governance practices of higher education institutions with respect to LMS ecosystems.

Abstract

Purpose

The protection of industrial heritage emerged as a major concern when those buildings and installations representative of the industry, became at risk. North Africa, considered the geographical gateway to European countries, experienced enormous industrial activity during the French colonial era. Industrial buildings such as the flour mills, were built during this era of colonial rule. Today, a lack of legislation concerning industrial heritage has left this type of buildings with no protection, leading this paper to a preservation process. The aim of this paper is to locate and identify the flour mills of the 19th and 20th centuries in Algeria.

Design/methodology/approach

This research consists of cross-referencing data from archived documents against the geographical location.

Findings

The results obtained are the first step in the process of preservation. The success of this research can be summarized as follows: identification of 88.46% of the flour mills in Algeria by means of the inventory data collected, and their location, with the use of a crisp logic, the remaining 9.62% with the use of fuzzy logic by the attribution of a “fuzzy radius” with a total localization and identification of 98.08%.

Originality/value

The use of both crisp (Boolean) and fuzzy logic as part of the geographical localization method.

Abstract

Purpose

This paper aims to explore the strategic and evolving role of human resource management (HRM) directors within the context of underdeveloped institutional arrangements. The study focuses on India and conducts a comparative analysis of the roles of HRM directors in both multinational enterprises (MNEs) and domestic firms.

Design/methodology/approach

Survey-based data from the HRM directors of 252 enterprises were gathered for the comparative analysis, including both multinational and domestic enterprises.

Findings

HRM directors in MNEs lack the proficiency required to effectively fulfil their strategic role. In addition, there has been a notable shift in the responsibilities of HRM directors in MNEs, with increased emphasis on labour movements and trade union negotiations, as opposed to traditional human resource (HR) activities. This shift suggests that the role of HRM in MNEs operating in India has been influenced by local isomorphic forces, rather than following a “pendulum swing” between home and host country institutional pressures. The prevalence of informality in the Indian institutional arrangements may act as a strong counterforce to integrating the strategic agency of MNEs' home country HRM directors into the organizational structure. Despite facing resistance from the local institutional context, HRM directors in MNEs are responding with a pushback, prioritizing labour movements and trade union negotiations over core HRM activities.

Research limitations/implications

The study highlights the broader implications for theory and practice, shedding light on the challenges faced by HRM directors in navigating incoherent institutional arrangements. It emphasizes the need for a deeper understanding of local forces in shaping HRM practices within multinational settings.

Originality/value

We contribute to the comparative HRM literature by elaborating on power struggles that HRM directors face amid the dichotomies of formal power and authority that are encoded in the organizational structure versus culturally contingent power that can be accrued from engaging in informality. We also highlight their engagement in prolonged institutional mediation and change, which serves as a compensatory mechanism for the institutional shortfalls they encounter within the context of emerging markets.

Abstract

This paper focuses on governance in higher education in China. It sees that governance as distinctive on the world scale and the potential source of distinctiveness in other domains of higher education. By taking an historical approach, reviewing relevant literature and drawing on empirical research on governance at one leading research university, the paper discusses system organisation, government–university relations and the role of the Communist Party (CCP), centralisation and devolution, institutional leadership, interior governance, academic freedom and responsibility, and the relevance of collegial norms. It concludes that the party-state and Chinese higher education will need to find a Way in governance that leads into a fuller space for plural knowledges, ideas and approaches. This would advance both indigenous and global knowledge, so helping global society to also find its Way.

Abstract

Purpose

The paper aims to review rules and policy guidelines worldwide around non-personal data (NPD) and evaluate the policies on criteria that allow for the use of data for economic and social good. A review related to diverse policy approaches of various countries remains a research gap, and hence the analysis in the paper is designed with the intention of developing a research framework and providing policy gaps for further exploration.

Design/methodology/approach

A systematic review of academic and non-academic literature on theoretical foundations, applications of NPD for economic and social good and NPD policies and regulations was conducted to identify the evaluation criteria. A total of 32 dimensions got identified for evaluation. As second step, content analysis was used for evaluation. A total of 13 documents from 6 countries and 1 geographical region were identified for evaluation. The documents were evaluated based on the 32 dimensions spread across 5 domains that facilitate data access and sharing for economic and societal benefit.

Findings

The analysis highlights three distinct emerging perspectives on data exchange: most policy and regulatory documents acknowledge the importance of identifying different types of NPD and accordingly describing the distinct roles and responsibilities of data actors for leveraging the data; the policy and regulatory frameworks clearly focus on increasing business opportunities, data sharing cooperation and innovation; and findings also demonstrate certain gaps in the policy frameworks such as a more comprehensive discussion on data access and sharing mechanisms, particularly data sandboxes and open data, and concrete norms and rigorous standards regarding accountability, transparency, ownership and confidentiality. Furthermore, policies and regulations may include appropriate incentive structures for data providers and users to ensure unhindered and sustainable access to data for the common good.

Originality/value

To the best of the authors’ knowledge, this paper represents one of the first research contributions evaluating global data policies focused on NPD in the context of its increasing use as a public good. The paper first identifies evaluation criteria for the analysis on public and social good, and, thus, provides a conceptual framework for future research. Additionally, the analysis identifies the broad domains of policy analysis on social and public good for data economics.

Purpose

Do corporate social responsibility (CSR) practices necessarily increase their social capital? The key to answering this question lies in understanding the impact of the interactive behavior of CSR and social capital on the sustainable operation and development of enterprises. This paper finds that existing studies cannot accurately describe the inherent interaction between CSR and social capital, and the results verified by econometric models are often abstract and do not adequately reflect the actual business situation of enterprises.

Design/methodology/approach

This article tries to make a breakthrough in two aspects: the article identifies the common practice object of CSR and social capital by using the “stakeholder” mechanism and puts forward the hypothesis of the relationship between CSR and social capital by observing the interaction behavior between enterprises and stakeholders; based on the perspective of sustainable development, the article proposes the elements of “trust, norm and rationality,” analyzes the behavioral choices of enterprises in social responsibility practice and social capital accumulation and clarifies the inherent relationship between them.

Findings

The article points out the impact of the multifaceted nature of the relationship between CSR practices and social capital enrichment on the sustainable development of enterprises and proposes that manufacturing enterprises in transformation and innovation should be analyzed using an objective position rather than value judgment.

Originality/value

This paper synthesizes the assessment data from the questionnaire, interview data and sustainability analysis to answer the questioning of existing research: CSR does not necessarily increase corporate social capital, and the relationship between the two is complex and multifaceted, depending on the specific target and business state of the company. The focus of this paper is to analyze in detail the three relationship assumptions that form when companies interact with their stakeholders, based on the sustainability perspective of “trust,” “norms” and “rationality.”

Purpose

The literature on how emerging market multinational enterprises (EMNEs) overcome the liability of emergingness/origin has sidestepped a prerequisite for any efforts to overcome liability, namely, corporate compliance. The authors argue that EMNEs build corporate compliance capability as a knowledge-based firm-specific advantage (FSA) to adapt to institutional norms in advanced economies. In this study, the authors empirically examine the intricate relationships between corporate compliance capability and performance in the US subsidiaries of Chinese firms.

Design/methodology/approach

In this study, the authors use survey data to empirically examine the intricate relationships between corporate compliance capability and performance in the US subsidiaries of Chinese firms.

Findings

The findings reveal a positive relationship between corporate compliance capability and subsidiary performance, as mediated by local financing.

Originality/value

The study suggests that corporate compliance capability helps a subsidiary gain legitimacy, which leads to local resource acquisition and utilization. Corporate compliance capability thus serves as a source of a knowledge-based FSA for EMNEs in developed economies.

Abstract

Purpose

This paper introduces a new set of equity and rights-based principles for health data governance (HDG) and makes the case for their adoption into global, regional and national policy and practice.

Design/methodology/approach

This paper discusses the need for a unified approach to HDG that maximises the value of data for whole populations. It describes the unique process employed to develop a set of HDG principles. The paper highlights lessons learned from the principle development process and proposes steps to incorporate them into data governance policies and practice.

Findings

More than 200 individuals from 130 organisations contributed to the development of the HDG principles, which are clustered around three interconnected objectives of protecting people, promoting health value and prioritising equity. The principles build on existing norms and guidelines by bringing a human rights and equity lens to HDG.

Practical implications

The principles offer a strong vision for HDG that reaps the public good benefits of health data whilst safeguarding individual rights. They can be used by governments and other actors as a guide for the equitable collection and use of health data. The inclusive model used to develop the principles can be replicated to strengthen future data governance approaches.

Originality/value

The article describes the first bottom-up effort to develop a set of principles for HDG.

Abstract

Purpose

Corporate entrepreneurship (CE) has attracted considerable attention worldwide, and the challenges of managing employees’ entrepreneurial behaviours are increasingly recognised. However, the paucity of research on managers’ entrepreneurial behaviour in the United Arab Emirates multinational corporate environment creates a salient gap in the current understanding of how national and organisational cultures that not always align frame the critical problems of CE. This study aims to fill this research gap by examining multinationals’ CE antecedents drawing on an institutional perspective in Dubai.

Design/methodology/approach

The author conducts 54 in-depth interviews with middle managers in multinational enterprises. This study adopts a multiple case study research design to reveal whether an emergent discovery is exclusive to a particular case or is consistently replicated by multiple cases. The author has used abductive reasoning to systematically integrate analytical framework deduction with raw data induction.

Findings

This study’s findings indicate that CE in Dubai is ineffective and fragmented. Arguably, the cultural background of employees creates different circumstances and determinants of entrepreneurial behaviour. Hence, CE may not achieve epitome competencies without identifying multicultural nuances in an organisational context.

Originality/value

Existing research has placed relatively little emphasis on the role of individual national culture in multinational enterprises. This study’s results offer potentially valuable implications for theory, practice and future research addressing other emerging countries. This model presents a distinct CE architecture with compelling evidence for national culture (at the macro level), organisational culture, Corporate Entrepreneurship Assessment Instrument and emergent factors (at the meso level) and individual middle managers' real-life experience (at the micro level).
