Abstract
Recent developments in media technology have led some within the communications policy field to question traditional approaches to localism and its continued viability as a meaningful policy principle. In response to this potential turning point, this paper explores the underlying rationales for localism and examines the principle’s relevance in an era when media technologies are less restrained by geographic barriers. In terms of its underlying rationales, it is clear that the principle need not be entirely abandoned. The traditional “spatial” conceptualizations and applications of the localism principle still have relevance. If it can be expanded to account for alternative definitions of community, the principle will remain an important principle for communications policymakers and policy analysts.

Abstract
Purpose
The purpose of the paper is to analyze the challenges brought by the localist faction to the traditional democratic camp in order to examine the risks and opportunities for the pan-democratic camp in the democratization process.
Design
The methodologies used for the paper were documentary analyses to examine the theory and practice of localism in the political context of Hong Kong and the election data analyses to study the electoral performances of localist and traditional democratic camps in the 2015 District Council and 2016 Legislative Council elections.
Findings
The paper found that firstly mainland–Hong Kong conflicts were the nurturing ground for emergence of localism in Hong Kong. Secondly, the ideology of localism in the context of Hong Kong connotes an anti-China element in the protection of Hongkongers’ identity, interests, and values. Thirdly, the growth of localist camp was rapid as evidenced in the 2015 and 2016 elections. Fourthly, localism presented both challenges and new opportunities for the pan-democratic camp in the democratization process.
Originality
The paper was the product of an original research project that examined the ideology of localism and the challenges brought by localism to the pan-democratic camp to reflect on the implications for the democratization process.

Abstract
Purpose
The purpose of this paper is to trace the changing pattern of identity politics in Hong Kong Special Administrative Region (HKSAR). It shows that in response to the massive urban renewal projects in the 2000s, “civic localism” in the form of cultural preservation movement emerged to protect local community culture against the government-business hegemony. However, due to the deepening of social integration between Hong Kong and the mainland, a new “anti-mainland localism” emerged in the 2010s against the influx of mainlanders. In 2015–2016, as a result of Beijing’s active interference in Hong Kong affairs, localism is further transformed to Hong Kong “independence.”
Design/methodology/approach
This paper uses a historical methodology to trace the changing pattern of identity politics in Hong Kong after it becomes a special administrative region of China in 1997.
Findings
It shows how the interaction among the following three factors has shaped the pattern of localism in Hong Kong: macro historical-structural context, social movement dynamics and the response of Hong Kong and mainland government.
Practical implications
This paper argues that Beijing’s hardline policy toward Hong Kong localism may work in the short run to all push the pro-independence activities underground. However, unless the structural contradiction of the HKSAR is resolved, it seems likely that anti-mainland localism and Hong Kong independence sentiment and movement will come back with a vengeance at a later stage.
Originality/value
The literature tends to discuss Hong Kong localism in very general terms and fails to reveal its changing nature. This paper contributes by distinguishing three different forms of localism: civic localism in the mid-2000s, anti-mainland in the late 2000s and early 2010s, and independence after 2016. It shows how the macro historical-structural transformation, social movement dynamics and the responses of the Hong Kong SAR government and Beijing government have led to the changes of civic localism to anti-mainland localism, and finally to independence.

Abstract
Purpose
Localism refers to a concept that encourages local production, consumption and promotion of goods. It is a movement to encourage consumers and businesses to purchase from locally owned, independent businesses that has grown rapidly in the past decade. However, localism remains understudied by researchers. This study aims to provide a more comprehensive understanding of the localism movement by capturing the dynamism of fashion localism in the context of the Sri Lankan fashion retail sector.
Design/methodology/approach
Adopting a qualitative exploratory approach, the authors conducted a series of in-depth interviews with 12 fashion practitioners.
Findings
Based on the findings, the authors propose a conceptual model of fashion localism consisting of eight themes: fashion localism design approach, locally sourced staples, land ethic, employee development, community development, consumer, regulations and limitations and future opportunities.
Originality/value
This research sheds some light on localism literature by capturing the dynamism of fashion localism. In particular, to the best of the authors’ knowledge, this research is the first study in marketing to propose a conceptual model of fashion localism. This research further points out certain managerial implications by illustrating a few practical approaches to the concept of localism within the Sri Lankan fashion retail sector.

Abstract
Purpose
The purpose of this paper is to analyze some barriers and the “drivers of localism” during the long-term disaster recovery process. The main question is: what types of discourses and practices about localism are being heard and revealed in the frontline?
Design/methodology/approach
Fieldwork, which was conducted from January 2010 to June 2013, consisted of participant observation and qualitative data collection. The authors opted for an approach that privileges narrative and observation, dialoguing with participants to gather local knowledge and information. Data were analyzed in light of the disaster recovery literature, focusing on disaster recovery as an expression of power relations.
Findings
Localism has been framed in diverse ways according to the interests of social groups placed in contextual meanings and, sometimes, in different phases of risk and disaster management. One important driver of localism is disaster narrative framing that allowed identification of how localism is composed, by whom and how.
Research limitations/implications
One important aspect that needs further research is longitudinal studies to investigate how the barriers are changing between the generations, and how intergenerational dialogues can be promoted to sustain long-term participation and localism.
Originality/value
This study recommends the need to identify who is talking about the importance of local and how localism has been framed in policy and action. It is important to empower localism in order to provide ways for local people sharing what is going on in the frontline. But it is also essential to provide funding and means of implementation for local initiatives regarding advocating, researching and proposing disaster recovery interventions led by people.

Aims to unpack the development and subsequent growth in the UK of so‐called new localism concepts and policies post‐1997.
Design/methodology/approach
Highlights both the political rhetoric and the practical applications of such policies. In this context, introduces the articles in this special issue which focus on various dimensions of new localism‐style policy, predominantly in the UK, but provide a series of arguments and illustrate a number of contradictions that are equally applicable in many Western countries.
Findings
Tension exists between centralising focus and constructing prescribed policy at national state level, and decentralising power and responsibility to a more inclusive group of stakeholders in order to develop increasingly nuanced and locally specific sets of regeneration priorities and outcomes.
Originality/value
The articles in this special issue illuminate a number of lessons for regeneration practitioners and managers, and for academics engaged in research and evaluation of public sector policy.

Abstract
Purpose
This research examines consumer assessments of brand value derived from the redeployment of brand-related assets following a crossborder acquisition (CBA). The current study synthesizes research on international marketing standardization/adaptation to the context of crossborder horizontal acquisitions as the market entry strategy to investigate consumer evaluations of the postacquisition choice of brand name and brand positioning.
Design/methodology/approach
A pretest and two studies were conducted in Taiwan to empirically examine effects from the theory-driven model of product legitimacy (PL) on an entity's postacquisition brand value, as well as any moderating effects of consumer localism.
Findings
Postacquisition brands were evaluated more positively when positioned in a manner that was in accordance with perceived PL. Consumer localism as another contingency factor reflected consumers' favorable attitude toward marketing adaptation following CBAs.
Originality/value
This article is a pioneering work to draw on the consumer perspective to investigate asset redeployments between the acquirer and target following a crossborder horizontal acquisition. Specifically, this research introduces PL as a contingency factor to examine consumers' evaluation of brand value, which is derived from the redeployment of brand name and brand positioning in the context of a developed-country firm's acquisition of an advanced emerging-market firm for entry into the market.

Purpose
The purpose of this paper is to analyse the obligations imposing localism and the presumption in favour of sustainable development in English planning law.
Design/methodology/approach
The paper uses doctrinal analysis to examine section 38 PCPA 2004 and the NPPF to assess whether the obligations are coherent when considered as stand-alone obligations, and whether they are compatible when combined. Case law and the statutory provisions are examined to assess this. Planning theory is also examined to bring a multidisciplinary focus to the analysis.
Findings
The paper concludes that there are problems with these legal obligations when considered as stand-alone obligations. There is imprecision over the meaning of key terms; the “presumptions” established do not operate as true presumptions; and there is an ambiguity as to the hierarchy of norms and the allocation of decision-making control. When combined, the incoherence increases. It is argued that this occurs thanks to underlying disagreements in key concepts in planning theory.
Originality/value
This paper examines the new structures of planning law introduced under the Localism Act 2011 and the NPPF and considers how this structure works in practice. It does so from the multidisciplinary viewpoint of planning law and planning theory and links these two approaches. This is not replicated elsewhere in the literature. It considers in detail the ensuing case law, and the contradictions that appear. Again, there is little surveying the overall framework of planning law in the UK.

Abstract
Purpose
Within the context of recent post-localism developments in the English local government, this paper aims to show, first, how management controls have become more enabling in response to changes in rules of public sector corporate governance and, secondly, how changes in management control systems gave rise to new corporate governance practices.
Design/methodology/approach
Theoretically, the paper mobilises the concept of enabling control to reflect on contemporary changes in public sector corporate governance. It draws on the International Federation of Accountants’ (IFAC) and Chartered Institute of Public Finance and Accountancy’s (CIPFA) new public sector governance and management control system model and data gathered from a longitudinal qualitative field study of a local authority in North East England. The field study used interviews, observation and documentation review.
Findings
This paper suggests specific ways in which the decentralisation of policymaking and performance measurement in a local authority (present case) gave rise to enabling corporate governance and how corporate governance and management control practices went some way to aid in the pursuit of the public interest. In particular, it shows that the management control system can be designed at the operational level to be enabling. The significance of global transparency for supporting corporate governance practices around public interest is observed. This paper reaffirms that accountability is but one element of public sector corporate governance. Rather, public sector corporate governance also pursues integrity, openness, defining outcomes, determining interventions, leadership and capacity and risk and performance management.
Practical implications
Insights into uses of such enabling practices in public sector corporate governance are relevant for many countries in which public sector funding has been cut, especially since the 2007/2008 global financial crisis.
Originality/value
This paper introduces the concept of enabling control into the public sector corporate governance and control debate by fleshing out the categories of public sector corporate governance and management control suggested recently by IFAC and CIPFA drawing on observed practices of a local government entity.
