Abstract
Purpose
This study aims to explore residents’ trust in local government councils and to examine the effect of political efficacy and good governance on that trust and on the performance of local government councils in an emerging nation.
Design/methodology/approach
Data were analysed using qualitative and quantitative research designs. Firstly, a thematic analysis was performed to explore residents’ trust in local government councils and compare it with the data gathered in the literature review. Thereafter, a partial least squares-structural equation modelling (PLS-SEM) approach was used to investigate the hypothesised linkages.
Findings
The thematic analysis of the face-to-face semi-structured interviews discovered four themes (trust, performance, political efficacy and good governance). Additional analysis of these themes via the PLS-SEM approach revealed good governance to be the most influential factor in promoting residents’ trust in local government councils. Political efficacy was the second most influential factor. Residents expect local government councils’ officers to demonstrate a strong commitment to the rule of law and comply with all relevant laws and regulations.
Practical implications
Local government councils should openly accept residents’ requests and suggestions, be more flexible in policy delivery and be responsive to policy demands given the relatively small constituencies and greater policy latitudes. Multiple avenues should be available for interaction between residents and local government councils in the mission to achieve sustainable urban growth.
Originality/value
This study is unique in that it advances existing research that is lacking in the context of the Malaysian local government council. The result alerts are crucial in that they alert local government councils to the need for high levels of governance and accountability in terms of resident support to gain more trust and confidence.

Abstract
Purpose
The study investigates the influence of financial transparency on citizens' trust and revenue paying behaviour of citizens of local governments in sub-Saharan Africa. It relies on the theories of stewardship and public choice in explaining the relationship between financial transparency, trust and willingness to pay.
Design/methodology/approach
The study applied a Partial Least Square Structural Equation Model (PLS-SEM) to survey data of 404 respondents selected from four Metropolitan and Municipal Assemblies of Ghana to test the hypotheses of the study.
Findings
It establishes the fact that financial transparency positively influences trust of citizens in local government and their willingness to pay taxes and levies. The study also found that both financial transparency and trust are low in the local governments of Ghana.
Practical implications
The study emphasises the importance of financial transparency in improving trust and willingness to pay. Thus, local governments are encouraged to seek innovative ways to enhance the quality and access to financial information by the citizens.
Originality/value
While prior studies focus on the measurement and determinant of financial transparency, this study links financial transparency to revenue mobilisation in the local government of sub-Saharan Africa.

Abstract
Purpose
This study aims to examine the causal factors of customer motivation, trust and loyalty, influencing the level of repurchase intentions of local tourists travelling during pandemic COVID-19 crisis in Thailand.
Design/methodology/approach
The population of this study comprised all Thai local tourists travelling in Thailand. Using simple random sampling of local tourists on travel in Thailand, quantitative data were collected from 500 tourists as the sampling, representing Northern Thailand, North-Eastern Thailand, Central Thailand, Southern Thailand and Bangkok. Path analysis, including correlation matrix and factor confirmation, was used to test the causal factors influencing the level of repurchase intentions.
Findings
Motivation trust, customer trust, customer loyalty and repurchase intentions of Thai domestic tourism were on a high level. In addition, there were positive influences of customer motivation, trust and loyalty on the level of repurchase intentions by local tourists travelling in Thailand.
Originality/value
The study results demonstrate that the social exchange theory can be used to explain the influences of customer motivation, customer trust and loyalty on repurchase intentions of domestic Thai tourism.

Abstract
Purpose
Public organizations are constantly offered new ideas and concepts that involve a substantial investment of resources when it comes to translating them into organizational practice. An especially powerful group of such concepts in the discourse of organizations comprises so-called “magic concepts” that both pose opportunities and challenges for public leaders trying to translate them. Although critical discussion about the value of popular concepts has been intense in existing research, there is still little knowledge about the factors that determine why some magic concepts have a pervasive influence, while others quickly go out of fashion and leave little trace in organizational practice. The paper aims to discuss these issues.
Design/methodology/approach
By combining insights from public leadership theory, implementation theory, institutional theory and organizational psychology, this paper outlines four dimensions that are central to the robustness of the organizational translation of magic concepts. The paper develops a conceptual model labeled “The Translational Diamond,” which suggests that the robust translation of organizational concepts depends on the level of both strategic and local anchoring, as well as the interplay between reflection and experimentation in the translation process. The Translational Diamond is applied in two embedded case studies, which offer insight into the variance between two organizational departments attempting to translate the same magic concept.
Findings
A central argument in the “translational diamond” is that bigger, balanced diamonds reflect more robust translations than smaller, warped diamonds. The results support this assumption. Although the translation of trust involves challenges in both departments, there are much more severe difficulties in the social department, which is characterized by a notably smaller and much more warped diamond than the health and care department.
Research limitations/implications
While this paper argues that strategic and local anchoring and the interplay between reflection and experimentation play a crucial role in the translation of magic concepts, there may be other factors at stake in the process. For example, Røvik argues that the skill of the individual translators engaged in the process is important for creating a robust translation (Røvik, 2007). In addition, magic concepts are potentially involved in a power battle with other magic concepts that are constantly competing for organizational attention (Hood, 2005). Such power dynamics may substantially influence actors’ engagement in translation, but are not within the scope of this paper.
Practical implications
For public leaders, the translational diamond may serve as a conceptual framework that can spur their understanding of, and reflection about, how to support the translation of magic concepts in their organization. For example, archetypically warped diamonds can illustrate the problems that might occur if translation is not sufficiently anchored in all four dimensions. Translating organizational concepts involves respect for the inherent dilemmas of securing a balance between strategic and local perspectives, as well as the strengths of securing feedback loops between reflection and experimentation. These dimensions will not necessarily be equally balanced at all times in the process of translating magic concepts. The conceptual model of the translational diamond may help leaders to understand the current status of a translation and guide them in their endeavor to support a better balance.
Originality/value
While symbolic change may serve other organizational purposes than effectiveness, this paper addresses the under-studied question of how organizational concepts are translated robustly into practice. The originality of the “translational diamond” is its focus on “how” rather than “whether” the translation of magic concepts should be attempted. In addition, the diamond’s integration of theoretical constructs from leadership theory, implementation theory, institutional theory and organizational theory offers a more nuanced understanding of central dimensions impacting organizational translation at a practical level.

Abstract
Examines the reform of NHS employment practices focusing on managerial attempts to alter pay and working practices within NHS Trusts. It draws on case study evidence to illustrate the difficulties that have confronted managers in making radical changes in employment practices. It is argued that, despite important changes in working practices, the possibilities for a more strategic approach towards the management of staff in the NHS remains heavily constrained by central government intervention which reduces management autonomy at Trust level. After considering the implications for NHS employment practices of the NHS reforms, case study evidence from an acute trust hospital of pay determination and work organisation reform is assessed. Concludes by placing these findings in a wider context, including the prospects for employment practice reform under a Labour government.

Abstract
Purpose
Trust and culture are common themes in leadership literature and research. The purpose of this paper is it to describe an emergent model of trust-culture leadership from the comments of local government managers in the USA. The environment of local government requires a level of trust between government and citizens. Comments from local government managers suggest trust is also a component of leading public organizations. The elements of the model culled from practical insights serve to both verify and elucidate much of what is found in leadership theory in a local government context.
Design/methodology/approach
This research is based on qualitative interviews of practicing local government managers coupled with an analysis of essays on leadership also written by local government managers.
Findings
The research indicates eight elements of a model divided into three categories (descriptions of leadership in practice, tools and behaviors, and approaches to followers) that help to both describe and perhaps prescribe the work of trust-culture leadership in a local government context.
Originality/value
While some of what is summarized below is found in leadership literature already, the fact that these elements of leadership are intuitive to local government managers and internalized in their practice is significant. Linking both trust and culture in leadership literature is limited, and linking them both to the practical insights of public managers is even more unique. The findings verify that public leaders at the local level actually engage in leadership of a particular sort, that of trust-culture leadership. It highlights the priority of trust in local government administration. The elements of the model serve to offer public managers specific things to focus on to promote trust-culture leadership and suggest to public leadership scholars specific avenues for further investigation.

The purpose of this paper is to explore the relationship between trust and contract in the context of externalized local public services provision.
Design/methodology/approach
A multi-theoretical framework is used to analyse different combinations of control mechanisms (i.e. trust and contract) with reference to three cases of externalized water service provision in Estonia consisting of inter-organizational relationships between local governments and water companies with different ownership structures (public, private and mixed public-private).
Findings
The relationship between trust and contract, which can either be substitutes or complements, or eventually erode each other, is contingent upon the capacity of interacting individuals (and related organizations) to keep interests aligned in water services provision.
Originality/value
The relationship between trust and contract is analysed by considering the interactions between key actors within the underlying governance setting.

Purpose
The purpose of this study is to examine the effect of polarisation on trust in government.
Design/methodology/approach
The authors use the ordered probit technique to model trust as a function of polarisation and various control variables. The authors apply the instrumental variables approach to address potential endogeneity in polarisation, using ethnic diversity as an instrument.
Findings
The results reveal that an increase in polarisation reduces trust in central government. However, trust in local government is non-responsive to this polarisation. The estimations controlled for government performance, and the authors found a positive association between government performance and trust in government, which, however, does not alter the relationship between polarisation and trust in government.
Practical implications
In ethnically polarised nations, policymakers should consider decentralisation measures. This can help sustain trust and development support, particularly in regions where citizens prioritise ethnicity over nationality.
Social implications
The social implications of this research underscore the importance of promoting trust in government to foster social cohesion and stability, particularly in ethnically diverse societies.
Originality/value
The authors find that increased ethnic polarisation reduces trust in the central government, particularly among those prioritising their ethnicity over nationality. This adds a non-performance dimension to government trust literature, suggesting that policies focusing solely on performance may yield limited results. The research extends beyond central government trust to include local governments. Unlike central government, local government trust remains tied to performance attributes unaffected by polarisation. Hence, investing resources through local governments is a viable strategy for enhancing citizen support while mitigating polarisation’s adverse effects.

Purpose
This study aims to examine the relationship between the perceptions of local residents concerning political factors and support for tourism development in the Kashmir region.
Design/methodology/approach
Primary data have been collected (n = 650) from the residents of the top five tourist destinations (Pahalgam, Gulmarg, Srinagar, Sonamarg and Kokernag) through a pre-tested questionnaire by multistage sampling method. In presence of non-normal data, the partial least squares structural equation model is applied for analysis. The study is based on the theoretical framework of social exchange theory (SET) and institutional theory of political trust (ITPT).
Findings
Results suggest that trust in government, the perceived economic performance of government and level of power are negative determinants of support for tourism development, which nullifies SET for politically disturbed regions.
Originality/value
The results of this study are useful for the local government and tourism institutions in policy formation and fill the vast gap in tourism literature with a theoretical base. This study is also an addition to the existing literature on city tourism for the politically disturbed region.

Abstract
How much goodness do we expect from our neighbours? People living nearby might be locked with each other in interdependencies by spatial proximity but often do not know each other more personally. This chapter explores the question of how latent neighbourliness – an expectation that neighbours will have our back even though we might not know them – emerges. We draw on statistical analyses of survey data from four neighbourhoods in Berlin, Germany, and a pre- and post-COVID-19 methodology, therefore capturing a time when people were asked to stay home and within their neighbourhoods. Our findings demonstrate that latent neighbourliness is neither significantly associated with personal support from neighbours when facing important challenges, nor personal support experienced in the neighbourhood with others whom we know, but who are not neighbours (e.g., family members). Neither is latent neighbourliness a fixed attitude that can be explained by individual characteristics and/or positions (such as age, gender, education, income, one’s employment situation and others). In contrast, we find that, apart from individual generalised trust towards others, the neighbourhood setting itself shapes levels of latent neighbourliness among all demographics. Additionally, those with younger children show higher latent neighbourliness, most likely a result of moral geographies. We argue that caring for children in public and experiencing or displaying moral codes that others can read makes it easier to develop an expectation of goodwill (or for that matter, hostility) from neighbours, without having more durable ties to them.
