Abstract

Purpose

The purpose of this paper is to build possible future scenarios for indoor connectivity in a venue such as a university campus and build alternative value network configurations (VNCs) defining different local network deployment options, focused on the Finnish telecom market.

Design/methodology/approach

In this paper, Schoemaker’s scenario planning method (Schoemaker, 1995) is used to construct future scenarios and the VNC method of Casey et al. (2010) is used to build alternative VNCs. The paper studies the Aalto University campus network for current end-user data usage demand and the existing technology used in meeting the end-user needs and forecasts the demand for the next five years to understand the need for 5G.

Findings

This research concludes that with the provision of local spectrum licenses, there is an opportunity for venue owners to take the role of 5G local operator on the venue premises. Furthermore, it enables venue owners to collaborate with the incumbent mobile network operators (MNOs) in a neutral host model and provide venue-specific connectivity services.

Research limitations/implications

A detailed economic assessment for the network deployment in the campus is considered for future study.

Originality/value

Considering the provision for local spectrum licenses, this paper has taken a unique attempt in identifying the future scenarios for local 5G network operations. It provides a strategic direction for the venue owners in adopting 5G technology and whether to make 5G or buy 5G from MNOs.

Abstract

Purpose

An aspect of spectrum reform receiving increasing attention is the introduction of secondary markets for spectrum in order to enable more flexibility to reassign unused and underused spectrum to users that will use it more efficiently. This paper proposes to focus on the policy issues relating to the development of well‐functioning secondary markets for spectrum.

Design/methodology/approach

The paper reviews developments in the debate over secondary markets for spectrum. It draws together key elements from the academic literature, various government and government‐commissioned reports, and the practical experience of the few countries that have already introduced spectrum trading. There is considerable focus on concerns and potential costs relating to the introduction of spectrum trading and liberalisation. This has a constructive aim – to draw attention to the need to address such concerns in order to facilitate the development of spectrum trading.

Findings

While there is a persuasive case for spectrum trading, countries have been slow to introduce it because of a number of concerns. This paper identifies these concerns and the regulatory framework/policies needed to address them.

Originality/value

The paper distils the policy issues in the debate over spectrum trading and identifies the role that regulators will need to play in the introduction, facilitation and regulation of secondary markets for spectrum.

Abstract

Purpose

The article aims to review the history of 3G in the USA from the differing perspectives of the government, regulators and network operators, with the narrative based around the various spectrum bands that have been proposed for 3G at various times during the past decade.

Design/methodology/approach

This case study of the background to the development of advanced mobile data services in the USA is written from the perspective of someone familiar with the somewhat different processes evident so far in Europe. Contrasting the USA with Europe is of particular interest because it is the USA, perhaps surprisingly, that is suffering due to a somewhat laisse‐faire attitude to spectrum allocation in the past, whereas the elements of dirigisme in Europe have at least produced consistency, even if progress has been slow.

Findings

What is revealed is a not untypical story of the authorities trying to unwind decisions which seemed to be perfectly sensible at the time when they were taken, but have been overtaken by events (including new technologies) and hence are currently decidedly sub‐optimal. As ever, vested interests do not intend to make concessions without being paid off handsomely.

Originality/value

As things stand, 3G is a reality provided that it reuses existing 2G spectrum bands, but that does not present a blueprint for the future if the USA does not wish to be left behind.

Abstract

Purpose

Spectrum regulations have major impact on the development and deployment of innovative technologies. Current regulations for license-exempt radio spectrum generally are given in terms of technology-related criteria. This paper aims to propose a set of metrics that can be used to define technology-agnostic spectrum regulations which encourage rather than restrict technology innovation.

Design/methodology/approach

This paper builds on and expands two other papers on regulatory criteria for license-exempt spectrum which define metrics for spectrum loading and spectrum sharing efficiency. Here, we add metrics for Block Edge Masks and for medium access adaptivity. This gives a complete toolset for the management of radio spectrum.

Findings

Because of the diversity of use of license-exempt spectrum, performance criteria must be formulated in terms that abstract from the details of equipment properties. Instead, they must be formulated in terms of spectrum utilization dimensions: RF power, time and frequency occupation. The result is a concise set of metrics that can be applied to the regulation or management of shared spectrum.

Research limitations/implications

The mathematics used in this paper deal with high-level parameters and may ignore factors that are important in certain cases and may require refinement.

Practical implications

The implications of the proposed metrics include an increase emphasis on the objectives of spectrum policy and on measures to assure efficient spectrum utilization both within frequency bands and between adjacent bands.

Social implications

There are no social implications the authors are aware of.

Originality/value

The originality of this work lies in recognizing that the extreme variety of devices and mode of operation deployed in license-exempt spectrum calls for spectrum management criteria that are technology agnostic.

Abstract

Purpose

This paper aims to compare the costs of deploying different wireless terrestrial broadband technologies in the Andes and Amazon Regions of Peru. These areas are representatives of different and challenging geographic regions throughout the globe that currently are severely underserved or unserved for vital broadband services necessary to bridge the “Digital Divide”.

Design/methodology/approach

The broadband technologies studied include Wi-Fi, Worldwide Interoperability for Microwave Access (WiMAX), long term evolution (LTE), TVWS and new stratospheric platforms (super-pressure balloons). This study conducts a technical analysis (design and simulation) of wireless broadband networks, and a bottom-up engineering cost analysis to estimate and compare the deployment and operating costs of the networks over a 10-year period. The analysis also identifies potential regulatory barriers to deployment associated with spectrum allocation licenses and overbooking requirements intended to improve quality of service.

Findings

Comparison of the capital and operating expenses of these options over a 10-year period finds that LTE and Wi-Fi can be the lowest cost alternatives, though significantly, stratospheric balloons have the lowest initial costs for the first few years and can factor as a low-cost broadband catalyst early in deployment. Finally, the lowest cost technology broadband roadmap for the 10-year period is presented, which includes using stratospheric balloons (carrying micro-LTE base stations) for the first years and deploying complementary terrestrial LTE networks for the rest of the 10-year period.

Originality/value

This study presents detailed technical and engineering cost analysis results of wireless access network deployments, including advanced wireless technologies and new unmanned aerial systems, to expand broadband services to rural areas in mountainous (Andes Region) and rainforest (Amazon Region) geographies to reduce the digital divide in emerging countries. Results aim to aid governments, regulators, internet service providers (incumbents and competitive) and content providers to assess current alternatives to expand broadband service in these rural areas.
