Abstract

Purpose

This study aims to answer the question: What dynamic capabilities do diverse humanitarian organizations have?

Design/methodology/approach

We examine this question through the lens of dynamic capabilities with sensing, seizing and reconfiguring capacities. The research team interviewed 15 individuals from 12 humanitarian organizations that had (a) different geographic scopes (global versus local) and (b) different missions (emergency response versus long-term development aid). We also gathered data from secondary sources, including standard operating procedures, company websites, and news databases (Factiva, Reuters and Bloomberg).

Findings

The findings identify the operational and dynamic capabilities of global and local humanitarian organizations while distinguishing between their mission to provide long-term development aid or emergency relief. (1) The global organizations, with their beneficiary responsiveness, reconfigured their sensing and seizing capacities throughout the COVID-19 pandemic by pivoting quickly to local procurement or regional supply chains. The long-term development organizations pivoted to multi-year supplier agreements with fixed pricing to counter price uncertainty and accessed social capital with government bodies. In contrast, emergency response organizations developed end-to-end supply chain visibility to sense changes in supply and demand. (2) Local humanitarian organizations developed the capacity to sense demand and supply changes to reconfigure based on their experiential learning working with the local community. The long-term-development local organizations used un-owned and scalable relief infrastructure to seize opportunities to rebuild affected areas. In contrast, emergency response organizations developed their capacity to seize opportunities to provide aid stemming from their decentralized decision-making, a lack of structured procedures, and the authority for increased expenditure.

Originality/value

We propose a theoretical framework to identify humanitarian organizations' operational and dynamic capabilities, distinguishing between global and local organizations and their emergency response and long-term aid missions.

Abstract

Adopting a two-sited approach, this paper examines frames deployed by a network of organizations by developing the concept of the transnational field. The transnational field is the geo-specific field within which the movement organizations are encompassed which can explain the differential power across ties in a transnational network. It enables analyzing whether frames at the local and transnational level are similar, remain as is or are altered within a field which is mediated by the power dynamics embedded in the political-economic-cultural relationships between countries. Using qualitative data, this study of ties between movement organizations in the Amazonian region of Ecuador (local level) and organizations in the United States (transnational level) provides evidence for empirical and narrative fidelity of frames at both ends of the network. The two-sited approach enriches the understanding of resistance to globalization by prioritizing the perspective of indigenous peoples in the Global South highlighting the North–South power dynamic. Departing from common assumptions about the power of US-based groups in the choice of frames deployed, the analysis show that ties between organizations in a transnational network are complex as they rely on each other for resources and information. We discuss the conditions under which local frames are deployed or redefined at the transnational level.

Abstract

Purpose

The purpose of this study is to investigate the relationship between workplace learning and organizational commitment with the mediating role of cross-cultural adjustment and the moderating role of supervisor trust for the case of foreign workers in a new cultural setting.

Design/methodology/approach

This study uses structural equation modeling to analyze a sample data of 367 Vietnamese and Philippine workers in Taiwan.

Findings

Results show that workplace learning enhances foreign workers' organizational commitment. Cross-cultural adjustment is found to have a mediating effect in the link between workplace learning and organizational commitment. Furthermore, supervisor trust moderates the link between cross-cultural adjustment and organizational commitment. In addition, supervisor trust moderates the indirect effect of workplace learning on organizational commitment through cross-cultural adjustment.

Originality/value

Prior literature often focuses on expatriates who are high-skilled employees. This study investigates low-skilled workers who come from less-developed country working in a more developed economy. This study is one of the first researches examining the issue of foreign workers' commitment in new cultural environment. Our findings shed a new light to the effect of workplace learning on organizational commitment. Our findings also help to clarify the roles of cross-cultural adjustment and supervisor trust into the workplace learning–organizational commitment relationship. This study provides implications for researchers and managers regarding to management and development of foreign workers for local organizations.

Abstract

Citizen participation has attracted attention in the context of decentralization. In a disaster reconstruction process, a business plan for reconstruction can be modified in line with diversified situations of disaster-affected areas by citizen participation. In Japan, the central government makes a decision about the authority in charge of an overall disaster reconstruction and the budget planning, whereas local governments are in charge of creating and implementing a business plan for reconstruction of each local municipality. Therefore, local governments play an important role in organizing citizen participation to realize the reconstruction that fits reality. It has yet to be shown as decentralization reform and citizen participation system in Japan produce the socio-spatial inequality after the Great East Japan Earthquake. However, it remains to be elucidated how local government and community have to operate the institution about citizen participation during the disaster reconstruction process. I have been doing fieldwork on three tsunami-affected sites in Miyagi Prefecture over past 4 years: Onagawa Town, Higashimatsushima City, and Natori City. I have investigated the social processes of making and implementing a reconstruction plan, and citizen participation. The findings from my fieldwork are as follows: First, citizen participation is based on organizing residents at the community level. Second, traditional community organization (such as neighborhood organization abd industrial associations) contribute to organize residents especially in the emergency phase. Third, as the disaster phase moves, local government and community organization need to change the previous participation frame to ensure residents representation and policy legitimacy.

Abstract

The focus on local-level policy initiatives in US anti-fracking movements presents unique opportunities to explore interactions between professional advocacy organizations with regional/national constituencies and grassroots organizations with constituencies who will directly experience changes in local landscapes resulting from unconventional oil and gas development (UOGD). However, research on anti-fracking movements in the US has considered dynamics of interorganizational cooperation only peripherally. This chapter examines factors that motivate coalition building, sources of coalition fragmentation, and the progressive polarization of grassroots anti-fracking and countermovement activists using qualitative research on an anti-fracking movement in Illinois. While grassroots groups may experience some strategic advantages by collaborating with extra-local, professionalized advocacy organizations, these relationships involve navigating considerable inequalities. In the case presented here, I find that coalition building was important for putting UOGD on the policy agenda. However, when anti-fracking activists began experiencing success, institutionalization rapidly produced fragmentation in the coalition, and a countermovement of UOGD supporters was formed. I highlight how ordinary movement dynamics are particularly susceptible to polarization in the context of local land use disputes that “scale-up” to involve broader movement constituencies as perceptions of distributive injustice collide with perceptions of procedural injustice.

Purpose

Local organisations have been established on participatory approach whose central purpose is to establish development activities bringing about positive change as four pillars of developments: to establish decentralised robust local organisation for sustainable forest management to enhance livelihood of rural people, to meet the forest products basic needs of local people, targeted interventions for poverty alleviation and social mobilisation initiatives and biodiversity conservation climate change mitigation and adaptation.

Design/methodology/approach

Local organisational elites designed/conceptualised the concept, where it can be operated organisationally and in local organisational context that provides new ways and methods to develop conceptual framework (Table I), which sheds light on involvement of poor and underprivileged members in decision-making process and distribution of benefit on equity basis.

Findings

The findings will lead to a positive change through the organisational elite model through both reorganising organisations and restructuring of power with change in the society and reduce the impact of rational choices, vested interests of elites (leaders of local organisation) and political factors, which are otherwise playing a game or tragedy of commons.

Research limitations/implications

Because of the limited resources and time, the authors are unable to verify it on the other development line agencies such as drinking water scheme, livestock, health and cooperative.

Practical implications

It considerably appears that the impacts are very sound to conclude from the review of above models of elites that provide a very clear understanding and useful conceiving lens to formulate how participation occurs in the executive committee of the community forestry user groups (CFUG) and community-based organisations based on three key elements. First are the caste and the caste structure of the community. Second is the wealth status of the individual, and third is power created both from wealth and caste. This should be determined from the local organisational elite model (Table I) about the nature of interactions on the executive of the CFUGs and other vehicles of local community-based development organisations.

Social implications

Local organisations will provide an opportunity in reality to both elites and non-elites to considerably change, make aware and create a realistic situation to determine the dialectical opportunity to develop relationship, interaction and configuration between elite and non-elite members both outside and inside of the local organisations.

Originality/value

It has not been found in literatures yet such sort of concept developed in development field particularly in the development activities performed by participation of local users. Hence, it is certainly original conceptual framework.

Abstract

Purpose

The significance of cloud services in information technology (IT) is increasing as a means of achieving enhanced productivity, efficiency and cost reduction. Through cloud-based service, the reliability and scalability of an organization’s systems can be enhanced since organizations such as local governments are able to concentrate on their main business strategies. This research seeks to identify critical factors that may have an impact on the acceptance of cloud-based services, where the organizational context is based on local governments in Australia.

Design/methodology/approach

To formulate a more comprehensive IT innovation adoption model for cloud technology, factors from the technology-organizational-environment framework, desires framework and diffusion of innovation model were integrated. Data was obtained from 480 IT staff working in 47 local government organizations.

Findings

The research results show that the factors which had a statistically significant and positive impact on the adoption of cloud-based services in local governments were compatibility, complexity, cost, security concerns, expected benefits and organization size. It is likely that the outcomes from this research will provide insights to any organization seeking to make investment decisions on the adoption of cloud-based services.

Research limitations/implications

Limitations include generalizability of the findings since the data is restricted to local government areas in Queensland, Australia. Further, the sample mostly included individuals with managerial positions and may not completely capture the cloud adoption factors relevant for front line IT employees. Another limitation is the possible omission of factors that may be relevant but not considered due to the selected theories. Lastly, this research did not differentiate between different types of cloud adoption such as private, public, community and hybrid models that are possible in this context.

Originality/value

The paper provides a combination framework of cloud-based service adoption based on a literature review on cloud adoption from an IS perspective. It adapts integrated model to establish a more comprehensive innovation adoption framework for cloud technology.

Abstract

Purpose

The purpose of this paper is to examine the mismatch between the language and rhetoric used by UK Central Government departments to promote particular policy options and initiatives and the experiences of Third Sector organisations engaged in such programmes. The paper provides an overview of policy development involving the Third Sector in the UK and seeks to provide a practice and political context to facilitate the analysis.

Design/methodology/approach

The paper draws upon empirical research undertaken with Third Sector and public sector agencies in specific initiatives in England. The methodology adopted includes an analysis both of the policy documents and official guidance notes provided as well as qualitative data drawn from interviews with key participants in the process.

Findings

The paper observes that for both parties in the process the relationships/experience was uncomfortable. The diversity, size, ethos and shape of the Third Sector were not fully understood by public sector agencies and the implications of the governance and decision making processes were not fully grasped by either party.

Research limitations/implications

While the policy and practice implications are explicitly discussed in the paper it is rooted in the particular organisational structures/culture of the UK (and England in particular). While comparisons are possible they are to be found in the discussion on processes.

Practical implications

The paper adds to the analysis/understanding of the policy and practice relationship(s) between the Third Sector and central/local government and points to ways in which these relationships are likely to become more significant over time.

Originality/value

The paper adds to the literature on the Third Sector but is significant because of its focus on specific policy initiatives.

Abstract

Purpose

The purpose of this paper is to investigate foreign executives appointed into cultural contexts distant from their country of origin and headquarters of organisations to which host-country nationals (HCNs) they supervise and HCN superiors they report to attribute a “local” national identity. Significant differences of these foreign executives in local organisations (FELOs) from other forms of expatriation, including assigned and self-initiated expatriates, are identified and discussed.

Design/methodology/approach

The research utilises a qualitative exploratory approach based on triangulated multiple data sources. Data are sourced from in-depth semi-structured interviews with foreign executives (n=46) from 13 countries and their host-country peers (n=25) in organisations founded and headquartered in Malaysia. Dyadic data from the two sample groups are used to triangulate findings, while non-dyadic and socio-biographical data add further insight.

Findings

The data analysis identifies issues surrounding allegiance, trust, and control, assumptions about income levels, and exposure to heightened local scrutiny as components of the distinct nature of the FELO experience.

Research limitations/implications

Implications for future research on new types of international cross-cultural workplaces are discussed. While construct definitions for self-initiated expatriation (SIE) in the wider mobility and migration literature are still in flux, international management research may be at risk of neglecting local workplaces and perspectives.

Practical implications

The FELO phenomenon differs significantly from expatriate assignments between headquarters and foreign subsidiaries of multinational corporations, and can be viewed as a rare and specific form of SIE. Its occurrence indicates an increasingly global market for individuals with career capital and global mobility.

Originality/value

The findings elucidate the situation of FELOs and provide comparisons to other types of expatriates. The research contributes to extant literature on global mobility as it explores a specific cross-cultural phenomenon that has not been systematically investigated in the academic literature, but is described in the media and executive search firm publications as “fairly new, highly visible, and sometimes controversial” with demand for FELOs “likely to continue”.
