Abstract
Purpose
The purpose of this paper is to investigate the importance of specific local development policies and partnerships for SME enterprises in Thessaloniki one of the metropolis of south Europe. The two main research questions are: first, what are the most important development policies for firms’ development? and second, in what level these policies receive different significance from firms belonging in different production sectors?
Design/methodology/approach
In order to achieve the aims of the paper and answer the research questions, the study uses an extensive use of bibliography, and field research that has been implemented by administering questionnaires on a representative sample of 227 enterprises. The study comes up to valuable conclusions for the firms and the city through the use of exploratory factor analysis, reliability analysis and clustering.
Findings
The present research brings on important issues and questions about local economic development because it presents directly the estimations and views of a large number of local enterprises that reflect the image of local economy. Finally, this research gives a satisfactory overview of the inner growth of Thessaloniki and further the results could lead to an evaluation, planning, implementation, rejection or reconstruction of specific actions and policies locally.
Research limitations/implications
The analysis is constrained by weakness since the sample of enterprises is rather small and the results concern only the enterprises located in Thessaloniki. Based on this fact, general conclusions can be drawed for other regions as well as for the whole Greece. This is subjected to more analysis.
Practical implications
The added value of this research is essential since there are only few similar researches in South-East Europe and in Greece. Especially, the relationship between local development policies and firms’ development competitiveness has not been studied enough in the area under consideration.
Social implications
Enterprises understand and designate the importance of specific policies that affect their development while at the same time through their evaluations they outline the character and dynamics of these policies in a unique dynamic, geographical and productive city like this of Thessaloniki.
Originality/value
The analysis showed that enterprises recognize as positive factor the effort of the local authorities to set the area as a business pole in favour of enterprises and the broader area but policy problems of organization and planning arise that concern mainly the operation and support of local enterprises and specific those from the tourist and service sector. This image raises issues of competence on planning and organization of development polices by the local authorities focusing on specific productive sectors so as the effect of these policies to be effective with positive results for enterprises.

This paper examines the relationship between and the effects of resource allocation and levels of professionalism on local economic development policies and strategies. In short, it asks a basic question; do cities get what they pay for in terms of economic development? A value judgment is, of course, inherent in this question; "what you pay for" serves as a euphemism for "good" economic development programs and policies. That is, if a local government devotes more budget and staff resources toward economic development, is the city more likely to implement effective economic development policies? Thus, this research examines the relationship between the resources and the professionalism of the local economic development agency, and the corresponding economic development goals and techniques employed in those communities.

Abstract
Purpose
Entrepreneurship is argued to be a critical driver of economic growth for both individual communities and the nation. Regional scientists, economists, and policy makers underscore the importance of a diverse economy that supports recruitment of new firms, existing firms, and entrepreneurship efforts. However, there remains evidence that many states and localities prefer traditional industrial recruitment efforts and that local and state entrepreneurial efforts may be less coordinated. The paper aims to discuss these issues.
Design/methodology/approach
This research explores the commitment and priorities of local and regional developers to entrepreneurial policy and other economic development policy efforts. This study uses a statewide survey to local economic developers and logistic regression to determine the likelihood of local entrepreneurial program efforts across South Carolina.
Findings
The model results reveal that the probability of local or regional entrepreneurial development programming is complex and dependent on the type of organization involved in economic development along with other community and state characteristics. However, results further confirm that barriers to entrepreneurship, like access to seed capital, and the influence of perceived alternative policies affect local and regional support of entrepreneurship.
Originality/value
The policy priorities of local economic developers appear to play a significant role in the probability of having local entrepreneurship policy and programs. This confirms that the signals local policymakers receive from the state may impact the programming choices and policy emphasis at the local and regional level. In conclusion, if states want entrepreneurial efforts to be a critical driver of economic growth and development, there must be a coordinated and focused state driver supporting these efforts.

Abstract
Purpose
The authors propose a strategic-balance approach to local content laws in which less developed economies in sub-Sahara Africa can develop investment incentive policies for attracting multinationals and direct foreign investment but, at the same time, have a structured and operational framework for the enforcement of local content laws. The purpose of the paper is to identify the elements involved in the equation: the incentives, the potential spillovers and the criteria for evaluation.
Design/methodology/approach
The approach involves a review of the literature and the operational details and limitations of local content laws in sub-Sahara Africa.
Findings
The paper develops a conceptual model for a holistic understanding and management of this dilemma by policymakers and development practitioners to maximize the benefits of natural resources to less developed countries in sub-Sahara Africa towards the fight against poverty and underdevelopment.
Research limitations/implications
This paper provides the opportunity to influence policy direction in relation to the adoption of investment incentive policies and programs and the enforcement of local content policy guidelines and regulations in sub-Sahara Africa.
Practical implications
Multinational companies (MNCs) operating in less developed and emerging economies in sub-Sahara Africa should consider how their economic and corporate social responsibility activities can help develop the capabilities of the local workforce through training and development activities; develop domestic firms’ capabilities via enterprise development programs; and develop local firm’s absorptive capacities through knowledge transfers and innovation systems to support development activities.
Social implications
Policymakers in less developed and emerging economies in sub-Sahara Africa need to strike a balance in adopting investment incentives policies towards attracting foreign investments and the enforcement of local content regulations to make sure they derive the maximum benefits from their strategic resources. It is important for policymakers to understand that the mere attraction of MNCs into an economy does not explicitly guarantee domestic job creation; rather, it depends on how MNCs respond to local content policy regulations through their business strategies. Linking investment incentives with local content policy regulations at a critical point could potentially support and strengthen industrial development in sub-Sahara Africa.
Originality/value
This paper is among the first to examine the challenges of both attracting foreign direct investment and enforcing local content laws and regulations in sub-Sahara Africa. This paper contributes to the understanding of this dilemma and how less developed economies can manage such a crucial and important issue using our proposed strategic-balance approach. The contribution of local content laws and the design and adoption of investment incentives policies and programs to attract foreign investment to promoting sustainable domestic growth and development must depend on the balance between the enforcement of local content policy guidelines and the provision of such investment incentive packages to attracting foreign investment.

Purpose
The purpose of this paper is to assess the progresses made by the Potenza province in implementing #weResilient strategy, a risk-informed sustainable development policy-making action at territorial/local levels based on a structural combination of environmental sustainability, territorial safety and climate change contrasting policies; results obtained in supporting and coordinating the municipalities of the provincial territory for creating local conditions to manage risks and sustainable development with a multiscale and multilevel holistic approach based on a wide-area outlook and so contributing directly to the SFDRR Target E, SDGs 11 and 13 and to other goals and targets; The effectiveness of the accountability system on which the approach is based.
Design/methodology/approach
The conceptual basis: A strong governance based on multi-stakeholder and community engagement; The interdisciplinary nature of risk; Enhancing local resilience is an essential pre-condition for achieving all of the SDGs; Downscaling the experience of Potenza Province to the urban context; 10;The design: Description of #weResilient, the multiscale and multilevel approach in Local Resilience and sustainable development adopted by the Province of Potenza: the Vision and institutional commitment; the accountability; the multi-stakeholder engagement; community and people-centered iaction; the achieved results; the critical points. Findings
A significant progress in establishing the basis for a risk-informed decision-making at local level; Further significant progresses in promoting inclusive Resilience across the provincial territory; Progress in Implementation of the Sendai Framework for Disaster Risk Reduction and disaster risk-informed Sustainable Development at local level, including in support of the 2030 Agenda, the Paris Agreement and the New Urban Agenda. Achievements and progresses made in local communities engagement; Achievements in performing actions for including communities and people in relevant institutional decision making processes, building capacities, developing capabilities, raising awareness, increasing political will and public support in local disaster risk reduction and achievement of the SDGs.
Research limitations/implications
The paper is a field-testing of the implementation results of the #weResilient strategy, a risk-informed sustainable development policy-making action at territorial/local levels based on a structural combination of environmental sustainability, territorial safety and climate change contrasting policies; of the coherence of the multiscale and multilevel approach in integrating risk informed and sustainable development pathways; of the improved governance at urban level thanks to the downscaling of the strategy.
Practical implications
Transforming DRR and Resilience to disasters into real “structural” policy-making and actions to be implemented by coordinating territorial and urban development and land-use, with a wide area vision and holistic approach is crucial for the effectiveness of the territorial sustainable development. Moreover, participatory mechanisms can boost althe political will and consequently the related public support. The bottom-up approaches, especially when structured on well defined and clear strategies and supported by concrete actions, are a strategic tool for enhancing the institutional commitment and for enriching the implementation paths also with additional and innovative strategic solution.
Social implications
In the #weResilient strategy implementation most of the efforts have been devoted to setting-up a complex system of progressive engagement having the main purpose of entrusting and engaging key-actors and community in the institutional policy-making regarding territorial and urban sustainable and resilient development. Engaging community in decision-making processes allows governments to tap into wider perspectives and potential solutions to improve decisions, services and actions. At the same time, it provides the basis for productive relationships, improved dialogue, increased sense of belonging and, ultimately, concrete better democracy.
Originality/value
Multiscale and multilevel holistic approaches in downscaling local well defined Resilience and Sustainable Development integrated strategies (#weResilient) provide for the best approach in terms of future growth. Setting a vision, outlining a strategy and implementing actions on those elements with multiscale and holistic approaches is key- success of every local long-term development; various worldwide leading experiences demonstrated by particularly shining governments are a tangible proof of it. So, the value of this work is to illustrate a concrete example of translation of words into actions so to provide guidance and inspiration to other worldwide governments in performing similar path.

Abstract
Purpose
The purpose of this paper is to explore the relationship between medium‐large firms' industrial performance, territorial factors and local development policies.
Design/methodology/approach
The paper is an empirical econometric investigation based on a panel dataset of county‐level data, carried out in the Guangdong Province for the period 2000‐2008.
Findings
Results suggest a positive and significant relationship between policies at the local level and business performance. The most important determinants of industrial performance appear to be development zones and specialized towns – on the policy side – as well as the presence of urban areas, investment in innovation and FDI. Given the complexity of the relationships, further research is called for in order to build more evidence for this and other Chinese provinces.
Research limitations/implications
The analysis confirms the initial hypothesis that business excellence can be influenced by the specific characteristics of the territories where firms are located, among which there might be government policies aiming at local development and encouraging a better business environment.
Social implications
Relevant to the policy‐making process, results suggest that business excellence should not be viewed as only a matter of business strategies. It can be a result of territorial excellence and effective local development policies.
Originality/value
In the international debate there are very few papers testing the relationship between policies and industrial performances in China. Even fewer explore this relationship at the local level. This paper offers a unique county‐level perspective and in‐depth view on local industrial policies.

Abstract
Purpose
This paper seeks to review multidimensional aspects of local sustainable development policy in the context of governance. It aims to focus on the general conditions in Poland and to base its analysis on empirical research in selected Polish communities.
Design/methodology/approach
In the first theoretical part the paper presents multidimensional aspects of governance for local sustainability. Identified barriers are the analyzed, based on case studies of local communities.
Findings
The paper shows that even if sustainable development and governance are integrated in theoretical discourses, in the practice of local policy making they are rarely considered in conjunction with each other. A lack of understanding of the importance of governance for sustainability and for local development has been identified on the practical level of local policy making. The Polish case studies show that the responsibility for governance barriers to local sustainable development is shared by local decision‐makers and local societies.
Practical implications
Creation of partnership and dialogue between the local community and government is believed to be of critical importance for local sustainable development. The relationship between local government and society can greatly enhance or obstruct sustainable development initiatives. The change towards local sustainable development requires more open and transparent decision‐making procedures that promote participation by a wide range of stakeholders.
Originality/value
The paper is another voice in the debate on governance for local sustainable development. Based on empirical examination it shows the issue of governance barriers for local sustainable development from a Polish local perspective.

Abstract
Purpose
This chapter reviews and critiques the recent evolution of place-based entrepreneurship policy in the United Kingdom, in particular the governance of policies targeted at the regional level to promote economic development and competitiveness. The focus of the chapter is the evolution occurring from 1997, when the Labour government came to power, through to the period leading to the Conservative–Liberal Democrat coalition government, which came to power in 2010.
Methodology/approach
A review and critique of key academic and policy-based literature.
Findings
The chapter shows the way in which governance systems and policies aimed at stimulating entrepreneurship have permeated regional development policy at a number of levels in the United Kingdom. In general, the overarching themes of enterprise policy are similar across the regions, but the difference in governance arrangements demonstrates how emphasis and delivery varies.
Practical implications
Place-based enterprise policy needs long-term commitment, with interventions required to survive changes in approaches to governance if they are to prove effective; something which has been far from the case in recent years. Whilst the analysis is drawn from the case of the United Kingdom, the lessons with regard to the connection between regional modes of governance and effective policy implementation are ones that resonate across other nations that are similarly seeking to stimulate the development of entrepreneurial regions.
Social implications
Evidence of ongoing disparities in regional economic development and competitiveness, linked to differences in regional business culture, suggest the continuance of market failure, whereby leading regions continue to attract resources and stimulate entrepreneurial opportunities at the expense of less competitive regions.
Originality/value of paper
The time period covered by the chapter – 1997 onwards – forms an historic era with regard to changing regional governance and enterprise policy in the United Kingdom, with the emergence – and subsequent demise – of regional development agencies (RDAs) across English regions, as well as the introduction of regional governments in Scotland, Wales and Northern Ireland, which were handed certain powers for economic and enterprise development from the UK central government.
