Abstract
The construction programmes of developing countries have constituted a significant part of the international construction market. However, while international contractors seek to exploit these opportunities, the host nations also wish to develop their construction industries over time. This paper shows how conflicting objectives of international contractors and host countries can be correlated for mutual benefit. It outlines strategies adopted by international construction enterprises and contrasts the approaches they adopt in industrialised countries with those in developing ones. It then compares the objectives of international construction enterprises to those of host countries. It uses Singapore's experience to illustrate likely future developments in the construction industries of emerging countries. Finally, it offers suitable approaches that international and local construction enterprises, and governments, should adopt at various stages of development of host countries' construction industries.

Abstract
Purpose
This research aimed to investigate the extent to which organisational culture is practised in local and foreign contractors in grade one and two categories and how it affects their performance.
Design/methodology/approach
The approach for this research was positivist in nature adopting a mono-method of data collection through a survey using self-administered questionnaires. A total of 138 questionnaires were distributed among public clients and large-scale contractors registered in the stated grades, and 112 questionnaires were returned for analysis representing an overall response rate of 81% for contractors and clients.
Findings
Findings revealed that in organisational culture, significant differences were found for management style and dominant characteristics of the organisation between local and foreign contractors. Differences were not found for leadership styles, measures of success and organisational glue. Results suggest that for local contractors to perform better, significant changes are needed to their management style and dominant characteristics of their organisations.
Originality/value
Foreign contractors in the Zambian construction industry are reportedly outperforming local contractors making them preferred contractors on larger public projects accounting for 85% of construction projects by value of works. This study presents the differences in organisational culture between foreign and local firms. It further demonstrates that organisational culture plays a key role in determining performance of a contracting firm. The study presents areas that local contractors can improve in organisational culture in order to remain competitive.

Abstract
The literature suggests that developing countries must use foreign construction enterprises to undertake much of the building and infrastructure projects which they require for their economic development. Authors suggest that foreign firms can have various impacts, both positive and negative, on the construction industries of the host countries. This study examines the effect of the operations of foreign contractors in Singapore on their local counterparts and on the nation's construction industry. The study assesses the extent to which Singaporean construction companies have grown during the past two decades, and investigates the influence of foreign firms in this growth process. It is based on interviews of prominent construction practitioners and administrators. It was found that Singapore firms grew considerably during the period under review, and that foreign firms contributed to this growth. It is concluded that there is scope for mutually beneficial co‐operation among foreign and local contractors.

Abstract
Construction companies have several possible growth paths to follow in their effort to develop. Studies show that the appropriate approach depends on the features of the company and the prevailing economic conditions, and support measures and incentives. This paper reports the results of a study on the paths which construction enterprises in Singapore have adopted since 1980. The main basis of the study was a mailed questionnaire survey. It was found that most local contractors have grown by working at home, either as main contractors or as specialist subcontractors. Some theoretical implications of the findings are outlined. Recommendations are offered on appropriate growth paths for Singaporean contractors under various circumstances.

Abstract
The construction industries in developing countries can play a significant role in stimulating economic growth. Like many of these countries, the construction industry in Singapore has similarly evolved through an infancy phase to now reach a stage of maturity as the economy braces itself to officially become the first developed nation on the Equator by the end of the 1990s. The influence of the construction industry on the Singapore economy has been the subject of much study. None, however, has shown the stages through which the industry has evolved over the last 25 years, since Singapore gained independence in 1965, nor the role played by the government in rationalising the marketing capacities and level of sophistication among indigenous construction firms. This article seeks to explore the rationale behind the key development policies, strategies and marketing programmes implemented by the Singapore government for the local construction industry.

Abstract
Most large‐scale construction projects in developing countries used to be dominated by contracting firms from the developed world. This phenomenon was observed in the construction industry of Singapore. However, over the last two or three decades, local contracting firms in Singapore were groomed to take on more sophisticated and complex contracts in the domestic market; Singaporean construction firms are now even exporting their accumulated expertise overseas. Traces the development of the construction industry in Singapore and synthesizes the Government‐led national marketing effort which has collectively provided assistance and encouragement for local construction firms to venture into overseas markets. Construction export marketing at the national level is emphasized. The lessons which can be learned from the Singapore experience would be useful for other developing countries in search of a similar paradigm in economic development and export marketing.

Abstract
Purpose
This paper aims to analyse the factors affecting the performance of large construction projects in Sri Lanka. The causes, impacts and mitigations in association with the critical factors are explored and discussed.
Design/methodology/approach
The research focuses on the evaluation and perspectives of clients and contractors of large projects in Sri Lanka. Combined quantitative and qualitative methods were applied in this research. Initially, a questionnaire survey was conducted with clients and contractors involved in large projects to evaluate the factors affecting the performance of projects and to identify the ten most critical factors. Interviews with the clients and contractors of three large projects were conducted to examine the causes and impacts of the critical factors and the approaches used to mitigate them.
Findings
Significant differences in the factors were observed for more than 40 per cent of the total factors under study, the contractors assigning more weight to most of the factors than the clients. The study identified nine internal factors and one external factor as the critical factors. Of these, seven were related to the contractors, which suggested that the contractors have greater roles in defining performance. Lack of management and technical skills of the parties involved, human capacity, lack of understanding and knowledge of the local context, changes in government policies and political interference were identified as significant causes of the critical factors.
Originality/value
The study analysed the factors affecting the performance of large projects in Sri Lanka, which, at the time of research, had just ended a 26-year-long civil war and was pushing the construction of large projects to be competitive. The challenges faced in this effort were explored as lessons learnt that might improve the efficiency and effectiveness of infrastructure development in Sri Lanka. The combined quantitative and qualitative methods applied in this study are expected to provide new insights in the project performance research, especially the interviews of the critical factors to gain an understanding on how the factors occurred and manifested themselves in real projects. The findings are, however, expected to be applicable to other developing countries that are currently aggressively developing their large infrastructure.

Purpose
Since the construction industry in the State of Kuwait is further governed by a competitive environment, which is driven by the lowest cost mentality, the aim of this study is to identify and rank the relative importance of factors perceived to influence bid mark‐up size decisions among local general contractors bidding on construction projects.
Design/methodology/approach
The effects of 40 identified factors, which were shortlisted based on previous relevant investigations and the input of local industry experts, were surveyed by a statistically representative sample of contractors. Using the “relative importance index” technique, the influence ranks of the factors explored were established.
Findings
The results reveal the following as the primary factors affecting general contractors' bid mark‐up size decisions: employer type and identity; project size; clarity of technical specifications; previous experience with employer; number and identity of competitors; previous experience in similar projects; design complexity level; current work load; design quality level; and tendering duration.
Research limitations/implications
Although the outputs contribute to the overall body of knowledge related to bidding in the construction industry, it is further recommended to determine the relationship between the factors explored, especially those perceived as most significant, and their tangible effects on contractors' mark‐up decisions.
Practical implications
The outcomes: demonstrate the importance of the “constructability” concept to construction costs; and assert that the conception of exerting pressure on designers to cut down design durations and fees, and further shortening tenders' durations to speed up the projects' development process, is “false economy”.
Originality/value
The findings fill a gap in knowledge of the factors affecting contractors' bid mark‐up decisions, which can be used to provide academics, employers, industry practitioners, and policy makers, direction for focusing, acting upon and controlling the primary factors perceived to impact the competitiveness level of the State's construction industry.

Abstract
Purpose
The purpose of this paper is to identify and assess the likelihood of occurrence and degree of impact of the risk factors on construction projects within the Ghanaian construction industry.
Design/methodology/approach
A survey of randomly selected samples yielded responses from 34 contractors, 46 consultants, and 23 clients or owners (private and public) within the Ghanaian construction industry. Literature review is used to identify 25 relevant risk variables which were grouped into ten composite factors and then incorporated into the design of the survey instrument. Survey response data were subjected to descriptive statistics and analysis of variance (ANOVA), and subsequently the exposure rating levels were determined, which enabled the categorisation of the probability‐impact scores in low, medium and high levels.
Findings
Results of this study indicate a disparity of the ranking of the degree of occurrence and impact among the groups. There was a statistical difference at the p<0.05 level significant for five out of 25 risk factors occurrences as follows: “construction methods”, “inflation”, “weather condition”, “ground conditions and contaminant conditions” and “poor communication amongst project team” and only one for the degree of impact scores for “price fluctuation”. Based on the composite risk factors, the financial and economic factors were found to be the most likely to occur and have the most impact on projects, whereas legal risk factor was found to be a low weighted risk, as it had the least likelihood to occur and the least impact score. The post hoc comparisons using the Tukey HSD test also indicated differences between the contractor and clients in the ranking of construction methods risk variable, but no significant differences between contractors/consultants and clients/consultants.
Research limitations/implications
Geographically, only respondents from construction organisations in the Greater Accra Region were considered, which limits generalization of the findings. The research did not also distinguish foreign from local contractors in the classification, as literature has shown that the perception of the degree of impact and likelihood of occurrence of risk analysis could also vary according to the degree of ownership.
Originality/value
The paper makes a contribution by exploring the degree of risk occurrence and its impact on construction projects within a developing economy and much lesser studied context. The paper provides insights on the perception of risk among construction professions in Ghana and it also provides some insights on the current levels of risk for foreign contractors wishing to operate in Ghana.

Purpose
Different models have been adopted in England over time to organise public service delivery. The purpose of this paper is to explore contracting-out, a prevalent model of public service delivery in England, in relation to parks and roads maintenance delivery by examining private contractors’ performance according to local authority stakeholders.
Design/methodology/approach
Since the Conservative Government was in power during the 1980s, local authorities have been an arena for experimentation of contracting-out to private and other sectors. This paper provides a review of the academic and grey literature, and findings are presented from a large-scale online questionnaire survey (n=103) which was distributed to the relevant public realm managers in English local authorities.
Findings
The paper shows that contracting-out of parks and roads maintenance happens across the country in different ways. By and large, local authorities are satisfied with the performance of contractors, particularly as a response to economic constraints. Responsibilities, particularly for parks, are increasingly shared with non-governmental organisations, including community groups, although this is not reflected in budget distribution.
Research limitations/implications
Despite the efforts, the response rate was relatively low (32 per cent), potentially due to the e-mail communication and online nature of the questionnaire.
Originality/value
The research provides empirical evidence about how contracting-out is currently delivering public services and how it has changed in recent years. The findings suggest that responsibilities (and to a lesser extent, budgets) are increasingly shared in England between different combinations of public, private, third and community sector stakeholders. This marks a shift away from in-house public sector delivery of parks and roads services.
