Abstract

This chapter identifies and analyzes three systemic obstacles to American public policy addressing natural disasters: symbolic obstacles, cognitive obstacles, and structural obstacles. The way we talk about natural disaster, the way we think about the risks of building in hazardous places, and structural aspects of American political institutions all favor development over restraint. These forces have such strength that in the wake of most disasters society automatically and thoughtlessly responds by rebuilding what was damaged or destroyed, even if reconstruction perpetuates disaster vulnerability. Only by addressing each of the obstacles identified are reform efforts likely to succeed.

Abstract

The intensifying effects of climate change and the growing concentration of population in hazardous locations mean that, for many communities, disasters are increasingly becoming not only foreseeable, but inevitable. While much attention is, and should be, focused on what these foreseeable disasters require in terms of disaster planning and mitigation, attention should also be focused on a related and equally pressing phenomena: mismanagement of disaster response, particularly as climate proves an increasing stressor. Like disasters themselves, disaster mismanagement – while not entirely predictable – may exhibit some predictable patterns. This chapter explores past disaster management failures, considers how climate change may alter or exacerbate certain response pathologies, and evaluates some potential remedies that might mitigate these challenges.

Abstract

Purpose

The purpose of this paper is to understand the experiences of students undertaking higher education in a further education setting in the UK. Since the 1960s, there has been a policy commitment in the UK to widen participation in education to social groups previously under-represented (Thompson, 2000; Burke, 2012). The consequence is a discourse in which it is argued that higher education has been “dumbed down” to include non-traditional students frequently ill-prepared for academic challenges (Haggis, 2006). This research explored an alternative discourse, proposing that education should be a catalyst for significant social, emotional and intellectual growth, culminating in a transformative experience (Mezirow, 1978a, 1991; Cranton, 2006).

Design/methodology/approach

In total, 12 non-traditional graduates from a full-time BA programme at a Scottish College of Further and Higher Education were interviewed to determine if graduates experienced significant social, emotional and intellectual growth as a result of participation; what teaching and learning settings make this possible; can it be proposed that graduates can be transformed by the experience of higher education in further education?

Findings

The findings of the research indicate that the participants all experienced some significant shift in attributes such as confidence, independence and willingness to try new things. How they experience, conceptualise and participate in their social worlds has become more discriminating. The authors conclude by proposing that higher education in further education (HE in FE) can have the potential to provide transformative experiences for non-traditional students.

Research limitations/implications

The implications of this study lie as much in the nature of the transformative learning experience as in the structures in which education is provided. Additionally, it is proposed that transformative teaching and learning theory may be as significant now as it ever was in understanding the changes which learners experience in higher education study. Limitations of the study include the small number of interviewees who were interviewed more than once in some depth, and the particular setting of one further education college. As in all such research generalisation might be difficult.

Practical implications

Practically, the research suggests that the authors can learn from how students like the ones featured in the transformation stories experience learning in HE in FE. Despite being seen as “non-traditional” students who return to education with weak learning histories and fragile learner identities, the research has shown that if a nurturing, student-centred approach is adopted by teaching staff, a significant shift in how students see themselves and their place in the world can be achieved. This has significant implications for teaching practice. The findings could be an inspiration and guiding principle for other HE in FE tutors and help them find commonalities in their own work.

Social implications

The authors argue that education should not be regarded only as an economic-driven activity insofar as most HE in FE programmes are vocational and are geared towards preparation for the workplace. The authors’ key proposition is that education can be a life changing experience that might be considered a transformation. The social implication is that participating in HE in FE could be a catalyst for the development of confident and engaged citizens, ready to make a real contribution to the social world beyond and out-with only the workplace. Within a Freirean framework, this might be transformative education’s most significant contribution to society.

Originality/value

Transformative learning theory research has mostly been undertaken in informal learning contexts and higher education institutions. There has also been research undertaken on diverse contexts not immediately related to education. In terms of empirical research, however, transformation learning theory in HE in FE is yet unexplored. Yet, it is an ideal learning site to promote transformation because of the relatively small, intimate milieu, typical of colleges. The originality lies in the paucity of other research focused on transformation in an FE context. The value lies in its showing that particular teaching approaches can transform students in this context.

Abstract

Purpose

Though different claims are made in the literature with regard to learning approach differences between mature and non-mature university students, the issue seems to bare detailed study. The purpose of this paper is to report about an investigation of mature and non-mature university students’ learning strategies. The authors examine the relationship between age and learning strategy, and assess to what extent this relationship is mediated by individual and contextual factors.

Design/methodology/approach

Using original survey data on 448 university students enroled in Social Sciences programmes in Belgium, this paper examines the relationship between age and learning strategy and assesses to what extent this relationship is mediated by individual and contextual factors.

Findings

The results of the multinomial logistic regression show significant differences in learning strategies between both groups of learners. The analyses suggest that mature students are 15.3 percentage points more likely than regular students to adopt a navigator learning strategy. The navigator strategy develops in a non-linear way between the ages 30 and 37. Moreover, only a small part of the learning strategies of mature learners can be explained by mediating factors, with the job involvement playing a particular role.

Research limitations/implications

This study contributes to the body of knowledge concerning the assessment and classification of learning strategies, including a focus on mediators affecting such strategies. The results are confined to only two higher education (HE) institutions. Furthermore, there may be a non-response bias; it is plausible that we miss among the respondents a particular type of mature students such as those that do not like to participate or those that have dropped out of their master’s programme. By means of larger, random samples in future research we should verify this study’s conclusions. This study did not include motivation as a variable. However, it might also explain why mature and non-mature students’ learning approaches differ. Further research could entangle motivational components in relation to learners’ studying approaches.

Practical implications

The research results contribute to our understanding to what extent mature and non-mature students’ learning strategies differ and which mediators are prevalent in explaining these differences. It helps to understand how universities can create a supportive academic environment for mature learners.

Social implications

The authors found significant differences with regard to learning strategies between mature and non-mature university students. Furthermore, having a professional occupation plays a mediating role in explaining learning strategy differences. The study raises the issue of learner-centred HE, with considerations about differentiated designs of learning environments, programmes and support services targeting students of different ages. By integrating the Assessing the Learning Strategies of Adults instrument, instructional designers can identify learning strategies and take appropriate action to accommodate learners. Additionally, awareness of one’s own learning strategy strengthens mature students’ decision making in self-directed learning environments. In that respect, the authors note also that higher pedagogical flexibility, i.e. more varied educational formats, tracks and study arrangements, ensures adult learners’ access, persistence and retention in HE.

Originality/value

Previous studies suggest that student learning approaches are distinguishable, but did not yet focus on differences between non-mature and mature students. As the authors include graduate students in this study, the focus is on a group which has not been studied previously.

Abstract

Purpose

The purpose of this paper is to explore the process of co-producing a formulation alongside a service user and the clinical team within a secure inpatient service. This paper has been co-authored by the service user and members of the multi-disciplinary team (MDT).

Design/methodology/approach

An open-ended focus group discussion was facilitated with the service user and members of her MDT. The process of thematic analysis was applied to the focus group transcript.

Findings

The following themes highlighted important outcomes of co-producing a formulation within a secure inpatient setting; “Meaningful Collaboration”, “Co-Produced Understanding” and a “Shift in Power Differential”. This paper demonstrates the importance of meaningful co-production within a secure inpatient service whilst also highlighting the challenges and tensions of working in a co-produced way within this context.

Research limitations/implications

This paper explores the process of co-producing and developing a formulation from the perspective of one service user and their MDT within a secure inpatient setting. It would be unhelpful to extrapolate broad assumptions from this case study although this study does raise important considerations for future research and encourages an emphasis on a co-produced design and dissemination.

Practical implications

This case study highlights the importance of co-production in clinical endeavours, service delivery and development perspectives and in the dissemination of this information.

Originality/value

The importance of co-producing and co-authoring alongside service users have been highlighted in this paper. This approach to co-production and co-authorship is highly recommended in future research endeavours.

Abstract

Purpose

The importance of networks has been established in the development of commerce and capitalism, with key concepts reflecting both the dynamic and permeable characteristics of networks. Such attributes are exemplified by religious networks, which have been typically dismissed in terms of economic contribution as being both risk-averse and bounded by ethical barriers imposed by theology. This paper aims to examine the Religious Society of Friends (Quakers) in the long 18th century to evidence the multi-plexity and density of connections and suggest that adherence to the Quaker discipline acted as a trust-based attribute and substituted for repeated iteration.

Design/methodology/approach

The archival investigation centres upon an analysis of “The Catalogue of Quaker Writing” and a close re-reading of the seminal text “Quakers in Science and Industry”, an authoritative account of Quaker firms and families in industry and commerce. By identifying multiple possible social network connections in Raistrick’s work, this paper reviewed and analysed The Catalogue of Quaker Writing to examine the presence or absence of these connections in the Quaker network in the long 18th century.

Findings

This paper shows how the Quaker network was an unusually dense network that benefited co-religionists by enabling commerce through its unique topography. In a period characterized by the absence of formal institutional mechanisms to regulate behaviour, Quaker discipline acted as a quasi-regulatory mechanism to regulate membership of the network and to govern member moral behaviour.

Originality/value

The Quakers offer an opportunity to examine an early modern network to gain important insights into key aspects of network topography. By using social network analysis, this paper shows how Quakers performed a multiplicity of roles, which encouraged multiple modes of contact between members of the society in a dense network of contexts, which, in turn, provided high levels of connectedness between individuals. This unique range of roles, shared among a relatively small group of individuals, ensured that the degrees of separation between roles were very few; similarly, the plethora of connections resulted in a density, which not only allowed for multiple ways to engage with other individuals but also ensured no individual would become a bottle-neck or indeed a gateway that would prevent access. This unique topography was also highly unusual in that it was permeable to any aspirant member upon acceptance of the discipline – neither poverty nor lack of social status was barriers to membership. This unusual network offered atypical commercial advantages for its members.

Abstract

Investigates the differences in protocols between arbitral tribunals and courts, with particular emphasis on US, Greek and English law. Gives examples of each country and its way of using the law in specific circumstances, and shows the variations therein. Sums up that arbitration is much the better way to gok as it avoids delays and expenses, plus the vexation/frustration of normal litigation. Concludes that the US and Greek constitutions and common law tradition in England appear to allow involved parties to choose their own judge, who can thus be an arbitrator. Discusses e‐commerce and speculates on this for the future.

Decisions have recently been given by the European Court of Justice in Luxembourg which are of vital importance for the cause of equality between men and women. They demonstrate the relevance of the European provisions on equal pay and opportunity and serve to warn that no one who has a complaint on this subject can afford to be unaware of the European law. Five cases have been referred by the UK courts to the European court and each concerns equal pay and opportunity between men and women. The individuals have been assisted by the Equal Opportunities Commission (EOC), a statutory body in the UK. The individual's trade unions have also given assistance in some of the cases.
