Abstract

Assertive outreach teams are working with a significant proportion of people with complex needs, including dual diagnosis. Government policy has highlighted the role of assertive outreach in engaging and intervening with this group. This paper reports on the development and evaluation of a specific team‐focused training package and its trial in the Eastern and West Midlands regions.

Abstract

A significant number of offenders have both mental health and substance use problems. Failure to identify and treat these complex needs can lead to poor outcomes, such as relapse and re‐offending. Many staff working in the criminal justice sector lack access to appropriate training in this area ‐ a point identified in the Bradley Report (Department of Health, 2009a). A training project was established to develop and evaluate the feasibility of training in dual diagnosis interventions for staff working in the criminal justice system. This was part of a Skills for Health national demonstration site. The course was developed based on Skills for Health learning design principles, using a competence‐based approach. The training was delivered to 58 staff from a wide range of services. The feedback was generally positive; however, a number of issues related to the mental health training needs of people from a substance use background were identified. This paper will describe the process of development of the training and the implications of the feedback for the future development of such workforce development initiatives.

Abstract

This paper aims to provide an overview of the policy guidance and will begin with an introduction and overview of policy development during this period; then focus on the more specific guidance in four broad areas: dual diagnosis specific guidance, risk, training, and service specific ‐ guidance. Assessment and treatment are cross‐cutting themes and key messages in relation to these areas will also be highlighted. Having outlined the policy guidance, consideration will be given to how effective it has been in changing service delivery and suggestions made as to what might be required to ensure more consistent implementation.

Abstract

There are significant numbers of prisoners with complex substance misuse, health and mental health needs. Although there have been substantial developments in drug and mental health services within prisons and the wider criminal justice system, this has occurred with little inter‐agency collaboration. To gauge the level of involvement and inter‐agency collaboration for prisoners with complex needs, a brief questionnaire was circulated to mental health and substance use teams in East Midlands prisons. There are limits to the conclusions drawn, but the findings suggest that there is a lack of a dual diagnosis strategy, very little collaborative work, and an urgent need for training and service development.
