Abstract

Purpose

This paper aims to investigate and review adaptation measures in the livestock sector from 21 African countries through literature survey and grounded theory approaches. The adaptation themes that emerged captured essence of measures and experience drawn from varied country submissions and contexts instituted to make the livestock sector climate compatible in as far as adaptation is concerned.

Design/methodology/approach

Literature survey approach was used on the impacts of climate change on livestock and a review of the submitted adaptation measures. The study used grounded theory approach to derive meaning from the retrieved information. The grounded theory was derived inductively through systematic collection and analysis of data pertaining to the submitted National Communications reports. The retrieved themes were then examined and interpreted to give meaning and draw conclusions through coding, conceptualizing, categorizing and theorizing.

Findings

Results identify eight adaptation themes: carrying capacity and policies; integrated pasture management; capacity building, extension, training, awareness and information sharing; livestock breeding, diversification and intensification; disease, vectors and parasites management; technology, innovation, research and development; alternative livelihood; and water supply. The findings show that African Governments have been implementing effective adaptation measures for food security through building a climate resilient livestock production system.

Originality/value

This study is one of the first to lead to recommendations that decision- and policymakers, private sectors, relevant stakeholders and government officials and scientists should play a key role in ensuring that adaptation measures reach farmers, herders at grassroots level. In addition, governments should create an enabling environment (policies) in climate change adaptation to improve food security. These recommendations might be helpful in many communities where adaptation to climate change is a pressing issue.

Abstract

Purpose

The purpose of this paper is to show how the promotion of integrated forage/ruminant‐livestock industries forms a key plank in efforts to improve rural household livelihoods in Western China.

Design/methodology/approach

The paper critiques how this industry development has proceeded in the case of Qingyang prefecture in Gansu. The way in which the industry policy has manifested from central to local levels of government is outlined along with how the industry policy relates to other measures intended to improve household livelihoods.

Findings

The outcomes of this forage‐livestock industry policy do not always match the intention, and the paper examines the various disconnects that arise between government agencies, government and households and households and the market. The foremost challenge for policy makers is in connecting households and markets.

Originality/value

Identifying the impacts of policy and institutional settings associated with forage‐livestock systems is crucial if improvements are to be made and as these systems become more widespread in Western China.

Abstract

The purpose of this chapter is to shed light on some outstanding patterns of change observed in Spanish agriculture over the last decades, and to discuss the ways in which the productivist rationale is reproduced in them. We start by providing an overall picture of the structural transformations of agriculture revealed by the national statistics, calling attention to the increasing importance of a “hard core” of farms progressing under a rationale of growth and modernization. Later, drawing on the literature, we comment some meaningful trajectories of farm change observed in three selected Mediterranean farming systems, namely horticulture (as an example of a long-consolidated intensive agriculture), vine growing (an orientation which has undergone stunning changes in Spain in recent times), and small ruminant production (an extensive farming system with a high conservation value). The three farming systems are advancing, to a greater or a lesser degree, along intensification, concentration, and specialization pathways. However, the introduction of new elements in the most expansionary farm strategies (such as the participation in quality schemes) will provide interesting elements of discussion of the adaptable nature of productivism and its capacity to accommodate to external opportunities and constrains.

Abstract

Purpose

The purpose of this paper is twofold: first, to explore social risk management strategies amongst Fulani in the subhumid zone of Nigeria; and second, to determine current status and nature of reciprocal exchange networks, risk pooling and social support for pastoral livelihoods in North-Central Nigeria.

Design/methodology/approach

Surveys of cattle productivity and pastoral livelihoods were carried out amongst Fulani pastoralists on the Jos Plateau: between 2008 and 2013 using participatory epidemiology methods and the sustainable livelihoods framework. Qualitative and quantitative data on livelihood activities, knowledge, attitudes and practices of animal husbandry and disease control, wealth grouping, herd entries and exits was gathered to determine the current state of cattle productivity and pastoral livelihoods in the study area.

Findings

Results show that reciprocal exchange networks for risk management have mostly disintegrated and patron-client relationships have become an important social risk management strategy.

Practical implications

This research has significant implications for sustainability of Fulani livelihoods and communities: decreased social risk-management strategies and increased self-reliance means that the most vulnerable households will find it more difficult to withstand shocks and climb out of poverty. Wealthier households may cope better with high incidence/low severity shocks like but are more vulnerable to low incidence/high severity shocks. Likewise, decreased social cohesion reduces the ability of communities to mobilise and act collectively in the face of community-level shocks. This is very important for engagement with the state – a crucial process, given current levels of acrimony and conflict.

Originality/value

Given the high levels of farmer-herder conflict and civil unrest in this region over the past 15 years this research is valuable in providing insights into economic drivers of conflict, current dynamics of pastoral livelihoods and social cohesion within and between communities.

Abstract

The objective of this chapter is to provide an approach to the farmland abandonment problem in Galicia, the Spain’s north-western region. We describe the land use pattern that characterized the traditional agricultural system, and analyze the process of structural adjustment and changes in land use recorded in the last 50 years. The empirical basis is provided mainly by an original elaboration of agricultural census data for the period 1982–2009. The results show that in the last five decades the area devoted to crops and pastures was constrained to a small portion of the territory (just over 20%), while the agro-livestock uses of hill land which were very important up to the mid-twentieth century disappeared. All this led to a remarkable expansion of abandoned land, which currently occupies at least 20% of the regional area. The drivers of this farmland abandonment are diverse and vary from one zone to another. But among them the conditioners derived from the structure of land ownership must be emphasized, coupled with the poor functioning of the land market and leasing. Land abandonment has had a major impact on the dynamics of the agricultural sector, limiting the size of farms and causing an increasing intensification in a small portion of the territory. This has also led to severe environmental problems, especially forest fires. Consequently, improving mobility and land use should be a priority of agricultural and rural development policies in this region.

Abstract

Purpose

Different livestock production systems contribute to globally Greenhouse gas emission (GHG) emission differently. The aim of this paper is to understand variation in emission in different production systems and it is also important for developing mitigation interventions that work for a specific production system.

Design/methodology/approach

In this study, the authors used the Global Livestock Environmental Assessment interactive model (GLEAM-i) to estimate the GHG emission and emission intensity and tested the effectiveness of mitigation strategies from 180 farms under three production systems in northern Ethiopia, namely, pastoral, mixed and urban production systems.

Findings

Production systems varied in terms of herd composition, livestock productivity, livestock reproductive parameters and manure management systems, which resulted in difference in total GHG emission. Methane (82.77%) was the largest contributor followed by carbon dioxide (13.40%) and nitrous oxide (3.83%). While both total carbon dioxide and methane were significantly higher (p < 0.05) in urban production system than the other systems emission intensities of cow’s milk and goat and sheep’s meat were lower in urban systems. Improvement in feed, manure management and herd parameters resulted in reduction of total GHG emission by 30, 29 and 21% in pastoral, mixed and urban production systems, respectively.

Originality/value

This study is a first time comparison of the GHG emission production by various production systems in northern Ethiopia. Moreover, it uses the GLEAM-i program for the first time in the ex ante settings for measuring and comparing emissions as well as for developing mitigation scenarios. By doing so, it provides information on the various livestock production system properties that contribute to the increase or decrease in GHG emission and helps in developing guidelines for low emission livestock production systems.

Abstract

Purpose

The main purposes of this paper were to assess effects of smallholder farmers access to livelihood capital (e.g. land, livestock and water) on livestock water productivity (LWP) and to evaluate impacts of selected interventions in reducing livestock water demand (per unit of livestock product) and therefore increasing LWP.

Design/methodology/approach

A total of 203 sample farm households were selected in intensive and semi‐intensive crop‐livestock systems of Indo‐Ganga basin of India. A household survey was undertaken to capture data on land, water and livestock management. For the analysis, sample farms were clustered into poor, medium, better‐off. LWP is estimated as a ratio of livestock beneficial‐outputs (e.g. milk) to depleted‐water (i.e. evapotranspired water to produce livestock feed). Impacts of selected interventions, on LWP, were analyzed using scenarios developed on a spread sheet model.

Findings

The results showed different LWP values among farm‐clusters and levels of intensification. The intensive systems showed higher LWP than the semi‐intensive. In the baseline, dairy water demand to produce a liter of milk was higher than the world average: ranging between 1,000 and 29,000 L. Among the farm‐clusters, variation of LWP was system specific and affected by farmers' access to virtual water trading (i.e. milk and feed). Improving milk productivity, feed quality and feed water productivity reduced livestock water demand per liter of milk substantially and, therefore, the saved water can be used to augment ecosystem services that can mitigate the impacts of climate change.

Originality/value

This paper revealed that in the study systems LWP, in the business as usual scenario, is low. But by improving animal productivity, quality feed supply and water conservation substantial volume of water can be saved.

Abstract

This chapter presents an overview of the ‘big’ data of Mediterranean agriculture, with a special focus on the four EU countries (Portugal, Spain, Italy and Greece), in order to provide a backdrop for the rest of cases analysed in the volume. In this regard, two thesis are discussed: the assumption that farming systems in the South have not followed the process of ‘productivist modernisation’ characterising post-war Northern European agricultural change, and that, precisely due to this reason, most holdings and regions from the South would have more possibilities to adapt to new approaches of multifunctional rural development.Thus, the chapter tackles both the static and dynamic structural traits of Southern agricultures and their differences with the North, as well as several aspects of the organisation of farming in the Mediterranean and other key components of productivist modernisation: farm intensification and specialisation. Later, the diffusion of multifunctional dynamics is addressed, in order to introduce some reflections about their meaning and scope in the Mediterranean regions. The chapter ends with a straightforward typology of Southern farming systems and a concluding section, which goes back to discuss the two initial theses.

Abstract

Purpose

China has embarked on a major concerted strategy to arrest grassland degradation and livelihood problems in the western pastoral region. The paper aims to provide a framework through which this strategy can be understood and refined into the future.

Design/methodology/approach

The paper is based on a typology of grassland policies – technical, administrative, and management – and a discussion of the emphasis that China has and should place on each policy category. Data are drawn from policy documents and interview material collected through extensive fieldwork in large tracts of China's western pastoral region.

Findings

China has appropriately pursued “top‐down” technical and administrative policies to address major and immediate degradation‐livelihoods problems. However, longer term solutions to the problems require the strengthening of management structures from the “bottom‐up”, especially amongst herders themselves and other economic factors.

Practical implications

The paper proposes a series of concrete recommendations that may be considered as China refines its grasslands strategy into the future. The emphasis in the paper on the relationships between multi‐dimensional policies is of particular value in addressing multi‐dimensional grasslands‐livelihood problems.

Originality/value

Despite the magnitude and implications of China's recent grasslands strategy, there is a dearth of English language studies on the subject, which this paper aims to fill. The paper includes numerous micro‐level insights gained from extensive fieldwork in the western pastoral region that are not evident in more macro‐level studies.

Abstract

Purpose

This paper examines the impact of livestock environment regulations (LERs) on the location dynamics of the livestock farming industry. Specifically, it tests whether a “pollution haven effect” (PHE) exists in the Chinese livestock industry.

Design/methodology/approach

The authors manually collected LERs data based on the frequency of livestock-related vocabulary in government work reports from 279 prefecture-level cities from 2010 to 2017. Using China's implementation of LERs since 2014 as a natural experiment, the authors employed difference-in-difference (DID) to avoid the endogeneity problem.

Findings

LERs have led to a decline in livestock production in regulated areas. Moreover, compared with areas with more stringent LERs – southern China and developed areas, areas where LERs are less stringent – northern China and undeveloped areas, attract more livestock industry. As a result, people in northern China and undeveloped areas are exposed to higher livestock pollution.

Originality/value

First, most empirical studies on PHE focus on industrial firms. PHE in the livestock industry has received limited attention. This paper aims to fill this gap. Second, this paper regards LERs as an endogenous process and uses the DID method to generate unbiased results. Third, this paper introduces a novel measurement of LERs based on the frequency of livestock-related vocabulary in government work reports from each prefecture city. Fourth, this paper uses prefecture-level data to analyze the PHE of LERs, and thus obtains more reliable results.
