Abstract

In 1991 Lithuania reclaimed its independence from the Soviet Union and subsequently enlisted its education system as a tool for imparting the democratic skills and worldviews necessary for EU accession. However, the internalization of new democratic norms proved to be more complicated than the unidirectional transmission expected by many elites, as students, parents, and politicians played a part in the way that educational reforms were understood, implemented, embodied, and even resisted. Although tolerance education was initially included in Lithuanian reforms with little fanfare, there has been an increasingly visible backlash against it, as some now see its existence as an encroachment on the right of “Lithuanians” to develop a strong national identity after 60 years of occupation. By analyzing key educational policies in Lithuania, as well as international barometers for social tolerance, this chapter finds that the embrace of intolerance by many individuals and elites in Lithuania is not just a proclivity for prejudice, but a tool for challenging the boundaries of EU expectations to define the values and norms of an independent nation-state.

Abstract

In this chapter, we have presented four case studies of the firms which are operating in the medium complete adapting countries. The four cases are Arvidsson Textile Share Company in Estonia, Partec Rockwool in Lithuania, Accel Share Company in Lithuania and Ragn-Sells in Estonia. The case studies are prepared following the structure of the theoretical framework applied in this book. We have found out that the performance of Arvidsson Textile Share Company is successful as it matches the expectations if the partners and it has remained to be more or less the same since its establishment. The performance of Partec Rockwool was also successful from the very beginning until it was replaced by the fully owned firm. Accel Share Company's operations in Lithuania was successful from the very beginning as it found the right people with the right competence in the local market. In the case of Ragn-Sells in Estonia, the alliance was successful but not up to the full expectation.

Abstract

This study examines the internationalization process within the textiles and apparel industry in two countries: Lithuania and Moldova. In particular, this study shows how the evolution by an industry toward greater internationalization is intricately linked to its ability to move up its specific value chain. This analysis compares and contrasts the ability of this industry in a Western European (Lithuania) and a nonaccession Eastern European country (Moldova) to move up the textiles and apparel value chain and so achieve higher levels of internationalization. In examining and relating the relevant factors, this analysis provides insights into – and suggests important modifications to – important concepts and themes such as the stage theory of internationalization, the role of “inward-outward” linkages in the value creation process, the mechanism of the internationalization of small and medium-sized enterprises, and the part played by the European Union in the internationalization (and thus globalization) process.

Abstract

Purpose

The purpose of this paper is to review the emigration situation after the socialist regime and to reveal the main reasons for emigration in present-day Lithuania answering the question why “the West is still the best” remains important to modern Lithuania.

Design/methodology/approach

Statistical analysis of emigration during 1980-2015 in Lithuania was presented. Reasons for emigration were identified through a review of the scientific literature on emigration theories and push-pull factors. A questionnaire was prepared according to the proposed model to reveal the main reasons for Lithuanian emigration. In total, 1,586 migrants from Lithuania participated in the survey during October-November 2015.

Findings

The results revealed the main reasons for emigration according to push and pull factors related to economic issues, such as too low wages, differences between wages and income inequality, price policies and unemployment rates. However, non-economic reasons, particularly having relatives living abroad, influence the decision to migrate as well. A comparative analysis was made according to respondents’ occupation in the home country, their age and gender. In addition, it was found that emigration has become a community value and norm in Lithuania.

Research limitations/implications

The study was conducted over the internet. Therefore, only people using the internet participated in this study. Moreover, it is noted that only 21 percent of the respondents were male.

Practical implications

Based on migration theories, a list of push and pull migration reasons were identified. The findings present the main reasons for migration, which are based not only on statistical data, but also on survey responses in the case of Lithuania. Differences among demographic groups of respondents according to their occupation, gender and age were highlighted and targeted solutions could be applied in practice. Potential measures for decreasing emigration could also be designed based on these findings.

Social implications

Migration was proposed as a community value and norm in Lithuania.

Originality/value

Based on the migration theories and a questionnaire survey, the paper discusses reasons for emigration after the end of the socialist regime in Lithuania concentrating on the main reasons for emigration in contemporary Lithuania. In addition, it offers insights into demographic differences in reasons for emigration in relation to occupation, age and gender.

Abstract

Purpose

The purpose of this paper is to solve the puzzle of the disproportionately lower employment rate of mothers of toddlers with relation to the employment rate of mothers of preschool and school-age children in Estonia.

Design/methodology/approach

The research is based on the Most Similar System Design and compares Estonia with Lithuania. The applied methods include inferential statistics and microsimulation techniques, employing the OECD Benefits and Wages Calculator, the OECD Family Support Calculator and EUROMOD – the European tax-benefit microsimulation model.

Findings

The comparison revealed that the overwhelming majority of the crucial aspects of socio-cultural, economic and institutional conditions were more favourable for maternal employment in Estonia than in Lithuania. This explains the higher maternal employment rates both for mothers of pre-schoolers and school-age children in Estonia. However, one particular element of the institutional context targeted to the mothers of toddlers – the unconditional parental benefit – had an entirely opposite character. This particular feature of the parental leave scheme was the only factor that could explain why the employment rate of mothers of toddlers is disproportionately lower than the employment rate of mothers of older children in Estonia and much lower than the employment of mothers of toddlers in Lithuania.

Originality/value

This study complements previous research by providing evidence on the relative importance of universal parental benefit schemes in the context of other country-specific conditions for maternal employment, including the availability of institutional childcare. Furthermore, the results presented show that childcare regime typologies, at least those that characterise Eastern European countries, should be more sensitive to children’s age.

Abstract

Purpose

The purpose of this paper is to summarise corporate social responsibility (CSR) development issues by organising critical CSR promoting and hindering factors, and to evaluate CSR development problems in Lithuania according to organised factors, legal context and previously implemented empirical investigations in new EU member states and Lithuania.

Design/methodology/approach

Analysis and generalisation of various literature sources were applied to organise critical CSR promoting and hindering factors. In order to evaluate the CSR development problems in Lithuania, legal documents and collateral analysis of empirical CSR research in new EU member states and Lithuania methods were applied.

Findings

The antithesis between economic and social firms' objectives has existed for a long time, but the current modern world's construct refuted this concept in economic terms and has highlighted social, ethical and environmental values, taking into account definite quality options for everyone – the public sector, NGOs and society – with great expectations to act in a socially responsible way. The priorities of CSR, as emphasised by the European Union (EU), are relevant not only to old EU member states, but also to new ones. The research results show that despite the Lithuanian CSR development vision and goals, the main problems relate to the lack of understanding of CSR and a systematic CSR implementation approach.

Research limitations/implications

The study is based on previously implemented empirical investigations in new EU member states with particular attention to CSR promoting and hindering factors and deeper insight into Lithuanian CSR development issues, which provide a starting point for further CSR research in the area of transitional economies.

Practical implications

The paper summarises empirical investigations implemented in new EU member states during the last few years and brings a broader understanding of CSR development problems in transitional economies.

Originality/value

The paper attempts to stimulate discussion about CSR promoting and hindering factors in new EU member states with particular insight into Lithuanian problems.

Abstract

Lithuania has had a long and tumultuous history. Balts, an Indo-European ethnic group, was the first civilization to live in this territory, dating back to the 10th-3rd centuries BC. The first written mention of Lithuania appeared in the German historical documents “Annals Quedlinburgenses” in 1009. In 1236, Mindaugas became the first Grand Duke of a region encompassing Lithuania, Kaliningrad and part of Poland. Mindaugas converted to Christianity and was crowned king of Lithuania in 1252. In 1323, the capital city of Vilnius was mentioned for the first time. For the first 200 years of its existence, Lithuania was under attack from both the Teutonic and the Livonian Orders. Despite this, by the end of 14th century, it managed to become one of the most powerful states in Eastern Europe. Grand Duke Vytautas the Great, who ruled from 1392 to 1430, extended the great empire from the Baltic Sea to the Black Sea. At the Union of Lublin in 1569, the Polish-Lithuanian kingdom was merged into a Commonwealth headed by a monarch. It was weakened by the wars against Russia, the Ukraine, and Sweden during the 16th–18th centuries. The end of the 18th century was marked by three partitions of the Commonwealth. In 1795, after the Third Partition, Lithuania lost not only tangible traits of statehood, but also its name. As a result, it became part of the Russian Empire.

Abstract

Purpose

The purpose of this paper is to provide an overview of past and current developments in human resource (HR) function in Lithuania.

Design/methodology/approach

The paper discusses the antecedents of HR function developments in Lithuania through an analysis of the country's demographic, economic, legal and cultural environments and historical human resource management (HRM) developments. Current HR function status is shown through findings of an HR manager/specialist survey conducted at 119 medium‐ and large‐sized organisations, which was part of the 2008‐2009 Cranet survey.

Findings

The majority of organisations have HRM departments and an HR strategy, and in about half HR is represented on the board and is involved to some extent in business strategy development. HR responsibility is shared by line management and HR function. About 90 per cent of organisations have a mission statement and a business strategy. Trade union power is currently low due to historic and political reasons; however, findings show that it is gaining more status. About half of the organisations have developed corporate social responsibility policies, though few offer non‐statutory social welfare schemes. Reward individualisation is higher among private‐sector employers. Downward communication is used to a considerable extent by both private and public organisations, while upward communication is more extensively practised by private‐sector organisations.

Practical implications

The paper discloses current HR function developments in Lithuania based on its historical heritage, antecedents in macro/micro environments and empirical data, which provide valuable insights for local organisations and foreign investors into current HRM status.

Originality/value

The paper discloses the influences on HR function developments and their current status in Lithuania, which are still under‐researched in the country, and contributes to HRM research in the Central and East Europe region.

Abstract

Purpose

This paper aims to examine the collaboration of livestock farming business with other three groups of actors and explore the gap between expectations and reality concerning biogas production as collaborative innovation for the socially responsible development of rural regions in Lithuania.

Design/methodology/approach

This paper is based on the concept of the Quadruple Helix, which focusses on innovation, viewed as a process involving increasingly closer interactions and coordination among the following four groups of actors of the helix: government, academia, industry and civil society. Scientific literature analysis and generalization, expert interview and focus group methods were used to generate data for analysis. Data were collected during the period of July-November 2018 in Lithuania.

Findings

The research results reveal that the greatest gap among expectations and the actual situation in collaboration for socially responsible innovation, biogas production – is observed among non‐governmental organizations as representatives of civil society and all other questioned Quadruple Helix actors, whereas the government had been recognized as a most isolated part of the collaboration for innovation in biogas in Lithuania.

Research limitations/implications

This paper presents empirical findings, based on qualitative data, collected in one EU new member state, i.e. Lithuania. International comparative perspectives are given in other related papers. Research findings are promising for further research in the field of socially responsible development of rural regions using the Quadruple Helix approach to foster collaboration for modern circular economy innovation both from theoretical and empirical points of view.

Practical implications

The methodology might be used for practitioners to research collaboration excellence/gaps in any field of activity.

Social implications

The research takes into account the public interest from a very broad point of view – how to develop rural regions in a socially responsible way by using already established innovations in biogas in livestock farms by giving another dimension of socially responsible collaboration for innovation.

Originality/value

The paper proposes using the original Quadruple Helix approach to foster the socially responsible development of rural regions, thus enlarging the scope of the theory of corporate social responsibility (CSR) with the newly emerged discourse in the field. Socially responsible development of rural regions with the use of collaboration for circular innovations has been absent from theoretical to empirical CSR research.

Abstract

Purpose

The purpose of this paper is to discuss the measures implemented under the spatial planning law of the Republic of Lithuania, along with various initiatives, to identify whether Lithuania is following the international trend of greening cities.

Design/methodology/approach

The authors’ analysis is based on an evaluation of the urban theory-based approach towards greening cities and adopting urban agriculture in Lithuania and legal regulations introduced by the Lithuanian government. The paper specifically analyses the legal requirements enshrined in Lithuanian law that are intended to encourage green infrastructure and urban agriculture in cities as part of the adoption of the principles of sustainable development. The paper focuses on Vilnius, the capital city of Lithuania, to gauge the extent to which the new regulations encourage urban greening and agriculture.

Findings

The authors’ reveals that Vilnius is lacking initiatives with regard to urban agriculture, while existing areas for urban agriculture are disappearing. This is happening despite the promising spatial planning reform in Lithuania, which introduced the principle of sustainable development into spatial planning regulations. This is a cause for concern and should lead to renewed calls for a coherent and ambitious approach to the greening of Vilnius and other cities in Lithuania. Furthermore, the lack of action shows that the vague wording used by the regulations does not actively encourage urban agriculture and even results in ignorance of its virtues. Therefore, more precise regulations on encouraging urban agriculture and greening of the cities should be introduced.

Originality/value

This paper is the first to analyse the extent to which the newly adopted principle of sustainable development in spatial planning could affect the greening of Lithuanian cities and encourage urban agriculture. The paper identifies the sequence of opening the meaning of the sustainable development principle in regular legal norms which encouraging the greening and indicates the lack of imperative norms to ensure the due implementation of sustainable development principle.
