Abstract
Purpose
The purpose of this paper is to examine the extent to which workplace learning forms a building block in national lifelong learning policies by obtaining evidence, first-hand, from mental health practitioners about their perceptions of their individual country's national lifelong learning policy and, in particular, its application to adults with long-term mental illness.
Design/methodology/approach
Text analysis: review of relevant literature and European Union policy documents and survey questionnaire.
Findings
It is evident that the use of workplace learning as a linchpin in national strategies for lifelong learning in Denmark and France is clear and empirically supported.
Research limitations/implications
Comparative evidence of evaluations of impact and effectiveness of workplace lifelong learning provision in the two countries examined is patchy at best raising further questions about the “value” of investments in both workplace learning and lifelong learning in these countries.
Practical implications
There is a risk that by focusing on jobs and workplace learning, the specific needs and desires of people with mental illness who, in the main, might want to engage in lifelong learning for reasons other than jobs and workplace learning, may end up being disadvantaged as their (non-economic) needs go unmet.
Originality/value
Until now there has been little or no attempt to examine Europe's conception of lifelong learning policy and its application to a multiple disadvantaged group such as mental health service users. This is a major attempt to remedy current dearth of research in the area.

Abstract
The lifelong learning agenda maintains a pivotal role in educational discourse. It reflects government policy that as a conceptual framework it is shaping a new model of learning. Moreover, it reinforces the view that the establishment of a learning society is vital to meet the growing diversity of economic and social imperatives. This paper explores some of the challenges facing further education in constructing an effective and vocational paradigm for lifelong learning that addresses the impact of widening participation and accessibility. It highlights the significance of recent post‐16 government initiatives and the relationship between a knowledge economy and the inclusive learning agenda in the context of policy and practice.

Abstract
Purpose
The current synthesis study was conducted to locate comprehensive perspectives about the transformation of higher education institutions from being the only places where formal education programs are offered into settings where lifelong learning can be integrated. This demands an inquiry through not only instance investigation but also a more comprehensive evidence upsurge which has great importance in obtaining lessons and drawing conclusions from existing facts to show how higher education institutions can be places where lifelong learning is promoted for the good of both individuals and societal advancement.
Design/methodology/approach
Using a meta-synthesis methodology, a comprehensive overview of the current state of knowledge in the area of higher education institutions' role in promoting lifelong learning was synthesized.
Findings
The study identified wide-ranging lifelong learning conceptualizations, potential beneficiaries, learning contents and ways of delivery that can be applied in higher education institutions. Furthermore, the practical challenges, partnership and coordination concerns and policy and reform issues towards promoting lifelong learning were addressed.
Originality/value
This meta-synthesis provides crucial evidence for higher education policymakers and practitioners seeking to guide the transformation of their institutions into settings where lifelong learning is integrated with other forms of educational programs, thereby optimizing individual's professional development and societal progress.

Abstract
This chapter provides a qualitative discussion on the role of social justice mechanisms as a response to alleviate stressors within neoliberal frameworks. Lifelong learning (LLL) has various models and goals, inclusive of social justice. It establishes flexible learning modes and environments to expand educational opportunities to include disadvantaged or marginalised individuals (Armstrong, 2014; Yang, Schneller, & Roche, 2015). Further, LLL has the capability to assess new events and use methods to effectively implement strategies that manage negative educational and economic impacts (Sharma, 2004). Within the Bologna Process (BP), LLL continues to be evaluated, and interestingly, LLL operates within this system that aims to create universalised and standardised practices across participating countries. As a result, there is a dynamic relationship of flexible learning within a structured framework.
This chapter addresses the issue of whether and how LLL has been responsive to major social and economic crises that have impacted the BP and inevitably learning processes. To determine LLL responses and possible contributions, a case study examination of policy and implementation in Scotland is presented through the lens of two major global crises. The two crises are the 2008–2009 Global Recession and the 2019–present day COVID-19 pandemic, which have impacted the planning and provision of education across the European Higher Education Area (EHEA). Analysis is drawn from national government documents, academic and international organisation research papers, an interview and articles from relevant years. Challenges in LLL provision are also presented in the analysis. And although we cannot forecast with certainty the next global crisis to impact our educational system, this chapter concludes with points on how future impacts may be mitigated through LLL.

Abstract
Purpose
This study aims to provide an overview of the past two decades of lifelong learning (LLL) policies for enhancing employability and reduce social exclusion in young people of European countries through the development of the so-called LLL key-competences.
Design/methodology/approach
Built on a quasi-systematic review, this contribution explores traditional and new methods for promoting the LLL transition, and then employability, in young adults (e.g. apprenticeship, vocational training, e-learning, etc.).
Findings
It argues the need to identify all the possible approaches able to support policymakers, as they can differently impact key-competence development.
Originality/value
Finally, based on the consolidated EU policy experience, we propose a strategy of implementation of the LLL programmes that facilitates the institutions’ decision processes for policy-making through the use of decisional support system.

Abstract
Purpose
This research attempts to reveal ways of addressing challenges in open universities related to empowering lifelong learning; establishing policies and strategies in dropouts, student portfolio and support services for students with special needs; and implementing online instructional design and strategies. Two institutions were investigated, namely National Open University (NOU) Taiwan and Universitas Terbuka (UT) Indonesia, both founded in the 1980s to serve lifelong learners with diverse backgrounds and needs. This study was aimed at understanding good practices and challenges for improvement for the two open universities in those areas being investigated.
Design/methodology/approach
This research was qualitative using document analysis along with focus group discussions and interviews with administrators, academic staff, students and alumni to collect data for analysis.
Findings
Lifelong learning is the necessity of individual in societies for continuing professional development through enabling access to quality university education. Open universities have been tasked to cater for lifelong learners using non-traditional approaches, new technology and adapting to online learning and teaching in digital age. This research was exploratory, and the findings were expected to improve understanding of lifelong learning in open universities, particularly in NOU and UT.
Practical implications
Findings of this research are relevant to open universities to enhance its missions and define its possible new roles to serve lifelong learners.
Originality/value
This research reveals the roles of open universities in lifelong learning and enhances understanding of open universities that have a wide range of responsibilities in offering programs and courses to accommodate lifelong learners.

Abstract
This chapter focusses on the situation of part-time learners and explores the extent to which policy in England has confounded, rather than facilitated, lifelong learning opportunities. A brief overview of Lifelong Learning policy at Pan-European level is presented with the findings of a specific project which sought to establish what the barriers were to access for diverse student bodies in England, Denmark, Finland and Germany. Then, the authors focus on the ‘perfect storm’1 in English Higher Education where a catastrophic decline in the numbers of part-time student, generated due to the clash of several policy ‘clouds’, raises questions about the government’s commitment to lifelong learning.

Abstract
Purpose
The primary objective in this paper is to examine the role of small‐ to medium‐sized enterprises (SMEs) in promoting and/or hindering educational opportunities to adult employees in the UK.
Design/methodology/approach
The paper draws on 12 case studies of SMEs in England and Scotland, which form part of a larger European Sixth Framework Programme research project. Interviews were conducted with employers, line managers and employees participating in formal educational programmes, and were contextualized with policy documents and literature on lifelong learning and workplace education.
Findings
This paper highlights and explores findings related to human resource management (HRM) and the participation of employees in formal education, and the experiences of companies in providing educational opportunities to employees in England and Scotland. The paper argues that employers have a key role to play in driving and investing in employee training and development. However, the current focus of employers on formal educational opportunities appears narrowly focused on job‐specific, in‐house training.
Originality/value
The paper's value lies in its illustration of the restricted focus of the lifelong learning policy agenda on the development of human capital, which not only limits the development of portable skills and qualifications for employees, but also undermines the broader aims of lifelong learning.

Abstract
Purpose
This study aims to demonstrate whether the educational mismatch prevalent in society can be overcome by various types of lifelong learning and whether lifelong learning can contribute to job satisfaction.
Design/methodology/approach
The participants were 2,559 young Korean employees who graduated from general or specialized vocational high school. This study applied structural equation modeling to verify the mediating effects of lifelong learning on the relationship between educational mismatch and job satisfaction. In addition, this study compared whether the conceptual model results were applied to those who graduated from general school and specialized vocational school through multigroup analysis.
Findings
Regarding the horizontal mismatch, the mediating effect of lifelong learning correlated with job satisfaction was significantly measured in all multigroup models, including the conceptual model. Nevertheless, regarding the vertical mismatch, this study confirmed that informal learning influences job satisfaction differently according to the type of high school from which employees graduated. Furthermore, for those who graduated from specialized vocational school, the relationship between vertical mismatch and job satisfaction was significantly indicated. However, there was no influence of informal learning at the workplace.
Originality/value
This study empirically demonstrated the alternative value of lifelong learning in overcoming the preceding educational mismatch. Moreover, the evidence that such lifelong learning effects may vary depending on the vocational education experiences before entering the labor market is valuable.

Abstract
This account aims to introduce contrasting perspectives on teaching and learning methods, and to detail the growth of new forms and vocabularies of access to learning. As we move towards the new millennium, the development of national, yet diversified, credit frameworks and systems will provide an essential underpinning for the organisational culture that will be needed to sustain the wellbeing and growth of the educational system. These new systems are already being incorporated into the practice of ‘virtual’ education. Lifelong learning has widespread support across the social and political spectrum and its importance can hardly be over‐stated as we seek to maintain competitiveness in a changing world. Increasing knowledge and understanding to serve both the needs of the economy and of individuals to play a major role in democratic life has become an agenda of necessity as well as desire. An open society requires open systems of knowledge. A prognosis for the future is submitted where the significance of part‐time modular and open flexible learning is evaluated in terms of a curriculum rooted in useful knowledge and competences, acquired at different sites of learning, including the workplace. It is argued that modular structures, using the potential offered by credit accumulation and transfer to different institutions with different missions, can transcend and transform the learning opportunities for students in a mass system of higher education which is rapidly becoming part of a global market economy and society. Continuous lifelong learning involving its key features of open access, recognition of learning wherever it takes place and the growth of new learning networks and partnerships, is at the conceptual heart of the development of the virtual university.
