In recent years, electronic resources have become the library's important storage of a university library, and the fund purchased electronic resources also increased quickly, year after year. In order to find out the readers' present conditions, difficulties and requirement of using e‐recourses, The Library of Shaanxi University of Science and Technology, carried out sampling, questioning and investigating of all teachers and students at campus. The purpose of this paper is to present the findings of this investigation.

The investigation was carried out in 206.3 at the campus, and the investigative target involves teachers, scientific staff, gadre, graduate students, scientific staff, undergraduate students, and some training students, from 15 institutes in the whole university. It centers on seven subjects, deigns 24 question and 155 selective answers, and everyone is multilateral, 1,000 questionnaires were sent out, 909 reclaimed. The ratio is 90.9 percent.

The investigative result shows that: nearly half of the readers investigated are satisfied with e‐resources of our university. At present, the main way that reader's obtained rebases or literature is from traditional library storage. This illustrated that the printing literature obtained important functions. The e‐book does not substitute the traditional printed book. The construction of library storage should advocate the printed one. Readers selecting the printed and e‐book occupy the greatest majority. This shows that the two type of literature are not completely substituted, only mutually supple. The way readers liked obtaining information is to skim the homepage of the library. This indicated the homepage had become the important window to give publicity and serve the outside. It also shows the use of reading on screen, non‐familiarizing the structure and the retrieval method. Showing that the net condition and computer facilities are the main external factors.

This paper analyses the consciousness of using e‐resources, and the ability of obtaining literature for university readers, by investigating some readers' utility of e‐resources at Shaanxi University of Science and Technology. Therefore the readers' range is limited.

In this paper the result from one side reflects every unit and layer personnel's utilizing condition and difficulty of e‐literature at the whole university. By investigating and analyzing, the work emphasis of the library is defined.

The investigating table does not only look into some teachers and students' utilizing condition, and readers' opinions and proposing to use the library's, but also obtains the disseminated fanfaron to all people using the library. The purpose of this paper is to examine the barriers to effective resource sharing among academic libraries in Nigeria.

Professional librarians from six randomly selected federal university libraries representing the six geopolitical zones in Nigeria were surveyed using a descriptive survey research design. Questionnaires were sent to 124 librarians; 85 were returned and found to be usable, for a response rate of 68.5 per cent.

The study revealed that the prospect for resource sharing among university libraries in Nigeria is high. However, factors that hinder effective resource sharing include inadequate funding, a dearth of skilled librarians, power outages, an absence of web‐accessible OPACs, uneven development of libraries, and slow progress of library automation. It is recommended that each university library have a specific annual budget allocation for ICT development and maintenance and for training of librarians to pilot resource sharing projects.

This paper presents resource‐sharing challenges facing academic libraries in Nigeria. It encourages information professionals to embark on capacity building for effective resource sharing. This paper was prepared for the 12th Interlending and Document Supply Conference, held in September 2011.

This paper discusses emerging issues in selection and acquisition of electronic information resources in academic libraries of developing countries paying particular attention to the situation at the University of Dar es Salaam Library (www.udsm.ac.tz/library/). First, it discusses in historical perspective the application of information technology in provision of information services and specifically the provision of electronic information services at this university. Then it identifies emerging and challenging issues related to selection and acquisition of electronic information resources. The emerging issues include the information technology skills of staff and users, technology infrastructure, financial resources and collection development and management policy. In conclusion, the paper strategizes the way forward to make selection and acquisition of e‐resources contribute towards promotion of research, scholarly communication, teaching and learning at African universities.

Internet resources have become a standard part of the resources offered by many libraries. Despite this fact, issues surrounding the selection of these resources, as well as providing access to them through cataloging, continue to present problems for libraries. Since Internet resources are not published or made available to libraries in the same manner as traditional print materials, there are many more factors to be considered in the selection process. The decision to catalog Internet resources presents a number of challenges to libraries as well. Decisions must be made as to what types of Internet resources will receive cataloging, and what information should be included in the bibliographic record. Cataloging decisions are further complicated by the fact that long‐standing cataloging conventions do not readily apply to Internet resources.

To study the construction and planning of the library service facility system based on public digital culture teaching in international cultural metropolises, the main body of resources construction, channels, selection criteria, construction standards, user service policies, service methods and service objects of the National Digital Library of Russia were analyzed. The construction foundation, policy support and digital resource construction of the Chinese and Russian national digital libraries were compared. The results showed that the problem of digital copyright was solved while the library community was constructing digital resources according to the existing rules. Therefore, this method has certain implications for the construction of digital libraries in metropolitan areas in China.

The purpose of this paper is to provide an update of Resource Sharing services at the University of Wollongong (UOW) Library two years after a complete review was undertaken to provide a financially viable service relevant to the research support needs of University clients. This paper provides an update of the service two years on.

The UOW Library has been attentive to global changes in the resource sharing industry and document supply services. Unmediated resource sharing options are growing and assuming an increasing portion of requests received from clients. UOW’s involvement in new services has focused attention on the value of its collection, particularly the last national copy of a publication. By ensuring these unique titles remain in the collection indefinitely, they can be shared with other libraries through resource sharing arrangements. Ensuring staff workplace health and safety during the ongoing transformation in the delivery of services is an important element in the continued viability of resource sharing at UOW.

The 2011-2013 review of UOW Library Resource Sharing services has resulted in a viable and relevant service that is adaptable to the changing needs of UOW clients and institutional directions into the near future. Unmediated requesting continues to assume a greater share of the requesting workload, though staff expertise is equally important in supporting this service. A future challenge for the UOW Library is the rising cost of postage for the sharing of loans across institutions.

This case study demonstrates how an academic library can transform its resource sharing service for ongoing relevance and cost-effectiveness. Taking a holistic view of the service, in terms of people, costs and services, is important to ensure the overall viability of the service.

To address the UNLV Libraries movement toward a predominantly electronic journal collection including evaluation of library collection and reevaluation of organizational structure, staff resources and workflow to find the best ways to provide library users with timely and reliable access to electronic resources.

A range of UNLV Libraries initiatives in building and managing electronic resources is described to demonstrate how the library moved from a predominantly print environment to a predominantly electronic environment. The paper consists of sections: development of the electronic resources collection, reengineering acquisitions/periodicals, new responsibilities and new skills, next steps, and conclusion.

Since 1999, the composition of the Libraries journal collection has been dramatically changed. The percentage of print‐only subscriptions decreased from 59 percent in 1990 to 20 percent in 2004, while electronic journals jumped from 35 percent to 75 percent. The percentage of Libraries materials acquisitions budget spent on electronic resources rose by at least 10 percent each year. The proliferation of electronic resources had a major impact on the acquisitions/serials activities from handling physical objects to initiating and ensuring ongoing access to electronic resources. It has resulted in a workflow that requires ongoing review and change to accommodate the constant technological developments that have impacted the management of information delivered electronically.

The focus of this paper on changing workflows in the implementation of electronic resources is unique. As Libraries incorporate electronic resources into their collections, the necessity to develop new workflows presents challenges at all levels from daily activities to long‐term planning. The experiences at Lied library offer other Libraries practical examples of ways the challenges have been met.

The purpose of this paper is to investigate the use of information resources in the research papers of the graduate students in Library and Information Science (LIS) at Kuwait University.

The methodology chosen for this paper is the bibliometric method by way of citation count of the references found in the literature review papers of LIS graduate students at Kuwait University by identifying the preferred form of publications, retrieval method, time span, subject distribution, and the most cited journals.

It is shown that the majority of students used journal articles, web pages, and books as the most preferred form of resources. Their preferred method of retrieval was the printed format. Time span of the most used citations is from three to ten years. They mostly used traditional library journals such as Bulletin of MLA, Library Review, The Electronic Library, Library Management, and College and Research Libraries.

The quantity and quality of citations were reviewed and approved by the student advisor, and the sample was drawn from a population of 74 papers based on the availability of original papers.

The findings in this paper provide important insights for the academic library administration to take appropriate measures to achieve a higher level of awareness and skill by the users.

This paper aims to propose a technical solution to rapidly access and locate the nearest interlibrary loan resources using OpenURL in the services of a local library.

First, the paper creates knowledge bases of “nearest access” services, which can automatically identify the nearest library and rapidly locate the resources in the target library. The knowledge bases consist of information about the nearby libraries and a rapid location rule for resources in these libraries. Second, the paper designs “nearest access” algorithms that allow users to identify and select the nearest interlibrary loan resources from the knowledge bases of “nearest access” services.

Through these steps, the paper establishes an architecture for accessing resources in the nearest library that are based on a combination of knowledge bases and “nearest access” algorithms, providing users with a convenient and rapid method to access interlibrary loan resources.

The innovation of this research lies in the ability of the proposed architecture in providing accurate, agile and personalized access to digital interlibrary loan services. Through this work, users will finally possess a tool to rapidly locate the resources in the nearest library using OpenURL.

Focuses on resource sharing in Kuwaiti libraries, which, due to many factors, has now become an economic and information provision necessity. Presents the results of a survey of 17 libraries in Kuwait. It was found not only that the current resource‐sharing activities are at a minimal level, but also that all libraries do not actively participate in these. However, librarians consider resource‐sharing very important for their libraries, are aware of its benefits, and know the hurdles in developing a resource‐sharing network. They are willing to participate in such a network if one was developed. Recommends that the National Council for Culture, Arts and Letters should create a National Task Force to develop a detailed plan for a national resource‐sharing network. Proposes that the National Library should be designated as the coordinating agency for this network and suggests the establishment of a permanent national committee, with representation from all major libraries, to be responsible for policy making.
