Abstract

Purpose

The purpose of this paper is to review the state of libraries in India and summarise the strategic cooperative initiatives undertaken to improve user access to electronic information services.

Design/methodology/approach

The methodology used included personal interview, e‐mail interaction and literature searches. Several strategies for retrieving information were used across both the professional and research literature [Library Literature, Library and Information Science Abstracts, and Educational Resources Information Center (ERIC)] and the Internet (Google). A variety of search terms were employed to gain a broad overview of the subject and then more targeted terms to examine key aspects of the area of study with greater specificity. The paper also examines a range of general environmental factors impacting on libraries and which must be taken into account to accelerate the pace of beneficial change. It also lists the significant achievements in this field to date.

Findings

There are still significant potentials for further implementation of cooperative strategies to enhance networked, electronic information service delivery in India. This paper discusses some of the underlying issues which are presumably delaying the establishment of consortia and which need to be resolved.

Research limitations/implications

This area of study is extremely fast moving and regular updating and continuation of this research is required to maintain a grasp of the situation.

Practical implications

The negative factors outlined in this paper which militate against the full successful impact of cooperative strategies are clearly set out, in order to help library managers and administrators create practical solutions capable of eliminating these obstacles to progress.

Originality/value

This research gives an insight into how consortial strategies can help overcome the resource constraints which characterise library provision in many developing countries, providing a model for other library systems, which face similar problems, to follow.

Abstract

School/public library co‐operation has been a significant topic in the discussion of networking libraries and co‐operative ventures to improve the information services in the community. Different authors and researchers have elaborated different perspectives on interlibrary co‐operation. This paper is an attempt to survey these perspectives in order to provide insights into trends and critical issues regarding co‐operative activities between school and public libraries. The discussion defines the nature of co‐operation as well as the functions of the agencies involved in co‐operative activities. It then elaborates the need for such endeavours in order to evaluate the significance and contribution of interlibrary co‐operation in the community. The paper also addresses the agreed‐upon principles on which co‐operation has been based. The criteria for successful co‐operation are elaborated to identify factors that could be conducive to co‐operative endeavours. The discussion also includes a review of available research studies in order to identify research findings and trends in the area. Some co‐operative activities are highlighted to provide a picture of the status and extent of co‐operation. An analysis is also provided of combined school and public library systems and multiple library systems to assess the success of these programs. Finally, emerging trends in school/public library co‐operation are identified to predict the future of co‐operative activities, research studies are evaluated and some new areas for future research are suggested.

Abstract

Purpose

The purpose of this study is to investigate the nature of collaboration among seminar libraries and central library of universities and to recommend certain measures to strengthen this collaboration. Central libraries of leading universities in Pakistan possess more resources and manpower than seminar libraries. The task of planning about the important matters like access to e-resources, selecting infrastructure and automation mechanics lies with central libraries. Growth of information and communication technology (ICT) and information explosion has created opportunities for the libraries within a university for creating a cordial and beneficial relationship between central library and seminar libraries.

Design/methodology/approach

Mixed-method design was used for exploring the collaboration and nature of relationship among central libraries and seminar libraries within the university. Data were collected from library executives chairing their sections at their workplaces in central libraries of leading universities during the author’s visits to these libraries for MPhil study for collecting data about organisational structures of central libraries. A questionnaire was constructed to elicit information about the relationship between the central library and the seminar libraries that was supplemented with the telephonic interviews from library professionals and faculty about the nature of this relationship.

Findings

The data analysis of the present study revealed that the relationship between the central library and the seminar libraries is of a diverse nature. Private sector universities have developed integrative relationships, while some public sector ones have interactive relations and some have independent libraries with limited relationship. All library professionals interviewed have rejected the idea of independent seminar libraries and majority of them proposed integrated relationship between the central library and the seminar libraries.

Practical implications

This study suggests that the relationship between the central library and the departmental library should be developed by considering the depleting resources and by developing ICT. According to library professionals, the relationship between the central and departmental libraries should be of either interactive or integrated nature. University administration and library administration should come forward for building a beneficial relationship among libraries within the university. This study will lead to broader collaborations among libraries of different universities in Pakistan.

Originality/value

No study has ever been undertaken in Pakistan to explore the relationship between the central library and the seminar libraries of universities. This study will be a milestone for building collaborative relationships among different libraries within universities.

Abstract

Purpose

The paper seeks to outline the topography of Danish library associations and organisations and to analyse their role in the development of the libraries. Corporate trends and traits are used as the analytical framework.

Design/methodology/approach

The paper focuses on cases and issues from the development of the Danish libraries and the research design is primarily desk‐top research combined with interpretations of previous research into the theoretical framework of corporatism.

Practical implications

The paper offers some inspiration for cooperation among institutions and associations outlining some of the prerequisites for a solid corporation among different stakeholders.

Originality/value

The paper introduces a concept from political theory and uses it as an interpretative framework in relation to one of the cases of a rather successful cooperation in the library field.

Abstract

Purpose

This study aims to report on a bilateral project including Polish and Norwegian library institutions which intended to produce new strategic plans for the 18 regional libraries in Poland, while at the same time build fruitful cultural connections between the two countries.

Design/methodology/approach

The project was based on workshops in Poland for strategy development and exchange of experience, on a study visit to Norway for Polish library staff, and consultations on draft strategies.

Findings

Whereas the Norwegian partners benefited mostly by the project experience itself, by insight into Polish society and culture, and by observing their own libraries through the eyes of their counterparts, the Polish participants have a more tangible result in the shape of new strategic documents and with a closer network of regional libraries.

Originality/value

The paper presents an example of how several major library institutions in two countries can benefit from each other through project cooperation.

Abstract

Purpose

The purpose of this paper is to report and to regulate the users’ documentary necessities of six Mexican universities involved, in a cooperative manner and during the period of confinement by SARS-CoV-2, through the Document Delivery Service (DDS).

Design/methodology/approach

A diagnostic was conducted within the participating institutions that considered the information resources and sources, documents requested and the number of users per institution, which were counted daily for one month. This research used documentary and quantitative methods.

Findings

The authors determined that DDS is a reliable service for information supply although it is going to be necessary to adjust legal schemes and interlibrary loan policies to develop a process and to adapt this one to the current information services in the future or “in our new normality”; DDS will have a high impact on the conformation of networks of librarian cooperation.

Originality/value

This study exposed the importance of DDS as a relevant service to provide information on demand by using information and communication technologies, which is a safe way to operate, avoiding exposure to physical contact, ensuring the continuity of research processes in the communities and always monitoring and promoting the copyright.

Abstract

When the initial library networks were established in the United States, they provided affordable, online automation services that were available from virtually no other source. The surge of automation experienced by American libraries for the past two decades has altered the historical relationships that characterize library cooperation. Local networks are being created and machine‐readable products previously available only from the networks are now being packaged on optical media and distributed to individual institutions. With these technological advances, the need for, services offered by, and financial viability of the networks have begun to undergo dramatic change. This is also a time of great opportunity for libraries and networks. There is on the horizon what may be the infrastructure for a national information network. The realization of this network will require close cooperation of librarians, who have embraced the Open Systems Interconnection (OSI) Reference Model for networking, and members of the academic and research community, which is still relying heavily on the Transmission Control Protocol/Internet Protocols (TCP/IP) for communications purposes.

Abstract

Purpose

The purpose of this paper is to study the resource construction mode of the Digital Library Promotion Project, so as to summarize the general characteristics of successful collaborative collection building for digital libraries. Digital Library Promotion Project (DLPP) is a digital culture boosting project launched by the Ministry of Culture of the People’s Republic of China with National Library of China as its implementing unit. The project aims to build a nation-wide library network that could support and guarantee resource development and sharing among public libraries all over China so as to achieve equalization in public culture service among people from different parts of the country. This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed along with the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development.

Design/methodology/approach

This paper is a case study of digital collection development and sharing in a developing country where regional differences are large. The paper starts with the environmental scan of the resource situation of public libraries in China, which is the background and significance of the DLPP. The main part of the paper is the introduction and analysis of the collection developing method of the DLPP, including: union catalogue, co-construction of featured resources and joint procurement of databases. Through analyzing the mechanism in collection development and sharing, this paper discusses the measures that guarantees the success of the project.

Findings

Through analyzing the mechanism in collection development and sharing, this paper discusses the measures that guarantee the success of the project, these are: sustained financial support from the government, scientific mechanism for cooperation, flexible handling of copyright issues unified standards in resource development and targeted training programs.

Originality/value

This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed, as well as the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development.

Abstract

Purpose

The paper's aim is to provide insights into interlending and document supply (ILDS) practices in Spain in the current environment of library consortia and to present recent trends in academic ILDS services.

Design/methodology/approach

An overview of the Spanish library system is provided followed by a more detailed look at cooperation generally and interlending and document supply specifically. Finally a survey of researchers and their use of e‐journals and alternative methods of access in a medical library.

Findings

After some years of decline interlending and document supply is experiencing modest increases. Some interesting results from the survey on the tolerance to use document supply instead of low use journals are found.

Originality/value

The paper presents a current overview of the situation in Spain for library cooperation, interlending and document supply.
