Abstract

This study investigates how outsourcing multiple public functions in a single contract increases the complexity of the services rendered under the agreement. We hypothesize that product complexity arises in these bundled service agreements due to several factors including diseconomies of scope, the 'lock-in' problem, and communications problems between the contractor, the government and the public. We investigate these questions using a textual analysis research methodology to examine the initial contract documents that formalized an agreement between the City of Sandy Springs Georgia and the firm CH2M Hill. The results of this qualitative study identified several ways that different combinations of functions increased product complexity. It also revealed ways the contracts were designed to mitigate the risks of outsourcing multiple functions in a single contract.

At the passing of the Fair Trading Act, 1973, and the setting up of a Consumer Protection Service with an Office of Fair Trading under a Director‐General, few could have visualized this comprehensive machinery devised to protect the mainly economic interests of consumers could be used to further the efforts of local enforcement officers and authorities in the field of purity and quality control of food and of food hygiene in particular. This, however, is precisely the effect of a recent initiative under Sect. 34 of the Act, reported elsewhere in the BFJ, taken by the Director‐General in securing from a company operating a large group of restaurants a written undertaking, as prescribed by the Section, that it would improve its standards of hygiene; the company had ten convictions for hygiene contraventions over a period of six years.

Abstract

Purpose

The paper seeks to examine the role of corporate identity in UK clothing retail organisations, focusing on the “fast fashion” sector. The aim is to analyse the “gap” between desired identity and perceived identity within the sector.

Design/methodology/approach

An instrumental case study approach was adopted for this research. Companies' web sites and press releases were reviewed to find out the desired identity of organisations, while semi‐structured interviews were carried out with customers to elicit the perceived corporate identity. Themes developed from the cases will form the basis of further research.

Findings

This study has shown that although there are similarities, considerable “gaps” are present between the desired and perceived corporate identity of organisations, the latter being more important in understanding the research questions addressed which relate to corporate identity and the gap between desired and perceived identities. A number of propositions have emerged from the findings, which when investigated empirically will be useful for forming corporate identity constructs in the fashion retail sector.

Research limitations/implications

This research provides some useful insights into the role of corporate identity within the fast fashion retail sector; however, it is not sufficient to make generalisable claims outside the cases examined. Further research is required to test some of the conceptual issues and propositions raised by this work.

Practical implications

The paper gives practitioners better insights into the gap between desired and perceived identity with a view to improving strategic interventions to close the gap.

Originality/value

The research makes a contribution to retail identity literature by emphasising the importance of perceived identity. The work is unique in being the first research to explore further the relationship between desired and perceived identity from a fashion retailing perspective. As a consequence the strategic implications from this work for desired identity are highlighted.

Surveys of mental health services users consistently report stigma as a major barrier to recovery. Service users from black and other minority ethnic groups, of course, suffer double discrimination. This article describes a pilot project in which service users and staff from two voluntary sector organisations organised an awareness‐raising event for pupils in an inner city school to challenge and inform them about mental illness.

Abstract

Purpose

The purpose of this paper is to develop a framework to assess the lean readiness within emergency departments (EDs) and identify the key quality practices deemed essential for lean system (LS) implementation.

Design/methodology/approach

An extensive review of the lean healthcare literature was conducted, including LS implementation within the healthcare sector (both generally and in EDs), best ED quality practices, essential factors for LS implementation within healthcare and lean readiness assessment frameworks. The authors identified six main categories from a literature review (top management and leadership, human resources, patient relations, supplier relations, processes and continuous improvement (CI)), and validated these based on experts’ opinion.

Findings

Several factors were identified as crucial for EDs, including top management and leadership, human resources, patient relations, supplier relations, processes and CI.

Research limitations/implications

The framework has not yet been tested, which prevents the author from declaring it fit for EDs.

Practical implications

This framework will help ED managers determine the factors that will enable/hinder the implementation of LSs within their premises.

Originality/value

To the author’s knowledge, this is the first lean readiness assessment framework for EDs and one of the few lean readiness assessment frameworks in the literature.

Abstract

The pattern of food prosecutions in more recent times has remained relatively unchanged. Most have been taken under Section 2, Food and Drugs Act, 1955, even for foods which have obviously been unfit for human consumption. The Section because of its wider application has distinct procedural advantages. A few local authorities routinely use Section 8 successfully; it probably depends upon a more liberal interpretation and understanding by local justices. The five‐year study of food prosecutions, (BFJ 1971, 73, 39), separated them into a number of well‐defined groups and showed that those for the presence of foreign material were the majority and remained fairly constant throughout the period; mouldy foods increased during the five years and then remained steady as the second largest single group. The foods most commonly affected and the foreign matter commonly present could be seen; neither changed much during the period of the survey.
