Abstract

In the late 1960s the Victorian vocational education sector was in crisis. The federal Martin Report into tertiary education excised many of the sector’s university‐level courses and relocated them into new Colleges of Advanced Education (CAEs), leaving many ‘middle‐level’ and technician vocational courses in limbo. Junior technical schools also offered apprenticeship and middle‐level courses, further confusing where courses were, or should be situated, suggesting an overall ‘gap’ in program provision. This challenge came when the Technical Schools Division (TSD), the smallest of Victoria’s three division structure (primary, secondary and technical) continued its struggle to maintain sectoral identity through courting acceptance from private industry and the public sector for its credentialed programmes. With significant others, TSD Director Jack Kepert, followed by Director Ted Jackson, responded by designing policy to reshape the TSD’s structure and functions and its reporting relationships within a new technical college and junior technical school system. Jackson’s policy statement, The future role of technical schools and colleges (1970) facilitated these changes. The Food Hygiene (General) Regulations, 1970, when they first appeared, seem to have attracted more notice in the daily press than in the specialist journals, although, while re‐enacting much that was in the 1960 regulations, which they repeal, the new measures break new and important ground, as well as introducing a number of amending provisions, which experience has shown were needed. We tend to associate hygiene needs of food and drink with the thronging streets of the city and town, the hidden backrooms of restaurants, the bustling market and the mobile food van, which, in this motorized age, has ousted the bawling backstreet hucksterer.

Research into the subject is even more difficult to define because the application of research in one field can be vital to the development of another. Some researchers would not consider their research central to library matters at all, whereas the practising librarian might well see it as casting new light on a difficult area of understanding or development.

A re‐opening of negotiations for Britain, either unilaterally or with other States, to enter the European Economic Community appears distinctly likely in the coming year. It is more than four years since we discussed, in these columns, the subject of the Common Market and its possible effects on food standards and legislation generally, if Britain linked its economic fortunes and future with the Community. The main obstacles at the time were a chariness to accept the full implications of the Treaty of Rome and the agricultural policy of France. In fact, one gained the impression from all the reports that but for the intransigence of France, we might have joined in 1963.

THE year 1954 opened more brightly, in some respects, than most previous years. Salaries are better than they used to be, staffs are larger, and hours are shorter. But there is even less room for complacency or even bare satisfaction than there was forty years ago. Then, however poor was the pay and however long the hours, there was every indication that librarianship was gradually becoming recognized as a profession which in time would rank with the great professions. Principles and objectives were clear and were never lost sight of, but librarians and assistants of that day realized that the great professions were dependant, not only on principles but upon absolute mastery of technique; that no lawyer could survive who merely talked grandiloquently about the principles and objectives of his calling; that the medical man endured—and in many instances enjoyed—a severe and lengthy training in technique and practice, and that even when he became a specialist his prime need and principal qualification was absolute mastery and up to date knowledge of technique and practice in his field of specialisation. In the light of that fad a detailed study of library technique became accepted as essential, and a mass of practical and technical literature was studied and mastered by more than one generation. For examination purposes, perhaps more than for any other reason, the present generation of assistants continues that study, but there has been a change of weight. Today we hear frequently that technique is relatively unimportant and that principles and objectives are the vital essentials.

Few issues in recent times have so provoked debate and dissention within the library field as has the concept of fees for user services. The issue has aroused the passions of our profession precisely because its roots and implications extend far beyond the confines of just one service discipline. Its reflection is mirrored in national debates about the proper spheres of the public and private sectors—in matters of information generation and distribution, certainly, but in a host of other social ramifications as well, amounting virtually to a debate about the most basic values which we have long assumed to constitute the very framework of our democratic and humanistic society.
