Abstract

Purpose

This article explores the influence of duality in institutional logics on internal accounting, with a focus on a Polish public university. More particularly, we answer the research question: how does illegitimacy risk arising from the divergent pressures of the institutional environment impact management accountings in this institution?

Design/methodology/approach

This paper seeks to uncover intricacies of notions of internal legitimacy façade, decoupling and counter-coupling in practice. It explores details of organizational responses involving management accounting aimed at reducing illegitimacy risk. Achieving good organizational access, the authors adopt a qualitative case study approach involving contextual appreciation/document analysis/participant observation/discussion with key actors: facilitating building upon theoretical argumentation through finding things out from the field.

Findings

The authors uncover and discuss organizational solutions and legitimizing manoeuvres applied, identifying four adaptation tactics in the struggle to support legitimacy that they term ‘ceremonial calculations’, ‘legitimacy labelling’, ‘blackboxing’ and ‘shadow management accounting’. These can be seen in relation to decoupling and counter-coupling. Ceremonial calculations supported the internal façade. Shadow management accounting supported pro-effectiveness. Legitimacy labelling and blackboxing helped bind these two organizational layers, further supporting legitimacy. In interaction the four tactics engendered what can be seen as a ‘counter-coupling’ of management accounting. The authors clarify impacts for management accounting.

Research limits/implications

The usual limitations of case research apply for generalizability. Theorizing of management accounting in relation to contradictory logics is advanced.

Practical implications

The article illuminates how management accounting can be understood vis-à-vis contradictory logics.

Originality value

Elaboration of the tactics and their interaction is a theoretical and empirical contribution. Focus on a Polish university constitutes an empirical contribution.

Abstract

Purpose

The purpose of this paper is to advance knowledge and obtain an understanding of the phenomenon of public sector external auditing (PSEA) in Tanzania.

Methodology/approach

The paper used a grounded theory method informed by a critical approach. It used data from multiple sources including interviews, observations and documents, to provide a theoretical and practical understanding of PSEA in Tanzania. The theoretical aspects were developed ‘in vivo’ and were also informed by the Habermasian concept of colonisation.

Findings

The principal research findings from the data concern the central phenomenon of managing colonising tendencies in PSEA which appeared to be the core strategy for both the government and external auditors. While the government appeared to manage the National Audit Office of Tanzania (NAOT) appearance and exploited the legitimising features of PSEA, external auditors manoeuvred within colonising tendencies and attempted to maintain the ‘audit supremacy’ image. PSEA in Tanzania encountered colonising tendencies because of weak working relationship between the NAOT and other accountability agencies, inconsistencies in governance and politics, the culture of corruption and secrecy, dependence on foreign financing and mimicking of foreign models. To coexist within this colonising environment, external auditors managed their relationship with auditees and the complexities of PSEA roles. Managing colonising tendencies resulted into obscured subordination of PSEA, contributing to cosmetic accountability and growing public interest in PSEA.

Research limitations/implications

It is hoped that future research in other countries, in and beyond Africa, will be undertaken to broaden and deepen our understanding of the external auditing of public sector entities.

Originality/value

The paper combines grounded theory with a critical approach to understand PSEA in a developing country.

Abstract

Presents a practical exploration of business manoeuvre theory, examining the application of a developing military war fighting doctrine and how this can be transferred to the business mindscape in order to influence future planning. Suggests that attackers have strategic advantage over defenders and describes decision processes and complementary systems designed to support aggressive attack. Argues that decision makers broaden their attention from a dual focus on product innovation and increased market share, to include processes and tactics aimed at undermining and destabilising a competitor’s C2 (command and control). Also calls for an increase in the study of competitive behaviour and the study of decision processes and psychological operations (“psyops”) as they occur under time and resource constraints within the combative business environment.

Abstract

This article will attempt to argue and demonstrate that the existing and extensive literature on bargaining power in industrial relations focuses almost exclusively on two central aspects of power. Whilst both these approaches throw valuable light on some aspects of power, we shall seek to argue that the predominance of these constrained perspectives has resulted in the relative neglect of other important aspects. Thus we shall identify several lacunae in the literature and seek to raise some hitherto unexamined questions. We shall also argue that, because of the partial nature of the existing literature, there is a need to develop a more coherent and comprehensive model of power which is capable of integrating the multiple facets and incorporating the existing insights.

Abstract

Purpose

This paper aims to discuss the constitution of the Memorial of Resistance of São Paulo (MRSP) by adopting the ANTi-History approach, thereby providing greater transparency to the socio-political relations of multiple actors involved in the constitution of this place as a site of memory.

Design/methodology/approach

By adopting the principles of ANTi-History, the researchers focused on the socio-politics of different human and nonhuman actors to examine how this site of memory was constituted. The researchers sought to turn the process of constituting the MRSP more transparent, putting together one of the possible historical versions of this phenomenon. The data collected included oral and documental sources (interviews, videos, books, newspapers and websites).

Findings

The findings support the notion of history as a socially constructed narrative that emerges through associations of heterogeneous actors in a dynamic and continuous process of (re)configuration. Additionally, by exposing the power relations and negotiations manoeuvres used by multiple actors, it allowed the researchers to highlight the complexity of the Memorial’s history as a black box, contextualizing them in a period of intense social upheaval, re-democratization and transitional justice within Brazilian society.

Originality/value

The paper outlines the process of listing the DEOPS/SP building and the social mobilization movements during the 1980s and 1990s in Brazil, illustrating some of the results obtained from a more extensive research project that dealt with the MRSP’s constitution process. It offers an in-depth example of using the ANTi-History approach in Organizational Studies, allowing the researchers to remove the organization’s veil of apparent simplicity and to bring back to life voices and actors that have been erased, disguised and silenced by the dominant version of events.

Abstract

This study uses a discursive perspective to analyze the way in which top managers legitimize change in official announcements. It focuses on the foundations of legitimacy invoked using both Weber's typology, based on modes of authority, and the conventionalist model, stressing the constitutive frameworks that justify collective action. We use a narrative approach to examine four texts intended for employees in the context of mergers‐acquisitions in the Canadian financial services sector. We look at those announcements as wedding narratives. A framework based on the canonical schema and Greimas's actantial model was applied to the texts. The analysis reveals that these narrations of corporate marriages, while describing the same event, give distinct versions of it. These distinctions bring out differences between firms in terms of the foundations of legitimacy invoked, the contribution of the various actors, and the narrative style favoured.

Abstract

Multi-stakeholder initiatives have proliferated as a leading form of standard-development, as they are understood to be more legitimate than other forms of non-state governance. The legitimacy of multi-stakeholder initiatives is a result of their perceived congruence with normative democratic principles. Using a case study of a multi-stakeholder initiative to develop a National Sustainable Agriculture Standard (LEO-4000) for the United States, this chapter examines the practices and politics of legitimation in non-state governance. The analysis of LEO-4000 indicates that, first, the simultaneous construction of legitimacy and standards affects the kinds of standards developed. Second, understandings of legitimacy are influenced by the standpoint of actors. Third, legitimacy has become a strategic dimension of standard-development, which actors use to further their interests. Based on these findings, we contend that non-state governance that relies on normative democratic principles for legitimation is constrained in its ability to develop stringent standards. Thus, there may be limits to non-state governance as a regulatory tool, and to achieve non-economic objectives such as increased sustainability. For rural areas, the implication is that they are becoming enmeshed in an emerging system of non-state governance that continues to be highly contested, particularly regarding who has the right to govern such areas. The findings in this chapter are based on qualitative data, including 34 interviews and participant-observation.

Abstract

This chapter analyses the recovery of the Danish economy from the crisis of the 1980s, its elevation to a bit of an ‘economic miracle’ or at least an ‘employment miracle’ from 1995 to 2005 and its subsequent decline during the financial crisis, which revealed more long-standing problems that precluded a quick recovery. The solution of Denmark's structural balance of payment problems in the early 1990s paved the way for long-term prosperity, and Denmark managed the challenges of globalisation and deindustrialisation almost without social costs. However, an accumulation of short-term policy failures and credit liberalisation facilitated a credit and housing bubble, a consumption-driven boom and declining competitiveness. In broad terms, the explanation is political; this includes not only vote- and office-seeking strategies of the incumbent government but also ideational factors such as agenda setting of economic policy. Somewhat unnoticed – partly because of preoccupation with long-term challenges of ageing and shortage of labour – productivity and economic growth rates had slowed down over several years. The Danish decline in GDP 2008–2009 was larger than in the 1930s, and after the bubble burst, there were few drivers of economic growth. Households consolidated and were reluctant to consume; public consumption had to be cut as well; exports increased rather slowly; and in this climate, there was little room for private investments. Financially, the Danish economy remained healthy, though. Current accounts revealed record-high surpluses after the financial crisis; state debt remained moderate, and if one were to include the enormous retained taxes in private pension funds, net state debt would de facto be positive. Still, around 2010–2011 there were few short-term drivers of economic growth, and rather unexpectedly, it turned out that unemployment problems were likely to prevail for several years.
